I. INTRODUCTION

V3 Companies has been retained to conduct a traffic impact study for a proposed mixed use redevelopment of the west portion of Northbrook Court Mall located at 1515 Lake Cook Road in Northbrook, Illinois. Northbrook Mall is circled by a ring road that is primarily accessed by three signalized intersections on Lake Cook Road. The Mall is bounded by Lake Cook Road to the north, and residential neighborhoods to the east, south, and west. A location map is included as Figure 1.

The proposed redevelopment includes the removal of the existing 280,000 square foot Macy’s department store on the west side of the Mall. The proposed redevelopment includes a 315 unit mid-rise apartment complex, a 70,250 square foot grocery store, and 39,830 square feet of restaurants. The conceptual site plan includes rerouting the Ring Road to the north of the proposed redevelopment but no changes are anticipated to the signalized intersections along Lake Cook Road. A conceptual site plan is illustrated in Figure 2.

The purpose of this study is to evaluate the potential traffic impacts of the proposed mixed-use development. Traffic estimates are projected to 2024, which is five years beyond the anticipated opening date in 2019. The study area includes the western signalized intersection of Lake Cook Road and Northbrook Court Drive in addition to the Ring Road.

This report includes a description of existing conditions, data collection and capacity analysis, evaluation of data, and conclusions.

II. PROJECT CONDITIONS

Land Uses

A variety of land uses exist near the project site, including residential, retail, and service uses. The surrounding land uses are illustrated in Figure 3.

Roadway System

The characteristics of the roadways in the vicinity of the site are presented below. The existing lane configurations in the study area are illustrated in Figure 4.

Study Area Roadway Descriptions

Lake Cook Road is an east-west principal arterial with a posted speed limit of 40 mph. Lake Cook Road includes three eastbound lanes and two westbound lanes separated by a 16 foot mountable median along the Mall frontage. Signs are posted in the area to prohibit u-turn movements. Continuous sidewalk is provided on the south side of Lake Cook Road in the study area. Lake Cook Road is designated as a Strategic Regional Arterial.

Northbrook Court Drive – West is a private commercial driveway to provide access to Northbrook Court Mall by connecting Lake Cook Road to the Ring Road. Northbrook Court Drive – West consists of two southbound lanes and three northbound lanes. No sidewalks are provided on either side of the street.

Ring Road is a private internal circulatory roadway to serve Northbrook Court Mall with 15 mph speed limit signs. The Ring Road typically consists of a four-lane section with two-lanes in each direction. East of Northbrook Court Drive – West along the north side of the mall, Ring Road is striped as a three-lane section with one-through lane in each direction and exclusive left-turn lanes at the parking lot driveways and intersections. Pedestrian facilities are provided at isolated locations along Ring Road.

Study Area Intersection Descriptions

The intersection of Lake Cook Road and Northbrook Court Drive – West is a three-leg, signalized intersection with a field-observed 120 second cycle length during the weekday am and pm peak hours. On Lake Cook Road, the eastbound approach consists of two through lanes and one through/right turn lane and the westbound approach consists of one left turn lane and two through lanes. The northbound approach on Northbrook Court Drive consists of two left turn lanes and one right turn lane. All left turn lane movements operate as protected only left turns. An overlap phase is provided for the northbound right turn movement. An east-west crosswalk is provided on the south leg of the intersection.

Public Transportation

Accessibility to and from the area is enhanced by the available public transportation that currently serves Northbrook Court. There are several bus routes that travel to and from that mall:

All four routes have a designated stop on the southeast side of the mall near the movie theater. Routes 422, 471, and 626 have a designated stop at the intersection of Northbrook Drive – West and Ring Road, and travel adjacent to the development area on the Ring Road. Route 422 has additional designated stops on Ring Road closer to the development area. Route 213 has designated stops at the intersection of Northbrook Drive – East and Ring Road, and does not currently travel on Ring Road adjacent to the development area.

Traffic Volumes

To assist in the evaluation of the traffic impact on the roadway system resulting from the proposed development, existing vehicular volumes were collected at the study area intersections and roadways.

