Just so you guys from out of town realize that the end of this bridge puts you on a desolate and dangerous part of Dyer Street. That neighborhood at Angora Loop is not a good area at all. This Comment noted. See FAQ 6. bridge your building will be full of crime and mischief. I rode my bicycle down there once and I was praying the whole time. Dogs, bad people, desolation. Rethink this one.

Dyer Street to McCombs along Will Ruth. Cute, less than a mile. Know that Dyer and McCombs are extremely congested. Hopefully kids will not venture past your .6 miles you have planned. Comment noted. Funny the section of Pebble Hills from George Dieter to Lee Trevino is not addressed. I suffer from all the potholes even in my car. The best cyclists in town find Pebble Hills to be inadequate for riding bicycles because of the rough surface. Making a bicycle plan on this street with no Comment noted. See FAQ 6. resurfacing is a complete waste of money. The bicyclists in the area frequently use the Edgemere street instead. You guys try driving your car on Pebble Hills, seriously. It's unreal.

I support the work on Pellicano. It's always a busy street and we could use a little more protection there. It is uphill though, and is not suitable for beginners on Walmart bikes. You will get more Comment noted. See FAQ 6. use if you cater to that population.

Finally, Zaragosa lighting. Another one of the most dangerously impossible streets to even walk Comment noted. See FAQ 6. on. Thanks. I currently don't go near there and am scared even in my car... much less walking.

Texas Department of Transportation – El Paso District Annual Bicycle Project Hearing Notice of Virtual Public Hearing In accordance with the Title 43, Texas Administrative Code, Title 43, Part 1, Chapter 25, Subchapter D, Rule §25.55 (a) and (b), the Texas Department of Transportation (TxDOT) El Paso District is partnering with the El Paso Metropolitan Planning Organization (MPO) to offer a virtual public hearing on transportation projects, programs, and policies affecting bicycle use in El Paso and surrounding communities. The virtual public hearing will be held on-line f rom Monday, Jan. 4, 2021 at 5 p.m. to Wednesday, Jan. 20, 2021 at 11:59 p.m. MST. To log into the virtual public hearing, go to www.txdot.gov at the date and time indicated above, and in the keyword search enter “El Paso Bike Hearing”. There will be a list of bicycle-related projects on the public hearing web page. Project staff will provide a presentation, which will be a pre-recorded video. The virtual public hearing will include both audio and visual components. Please note that the virtual public hearing and project list will not be available on the website until the time and date listed above. Following the opening of the virtual public hearing, the presentation will remain available for viewing at the web address indicated above until Wednesday, Jan. 20, 2021 at 11:59 p.m. If you do not have internet access or have questions about the hearing format, you may call Kim Johnson at (512) 567-9270 or email [email protected]. Formal comments may be provided by mail, email, or voicemail, as explained below. The purpose of the hearing is to provide information on transportation projects that might affect bicycle use, plans, policies, and programs for the TxDOT El Paso District and the El Paso MPO and to receive public comments. All interested persons are invited to attend this public hearing to obtain information about the district transportation projects, programs, and policies affecting bicycle use on the state highway system and to express their views. The virtual public hearing will be conducted in English. Comment: I am always amazed at how bicycle lanes or paths are created to not connect anywhere. It's as if you non bicyclists think we are content at riding a bicycle 3 miles in one direction and then turn around and come back on the same path.

Comment: I feel that you will be improving the overall experience downtown where bicycle riders are interested in seeing sights. This is a great place to put in limited bike paths so people visiting EP can ride around safely.

Comment: Sean Haggerty, a road that I pass by when I am on the Gateway Northbound and headed for Martin Luther King. A short dead end bike path taking riders into a freeway. Not ideal for the beginners it was intended for. Bad Bad Bad.

Comment: Just so you guys from out of town realize that the end of this bridge puts you on a desolate and dangerous part of Dyer Street. That neighborhood at Angora Loop is not a good area at all. This bridge your building will be full of crime and mischief. I rode my bicycle down there once and I was praying the whole time. Dogs, bad people, desolation. Rethink this one.

Comment: Dyer Street to McCombs along Will Ruth. Cute, less than a mile. Know that Dyer and McCombs are extremely congested. Hopefully kids will not venture past your .6 miles you have planned. Kind of like making a playground and surrounding it with lions dens.

Comment: Good job on selecting Montana. It's a minefield right now. Heaven forbid you have car trouble and have to walk on this street.

Comment: Funny the section of Pebble Hills from George Dieter to Lee Trevino is not addressed. I suffer from all the potholes even in my car. The best cyclists in town find Pebble Hills to be inadequate for riding bicycles because of the rough surface. Making a bicycle plan on this street with no resurfacing is a complete waste of money. The bicyclists in the area frequently use the Edgemere street instead. You guys try driving your car on Pebble Hills, seriously. It's unreal.

Comment: I support the work on Pellicano. It's always a busy street and we could use a little more protection there. It is uphill though, and is not suitable for beginners on Walmart bikes. You will get more use if you cater to that population.

