Recommendation It is recommended that the Board of County Commissioners (Board) approve the attached resolution ratifying the execution of a Derelict Vessel Removal Grant Project Agreement with the Florida Fish & Wildlife Conservation Commission (FWC). The Agreement is attached as Exhibit A to the resolution.

Scope The derelict vessels were removed from Commission District 4, represented by Commissioner Sally A. Heyman, and Commission District 9, represented by Commissioner Kionne L. McGhee.

Fiscal Impact/Funding Source Agreement No. 19248 provided $64,755.00 to Miami-Dade County for fiscal year 2019-2020 on a reimbursement basis to offset the total contracted costs of $64,755.00 to remove and dispose of five derelict vessels located in and Manatee Bay. The removal of all five boats was completed in June 2020 and the County has received the entire grant amount of $64,755.00 from the FWC.

Track Record / Monitor The Chief of Natural Resources within the Department of Regulatory and Economic Resources, Division of Environmental Resources Management (DERM), Lisa Spadafina, monitored the activities performed with these funds and is monitoring the grant administration.

Background Derelict and abandoned vessels adversely impact the marine environment and aesthetics of coastal areas and can pose a serious and substantial threat to navigation and to the public’s health and safety. DERM conducts derelict vessel removal and disposal projects as part of its Biscayne Bay restoration and enhancement efforts and frequently seeks grant funding to help support these activities.

Under Agreement No. 19248, the FWC awarded $64,755.00 in grant funding to the County for the removal and disposal of five derelict vessels, of which three were located in Biscayne Bay in the vicinity of Pelican Harbor and two were in Manatee Bay near the Miami-Dade / Monroe County line. The Agreement required no matching funds. The boats ranged in size from 27 feet to 48 feet and were removed and disposed in May and June of 2020.

Because this grant is less than $100,000.00 and met the criteria set forth in Resolution No. R-1170-06, Agreement No. 19248 was signed by the County Mayor’s designee on May 19, 2020, was fully executed on May 21, 2020, and is hereby submitted to the Board for ratification.

RESOLUTION APPROVING GRANT AGREEMENT NO. 19248 WHICH PROVIDED $64,755.00 IN GRANT FUNDS TO MIAMI-DADE COUNTY FROM THE FLORIDA FISH & WILDLIFE CONSERVATION COMMISSION FOR THE REMOVAL AND DISPOSAL OF ABANDONED AND DERELICT VESSELS IN BISCAYNE BAY AND MANATEE BAY; AND RATIFYING THE EXECUTION OF SAID GRANT AGREEMENT

WHEREAS, this Board desires to accomplish the purposes outlined in the accompanying memorandum, a copy of which is incorporated herein by reference,

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY

COMMISSIONERS OF MIAMI-DADE COUNTY, FLORIDA, that:

Section 1. This Board approves Grant Agreement No. 19248, in substantially the form attached hereto and made part hereof as Exhibit A, between the Florida Fish & Wildlife

Conservation Commission and Miami-Dade County which provided $64,755.00 to Miami-Dade

County for the removal and disposal of abandoned and derelict vessels located in Biscayne Bay and Manatee Bay.

Section 2. This Board ratifies the County Mayor’s designee’s execution of Grant

Agreement No. 19248.

The Chairperson thereupon declared this resolution duly passed and adopted this 20th day of January, 2021. This resolution shall become effective upon the earlier of (1) 10 days after the date of its adoption unless vetoed by the County Mayor, and if vetoed, shall become effective only upon an override by this Board, or (2) approval by the County Mayor of this resolution and the filing of this approval with the Clerk of the Board.