Existing peak hour traffic counts at the intersection of Lake Cook Road and Northbrook Court Drive – West were collected on Thursday, October 18, 2018. Peak hour traffic counts were collected from 7:00 am to 9:00 am and 4:00 pm to 6:00 pm. The time periods of the traffic counts were selected to coincide with the typical peak demand hours of arterial roadways and the peak generating hours of shopping malls and mixed residential and retail developments.

The weekday am and weekday pm peak hours occur between 7:50 am to 8:50 am and 5:10 pm to 6:10 pm, respectively. The existing peak hour volumes at the study area intersections are illustrated in Figure 5. A summary of the traffic volumes collected in fifteen minute increments is provided in Appendix A.

In addition, 24-hour traffic counts were collected at three locations along the Ring Road on Friday, October 19, 2018 and Saturday, October 20, 2018. The Friday and Saturday collection periods were selected to capture the likely highest trip generation present at the mall due to the existing retail stores and the movie theatre. The peak hour data from the 24-hour counts at the three locations have been included in Figure 5.

Proposed Development

Land Use Development

The proposed redevelopment is adjacent to the existing Northbrook Court Mall. The Mall and all nearby parcels and outlots are already built out. There are no known unrelated land use developments planned for the area that are likely to significantly alter traffic patterns in the future.

Roadway Development

The conceptual plan for the proposed development includes alterations to the Ring Road configuration. An S-curve is present on the existing Ring Road east of the intersection with Northbrook Court Drive – West. In the conceptual site plan, the Ring Road will be straightened to create a four-leg, all-way stop controlled intersection on the north side of the proposed development. Pedestrian accommodations are proposed on the east and north legs of the new intersection.

Additionally, raised islands are proposed to consolidate the continuous parking drive aisle access into two primary driveways on the west side of the Ring Road.

No alterations are proposed at the intersections of Northbrook Court Drive – West/Ring Road and Lake Cook Road/Northbrook Court Drive – West.

The proposed future lane configuration is illustrated in Figure 6.

III. TRAFFIC FORECASTS

Project Traffic Volumes

Trip Generation Estimation

The existing and proposed development consists of a number of different land uses. Project traffic is estimated using the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th Edition. The redevelopment of the site includes the removal of the existing Macy’s department store and the addition of 315 mid-rise apartment units, a 70,250 square foot grocery store, and 39,830 square feet of restaurant uses. The Manual assigns trip generation rates for each land used based on a peak period and an independent variable. Trip generation is estimated for the weekday am, weekday pm peak, and Saturday peak hours. The weekday peak hours are based on the peak hour of adjacent street traffic and the Saturday peak hours are based on the peak hour of the generator.

It is worth noting that the peak hour of the generators for the Saturday peak hours likely do not occur concurrently. For example, supplemental information in the Trip Generation Manual, 10th Edition indicates that residential uses typically peak from 5 pm to 6 pm, grocery store uses typically peak from 1 pm to 4 pm, and restaurant use typically peak from 5 pm to 7 pm on Saturdays. However, to achieve the most conservative analysis, the Saturday peak hours of generator for each land use are assumed to occur concurrently.

Since the redevelopment includes removing an existing use, the trip generation estimate will include a reduction for the estimated trips attributed to the existing Macy’s.

Trip Generation – Existing Macy’s

The existing Macy’s consists of a 280,000 square foot department store. There are two land use categories included in the Manual that may be applicable for this use. The descriptions for the most appropriate land uses are included below:

Shopping Center (ITE Land Use Code 820) – A shopping center is an integrated group of commercial establishments that is planned, developed, owned and managed as a unit. A shopping center’s composition is related to its market area in terms of size, location and type of store. A shopping center also provides on-site parking facilities sufficient to serve its own parking demands.

Department Store (ITE Land Use Code 875) – A department store is a free-standing facility that specializes in the sale of a wide range of products including apparel, footwear, home products, bedding and linens, luggage, jewelry, and accessories. These stores typically maintain long hours of operations 7 days a week.

The hours of the existing Macy’s are listed as opening at 9:00 am or 10:00 am and closing at 8:00 pm to 10:00 pm during the week. Therefore, the generation during the am peak hour is assumed to be zero regardless of the land use category. The estimated trip generation of the existing Macy’s base on the two applicable land uses is summarized in Table 1.

