INTRODUCTION

About DUFE

Dongbei University of Finance and Economics (DUFE) was founded in October 1952. It was a co-established university by the Ministry of Finance, the Ministry of Education and Provincial People's Government. It is one of China’s top-ranked multi-disciplinary universities and is one of the best universities in China.

To further broaden educational horizons, DUFE began to encourage international cooperation and exchange from 1994, under the guideline of “high standards and internationalization”. With experience of more than one decade, the University has gradually brought about internationalization in terms of instructional languages, teaching materials, curriculum systems and administration patterns.

Passport

Your passport is the only official identify certification that can be used by international students in China. You must remember to keep your passport safe at all times. It is highly recommended that you keep 2-3 photocopies of your passport with you and in your accommodation.

Passport Renewal

 Students need to renew their passport at least 18 months before it expires. Please keep this in mind and plan to renew your passport when you are back in your country during summer and winter vacations.  Student can send supporting documentation to the embassy or make an appointment directly with the embassy (this will differ between different countries and embassies).  After you receive your new passport, students need to update their Accommodation Registration Form for Visitors from Overseas in the appointed police station within 24 hours and then go to the International Office and Division of the Entry-Exit Administration of Dalian Municipal Public Security Bureau to transfer their residence permit from the old passport to the new passport within 10 days after arrive in China. In failing to do these procedures, you will be considered an illegal resident and you will be punished according to Chinese Law.

Lose Passport

If your passport is lost or stolen in China, you must follow the following steps:

Step 1: Obtain a "Statement of Loss of Passport" from the local police station and with this paper to Chinese Public Security Bureau (PSB) in the city to obtain a “Confirmation of reporting the loss of passport”.

Step 2: Apply for a replacement passport at the nearest Embassy or Consulate

Step 3: Obtain a Chinese visa from the city level PSB within a month after you got the “Confirmation of reporting the loss of passport” (This is required, without exception, to remain in China and to leave China.)

Visa and Residence Permits

Your Visa and Residence Permit are the most important documents that enable you to get legal status to reside in China and pursue your studies. The Visa and Residence Permit application procedures can be complicated. Therefore, you should pay close attention to this component of the handbook. If you have further inquiries or problems regarding the Visa and Residence Permit, then do not hesitate to contact the staff in the International office.

Study Visa

International student who will be studying in China for more than 6 months are required to obtain a Student visa, also termed as a ‘X1’ or ‘X2’ Visa. (Important: ‘X1’ Visa will be valid for 30 days after your arrival. You must apply for Residence Permit within these 30 days in order to obtain legal status in China.) International students who wish to stay and study in China for less than 6 months are required to apply for ‘X2’Visa or other types.

Applying for Study Visa

Student can consult with the Chinese embassy in your county for study visa application. (This will differ between different countries and embassies).

Residence Permit

‘X1’ Visa holders must apply for a ‘Residence Permit’ in the Division of Entry-Exit Administration of Dalian within the first 30 days of your arrival. International Office will help you prepare and submit documents for residence permit application within 30 days of your arrival. The validity of your Residence Permit must not exceed the expiration date of your passport. If you remain in China after your Residence Permit expires and do not apply for a residence permit extension, you will be considered as an illegal resident and you will be punished according to Chinese Law. Normally a fine, or deportation, will be applied.

Applying for Your Residence Permit

The supporting documentation needed for each residence permit application is as follows: - Passport - Completed Visa and Resident Permit Application form - Copy of your passport (1x Photo Page, 1 x Latest China Entry stamp, 1x Current visa page) - Original and copy of latest Accommodation Registration Form for Visitors from Overseas - University Enrollment Letter and JW202 Form. (Provided by International Office) - One license photo with white background, size 3.5cm*4.5cm - Application fee: 800RMB (12 months)/400RMB (6 to 12 months) - 22RMB postal service fee - Health Certificate (for student who need change X1/X2 visa to residence permit) Note: ‘X1/X2’ Visa holders who do not have a verified Foreigner Health Certificate must take a physical examination offered by the Liaoning Entry-Exit Inspection and Quarantine Bureau to obtain a valid Health Certificate. Residence Permit Extension

Students must go to the International Office within 30 days before their residence permits expire. Students must have already paid their tuition fees in full before they will be granted a Residence Permit extension. If you remain in China after your residence permit expires and do not apply for an extension, you will be considered an illegal resident and you will be punished according to Chinese Law.

Changing of Residence Permit

Student who obtains a new passport must go to the International Office and the Division of Entry-Exit Administration of Dalian Municipal Public Security Bureau for a new Residence Permit within the first 10 days after changes are made. If you do not change your permit, you will be considered an illegal resident and you will be punished according to the Chinese Law.

Under 18 years’ student applying for a residence permit

Students under the age of 18 are required to have a legal guardian in China for the duration of his/her studies. The legal guardian should be a Chinese citizen who has been living in Dalian for 6 months or longer. The guardian must have a Dalian residence registration or they should provide a “Temporary Residential Permit” stating they have lived in Dalian for 6 months or longer, please contact with IO for more information about under 18 years old student policies. The supporting documentation needed for each residence permit application is as follows: - Parents’ Passports front page(Copy) - Student Birth Certificate (Original and Copy) - Student Birth Certificate notarized by the Chinese Embassy located in home country - Translation of Student Birth Certificate (Translation should be done in Dalian) - The company business license of Translation Company (copy with company stamp)

Accommodation Registration Form for Visitors from Overseas

In China, foreigners must report to their appointed police station within the vicinity of their accommodation, within 24 hours, after arriving in China. This is a legal requirement.

For student who lives on campus, the university will help you register your Accommodation Registration Form for Visitors from Overseas.

For student who lives in private accommodation they will be required to do this with their landlord or agency by taking their passport and renting contract to the local police station to obtain the Accommodation Registration Form for Visitors from Overseas.

Accommodation Registration Form for Visitors from Overseas Update  Students need to update their Accommodation Registration Form for Visitors from Overseas within 10 working days after they have extended their Residence Permit. Failure to do this could result in a fine from the local police station.  If you change your address, please update your Accommodation Registration Form for Visitors from Overseas by giving your new address, in your local police station, within 24 hours.  Every time you change your passport, address or residence permit, you are required to update your Accommodation Registration Form for Visitors from Overseas at your local police station and inform the International Office within 24 hours.

ACADEMIC REGULATIONS

General Academic Information

1. GIME Website The GIME website (www.gime.dufe.edu.cn/en) provides academic support, general life guidance, and some updated notices closely related to international students’ life and study in DUFE. In the section of Academics, students can get general academic support, and also some notices may be posted during each semester.

2. Email Account Your e-mail account is used for receiving important notices from the school and communication between instructors and students.

Students will be given an initial username and password for an email account after registration. The initial username is student [email protected] (for example, [email protected]). The password will be noticed by International Officer, it is strongly recommended that students change the password once using it. Please keep a record of your new password.

E-mail will be a primary means for the school to communicate with students, so students are required to check their email account regularly. It is necessary for the school to contact students with important information and sometimes at short notice. Where possible the school will attempt to e-mail students, so students must ensure that they check their e-mail regularly (i.e. once every 24 hours on weekdays). E-mail accounts can fill up fast, so it is very important that students keep space for correspondence. It is possible for students to miss out on important information as a result of a full account or simply not checking their e-mails. The school will not hold responsibility for the consequences of any information deficit providing that the school has taken steps to contact the students.

