ON 08 MARCH 2017. The 56th meeting of Operation & Coordination Committee of MP was held on 08th March 2017 at 11:00 AM at hotel Kalchuri, Jabalpur under the Chairmanship of Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC. The list of participants is enclosed at Annexure -1.0. Shri Vijay Kumar Tripathi Dy. Manager on behalf of NHDC, the host of 56th OCCM welcomed S/Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC, K.K.Parbhakar Member Secretary OCC & Addl. C.E.(SLDC), S. Sanyal GM, NHDC and S Pagare, C.E, OSP with bouquet of flowers followed by opening ceremony of 56th OCCM of M.P by lighting of lamp (Deep Prajavalan). He also welcomed all the guests and participants. Further, he requested Shri S. Sanyal GM, NHDC, Bhopal to address the gathering. Shri S.Sanyal welcomed Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC, Shri K.K.Parbhakar Member Secretary, OCC and all the guest & participants on behalf of the NHDC. Thereafter he apprised the participants about achievements of NHDC. He also informed the committee that in 2014- 2015 CAG performed the audit of all hydel power stations and NHDC was considered as one of the best maintained Hydel Power station (PSU). He further stated that NHDC figures one of the best public sector having less than 1% outage in last five years. Moreover, it is also playing vital role in generating clean energy and serving the nation. Further he thanked Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC for giving an opportunity to NHDC for hosting the 56th OCCM of M.P. Thereafter Shri Vijay Kumar Tripathi Dy. Manager, NHDC requested Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC to address the gathering and to take up the proceedings of meeting. Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC welcomed all the participants present for attending the 56th OCCM of M.P. He stated that first OCCM of M.P was held in the year 2009 and this forum has resolved all matters/disputes amicably related with grid operation and other related matters. He further informed that there are 9 HPS in MP and Black Start Mock Drills have been conducted at 7 HPS successfully. M.P is the first state which has conducted highest no. of Mock Drills in India (i.e., 19 Numbers at various HPS of MP). Black Start Mock Drill of Manikheda and Rajghat Hydel Power Stations is proposed to be conducted in Rainy Season. The operational staff of Gandhisagar, Bargi, Pench and ISP have got expertize in conducting Black Start Mock Drill. In future, Black Start Mock Drill of these Hydel Power Stations shall be conducted by the Power House staff and SLDC will not depute any engineer to these Power Stations for this purpose. Chairman OCC stated that Percentage of time frequency remained within the permissible range of 49.9 -50.5Hz was 69.58% for the month of Dec 2016 and 70.46% for the month of Jan 2017. The average frequency for the month of Dec 2016 & Jan 2017 was 49.99 Hz. and 50.00 Hz respectively. The percentage of time frequency above 50.05 Hz. for the month of Jan 2016 is slightly larger 23.35 % in comparison to 19.38 % in the month of December 2016. The percentage of time frequency below 49.9 Hz was 6.19% for the month of Dec 2016 and was quite higher 11.04 % for the month of Jan 2017. Chairman OCC also stated that high frequency period increased and recorded above 19 % in the month of Dec 2016 – Jan 2017. The percentage of time Frequency above 50.05 Hz has increased considerably/unevenly due to the increased injection by wind generators, which is unpredictable. Thereafter Chairman OCC requested Member Secretary, OOC to take up the agenda points. Minutes of 56th OCCM of MP 1 ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary OCC informed the committee that the Minutes of 55th meeting of Operation & Coordination Committee of MP held on 22nd December, 2016 at Hotel Vijan Mahal, Tilhari, Mandla Road, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/3871 dated 27.01.2017. No comments have been received to SLDC, committee confirms the minutes. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS Dec 2016 TO JAN 2017. 2.1 Frequency Particulars: Member Secretary OCC informed the committee that during January 2017 the system frequency was below 49.9 Hz for 6.19% of time against 11.04% of time during Dec 2016. The system frequency was above 50.05 Hz for 23.35% of time during Jan 2017 against 19.38% of time during Dec 2016. The system frequency was within the IEGC range of 49.9-50.05 Hz for 70.46% of the time during Jan 2017 against 69.58% of time during Dec 2016. The average monthly frequency was 49.99 Hz during month of Dec 2016 and 50.00 Hz during month of Jan 2017.

Clark The Robbins Company, New Delhi, India ABSTRACT: India’s Sleemanabad Carrier Canal is a prime example of just how challenging mixed face conditions can be, although other examples exist. The water transfer tunnel is being bored using a 10 m diameter hybrid-type rock/EPB TBM. However, in 6.5 years of tunneling the machine had only advanced 1,600 m. Commercial issues for the original contractor stalled the pro- ject frequently, while ground conditions turned out to be even more difficult than predicted. Low overburden of between 10 and 14 m, combined with mixed face conditions, transition zones and a high water table restricted advance rates. The TBM manufacturer mobilized a team to refurbish the TBM and within a period of 6 weeks a team of 180 people had been deployed to take over all aspects of tunneling and support activities. Production rates improved dramatically as the TBM advanced more than 400 m in four months. They remained in India for more than 350 years till the country became independent in the year 1947. Initially, they came as traders and subsequently rose to the status of the ruling class in the subcontinent. This was all due to the outstanding contribution of the British Colonial Administrative Personnel to the Colonial Administration in India. The present paper attempts to highlight the contribution of the various British Administrative Personnel who happened to serve in India during the British rule. This paper specifically deals with the contribution made by the British Administrative Personnel with regard to Central India. It was a unique feature with the British Administration in India that before entering any area, they wanted to have detailed information about the country and its people whom they had to administer. Most of the British officers of the Indian Civil Service, belonged to the higher aristocratic stratum of the British Society. They were all well-educated and had a flare for intellectual pursuits alongside their normal administrative duties. At times, their reports and accounts, are pieces of literature and poetry. The picturesque tribal areas of this subcontinent, luxuriant forests, tribal virtues, their dancing, their songs and laughter, their zest, zeal and joyous life, their delight and distress, their sufferings and privations, this all taken together, attracted the British Colonial Administrative officers to reduce their empirical impressions in black and white.