The description of the shopping center land use code is more accurate than the description of the department store land use code. However, the trip generation estimate of the shopping center land use code is significantly higher than that of the department store. Field observations indicate that it is unlikely that more than 1,000 trips are generated by the existing Macy’s during the weekday pm and Saturday peak hours. Therefore, the trip generation estimate for the department store land use code will be used for analysis. Using the lower trip generation estimate for the existing Macy’s will result in more conservative analysis, since the traffic associated with the existing Macy’s will be removed from the roadway network.

Trip Generation – Proposed Development

The proposed development includes 315 mid-rise apartment units, a 70,250 square foot grocery store, and 39,830 square feet of restaurant uses. The following land use categories were used to determine project traffic:

Multifamily Housing (Mid-Rise) (ITE Land Use Code 221) – Mid-rise multifamily housing includes apartments, townhouses, and condominiums located within the same building with at least three other dwelling units and that have between three and 10 levels (floors).

Supermarket (ITE Land Use Code 850) – A supermarket is a free-standing retail store selling a complete assortment of food, food preparation and wrapping materials, and household cleaning items. Supermarkets may also contain the following products and services: ATMs, automobile supplies, bakeries, books and magazines, dry cleaning, floral arrangements, greeting cards, limited-service banks, photo centers, pharmacies, and video rental areas. Some facilities may be open 24 hours a day.

High-Turnover (Sit-Down) Restaurant (ITE Land Use Code 932) – This land use consists of sit-down, full-service eating establishments with typical duration of stay of approximately one hour. This type of restaurant is usually moderately priced and frequently belongs to a restaurant chain. Generally, these restaurants serve lunch and dinner; they may also be open for breakfast and are sometimes open 24 hours a day.

These restaurants typically do not take reservations. Patrons commonly wait to be seated, are served by a waiter/waitress, order from menus and pay for their meal after they eat. Some facilities contained within this land use may also contain a bar area for serving food and alcoholic drinks.

In a mixed use development with complimentary land uses, it is reasonable to assume that trip interaction will occur between the uses. Internally captured trips are those made within mixed- use developments that do not access the public roadways. This results in a reduction of external trips for the site. In this case, it is highly likely that some trips will visit multiple land uses while visiting the site since residential, retail and restaurant land uses are complimentary. To account for this interaction, the methodology for estimating internally captured trips in ITE’s Trip Generation Handbook is used. Internal capture is only included only for interactions between uses in the proposed development. Further reductions for possible internal capture between the proposed development and rest of the Northbrook Court Mall are not included.

Utilizing the Trip Generation Handbook methodology results in an internal capture rate of 38 percent in the weekday pm peak hour, including a 62 percent reduction in residential trips. In order to maintain conservative analysis, the internal capture rate for this particular traffic study has been capped at 20 percent. The Trip Generation Handbook includes limited tools for estimating internal capture rates for weekend periods. Given the land use mix, a high level of capture is anticipated during the Saturday peak hour. Therefore, an internal capture of 20 percent is also used for the Saturday peak hour.

It is assumed that the restaurant land uses will not be open during the am peak hour. The estimated trip generation for the proposed development, including reductions for internal capture is summarized in Table 2. The internal capture worksheets are provided in Appendix B.

As documented in the Trip Generation Manual, 10th Edition, some land uses do not typically generate all new traffic on the roadway system. The total traffic generation is a combination of pass-by trips, or traffic drawn from the existing traffic flow on the adjacent streets, and primary trips, which represent new traffic drawn to the roadway network. It should be noted that pass-by trip reductions do not reduce the total number of trips into and out of the site, but decrease the number of new trips on the roadway network. The Handbook includes pass-by rates for the supermarket (36 percent pass by) and the high turnover, sit down restaurant (43 percent). However, due to the complexity of the trip generation at the site, and to maintain a conservative analysis, pass-by trips have not applied in this particular analysis.

Total Trip Generation

The total trip generation for the site is calculated by subtracting the estimated trips generated by the existing Macy’s from the total trip generation of the proposed redevelopment. The total trip generation of the proposed development is summarized in Table 3.