Sometimes, officers will send emails, or call, when they have some urgent notices for students. It is a student’s personal responsibility to keep officers informed of any changes to contact details and methods.

3. Academic Calendar The school will produce an academic calendar for the following semester during summer/winter holiday. Students ought to follow the academic calendar to arrange their study and vacation.

4. Academic Semester Students should notice that ‘week’ is used as a unit in academic schedules. Normally, there are 18 teaching weeks for each semester except the beginning semester which is affected by freshmen induction. Week 1 to Week 17 is normal teaching weeks; Week 18 is for non-paper final examination. Week 19 and Week 20 are final paper exams weeks. The academic semester ends with a completion of final examinations. For cohort 2020 undergraduate and postgraduate students, the normal teaching week will start in Week 3.

5. Summer/Winter Vacation Normally summer/winter vacation starts in the end of Week 20 and lasts for six weeks. Students could refer to the general calendar to schedule holiday arrangements. However, students are suggested not to book any return tickets unless students receive confirmed information about next semester’s beginning date.

6. Freshman Academic Induction Freshmen academic induction is part of ‘freshmen induction week’ which is arranged in September. It is mandatory for all new students to attend the events. During the induction, students will get to know important information on Academic Regulations. After the induction, students will start classes from Week 3.

7. Elective Module Selection Students should choose elective modules before each new semester starts. The Academic Affairs Officer will collect students’ preliminary elective courses choices during summer/winter holiday. After submitting the form, students will have a chance to change their elective courses choices in the first two weeks of each semester, but they should submit the form in time first. Postgraduate Students in their first semester in the first year should submit the form and confirm their elective courses choices by Friday in Week 3. Undergraduate Students can choose general elective courses from the second semester of their first year, and can choose major elective courses from their second year. Students cannot choose more elective modules once the registration period is closed but can drop elective courses before week 6. Any more choices made after elective module registration deadline might automatically incur the failure of such modules. Students should follow the regulation for selecting elective modules.

Elective Course Selection Principles (1) School will operate elastically academic years for both undergraduate and postgraduate programs. The curriculum plan of undergraduate program is divided into 4 years while the curriculum plan of postgraduate program is 2.5 years. If students can pass all the examinations of the compulsory courses on the curriculum plan in the given academic years and meet the requirement for elective courses credits, students can graduate from university. (2) Students should be familiar with the curriculum plan of their grade and their major, and should know the following information. ① The total credits, compulsory course and elective course credits. ② The differences between major elective and general elective courses. ③ Credits that students have already achieved and credits that students need to achieve. ④ The starting time of each course in the curriculum plan. (3) Students should pay more attention to the information of course description, teaching language, the arrangement of the course, and the limitation of the course selection if some courses have this. (4) Students can select courses according to the curriculum plan, the course arrangement of each semester, and students’ self-learning abilities. (5) Students should select courses during the required time. The information of courses that are selected by students will be put into students’ transcript each semester, and the result will be in the transcript after final examination. For students who drop elective courses, and who have bad class attendance according to attendance records provided by course instructors and get the forbidden of final examination notice will be marked zero of these courses in the transcript. The result of the courses which are not selected by students cannot be put into the transcripts. (6) Students who fail the elective courses can select other elective courses next semester. Students can go to academic affairs office to cancel and erase records of the failed elective courses once noticed by Academic Affairs Office. However, students should pay for the deletion of each failed course, and it will cost 70CNY/credit at current rate. The price may change according to the university standard. (7) For both undergraduate and postgraduate students, choosing any elective courses in their final semester will result in delayed graduation since elective courses won’t be finished before their Graduation Qualification Examination in the middle of their final semester. Therefore, it’s better for them to choose their elective courses and to meet the credit requirements for elective courses for graduation before their final semester.

Elective Course Selection Discipline (1) All students must select elective courses according to the required time and process of this regulation. Students should be responsible for themselves if they don’t select the course according to the required time and don’t follow the rule of “Elective Course Selection Regulation”. (2) Students cannot attend the final examination of the elective course that is not selected by students. (3) Students should treat the elective course selection seriously; if students select a course that they don’t wish to attend, this will affect other students’ selection. Students who don’t withdraw elective courses during the allotted withdrawal time must attend the course on time. (4) Except in the case of retake courses, students cannot select the same elective course twice. (5) Every semester, Academic Affairs Office will inform students of the elective course selection by email, so students should check their email regularly (almost every day) in case they miss the deadline of the course selection. The office will not be responsible for any students who miss the timings of the elective course selection. (6) Academic Affairs Office reserves all rights for final explanation of the above regulations.

8. Delay and Cancellation of a Lecture There are time restrictions on any instructor who is late for a lecture: students may leave after 15 minutes of class time has elapsed OR after receiving any further notice by the Academic Affairs Officer. Any delayed lecture will be rescheduled in following weeks.

Cancellation of a lecture means instructors could not make the scheduled lecture due to specific reasons, such as illness or university business, and therefore requiring a cancellation of the lecture. Normally this information will be given to students in advance. Any cancelled lecture will be rescheduled in following weeks.

9. Textbooks and Course Materials Students need to order textbooks themselves if the instructor requires or recommends each student to buy. It normally takes 2-3 months to receive books from abroad due to overseas shipping processes. Some text-books will be available in the GIME Library; students can often borrow the textbooks and should abide by the GIME Library Regulations. Students may get handouts from instructors in class or from the Office. Those study materials are free of charge.

10. Student Feedback System There are two effective methods to receive feedback for students if there are any common issues.

(1) Student Visiting Form

International Office and Academic Affairs Office– both offices could help students with daily issues on general study or campus life, etc. If students have some problems or requests for the school, they can go to the offices to fill in the form of “Student Visiting Form”; Officers will give the feedback to students later.

(2) GIME Questionnaire about Students’ Satisfaction of Teaching

Students should give a true and fair view on the academic quality of school; this is also a chance for students to evaluate instructors of a current semester.

Process of making an official complaint

Step 1: Students fill a form in the International Office or Academic Affairs Office to clarify your complaints.

Step 2: International Office or Academic Affairs Office will pass on the form to the relevant managers. They will investigate the issue and give an official feedback to International Office or Academic Affairs Office after the investigation.

Step 3: International Office or Academic Affairs Office will pass on the feedback to the student. If the student is not satisfied with the feedback, he/she can go through the procedure again to ask for another round of investigation until the problem is solved.

PS: During the investigation, students need to cooperate with the relevant managers, so that they can get enough information about the case.

11. Academic Warning, Expelling Warning and Expelling Academic Warning Letter, student will receive an academic warning letter under either of the circumstances below.

(1) In the first semester, student will receive an academic warning letter if he/she obtains less than one third of first semester’s total credits or fail half of the compulsory courses. (2) From the second semester on, student will receive the academic warning letter if the student obtains less than half of the total credits on transcript.

Expelling Warning Letter:

(3) Student will receive an expelling warning letter if the student receives the academic warning letter twice (Student will receive an expelling warning letter and the second academic warning letter together).

The case will be reported to Curriculum and Program Committee under either of the two circumstances below. Students may take the risk of being expelled from the university.

(4) The student obtains less than one third of first semester’s total credits or fail half of the compulsory courses again after he / she receives the expelling warning letter. (5) Student obtains less than half of the total required credits at the end of 6th semester.

