The Superintending Engineer, Irrigation Central Circle, Thrissur, for and on behalf of the Governor of Kerala invites online bids from the Registered bidders of Kerala Irrigation / PWD who have successfully completed at least one similar work costing equal or more than 50% (Fifty percentage) of the estimate Probable Amount of Contract (PAC) of the work done under Government / PSU during the last five years.

Tender documents and tender schedule may be downloaded free of cost from the e-GP Website www.etenders.kerala.gov.in. A bid submission fee of 16,500/- should be remitted online. The GST amount 3,135/- (18% GST + 1% Cess) should be paid by the bidder directly to GST Department under Reverse Charge Mechanism and the receipt should be submitted along with PQ Documents. Documents submitted without GST receipt will summarily be rejected.

The rate quoted by the bidder shall include all Taxes, Duties and Construction Worker’s Welfare Fund contribution etc. except the GST.

All bid / tender documents are to be submitted online only and in the designated cover(s) / envelope(s) on the e-GP website. Technical bid and financial bid shall be submitted in their respective designated online covers. Tenders / bids shall be accepted only through online mode on the e-GP website. Late tenders will not be accepted.

The scanned copies of registration certificate duly attested by the Superintending Engineer / Executive Engineer, Irrigation / PWD, Kerala, Preliminary Agreement, Bid Capacity certificate, EMD exemption certificate (if any), GST Receipt and Technical Bid should be submitted online and subsequently in a separate cover (3 copies of Technical Bid) to Superintending Engineer by Registered Post / Speed Post in the prescribed time. The documents received through Courier and other means will not be accepted. More details on EMD and cost of tender documents / bid submission fee are mentioned in the PQ document. Tenders for which documents are not received in time through Post will be summarily rejected.

The technical bids shall be opened online at the office of the Superintending Engineer, Irrigation Central Circle, Thrisssur on 16-09-2020 at 3.00 PM by the Superintending Engineer in the presence of the Bidders / their representatives who wish to attend at the above address. If the tender opening date happens to be on a holiday or non-working day due to any other valid reason, the tender opening process will be done on the next working day at same time and place.

Online Tenders / bids are to be accompanied with a preliminary agreement executed in Kerala stamp paper worth 200/- and an Affidavit in the proforma attached with PQ documents. Tenders / bids received online without EMD, Cost of tender documents / bid submission fee and preliminary agreement will not be considered and shall be summarily rejected. Further details can be had from the NIT or Office of the Superintending Engineer, Irrigation Central Circle, Thrissur during working hours.

All other existing conditions related to Pre Qualification tender of Kerala Irrigation Department will be applicable in this tender also. The Irrigation Department will not be responsible for any error like missing of schedule data while downloading by the Bidder.

Bid capacity certificate means experience certificate of at least one work of similar nature completed within last 5 years costing equal or more than 50% of the estimated cost of the work.

The firm period of the tenders shall be 60 days from the date of opening of financial bid.

Besides Security Deposit 10% Bank Guarantee should be submitted by the selected contractor at the time of executing agreement.

Contractors who are not submitting bid capacity certificate, Affidavit in the prescribed format attached with PQ document and requisition for e-payment in prescribed form will be strictly rejected. The undersigned reserves all rights to reject the submitted tender without assigning any reason.