It is concluded that the removal of the existing Macy’s store and the addition of the mixed use development will result in an increase of 369 total trips during the am peak hour, 351 total trips during the pm peak hour, and 58 total trips during the Saturday peak hour.

Trip Distribution and Assignment

The direction from which traffic approaches and departs a site is a function of numerous variables, including location of residences, location of employment centers, location of commercial/retail centers, available roadway systems, location and number of access points, and level of congestion on adjacent road systems.

The study area of the proposed redevelopment consists of the existing intersection of Lake Cook Road and Northbrook Court Drive – West. Traffic is assumed to be evenly split between eastbound and westbound Lake Cook Road, since Lake Cook Road is an arterial with significant volumes in both directions. All traffic arriving from the west is expected to enter the Mall via Northbrook Court Drive – West since the other driveways require driving past the proposed development. Traffic from the west will have the option of entering the Mall complex from any of the Northbrook Court Drives, with the center Drive being the most prominent. Therefore, only a portion of traffic from the east is assigned to the westbound left-turn at Northbrook Court Drive – West. The inbound and outbound trips are assumed to follow similar patterns. Table 4 provides a summary of the trip distribution for the industrial and retail traffic.

It is anticipated that a majority of the site generated trips traveling to and from the east will prefer to travel on Lake Cook Road rather than the Ring Road due to the lower speed limit along the Ring Road in addition to the numerous curb cuts and intersections. Additionally, the location of the restaurants and supermarket at the northern end of the redevelopment would likely result in all patrons likely using the western Lake Cook Road access points. Therefore, it is anticipated that minimal traffic would use Ring Road to the east. To maintain a conservative analysis of the study area intersection, no project related trips are assigned to the Ring Road east of the development area.

The directional distributions and assignment of new project traffic volume is illustrated in Figure 7.

Background Traffic Volumes

Background traffic volumes are estimated for the year 2024, which is five years beyond the anticipated build out in 2019. These volumes account for future non-project related growth in the area. Traffic projections were requested from the Metropolitan Agency for Planning (CMAP), however growth rates have not yet been provided at the time of this traffic study submittal.

In lieu of CMAP projections, growth rates will be estimated based on historical daily volumes along Lake Cook Road. An evaluation of historical Lake Cook Road annual average daily traffic volumes is summarized in Table 5. The growth rate from 2010 to 2014 is found to be 1.6 percent per year. This growth rate is typical for an arterial in an area that is largely built out. A

Future Traffic Volumes

The total project trips are added to the background volume to obtain the future with project traffic volume for the study intersections. Future with project traffic volumes are depicted in Figure 9.

IV. TRAFFIC ANALYSIS

Intersection Capacity Analysis

The operation of a facility is evaluated based on level of service (LOS) calculations obtained by analytical methods defined in the Transportation Research Board’s Highway Capacity Manual (HCM), 2010 Edition. The concept of LOS is defined as a quality measure describing operational conditions within a traffic stream, generally in terms of such service measures as speed and travel time, freedom to maneuver, traffic interruptions, and comfort and convenience.

There are six LOS letter designations, from A to F, with LOS A representing the best operating conditions and LOS F the worst.

The LOS of an intersection is based on the average control delay per vehicle. For a signalized intersection, the delay is calculated for each lane group and then aggregated for each approach and for the intersection as a whole. Generally, the LOS is reported for the intersection as a whole. For an unsignalized intersection, the delay is only calculated and reported for each minor movement. An overall intersection LOS is not calculated.

There are different LOS criteria for signalized and unsignalized intersections primarily due to driver perceptions of transportation facilities. The perception is that a signalized intersection is expected to carry higher traffic volumes and experience a greater average delay than an unsignalized intersection. The LOS criteria for signalized and unsignalized intersections are provided in Table 6.

Typically, various state and local governments adopt standards varying between LOS C and LOS E, depending on the area’s size and roadway characteristics.

The study area consists of the signalized intersection of Lake Cook Road and Northbrook Court Drive - West. Capacity analysis was performed with Synchro 9.2 (9.2.914.6). Models were created for the weekday am and pm peak hour for the existing, background, and future with project conditions.

Results for the signalized intersection of Lake Cook Road and Northbrook Court Drive - West are summarized in Table 7. Supporting Synchro analysis reports for the existing, background, and future with project traffic conditions are provided in Appendices C, D and E respectively.