12. Attendance Policy

Attendance is a key component in student retention, progression and achievement. Regular attendance and academic achievement are closely linked. Students who actively participate in their learning by attending classes regularly are benefited as below,

(1) Enjoy a rewarding experience in which their knowledge, skills and abilities are developed, and (2) Successfully complete their course, and (3) Achieve better results.

And also, attendance of foreign students is a compulsory requirement from the Public Security Bureau, China. The attendance record will affect the visa extension of the students.

12.1 Class Attendance

(1) Students are supposed to attend class on schedule. Lateness, early-leaving and absence are highly not recommended. Students are responsible for their own behaviors. Lateness would be recorded as absence and cannot be modified; Early-leaving would be recorded as absence if proved. (2) Students who cannot attend class for a certain reason or sickness are supposed to ask for a leave from International Office before class. Any leave application after class is not admitted. Leave application are written down in duplicate, one is required to submit to Academic Affair Officer and another is required to be kept by International Student Affair Officer. Valid leave application should include excuse and time and class to be absent from and be signed by International Student Affair Officer. Students are supposed to submit leave application on time. Any leave application submitted after the deadline would not be accepted and this would be recorded as absence in accordance to clause (1).

(3) If there are more than four unauthorized absence without any reasons or more than six absences including authorized absence of one course, students will be ineligible to take the final examination of this course. If this is a compulsory course, students will have to pay the retaking fee and retake the affected course when it is available again in the future.

(4) For long-term leave (longer than 7 days, shorter than 30 days), students need to fill the application form and submit it, attached with evidence(s), to International Office. International Office will report to Curriculum and Program Committee and discuss, International office will inform students for the decision of Curriculum and Program Committee.

(5) If students ask for leave of more than 30 consecutive days, they will be required to suspend studies in the university.

12.2 International Office Attendance Checking (1) International Office will do the attendance checking. (2) The attendance records will be sent to the Exit-Entry Administration Bureau every month for checking. Students who are absent for a compulsory required attendance, or 2 consecutive times or 3 times International Office Attendance Checking, with any unauthorized reason will get a warning letter from International Office. Students with 2 (1 compulsory+1unauthorized) or 3 (2 consecutive+1 unauthorized) or 4 (Overall) unauthorized absent records will be reported to the University International Student Administrative Office and may be requested to meet the Visa Bureau Officer and receive a serious warning from both school and Public Security Bureau of Dalian. (3) For asking for leave, please refer to Class Attendance. (4) Students who get 2 warning letters but without any improvements may be required to probation. The decision will be made by Curriculum and Program Committee. (5) Students who get probation but without any improvements may be required to expel from the school. The decision will be made by Curriculum and Program Committee. (6) Students who get more than 2 warning letters in one semester can subsequently only apply for visa extensions of a maximum of one semester when their visa is going to expire.

The absences will be counted on a semester basis. Students need to aware that the instructors have full authority over class attendance records. International Office has full authority over International Office attendance records. If there is any dispute over an attendance issue students must personally approach their instructors and International Office for clarification. Please note, a poor attendance record may cause a student to be placed on probation or being expelled from the university. Supportive remedies, designed to improve attendance of a student, must be adhered to if requested by the university.

Acceptable Reasons for Absence

(1) Illness (where accompanied by acquired certification or proof that a medical consultation or medicinal necessity has taken place) (2) Fixed Appointments (Visa Extension, Embassy) Proof required unless organized by the University (3) Hospital & Medical treatment Appointments (where accompanied by medically acquired certification or proof of treatment or appointment) (4) Police Appointments (verification required) unless organized by the University. (5) Appointment with Sponsor (verification required) unless organized by the University (6) Other reasonable reasons given to and accepted by individual instructors

Examination Information

1. Student Examination Code (1) Students MUST bring their Student IDs to the exam. (2) Being late for over 15 minutes will be forbidden to take the exam. (3) Bring only what you need for the exam. Students are not allowed to bring any paper and script, dictionary, pencil case, and portable computer with them during the exam unless told by the course instructor. Draft paper will be given by the invigilators. (4) Mobile phones must be turned-off during the exam and put in front of the classroom in the bag. (5) Only ball-point pen and pen (with black or blue color) can be used to write on the exam paper. Students are not allowed to use pencil to write on the exam papers. (6) Students should put their bags in front of the classroom before the exam starts. (7) Students should write full name, student ID and class on the left-hand section of the exam paper, which is inside the stapled area. (8) Students are not allowed to leave the exam room during the exam, unless they have handed in their exam papers. Students cannot hand in the exam paper within 30 minutes. (9) Students are required to stop writing as soon as the invigilators give the instruction that the exam is finished. No students shall leave their seats until all exam papers are gathered by the invigilators. (10) Students ought to sit according to invigilators’ requirement.

2. Examination Attendance Students should attend the evaluation of their chosen courses. The evaluation includes regular quizzes, mid-term exams and final exams. Regular quizzes and mid-term exams are organized by instructors while the final exam maybe organized by school. Midterm exams normally happen during the middle of the semester; normally, final exams are held during Week 19 and Week 20.

Delay of an Examination

If students require delaying of an exam of a current semester, students must make an application in person before the final exam starts. Students have to fill out an application form in the Academic Affairs Office and wait for an official approval. Once application succeeds, students will be offered only one chance to take this exam. Normally the make-up chance will be scheduled together with semester beginning re-sit exams.

Late for an Examination

For final exams, any student who comes late for over 15 minutes will be forbidden to take such exam and recognized as being absent from the exam; students with urgent situations need to inform the academic officer or international student affair officer in advance and provide the certificate or evidence when they arrive.

Absent for an Examination

Missing an exam without approved deferment is regarded as unauthorized absence from the exam. Students who are absent from the exam will be given an overall score of 0 of the course and required to retake the course directly.

Forbidden from Examination

From the academic perspective, students who have bad class performance during an academic semester will be forbidden to take final exams. Exam papers will be marked with a zero grade and those students will not be allowed to re-sit exams.

3. Examination Discipline Violation Plagiarism and cheating is a severe challenge to the academic order and harms fairness among the students. School pays attention to the highest standards of academic integrity and honesty. Students should be familiar with these standards of academic honesty and follow school policies in this respect. Particularly, students are expected to familiarize themselves with the code and avoid any behavior which could potentially result in suspicions of cheating, plagiarism, misrepresentation of facts and/or participation in an offence. Academic dishonesty is a serious offence and can result in suspension or expulsion from the University. Violations of the code will be reported to school and university.

 Discipline

Students shall not submit other persons’ words, ideas, images, data and etc. as their own in any academic writing, essay, thesis, project, assignment, presentation or poster in a course or program of study. Plagiarism, which is found in an assignment above, will lead to a zero grade assigned to the work. Plagiarism found in your final year thesis could lead to delayed graduation. Serious plagiarism found in your final year thesis could lead to cancellation of your degree.

For examinations or other similar activities, students shall not obtain or attempt to obtain information from other students or other unauthorized sources, give or attempt to give information to other students, or use, attempt to use any unauthorized materials.

Students shall not represent or attempt to represent themselves as other persons, or attempt to have themselves represented by others in the taking of examinations, preparation of papers or other similar activities.

Students shall not submit in any course, all or a substantial portion of any academic writing, essay, thesis, research report, project, assignment, presentation and etc., which has been submitted for other courses or graded by other instructors, unless the instructor has provided a written approval of it.

