The Luxemburg Question at the Paris Peace Conference and After
THE LUXEMBURG QUESTION AT THE PARIS PEACE CONFERENCE AND AFTER by Sally MARKS At the Paris peace conference of 1919, the French and, to a lesser extent, the British considered the several questions concerning the western frontier of Germany as a single problem but historians have never done so, perhaps because work upon these questions at the conference was administratively scattered. There has been some historical examination of the minor territorial transfers from Ger- many to Belgium and exhaustive analysis of the Saar and Rhineland settlements but no attention whatsoever to the fourth piece of the puzzle, the problem of Luxemburg. British diplomatists at the con- ference well realized the potential connection between the Luxem- burg settlement and that of the Saar, while Belgian leaders were pain- fully aware of its relationship to the Rhineland regime but historians, for all their intensive study of the voluminous documentation of the conference, have neglected to trace the British failure to link the Luxemburg question to the other German frontier problems and the consequences of this failure. The oversight has probably occured be- cause Luxemburg's fate was ultimately, to the relief of the French and the dismay of senior British officials, examined independently of all other considerations and because most of the interest in Luxem- burg at the conference was generated by the Belgians who of course looked at the problem from a purely Belgian point of view. The chief Belgian objective at the peace conference was extensive revision of the 1839 treaties which had defined Belgium's borders and her international status. -

LUXEMBOURG RESISTANCE TO THE GERMAN OCCUPATION OF THE SECOND WORLD WAR, 1940-1945 by Maureen Hubbart A Thesis Submitted in Partial Fulfillment of the Requirements for the Degree MASTER OF ARTS Major Subject: History West Texas A&M University Canyon, TX December 2015 ABSTRACT The history of Luxembourg’s resistance against the German occupation of World War II has rarely been addressed in English-language scholarship. Perhaps because of the country’s small size, it is often overlooked in accounts of Western European History. However, Luxembourgers experienced the German occupation in a unique manner, in large part because the Germans considered Luxembourgers to be ethnically and culturally German. The Germans sought to completely Germanize and Nazify the Luxembourg population, giving Luxembourgers many opportunities to resist their oppressors. A study of French, German, and Luxembourgian sources about this topic reveals a people that resisted in active and passive, private and public ways. ii ACKNOWLEDGEMENTS I would like to thank Dr. Elizabeth Clark for her guidance in helping me write my thesis and for sharing my passion about the topic of underground resistance. INTRODUCTION The treatment of non-EC nationals in the European Community (EC) has taken on new significance as a result of the massive influx of people into the EC following recent world events. Currently, there are approximately eight million nationals of noncommunity countries living in the territory of the EC, of whom 3.5 million are part of the working population.' In considering these figures, a rapidly growing popula- tion of illegal immigrants must also be taken into account. Since 1983 total immigration between the EC and noncommunity countries has increased steadily, reaching one million in 1989.2 These migratory patterns are also no longer confined to the more industrialized member states of the north. Apart from Ireland, all EC countries are now faced with significant levels of immigration.3 This, however, should not be interpreted to suggest that non-EC nationals are evenly dispersed throughout the Community; the proportion of non-EC nationals in EC countries varies from 0.5 percent to more than 5 percent of the population.4 * Professor of Law, University of Konstanz. INTRODUCTION The Palace of the Nation is the seat of the federal parliament. It is composed of two chambers: the House of Representatives and the Senate. The House and the Senate differ in terms of their composition and competences. 150 representatives elected by direct universal suffrage sit in the House of Representatives. The Senate has 60 members. 50 senators are appointed by the regional and community parliaments, and 10 senators are co-opted. The House of Representatives and the Senate are above all legislators. They make laws. The House is competent for laws of every kind. -