Based on analysis of existing volumes, the intersection of Lake Cook Road and Northbrook Court Drive – West operates with low delay. All approaches and the overall intersection operate at LOS D or better during both the weekday am and weekday pm peak hours. In the background condition, delay deceases slightly during the weekday am peak hour since traffic growth occurs on the low delay major approaches and sufficient capacity is available for the minor approach. Delays increase slightly in the weekday pm peak hour, but there are no notable changes in levels of service.

In the future with project scenario, delay increases on the northbound approach in the am peak hour, with the level of service falling to LOS D. There is a noticeable decrease in delay on the westbound approach, which likely occurs due to low background volume and substantial capacity available for the westbound left turn movement. There is little change in delay for any approach or the overall intersection in the weekday pm peak hour.

Analysis was conducted for the weekday am and weekday pm peak hours, as it is expected that the commuter based traffic on Lake Cook Road will represent the worst possible operational conditions for the study area roadway network. Operations on Lake Cook Road are expected to be better during non-commuter weekend hours. As shown in the trip generation estimation, the proposed development is estimated to result in an increase of only 9 inbound and 49 outbound trips during the Saturday peak hour, which is likely high as the three uses do not peak concurrently. Increase of this magnitude are not anticipated to impact operations at the signalized intersection of Lake Cook Road and Northbrook Court Drive – West or any of the internal unsignalized intersections.

Overall, it is concluded that no mitigation is warranted at the signalized intersection of Lake Cook Road and Northbrook Court Drive – West.

Intersection Queue Length Analysis

Table 8 provides a summary of the 95th percentile queues at the signalized intersection of Lake Cook Road and Northbrook Court Drive – West.

In the existing conditions, the existing storage lengths are adequate to serve the 95th percentile queue lengths at the signalized intersection of Lake Cook Road and Northbrook Court Drive - West. Queue lengths increase slightly in the background conditions, but the existing storage lengths remain adequate. Queue lengths increase slightly with the addition of project related trips, but again the existing storage remains adequate.

Overall, it is concluded that no queue storage mitigation is necessary at the intersection of Lake Cook Road and Northbrook Court Drive - West.

Public Transportation Considerations

PACE Bus Routes 213, 422, 471, and 626 currently operate on the Ring Road with stops in the mall area. Consideration should be given to adding a new stop for PACE busses adjacent to the proposed residential units to better serve commuter ridership.

V. RING ROAD CIRCULATION ASSESSMENT

Northbrook Court Mall is serviced by a Ring Road around the perimeter around the facility. As stated previously, the Ring Road typically consists of a four-lane section with two-lanes in each direction. East of the Northbrook Court Drive – West intersection along the north side of the mall, Ring Road is striped as a three-lane section with one-through lane in each direction and exclusive left-turn lanes at the parking lot driveways and intersections.

The Ring Road internally carries traffic from the primary access points on Lake Cook Road and secondary access points on Rudolph Street and the various parking areas around the mall. It is worth noting that the movie theater located on the south side of the mall between the two access points on Rudolph Drive is likely a consistently high generator of traffic on Fridays and Saturdays.

In order to understand the traffic characteristics of the Ring Road, continuous tube counts were collected west of the intersection at Northbrook Court Drive – West, and two locations on either side of the movie theater. Bi-directional tube counts were recorded in fifteen minute intervals for a continuous 24 hour period on Friday, October 19, 2018 and Saturday, October 20, 2018. The Friday and Saturday collection periods were selected to capture the likely highest trip generation present at the mall.

The existing Friday and Saturday daily traffic observed in the study area is illustrated in Figure 10. Redevelopment traffic will largely travel in the location of the northwest tube count location, which carries 3,552 daily vehicles on Friday and 3,680 daily vehicles on Saturday. A similar volume of trips was observed at the south count location, which captures trips associated with the movie theater.

Methodology to estimate total daily trip generation for various land uses is provided in the ITE Trip Generation Manual. As discussed previously, the trip generation estimate must include a reduction to account for the removal of the existing Macy’s. The daily weekday and Saturday trip generation is summarized in Table 9.