Students shall not submit in any course, any academic writing, essay, thesis, report, project, assignment, presentation containing an intentional false statement.

Students are expected to stick to a positive academic ethic. Any student, who is caught cheating in an exam, will be assigned zero for the course and does not have opportunities to re-sit the exam but to retake the course. Exam paper for students who cheat in the exam will be marked zero and denoted “cheating”. Instructors do not need to mark these exam papers. Academic dishonesty is a serious offence and can result in suspension or expulsion from the University.

4. Assessment Information Academic Affairs Office usually informs students about the final grade of all chosen courses of a semester through email in Week 21 and 22.Final assessments grades consist of coursework grades and exam grades, varies in percentage. For undergraduates and postgraduates, pass grade is 60.

For undergraduate students, whose final assessments grades are between 0 and 60 (excluding 0 and 60) should apply to the re-sit exams offered at the beginning of the following semester. There will be only one chance for the semester beginning re-sits. For re-sit exams, only re-sit exam scores will be considered into the final grade of the course, grade 60 is PASS. Students who are absent from the final exam cannot take re-sit exams. School is the only precise source for information on the specific dates of re-sits exams.

The new exam paper grade, which exceeds 60, will replace the old one and be denoted “re-sit”. The highest possible grade of a re-sit exam is 80. Students who expect to recheck any module results of last semester should make an application in Academic Affairs Office by Week 2. The result-rechecking mainly refers to re-check final exam papers. It will take about 5 working days to give feedbacks. Rechecking must be permitted by the Faculty Chair of GIME and operated by a teacher assigned by the Faculty Director. Students are not allowed to check the exam paper by themselves. Applications submitted beyond the deadline will not be considered. If there is no mistake appearing after rechecking, assessments grades should remain the same. If students still have complaints about the results, this case will be reported to the Curriculum and Program Committee (CPC).

Students can receive interim transcripts according to the semester they are currently in. At the beginning of the following semester, students can get a print copy of their interim transcripts. If students need to order more copies, application should be made in person in Academic Administration Office. It takes 1-3 working days to receive an ordered transcript.

The final transcript (official transcript) will be issued once students complete study in DUFE.

Once the final transcript is issued, students must keep the original copy safely. Every extra order of the final transcript takes 5 working days, and will be charged fees for express shipping.

Tips

The undergraduate and postgraduate grading system of our university is hundred mark system. The full mark is 100, and the passing mark is 60. Students can get regulated credits when the scores reach 60 or better, or else students can not get corresponding credits.

On the academic transcript, Grade Point Average (GPA) and the percentage system reflect a student’s course study quality. The cumulative GPA is to evaluate the learning process and the overall performance of a student.

The undergraduate and postgraduate average score is shown as hundred mark system. It contains all courses students have taken. The calculation formula is: Special Weighted Average Score=Σ(Score*Credits*Coefficient) ΣCredits

The correspondence relationship between Special Weighted Average Score and GPA is followed:

5. Course Retaking For undergraduates and postgraduates, students belonging to at least one of the following categories must retake the course.

(1) Compulsory courses get 0. (2) Re-sit exams do not pass 60. (3) Forbidden of the final examination. (4) Zero grade due to violation of exam disciplines. (5) Unexcused Final Examination Absent

Students who fail the elective courses can retake the elective course in two ways, first is to retake the failed elective course, second is to choose another elective course in the same elective type (such as general elective course or major elective course) instead of the failed elective course.

The process of elective course retaking is the same as the compulsory course retaking, after final exam of retaking, students need to take the final score of the retaking elective course to Academic Affairs Office to replace the failed elective course result.

The new grade, which passes 60, will replace the old one and be denoted “retaking”.

Procedure

Process 1

Students ought to check courses to be retaken for current semester according to the Academic Interim Transcript and Curriculum.

Process 2

Students ought to consult with Academic Affairs Office and apply for course retaking by Week2.

Process 3

Students who will retake the courses should pay for the retaking fee at International Office before Week 4, and for undergraduate students the retaking fee is 70 RMB for each credit.

Process 4 Once students are arranged to retake the course applied, students ought to attend regular classes and take the assignments. If students could not attend the retake class due to schedule overlapping issue, after Academic Affairs Office confirms the situation, students must contact with the instructor to confirm the assessment plans and take assignments of the retaken courses.

Degree Affairs

1. Education Duration The basic education duration for an undergraduate program is four years. In order to satisfy students’ needs of initiative study, a four-to-six year of time length is permitted by the university to finish the program. For postgraduate program is two and a half years. In order to satisfy students’ needs of initiative study, two and a half-to-four year of time length is permitted by the university to finish the program. Students graduating within the basic education duration should pay for the tuition fee as next grade’s standard at the beginning of an academic year.

2. Credit Distribution Students should pay attention to their accumulated credits frequently. There are two kinds of elective courses in the academic curriculum: General Elective and Major Elective. General Elective is the course that includes Language Course and Liberal Arts Course. Such as Chinese Martial Art, Basic Chinese, Sociology of Work, etc. Major Elective is the course that is related to your major, such as Fundamentals of International Business, Introduction to Hospitality, etc.

3. Graduation Students will be allowed to graduate and be awarded the graduation certificate from Dongbei University of Finance and Economics if they meet the following requirements:

(1) For grades, the average grade much achieve 70% or above; (2) For curriculum, students must complete ALL compulsory courses required; (3) For Elective Courses, student must gain the credits required on the academic curriculum; (4) For final year project, students must finish the final year project and pass the oral defense within the permitted duration.

Degree awarding body will be Ministry of Education of China; DUFE has been authorized to award graduates.

4. Completion of the study Students will be awarded the completion certificate from Dongbei University of Finance and Economics if they fail to complete courses indicated in the curriculum within the permitted duration or do not meet the requirement of final year project.

5. Extension of the study Students who still have failed compulsory courses before graduation will need to extend their education at school. Students must extend their education by an entire school year, and the duration of extension can be no more than 2 years for undergraduate students and can be no more than 1.5 years for postgraduate students.

Students who still cannot finish their study after the extension cannot receive Degree or diploma for their study.

Students who apply for graduation extension successfully will study according to the curriculum decided by the Curriculum and Program Committee (CPC) based on students’ situation and pay the tuition. After meeting graduation requirements, students can graduate from DUFE.

Process of Graduation Extension Application

(1) Academic Affairs Office evaluates each final year student’s graduation qualification in April of Spring Semester based on the University graduation requirements. And students who fail to pass the graduation qualification examination will be informed of the result. (2) Those “failed” students who would apply for study extension have to make delayed graduation application except for special notice given by Academic Affairs Office. (3) Those students whose applications get approval shall pay delayed graduation course retaking fee which is 1200 CNY/ credit. (4) Academic Affairs Office reserves all rights for final explanation to the regulation.

GENERAL STUDENT MANAGEMENT

Discipline and Management Criterion

In order to regulate the management behavior of international students, maintain the normal education and daily order of school and protect the legitimate rights of international students, GIME Discipline and Management Criterion for International Students is specifically formulated in accordance with the Education Law, Higher Education Law and other relevant regulations, together with Constitutions of Dongbei University of Finance and Economics(DUFE) as well as the actual situation of GIME. Please refer to the appendix 1 for further details.