Comment: I appreciate the efforts that TxDOT and other organizations are putting into making EP a more bike friendly place (for example, safe trails). More work needs to be done to collaborate across transportation departments, planning, and engineering to ensure that all development and projects keep in mind the safety of cyclists. In addition, complete streets that people can safely and equitably access should be of high importance. What good does a trail do if I cannot safely cross the street to access the trail, if there is a median blocking me from accessing the other side of the street, if there is not proper signage for vehicles, and if speed limits on streets are too fast for cyclists to feel safe. I love to cycle, but I do not feel safe accessing community amenities or places, such as stores or pharmacies, due to the behavior that the transportation infrastructure encourages for drivers.

Given the COVID-19 outbreak TxDOT changed the in-person public hearing to a virtual format.

The virtual public hearing provides the same information as an in-person hearing: - Project information - Opportunity to provide verbal comments - Process for submitting comments - Contact information Purpose of the Bike Hearing

The purpose of this public hearing is to provide information on transportation projects that might affect bicycle use, plans, policies, and programs for the TxDOT El Paso District and El Paso MPO and to receive public comments on those projects.

STATION 1: WELCOME and NAVIGATION

Jennifer/Lauren: Thank you for the introduction Eduardo and Marty. I am Jennifer Wright, the El Paso District’s Public Affairs Officer. Before we get to the details of the hearing, I will provide instructions to help you find your way through the virtual public hearing room. This is Station 1, the Sign-in Station. First and foremost, if you are uncomfortable with this format or if you have any trouble using this room, please hit the HELP button below. There is a phone number you can call to get assistance with accessing the room and materials. As you enter the room you will see a table straight in front of you. To the left of the table is a welcome board, and to the right is a board that explains a bit about how TxDOT is operating during the COVID-19 outbreak. Under each board are two icons. If you click the icon on the left that looks like an eye, it will zoom in to that item so that you can see it better. This will work for any board, handout, or exhibit in the room. Once you are finished reviewing that item, just click the “X” in the upper right hand corner of the window to close it. The next icon to the right is a down arrow. If you click this icon you can download this item to your personal computer or device. Again, this applies to any exhibit or form in the room. Once you download the item, you can print or save it. Now let’s look at the table. As mentioned before, this is Station 1 – the Sign-in Station. The piece of paper on the table is an electronic sign-in sheet. Please click on the pen icon to open the sign in sheet. We encourage all participants to please sign in.

Moving to the very top right corner of your screen you should see a location map of the room. If you don’t see a rectangular map, click on the top right map icon. The blue dot indicates which station you are in. You can click on the station number at any of the stations to jump to that station. This will follow you as you move around the room. On the very top left corner of the screen is a “Welcome” window with an arrow pointing down. Click the arrow to provide the different station numbers and what they include.

Next, look at the very bottom of the screen. There are five icons that will help you navigate the room and get more information. The far left icon is the letter “i” – this will give similar instructions on how to navigate the room. The next icon is a “+” symbol that enables you to zoom in on the station and the final icon is a “-” symbol that enables you to zoom out. Finally, right above this row of icons is a “play” and/or “pause” icon that will enable you to play or pause each station’s talking points. You can pause and play as many times as you like, and you can revisit any station as many times as you like. To go to the next station or revisit the last station, click on the arrow icons to the right and left edges of the screen.

As mentioned earlier, we have also included a HELP button you can click any time. We have also included a COMMENT button in the bottom right of each station. Click on this button to leave a comment at any time during the hearing. Now let’s get started! There are nine stations in the room. This is Station 1. If you think of the room like a clock, the stations are oriented clockwise and Station 1 is at 6 o’clock.

To go to the next station, look for the flashing blue arrow, click the arrow on the right side of the screen, or go up to the map in the upper right-hand corner of the screen and click the next station number. Or, you can use the room map to navigate to any station.

Board 2: Given the unique circumstance of the COVID‐19 outbreak, along with our commitment to protecting public health during this national emergency, TxDOT and the MPO are conducting this virtual public hearing to avoid in‐person contact and large gatherings. At this time, the online format will be in lieu of an in‐person public hearing. The virtual hearing will cover the same information that would have shared at an in‐person public hearing.

STATION 2: HEARING OVERVIEW

Jennifer/Lauren: Welcome to Station 2. This station contains two boards.

The board on the left contains a summary of what bike hearings are and why we do them. The board on your right contains a map showing all the projects included in this hearing. Click on either board to hear more details.

As I mentioned earlier, please feel free to use the room layout map in the upper right-hand corner to go directly to the focus you may be most interested in. Or you are welcome to go through the boards station-by-station. You can click between stations in any order using the room layout map.

The next station will cover projects located in West El Paso.

Board 1: The Texas Legislature has instituted a requirement that TxDOT must hold a public hearing for projects that add new bike lanes. TxDOT may either conduct public hearings on a project- by-project basis or may choose to conduct a public hearing under 43 TAC 25.55 and cover all upcoming projects that are adding bike lanes in a single hearing.

