INTRODUCTION V3 Companies has been retained to conduct a traffic impact study for a proposed mixed use redevelopment of the west portion of Northbrook Court Mall located at 1515 Lake Cook Road in Northbrook, Illinois. Northbrook Mall is circled by a ring road that is primarily accessed by three signalized intersections on Lake Cook Road. The Mall is bounded by Lake Cook Road to the north, and residential neighborhoods to the east, south, and west. A location map is included as Figure 1. The proposed redevelopment includes the removal of the existing 280,000 square foot Macy’s department store on the west side of the Mall. The proposed redevelopment includes a 315 unit mid-rise apartment complex, a 70,250 square foot grocery store, and 39,830 square feet of restaurants. The conceptual site plan includes rerouting the Ring Road to the north of the proposed redevelopment but no changes are anticipated to the signalized intersections along Lake Cook Road. A conceptual site plan is illustrated in Figure 2. The purpose of this study is to evaluate the potential traffic impacts of the proposed mixed-use development. Traffic estimates are projected to 2024, which is five years beyond the anticipated opening date in 2019. The study area includes the western signalized intersection of Lake Cook Road and Northbrook Court Drive in addition to the Ring Road. PROJECT CONDITIONS Land Uses A variety of land uses exist near the project site, including residential, retail, and service uses. The surrounding land uses are illustrated in Figure 3. Roadway System The characteristics of the roadways in the vicinity of the site are presented below. The existing lane configurations in the study area are illustrated in Figure 4. Study Area Roadway Descriptions Lake Cook Road is an east-west principal arterial with a posted speed limit of 40 mph. Lake Cook Road includes three eastbound lanes and two westbound lanes separated by a 16 foot mountable median along the Mall frontage. Signs are posted in the area to prohibit u-turn movements. Continuous sidewalk is provided on the south side of Lake Cook Road in the study area. Lake Cook Road is designated as a Strategic Regional Arterial. Northbrook Court Drive – West is a private commercial driveway to provide access to Northbrook Court Mall by connecting Lake Cook Road to the Ring Road. Northbrook Court Drive – West consists of two southbound lanes and three northbound lanes. No sidewalks are provided on either side of the street. Ring Road is a private internal circulatory roadway to serve Northbrook Court Mall with 15 mph speed limit signs. The Ring Road typically consists of a four-lane section with two-lanes in each direction. East of Northbrook Court Drive – West along the north side of the mall, Ring Road is striped as a three-lane section with one-through lane in each direction and exclusive left-turn lanes at the parking lot driveways and intersections. Pedestrian facilities are provided at isolated locations along Ring Road.