Accommodation Regulations

Student dormitory is one of the main places for students to study, live and rest when they are at school. In order to maintain the order of campus life and protect the personal safety of international students, in accordance with the relevant regulations of the Ministry of Education and the actual situation of our school, the rules are provided for international students’ accommodation. Please refer to the appendix 2 and 3 for further details.

Scholarship Regulations

Scholarship Introduction The purpose of the “Outstanding Student Award” for International students is to encourage diligence, nurture international professions and attract excellent international students. Evaluation will consider class attendance, academic performance and contributions to the university in the previous academic year.

Content of Scholarship The “Academic Outstanding Student Award” includes three ratings: the first prize, the second prize and the third prize. The first prize: 10,000 RMB The second prize: 5,000 RMB The third prize: 3,000 RMB Please refer to the appendix 4 for further details

Registration, Transfer, Suspension and Drop out Policy

Registration All the International students should bring their passports, accommodation registration form (Blue Paper), all the application materials including your original high school graduation certificates or original Bachelor Degree Certificates (for postgraduates), original full transcripts and certificate of English ability, four pieces of your passport photos to register on the designated date of registration at school.

For special reason, which makes students not be able to register on time, students need to notify the school at least one week in advance before the registration day.

If students do not bring the completed registration documents to the registration, they will be required to submit the outstanding documents by a deadline set by the university. Failure to do so will cause cancellation of the study place at school; the school will also report the case to the University and PSB.

For new students who haven’t completed their tuition payment, please finish your tuition fee payment on registration day. Students need to finish the tuition payment according to the school’s requirement.

Transfer to another university.If students want to transfer to another university, please follow the procedure to apply.

Procedure

(1) The student should go to International Office in person to inform the student affairs officer of their decision to leave the university. (2) International Office will provide the students a formal Transfer Application to complete. (3) International Office will process by obtaining the signatures. (4) Students are required to complete any additional paperwork or pay any additional fees e.g. accommodation fees before this application is processed. International Office will inform students of any additional requirements. (5) Students need to request the admission notice of their new program from their intended university and submit it to International Office. (6) On receiving the admissions notice and competition of the transfer application, International Office will issue a transfer letter to the student, which is a necessary document for students to submit to the new university and apply for the residence permit after transfer.

Suspension

Students need to fill the Application Form (See “Registration of Quitting/Suspension/Transferring/Terminating”) and submit the application form with the evidence, which can prove their reason of suspension. The application will be reviewed and needs to be approved by IO.

Students should submit the application form within a month of dropping the classes for any reasons. If the students fail to submit the application, school will terminate the student’s status.

The duration of each suspension is one academic year. The accumulative longest suspension duration for undergraduates is 2 years, meanwhile 1 year for postgraduates.

If the suspension is one academic year, the registration status of the student will drop to the next grade. Students need to follow all the curriculum requirements of the next grade and pay the tuition according to the tuition policy of the next grade.

Suspension Reasons

(1) Students, who ask for leave more than consecutive 30 days for any reason, need to suspend. (2) Students, who missed the first two weeks classes, need to suspend. (3) Students, who missed 1/3 total class hours in one semester, need to suspend. (4) Students, who have special reasons such as health problems can apply for suspension. (5) Other situations will be discussed case by case.

Visa Issues for suspension

Students who suspend study need to shorten their residence permit (visa) into 30 days and leave China within the period.

Before the suspension ends (one month in advance), students need to apply for an X1 visa to enter China and prepare all the documents for applying for the residence permit. The documents for X1 visa include:

(1) JW202 form (2) Admission letter (issued by the university) (3) All others materials informed by IO

To apply for residence permit, students also need to do a new medical check after arrive China.

If students are not in China, they do not need to shorten their residence permit. However, their suspension information will be sent to the Visa Office for keeping record.

Contact with University during Suspension

Students are required to keep contact with the university during the suspension time. For emergency reasons, the university will contact students through university email and personal email. Students must reply it within the time required in the email. Or else, the students will undertake all the responsibilities of ignoring notice from the university.

Return to the University

The suspension time is on one academic year basis and students can only apply to return to the university at the beginning of the new academic year. Students need to email International Office to apply for returning to the university at least one month in advance before the new semester starts. If students fail to do so, school will terminate the students’ status. International Office will guide students with visa application issues. After they enter China, they need come to International Office in person to register on the registration day of the new semester.

If students suspend due to health problems, they need to submit the medical report from the hospital to confirm their timetable for recovery. If the report is not in English or in Chinese, then a translation of the report with the hospital stamp or the doctor’s signature is needed. The report must show that the student’s health condition is suitable for continuing study before the school will continue or reinstate the student.

Drop Out

Students should withdraw or will be asked to withdraw from their programs under the following circumstances:

(1) Students ask to withdraw in person. (2) The application to resume schooling is rejected by the university. (3) Students have mental illness or are epileptic. (4) Students have contagious diseases and are unsuitable for living in China. (5) Students make severe speech and behaviors which goes against China. (6) Students offend the Chinese laws and are under arrest or accept other serious penalties. (7) Students offend the university regulations and policies seriously, which affect the teaching order, living order, public security and interest seriously. (8) Students get many warning letters (academic or non-academic) but do not improve their behaviors. (9) Students do not finish study within the required time limit. (10) Students exhibit serious plagiarism or serious cheating behavior. (11) Students do not resume school, or request extension of suspension when the suspension expires. (12) Students are unqualified to resume school when the suspension expires. (13) Students are requested to suspend by the university, but do not suspend according to the request. (14) Student cannot make the tuition payment. (15) Postgraduate students fail the metaphase evaluation and they are considered unqualified to be further educated. (16) Postgraduate students are considered with very low research ability and unqualified to be further educated. (17) Other situations, which are considered to disabling for students to continue study.

Visa and Fee Issues for Drop Out

Students need to finish drop out procedures and shorten their visa within two weeks. Students who have dropped out of school cannot apply to resume school. If students apply for quitting school within the first week since school starts, 70 % of the tuition will be returned; within two weeks, 50% of the tuition will be returned; if students apply for quitting school after two weeks since school starts, or are ordered to quit school or are dismissed from school, all fees are non-refundable.

If students are requested to drop out by the university, the tuition will not be refunded. For other circumstances refer to tuition fee policy. If there is any additional fee during the process of drop out, students need to cover all the costs by themselves, such as compensation, penalty cost, flight ticket and deporting costs etc.

Internship Policy

GIME has a wide range of cooperation with variety enterprises in different areas. We are able to obtain and timely share information on internship recruitment for international students in China through various channels. We will keep in touch and provide certain help as well as guidance to meet students’ demands and difficulties during internships.

The Public Security Bureau (PSB) is strictly monitoring students who are working illegally in China (students who do internship without internship resident permits are counted as working illegally).This notice is to formally inform you of the PSB internship policy. Students who wish to intern in China must follow designated policies. According to the relevant regulation, students are not allowed to intern in the following jobs whether getting paid or not, language instructors, waiter/waitress; other jobs in entertainment industry, such as dancer, singer etc. Please refer to the appendix 5 for further details.