Due to the large number of ongoing and upcoming projects in the region that include bicycle elements, the TxDOT El Paso District and the El Paso MPO have determined that holding an Annual Bicycle Public Hearing will help with 1) meeting project needs and 2) helping consolidate information for the public to more easily access.

Board 2: This board shows all of the projects included in this hearing. You can zoom in and out of the map to see each project in better detail. The projects are color-coded by focus area, and the following five stations provide detailed information about each project within these areas.

Some will be constructed soon, while others may not be complete for a year or more. All projects require environmental clearance before they can be constructed. Frequently Asked Questions (FAQs)

Question 1: Why are TxDOT and the MPO having a “Bicycle Project Public Hearing”? Response 1: TxDOT public involvement activities are conducted in accordance with the requirements codified in: • Texas Administrative Code (TAC) at 43 TAC 2.101 to 2.110 and 43 TAC 1.5 – Public Participation and Public Hearings • 43 TAC 25.55 – Comment Solicitation on Bicycle Road Use • Code of Federal Regulations (CFR) at 23 CFR Part 771 for federal projects

Specifically, 43 TAC 25.55 (a) states that a Public Hearing or Opportunity for a Hearing will be held annually for TxDOT District transportation projects and programs that might affect bicycle use. This requirement applies to all TxDOT projects, including projects under TxDOT oversight; therefore TxDOT, the MPO, and local partners have worked collaboratively on the hearing. The legislature also instituted a requirement for TxDOT to hold a public hearing for projects adding new bicycle lanes. TxDOT Districts may conduct a public hearing on a project-by-project basis, or the District may choose to conduct a public hearing under 43 TAC 25.55 and cover all upcoming projects that are adding bicycle lanes in a single hearing. The Public Hearing TxDOT held from January 4 through January 20, 2021 meets the requirements of the second scenario.

Question 2: What projects are included in the Bicycle Hearing? Response 2: The El Paso District Annual Bicycle Public Hearing included projects proposed for approximately the next 2 years that would include elements such as bicycle lanes, shared use paths, and/or sidewalks. (Note - Sidewalk projects were included in the Public Hearing because they are also related to non-motorized community access.) The Public Hearing included details on District transportation projects, programs, and policies affecting bicycle use on the state highway system. Due to the large number of ongoing and upcoming projects in the region that include bicycle elements, the TxDOT El Paso District and the El Paso MPO determined that holding an Annual Bicycle Public Hearing will help with 1) meeting project needs and 2) helping consolidate information for the public to more easily access.

1 Question 3: How is a bicycle hearing different than a “normal” TxDOT hearing? Response 3: A bicycle public hearing that meets the requirements of 43 TAC 25.55 is going to look different than the normal TxDOT public hearing for National Environmental Policy Act (NEPA) project compliance. Not only are the notification requirements slightly different, but due to the number of projects that are included, only a limited amount of information can be provided on each project. No detailed schematics will be shown, but as much information possible will be provided to the public for each project. If, after the public hearing, the information on a particular project is subsequently changed (e.g. an extension of the letting date), the public will be notified in the public hearing the following year.

Question 4: The projects appear to be randomly located. Why are they not connected to each other? Response 4: TxDOT, the MPO, and local partners are working collaboratively on the common goal to connect the multimodal network within the region. Therefore, bicycle project locations are based on local plans, not just state plans. Projects can only be proposed for construction as funding is available, and therefore regional connectivity might not be completed until a later date when more funding is available. Based on comments made in the first public hearing, to better communicate connectivity concepts in future meetings, TxDOT plans to include a high-level overview on how the current and future projects are proposed to fit together to create a regional bicycle system.

Question 5: How frequently will you have this hearing? Response 5: This hearing will be held once a year or every other year. Depending on public interest, project changes, or other project or programming needs, TxDOT may elect to publish an opportunity for a public hearing every other year in which case a hearing would be held upon request. Therefore, since this Bicycle Hearing was held in 2021, the next hearing (or opportunity for a public hearing) is anticipated to be held in 2022.

Question 6: What will you do with our comments? Response 6: A public hearing summary will be prepared each year to document public comments received as a result of the hearing. The summary will also provide responses to comments. Also, comments on non-TxDOT facilities were coordinated with the responsible jurisdiction.

Question 7: Are bicycle lanes made for adaptive cycles? Response 7: Note - Adaptive bicycles are bicycles that have been adapted for cyclists who have various disabilities. Projects incorporating shared-use paths (SUPs) are likely wide enough for adaptive cycles; however, most bicycle lanes are not. TxDOT will consider adaptive cycles where possible.

2 Comment 8: How will I find out about the next public hearing? Response 8: The notices for the public hearing are required to be advertised by publishing two notices in local newspapers and in the Texas Register. In addition, TxDOT El Paso District is maintaining a mailing list of interested bicyclists, bicycle organizations, and bicycle shops.
