A COMPARATIVE STUDY OF EXTREMISM WITHIN NATIONALIST MOVEMENTS IN THE UNITED KINGDOM AND SPAIN by Ashton Croft Submitted in partial fulfillment of the requirements for Departmental Honors in the Department of History Texas Christian University Fort Worth, Texas 22 April 2019 Croft 1 A COMPARATIVE STUDY OF EXTREMISM WITHIN NATIONALIST MOVEMENTS IN THE UNITED KINGDOM AND SPAIN Project Approved: Supervising Professor: William Meier, Ph.D. Department of History Jodi Campbell, Ph.D. Department of History Eric Cox, Ph.D. Department of Political Science Croft 2 ABSTRACT Nationalism in nations without statehood is common throughout history, although what nationalism leads to differs. In the cases of the United Kingdom and Spain, these effects ranged in various forms from extremism to cultural movements. In this paper, I will examine the effects of extremists within the nationalism movement and their overall effects on societies and the imagined communities within the respective states. I will also compare the actions of extremist factions, such as the Irish Republican Army (IRA), the Basque Euskadi Ta Askatasuna (ETA), and the Scottish National Liberation Army (SNLA), and examine what strategies worked for the various nationalist movements at what points, as well as how the movements connected their motives and actions to historical memory. Many of the groups appealed to a wider “imagined community” based on constructing a shared history of nationhood. For example, violence was most effective when it directly targeted oppressors, but it did not work when civilians were harmed. Additionally, organizations that tied rhetoric and acts back to actual histories of oppression or of autonomy tended to garner more widespread support than others. -

I was a Northern Ireland civil servant from 1971-2013 and I worked in the Northern Ireland Office (NIO) from 1986-1999. I retired from the civil service on May 2013 at which time I held the post of Permanent Secretary to the Department of Employment and Learning. 2. From 1990-1992 I was head of a Division entitled “Compensation, Probation and Juveniles Division”. The Division was responsible for the Criminal Injuries and Criminal Damage Compensation Schemes, probation policy, the appointment, funding and direction of the Probation Board, and juvenile justice, including the training schools. 3. The Training Schools Branch (TSB) within my Division was headed by a Grade 7. It exercised a general oversight of the training schools - Rathgael and Whiteabbey, St Patrick’s, St Joseph’s, Middletown, Whitefield and Lisnevin, including budgetary control, the application of rules and guidance, and the promotion of good governance. 4. A separate Division, “Criminal Justice Division” was responsible for criminal justice policy and legislation, including the law on juveniles. 5. For most of the period both these Divisions answered directly to the Deputy Secretary, then John Ledlie. I was asked to carry out a review of the structure. My key recommendation was that a new post should be created at “Under- secretary” level to provide more drive and coordination of criminal justice policy and better oversight and support to the various agencies. -

Race, Ethnic Minorities and the Culture of the Liberal Democrats Introduction In September 2016 I was invited by Baroness Brinton, as President of the Liberal Democrats, and on behalf of the Party Leader, Tim Farron MP, and the Federal Executive (now the Federal Board), to undertake an independent inquiry into process and culture within the Liberal Democrats, focusing specifically on race and ethnicity. I was not asked to address particular individual complaints or cases, nor the problems of race and ethnicity in the country as a whole, but as part of the party’s commitment to build and safeguard a fair, free and open society I was commissioned to focus on those barriers or issues faced by Black and Minority Ethnic (BaME)1 members and supporters and the Liberal Democrat Party itself. The Federal Executive provided the following questions to be addressed as part of the review process, but also made clear that I was free to explore other relevant questions. 1. Are there barriers to participation for BAME members? If so, what and where are they? 2. Do barriers differ in different parts of the party? 3. How effective are existing mechanisms/procedures in addressing the issue? 4. Does the Party do enough to engage with BAME voters and ensure accessibility for potential BAME members? 5. What further steps should, or could, be taken by the Party to address the issues identified in this review? I accepted the invitation and stood down as the Party’s Spokesman on Northern Ireland. While Party Headquarters undertook to provide responses to any questions I had, and to help with arranging contacts, meetings or information, it seemed to me best, within the limitations of a pro bono inquiry and my other commitments, to undertake meetings away from Party Headquarters and with as little direct involvement as possible by the party staff, in order to give a degree of independence to the work. -

Northern Irish Society in the Wake of Brexit By Agnès Maillot Since the 2016 referendum, Brexit has dominated the political conversation in Northern Ireland, launching a debate on the Irish reunification and exacerbating communitarian tensions within Northern Irish society. What are the social and economic roots of these conflicts, and what is at stake for Northern Ireland’s future? “No Irish sea border”, “EU out of Ulster”, “NI Protocol makes GFA null and void”. These are some of the graffiti that have appeared on the walls of some Northern Irish communities in recent weeks. They all express Loyalist1 frustration, and sometimes anger, towards the terms of the Withdrawal Agreement reached in 2019 between the UK and the EU, which includes a specific section on Northern Ireland.2 While the message behind these phrases might seem cryptic to the outsider, it is a language that most of the Irish, and more specifically Northern Irish, can speak fluently. For the last four years, Brexit has regularly been making the news headlines and has dominated political conversations. More importantly, it has introduced a new dimension in the way in which the future of the UK province is discussed, prompting a debate on the reunification of the island and exacerbating a crisis within Unionism. The purpose of the dinner was to expose Mr O'Donovan and his colleagues from the Irish side of the Secretariat to some "traditional" unionist viewpoints and attitudes. Present from the Irish side were Mr O'Donovan and Mr Bassett, while Mr Maccabe and I accompanied Mr Williams. Other guests were Roy Bradford, Ulster Unionist Politician and now Mayor of North Down, the Reverend Norman Hamilton, Minister of Ballysillan Presbyterian Church and the historian ATQ (Tony) Stewart. 2. Throughout the dinner the atmosphere was convivial and relaxed but the exchanges were at times very "lively", with Mr Bradford in particular speaking very frankly about his perceptions of current Unionist thinking. c PRONI CENT/1 /23/29 Initially, discussions took place in small groups but when the wine had begun to flow more freely, Mr Bradford took centre stage and to a large extent dominated the remainder of the evening. On the current political situation, Mr Bradford said that it would be unfortunate if the Government were to repeat what were, in his opinion, the mistakes of the past in terms of seeing the "grand gesture" as a way to resolve Northern Ireland's problems. -

Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017).