International Student Liaison Committee(ISLC)

In order to coordinate the international student work, promote communications between GIME and international students and between international students and faculty; collect suggestions about important decision-making, major construction, curriculum, teaching quality, international students management, and study environment; meet the demands of international students positively and reasonably, the International Student Communication Committee of Global Institute of Management and Economics (ISLC-GIME) is hereby established. Global Institute of Management and Economics(GIME)

Discipline and Management Criterion

for International Students

Chapter 1 General Principle

Article 1 In order to regulate the management behavior of international students, maintain the normal education and daily order of school and protect the legitimate rights of international students, GIME Discipline and Management Criterion for International

Students is specifically formulated in accordance with the Education Law, Higher

Education Law and other relevant regulations, together with Constitutions of Dongbei

University of Finance and Economics(DUFE) as well as the actual situation of GIME.

Article 2 The international students mentioned in this criterion refers to foreign citizens who hold foreign passports and receive academic or non-academic education in GIME.

Article 3 GIME has the obligation to maintain legal rights and interests of international students, at the meantime, international students have the obligation to obey Chinese law, rules and variety of management regulations of DUFE.

Article 4 GIME implements critical education or disciplinary sanctions for international students who violate laws, regulations or disciplines. It is necessary to adhere to the combination of education and punishment, management and service, in accordance with the nature of students' violations of laws and disciplines and the severity of their faults.

The sanctions of GIME to international students should be hold with sufficient evidence, clear basis, accurate qualitative, proper procedures and appropriate punishment.

Article 5 Complying with Chinese laws and regulations together with GIME rules and regulations is the obligation of GIME international students. International students who fail to fulfill their obligations in accordance with Chinese laws and regulations also GIME rules and regulations shall bear corresponding social responsibilities as well as GIME disciplinary sanctions. Article 6 International students should fulfill the following obligations in accordance with the Chinese law during their studies in DUFE:

(1) Comply with Chinese laws and regulations.

(2) Comply with Dongbei University of Finance and Economics rules.

(3) Study hard and complete the required education.

(4) Develop good moral characters and behavior habits.

(5) Pay tuition fee and related fees according to regulations.

(6) Other obligations stipulated by Chinese laws and regulations.

Chapter 2 Types and Application of Disciplinary Measures

Article 7 The disciplinary sanctions adopted by GIME on international students shall be commensurate with the nature of students’ disciplinary violations and the severity of their faults. The punishment classifications are as follows:

(一)Warning

(三)Demerit Recording

(四)Probation in school

(五)Expulsion

Article 8 The number of international students is two or above who disobey regulations are punished respectively according to their respective roles, circumstances, seriousness of the fault and influence.

Article 9 Under any of the following circumstances, disciplinary sanctions may be mitigated or exempted:

(1) Students’ violation is minor and the attitude of admitting mistakes is good;

(2) Voluntarily admitting the facts of violation and correct it in a timely manner;

(3) Being coerced or induced by others;

(4) Take the initiative to terminate the violation of discipline or take measures to mitigate the consequences of violation;

(5) There are other meritorious performances;

Article 10 Under any of the following circumstances, disciplinary sanctions may be aggravated:

(1) Threatening, intimidating, slandering, insulting, framing or retaliating against informants or witnesses.

(2) Intentionally concealing the facts, destroying evidence or interfering with the process of dealing with violations.

(3) Coercing, luring or abetting others to violate discipline.

(4) Violation causes losses or injuries, and refuses to compensate for related expenses.

(5) Plan or organize group violations and play a major role in joint violations.

(6) Concurrently committing two or more acts of violation.

(7) Violate discipline again within punishment duration shall be punished.

(8) Repeatedly violate school regulations and refuse to correct it shall be expelled from.

Chapter 3 Discipline violation behavior and sanctions

Section 1 Violation of Chinese Constitution and Laws

Article 11 International students who violate Chinese laws and constitute a criminal offence shall be expelled from school.

Article 12 International students who are punished by public security administration with serious circumstances and bad nature shall be expelled from school.

Section 2 Infringement upon Individual or Property

Article 13 International students who participate in a fight without constituting a crime shall be given the following sanctions according to the seriousness of the circumstances:

(1) Those who fight with others without causing injuries shall be given a warning.

(2) Those who fight with others and cause injuries shall be given a serious warning and above according to their nature and consequences.

(3) Those who engage in armed fights shall be given a demerit recording and above.

(4) Those who plan and instigate others to fight shall be given a demerit recording and above.

(5) Those who lead in affrays shall be given a probation and above

Article 14 International students who slander, frame up, insult or make other personal attacks but without constituting a crime shall be given from warning to probation according to the seriousness of the circumstances.

Article 15 International students who obstruct the normal teaching management of lecturers and administrative staff shall be given from warning to expulsion according to the seriousness of the circumstances; those who abuse or assault lecturer or administrative staff shall be given from a demerit recording to expulsion according to the circumstances.

Article 16 International students whoever conceals, destroys or privately open others’ letters, e-mails or parcels and violate personal privacy, causes adverse effects or losses without constituting a crime shall be given from a warning to probation according to the seriousness of the circumstances.

Article 17 International students whoever fabricate, alter, falsely receive, embezzle, lend or transfer various documents, certificates, counterfeit the signature and seals of others shall be given a demerit recording to expulsion according to the seriousness of the circumstances.

Article 18 International students who steal, defraud, extort or falsely claim national, collective or personal property without constituting a crime shall be given from a demerit recording to probation according to the seriousness of the circumstances.

Article 19 International students who damage public or other individual’s property without constituting a crime shall compensate for the loss and be given from a serious warning to probation according to the seriousness of the case by GIME; aggravated punishment will be given to an intentional damage.

Article 20 International students whoever infringe upon the legitimate rights and interests of other organizations and individuals and causes serious consequences shall be expelled from school.

Section 3 Disrupt actions on the order of school and social management

Article 21 International students who violate relevant management regulations online and do not constitute a crime shall be given from a serious warning to expulsion according to the seriousness of the circumstances.

Article 22 International students who establish associations and carry out activities on campus without authorization, or violate the relevant regulations shall be given from a warning to probation according to the seriousness of the circumstances; the organizers shall be given from a demerit recording to probation.

Article 23 International students who hold large-scale assembly, procession or demonstration on campus without authorization or ignore persuasion shall be given from a warning to probation according to the seriousness of the circumstances; the organizers shall be given from a probation to expulsion.

Article 24 International students who severely violate regulations of public places at school such as classrooms, libraries, canteens and traffic management shall be given from a warning to expulsion according to the seriousness of the circumstances.

Article 25 International students who make trouble after excessive drinking and do not constitute a crime shall be given from a warning to expulsion according to the seriousness of the circumstances.

Article 26 International students whoever hold, watch, spread, reproduce or sell illegal books, audio-visual products or portraits on campus without constituting a crime shall be given from a demerit recording to expulsion according to the seriousness of the circumstances.

Article 27 International students whoever write and draw obscene words, pictures or make obscene actions in public without constituting a crime shall be given from a serious warning to expulsion according to the seriousness of the circumstances.

Article 28 International students who organize religious activities on campus and ignore school’s education shall be given from a warning to probation according to the seriousness of the circumstances; the organizers shall be given from a demerit recording to probation.

Article 29 International students who participate in illegal selling or engage in feudal superstition activities without constituting a crime shall be given from a serious warning to probation according to the seriousness of the circumstances; the organizers shall be given from a demerit recording to expulsion.

Article 30 International student who are gambling on campus without constituting a crime shall be given the following sanctions according to the seriousness of the circumstances: (1) Those who gamble in various forms shall be given from a warning to expulsion.