It should be noted that the daily trip generation projections in the Manual are likely higher than will occur in the field, particularly for the restaurant land uses. While the Manual does not specify if the data sources in the set were open for breakfast, it is likely that the daily volume estimate assumes it will be open throughout the day. The restaurants anticipated in the redevelopment are likely to only be open for lunch and dinner. However, no reduction is applied to the trip generation projections.

It is assumed that the daily trips will follow a similar pattern to the distribution assumed for the peak hour trip assignment. The assumed assignment of project related trips at the Ring Road collection points is illustrated in Figure 11.

The projected daily trip generation is added to the existing daily traffic to determine the future with project daily traffic volume, which is illustrated in Figure 12. Traffic volume at the northwest count location increases to 6,100 daily trips on Friday and 7,806 daily trips on Saturday.

Typically, the capacity of a four-lane roadway is estimated to be up to 30,000 vehicles per day. While the future with project scenario represents a significant increase in daily traffic, the total volume is still substantially lower than the typical capacity.

In addition, operations and safety of the Ring Road will be improved by consolidating a number of parking lot drive aisles into a limited number of access points. Currently, sixteen one-way drive aisles intersect with the Ring Road to the west of the redevelopment area. The conceptual site plan includes the addition of a landscaped barrier that will consolidate the parking lot access to two full-access driveways.

It is also noted that a large portion of the trips on the southern portion of the Ring Road are associated with the movie theater. The primary access for the proposed apartment is located on the southern portion of the site to the west of the theater. It is unlikely that trip generation for the apartment and movie theater uses will peak at the same time. Based on the daily traffic projections above, it is concluded that primary Ring Road intersection for the apartment complex will maintain sufficient capacity at all times.

It is our professional opinion that the Ring Road will continue to operate adequately with the addition of redevelopment related trips. Since the Ring Road exhibits excess capacity, consideration can be given to altering the cross-section. The Ring Road could potentially be reconfigured to a three lane section, one travel lane in each direction with a center left-turn lane. Providing an auxiliary left-turn lane could have operational benefits compared to the shared left- turn/through lane configuration that currently exists.

VI. CONCLUSIONS

The purpose of this study is to evaluate the traffic impacts of the proposed redevelopment of the west portion of the existing Northbrook Court Mall. The redevelopment includes removing the existing 280,000 square foot Macy’s and constructing a mixed-use development consisting of a 315 unit mid-rise apartment complex, a 70,250 square foot grocery store, and 39,830 square feet of restaurants. The conceptual site plan includes modifications to the existing Ring Road, but no changes to the intersection of Lake Cook Road and Northbrook Court Drive – West. The study area consists of the signalized intersection of Lake Cook Road and Northbrook Court Drive – West.

Traffic estimates are projected to 2024, which is five years beyond the anticipated opening date in 2019. The trip generation of the proposed development is estimated using the ITE Trip Generation Manual. The estimated number of trips generated by the existing Macy’s is removed from the total estimated trip generation of the redevelopment.

Capacity analysis was conducted using Synchro 9.2 for existing, background, and future with project conditions during the weekday am and weekday pm peak hours. Results of the capacity analysis for the existing scenario indicates that the signalized intersection of Lake Cook Road and Northbrook Court Drive – West operates at LOS D or better for all movements and the overall intersection during both the am and pm peak hours. Delay increases slightly on some approaches in the background condition but continues to operate at LOS D or better. The addition of project related trips again results in a slight increase in delay on some approaches, but no notable changes in levels of service. All existing queue storage is adequate in all scenarios. It is concluded that no mitigation is necessary at the signalized intersection of Lake Cook Road and Northbrook Court Drive – West.

The addition of redevelopment trips results in an increase of daily trips on the Ring Road around Northbrook Court. The northwest portion of the Ring Road near the proposed redevelopment increased from approximately 3,600 daily trips to more than 7,800 daily trips. However, the Ring Road is likely to maintain sufficient capacity since the typical capacity of a four-lane roadway is estimated to be up to 30,000 vehicles per day.

In addition, operations and safety of the Ring Road will be improved by consolidating a number of parking lot drive aisles into a limited number of access points. Currently, sixteen one-way drive aisles intersect with the Ring Road to the west of the redevelopment area.