(2) Those who organize or participate in gambling for several times shall be given from a probation to expulsion.

Article 31 International students who take drugs, engage in prostitution and whoring shall be given a probation; those who leads to serious circumstances shall be expelled from school.

Article 32 International students whoever organize or participate in activities contrary to social public order without constituting a crime shall be given from a warning to probation according to the seriousness of the circumstances.

Article 33 International students whoever violate school regulations, seriously affects the order of teaching, life and public management shall be expelled from school.

Chapter 4 The procedure of dealing with disciplinary violations.

Article 34 The procedure of giving disciplinary sanctions to international students

(1) The International Office shall put forward opinions on giving warning, serious warning and demerit recording to international students, which shall be discussed and decided by

GIME Executive Committee.

(2) GIME Executive Committee shall put forward opinions on giving probation and expulsion to international students, which shall be reported and discussed by DUFE

International Students Office. The results shall be examined in advance.

Article 35 The procedure of dealing with disciplinary violations of international students

(1) Before imposing sanctions on international students, International Office shall listen to the statements of international students or their agents. The statement will come into effect after being written and signed.

(2) When giving disciplinary sanctions to international students, the student counselors shall report the facts, written statements of international students or their agents together with other evidence to GIME Executive Committee.

(3) After giving international students disciplinary sanctions, GIME shall issue a ‘Decision on International Student Disciplinary Sanction’, which includes the following contents: 1. Basic information of students;

2. Facts and evidence of sanctions;

3. Types, basis and duration of sanctions;

4. Approach and duration of appealing;

5. Other necessary materials.

(4) ‘Decision on International Student Disciplinary Sanction’ shall be signed by students in person.

Article 36 International students who has any objection to the sanction, are allowed to submit written appeal to GIME within five working days from the date of receiving decision.

The sanction will come into effect beyond appeal duration.

Chapter 5 Sanction Duration and Termination 。

Article 37 Duration of warning, serious warning and demerit recording is 6 months, probation is 12 months, which is calculated from the date of ‘Decision on International

Students Disciplinary Sanction’ issuance.

Article 38 The rewarding rights and interests of students shall be canceled during sanctions. The scholarship and honorary title declared before sanction which has not been officially commended shall be canceled together with related qualifications. After sanction terminated, the rewarding rights and interests of students will no longer be affected by the original sanction.

Article 39 International students who violate discipline again during sanctions shall be punished again in accordance with the relevant regulations as well as the seriousness of the consequences, the punishment duration shall be added to the original sanction.

Article 40 Those graduates being punished have a better understanding of the mistakes and have made remarkable progress during sanction may be relieved from punishment in advance after application, school evaluation and approval.

Article 41 International students shall not graduate without relieving from any sanctions.

Chapter 6 Supplementary Provisions Article 42 For violations of discipline not listed in the above criterion, if punishments are deemed necessary, the school shall formulate supplementary provisions and impose punishments in accordance with it. The supplementary provisions is a part of criterion.

Article 43 The implementation of sanctions to international students is a historical record of their stay at school, which should be truly and completely recorded to students’ archives.

Article 44 GIME reserves the right to interpret this criterion.

Appendix 2

Regulations for International Students Off-Campus

Accommodation

Student dormitory is one of the main places for students to study, live and rest when they are at school. In order to maintain the order of campus life and protect the personal safety of international students, in accordance with the relevant regulations of the Ministry of Education and the actual situation of our school, the following rules are provided for international students’ off-campus accommodation:

1. International students rent off-campus apartment should consciously abide by Chinese laws and regulations, pay attention to civilization and politeness as well as respect the customs and habits of local people. An effective contract should be signed with the landlord to prevent various disputes. 2. International students living off-campus should consciously abide by laws and school disciplines, strengthen awareness of safety precautions and self-protection, and ensure personal and financial safety. 3. When living off-campus, international students must seriously participate in various teaching activities and group activities in accordance with the requirements of GIME. They must not be late or leave early or leave the group without authorization. 4. International students are required to report to the local police station and fill in the temporary accommodation registration form within 24 hours after arrive in Dalian. 5. International students who live off-campus should register their accommodation address and phone number in details in GIME International Office within 48 hours after arrive in Dalian. 6. The following materials should be prepared in advance for off-campus accommodation: (1) International students renting private houses: Owner: Original and copy of ID card, house property certificate Renter: Original passport, copy of passport page, visa page and entry stamp, original and copy of rental contract. (2) International students who live in hotel should ask the hotel receptionist to provide accommodation registration form. (3) International students living with relatives: Information of the guarantee (name, address, relationship with the guarantor, and valid credentials) must be provided. 7. International students who change their valid credentials need to re-perform the above-mentioned procedures. 8. International students who change their address must register at the local police station within 24 hours. 9. International students living off-campus should keep in touch with GIME international officer so that the officer can better understand the student's study, work, and living conditions. 10. Students are required to comply with the regulations of fire prevention. Inflammables and explosives are prohibited in the room. Students who accidentally start a fire have to assume responsibilities for all the consequences. 11. Save on electricity and water. Build up safety consciousness. 12. The school will regularly conduct comprehensive inspections of international students living outside the school to ensure the safety and health disciplines of students in order to effectively strengthen the construction of apartments, investigate hidden safety hazards, and create a healthy living atmosphere. 13. The above management regulations must be carefully followed, and those who violate the regulations shall be punished according to the school regulations.

Appendix 3

Regulations for International Students Dormitory In order to strengthen the management of dormitory for international students, this regulation is formulated in accordance with the spirit of the regulations on 《Regulations for

Institutions of Higher Education International Student’s Management》 and the actual situation of our university and institute.

1. The number of dormitory rooms on campus is limited. International students need to apply for the dormitory in advance. According to the student's application, GIME International Office will apply to the DUFE International Student Office and inform the student of the result. 2. Students who live on campus need to bring their original passport and campus registration form to apply for accommodation registration of the public security system at GIME International Office within 24 hours after check-in. 3. For international students who choose on-campus dorm, the minimum payment is three months’ dorm fee, and it is non-refundable. 4. International students who need to check out their dormitory should apply with GIME International Office. The officer will guide students to complete the procedures. 5. International students should abide by the schedule of and maintain the public order of international students' dormitory. International student shall not engage in any illegal or disciplinary activities, and shall jointly create a comfortable and safe learning and living environment. 6. International students are prohibited to exchange room without permission from DUFE International office. Visitors are not allowed to stay overnight. 7. International students should take good care of all the public facilities. Students shall not destroy or remodel facilities in the dormitory. Any damage or loss has to be compensated. If any facilities need to be repaired, please fill in the Repair Form and inform the guard. 8. Keys or door locks of the dormitory are not allowed to be lent, changed, or duplicated. 9. Save on electricity and water. Build up safety consciousness. When leaving his or her room, students should turn off all electric appliances. Students shall not use electric blanket, electric heaters or other electric appliances. Students have to pay for electricity that goes over the quota. 10. Please take good care of the public kitchen. Students shall not take equipment from the public kitchen to their rooms. When students are leaving the kitchen, they should turn off the power. Students are not allowed to use electric cookers in their room. 11. Keep the rooms and public area clean. Students shall neither put personal belongings in the corridor nor throw articles out of the window. Pets are not allowed in the dormitory. 12. Visitors should comply with the reception regulations for registration, visiting hours and so on. 13. Keep quiet in the dormitory. Students are not allowed to commit activities that disturb others to study or rest, such as dancing, speaking loudly or playing high volume music, etc. 14. Gambling, drinking excessive alcohol and other activities disturbing the public order are prohibited for the maintenance of dormitory safety and physical and mental health of other students. Residents are not allowed to do business and other activities that international students are prohibited to commit. 15. Students are not allowed to put up or distribute advertisements or posters in the residence area without the authorized permission of the SIE International office. 16. Students are expected to keep personal belongings safe and lock the door when leaving the room. 17. Students are required to comply with the regulations of fire prevention. Inflammables and explosives are prohibited in the room. Students who accidentally start a fire have to assume responsibilities for all the consequences. 18. Curfew Hours: 22:30 (Monday to Thursday), 23:00 (Friday to Saturday). Students who have to come back late should tell teachers in advance and record reasons. Please go back to the dormitories before closing time. 19. Students who are dismissed from the university must leave the university in the required time. 20. Residents who commit any of the following acts, the residents will be disqualified: (1)Residents who commit illegal activities in the dormitory (2)Residents who cause security risks (3)Residents who transfer or rent bed or room without permission (4)Residents who allow other people to live in their room (5)Residents who do not pay accommodation fees within three days of receiving a payment reminder. (6)Residents who maliciously destroy public property and facilities. 21. The GIME International Office will arrange dormitory security inspection. International students should cooperate with the inspection and rectification.

Appendix 4

Dongbei University of Finance & Economics Global Institute of Management and Economics “Outstanding Student Award” for International Students(Pilot Rollout)

1. Scholarship Introduction

The purpose of the “Outstanding Student Award” for International students is to encourage diligence, nurture international professions and attract excellent international students. Evaluation will consider class attendance, academic performance and contributions to the university in the previous academic year.

2. Content of Scholarship

The “Academic Outstanding Student Award” includes three ratings: the first prize, the second prize and the third prize. The first prize: 10,000 RMB The second prize: 5,000 RMB The third prize: 3,000 RMB

3. Applicant Eligibility

An International student who wishes to apply for the “Outstanding Student Award” should meet the following conditions:  Submit an “Outstanding Student Award” application to GIME International office in August for the previous academic year’s award;  Have not applied for any other scholarship at the same time as the “Outstanding Student Award“;  Student who drops out of school won’t receive the previous year scholarship.

For the first prize, the following conditions should be met:  Achieve the average score 90% or above (with 90%) for the previous academic year;  No more than three absences per course per semester;  Be without any fail record or any campus misconduct/behavioral reports;  Additional materials/interview will be required in order to assess student’s overall ability.

For the second prize, the following conditions should be met:  Achieve the average score 85% or above (with 85%) for the previous year;  No more than three absences per course per semester;  Be without any fail record or any campus misconduct/behavioral reports;  Additional materials/interview will be required in order to assess student’s overall ability.

For the third prize, the following conditions should be met:  Achieve the average score 70% or above (with 70%) for the previous year;  Finish 120 hours’ assistant for International Office for the previous year;  No more than four absences per course per semester;  Be without any fail record or any campus misconduct/behavioral reports;  Additional materials/interview will be required in order to assess student’s overall ability.

4. Special Contributions:

Special contribution score will be figured into the average one if student meets Applicant Eligibility requirement. Special contribution score ranges from 1% ~ 10%(decided by International Office) Special Contributions include but are not limited to:  Participate in DUFE Sports Meeting  Be a member of GISU(GIME International Student Union)  Assist Recruitment Team with school advertisements  Participate in other clubs or sports teams  Volunteer at school event

5. Maximum Number of Scholarships

For the first prize, 1 student of each grade may be awarded the scholarship. For the second prize, 2 students of each grade may be awarded the scholarship. For the third prize, 3 students of each grade may be awarded the scholarship.

6. Special Considerations: a) This regulation and policy remains under the administration of the GIME and any right of application of the aforesaid and interpretation of the aforesaid and eligibility of the aforesaid remains within their decision-making authority and purview. b) An applicant must commit to full degree completion and act with integrity while completing the program to continue to be eligible. c) GIME will determine the form and the manner of prize awards as is consistent with accurate date compilation; previous academic year scholarship will be count as next year tuition fee. d) Student must complete payment of the coming academic year’s tuition before applying the scholarship.

Appendix 5

Dongbei University of Finance & Economics Global Institute of Management and Economics Internship Policy Notice

The Public Security Bureau (PSB) is strictly monitoring students who are working illegally in

China (students who do internship without internship resident permits are counted as working illegally).This notice is to formally inform you of the PSB internship policy.

Students who wish to intern in China must follow designated policies. According to the relevant regulation, students are not allowed to intern in the following jobs whether getting paid or not, language instructors, waiter/waitress; other jobs in entertainment industry, such as dancer, singer etc.

Anyone who ignores this policy will be punished as follows:

1. A fine within the range of 5,000RMB to 20,000 RMB; if the circumstance is serious, a detention from 5 days to 15 days may be applied, and the fine remains no more than 20,000

RMB.

2. Anyone who works illegally to breaks the policy on purpose will be warned or even repatriated.

Undergraduate students can start internship from senior year. Postgraduate students can start internship from third semester. Students need to do at least 80 hours of internship time before graduation. Those students who are required to do internship as a part of their program should follow the procedures and change their Resident Permit to Internship Resident Permit before doing the internship. Please bring your contract to the IO office and our staff will help you with updating your visa.

International Student Liaison Committee OF GIME (ISLC-GIME)

1. Background In order to coordinate the international student work, promote communications between GIME and international students and between international students and faculty; collect suggestions about important decision-making, major construction, curriculum, teaching quality, international students management, and study environment; meet the demands of international students positively and reasonably, the International Student Communication Committee of Global Institute of Management and Economics(ISLC-GIME) is hereby established.

2. Institutional Framework The ISLC-GIME has chair, members and secretary. Chair: Associate Director of GIME (International Student affairs) Members:

4.1 The ISLC-GIME is committed to strengthening the connection between GIME and international students, and between international students and teachers, to ensure the appeals of international students are addressed in a positive and reasonable way and enhance the sense of belonging of international students in GIME. 4.2 The ISLC-GIME is responsible for collecting and accepting the opinions and suggestions of international students on the development of GIME, such as important decision-making, major construction, curriculum, teaching quality, international student management, and study environment, to facilitate the better development of GIME. 4.3 The ISLC-GIME is responsible for communicating and explaining to international students about relevant decisions in the development of GIME, such as important decision-making, major construction, curriculum, teacher and teaching, international student management, and the original intention and purpose of GIME, to better gain the understanding and support of international students. 4.4 The Feedback on international students’ issues will be released by the committee secretary one week after the meeting.

5. Procedures for Meeting 5.1 The secretary of the committee shall send the notice of the meeting two weeks in advance to collect the topics. 5.2 The secretary of the committee shall send the topics and related materials to committee members at least three days in advance. 5.3 In case of decision-making issues, the committee members shall vote up and the minority shall be subordinate to the majority.

6. Appointment Process 6.1 The initial appointment of members shall be made by the chairman. 6.2 In case of vacancy of the appointed members, the chairman shall nominate a new member to join, and the new member shall be joined after being approved by more than 2/3 of the members. 6.3 Members will be removed if they fail to perform their duties
