These clauses validate the registration of persons and the sale of goods that may have occurred in accordance with mutual recognition principles during the expired period. Western Australia benefits from being part of the mutual recognition scheme. The scheme encourages the movement of goods between States and Territories and the mobility of labour. I commend the Bill to the House. Debate adjourned, on motion by Mr Bradshaw. ADDRESS-IN-REPLY Motion Resumed from 1 May. MR KUCERA (Yokine - Minister for Health) [1.14 pm]: It is with a profound sense of the honour, respect and responsibility that has been afforded me by the electors of Yokine that I rise to give my first speech as a member of the Legislative Assembly of Western Australia. I thank each and every one of them for the confidence, trust and faith that they have placed in me, and I assure them that I will do my utmost to represent their interests in Parliament over the next four years. I also wish to pay special tribute to my campaign director, Sharryn Jackson, the Labor candidate for Hasluck, and my campaign manager, Bruce Campbell-Fraser. They, together with a tireless group of unsung heroes - that is, the special volunteers from the community, the unions and a host of community organisations - helped me week in, week out for 10 long months to ensure my election. True believers such as Ed Hutchinson, Judy Webber, Katrina Monteau, Steed and Karen Farrell, Patrick Behan, Fred Birnie and many more pounded the pavement and walked the Yokine beat alongside me doing what parliamentarians must always do, but what some were not doing, that is, listening to the people. -

Labor Section
Labor in Opposition 1996 - Are Labor Ready? The previous section highlighted the consequences for Australia the last time Labor were in Government. No opposition is unelectable, and the following section analyses the consequences for Australia if Labor are returned to Government. It demonstrates: Labor lack leadership and are divided. Labor are unable to take the tough but necessary decisions in the national interest. They offer no constructive policy alternative. Labor’s opportunism and disunity means that a Labor Government would be completely lacking in direction – in fact liable to be dragged in any direction by noisy special interest groups and trade unions. Labor are not up to the task of managing the economy or of protecting Australia’s security. Labor’s preference for higher taxes and higher spending will drive up interest rates, taking money out of the pockets of families and small business. Labor and the Economy Labor’s Deficit Denial Prior to the 1996 election, the Labor Party assured Australians that the budget was in surplus: “This strategy (fiscal consolidation) has led to a small Budget surplus in 1995-96 and growing surpluses forecast over our forward estimates period”. (Kim Beazley, Third Australian Pensions and Investments Conference 29-01-96) “We’re in a position where we’ve no plans to increase taxes..…Why would we? We’re operating in surplus and our projections are for surpluses in the future.” (Kim Beazley, The Age, 1-02-96) Straight after the election, a budget deficit was revealed: Remarkably, both Kim Beazley and Simon Crean continued to deny Labor’s budget black hole (the final result for the 1995-06 financial year was a deficit of $10.3 billion), long after it was revealed: “Well look, firstly there wasn’t a $10 billion black hole. -

Australian Workplace Agreements - Adjournment Debate HON NORMAN MOORE (Mining and Pastoral - Leader of the Opposition) [10.01 pm]: I will say a few words tonight about Australian workplace agreements. I appeal to the Labor Party to tell us what it is going to do with Australian workplace agreements because I, like most people who take an interest in this matter, am completely confused. If we go back into the history of this matter in recent times, the federal coalition government created Australian workplace agreements before the WorkChoices legislation was introduced. They were a follow on from the state workplace agreements we had in Western Australia, which were abolished by this government in 2001. We then found that Mr Beazley, the then federal leader of the Labor Party, said that WorkChoices was going lock, stock and barrel - the whole thing was going to be thrown out the door. That particular point of view has been consistently argued by his successor, Mr Rudd, and, indeed, in a more strident way by the opposition spokesperson on industrial relations, Julia Gillard. I understand that at the Labor Party’s federal conference, the decision was taken to support the views of Julia Gillard that Australian workplace agreements would go along with WorkChoices legislation. It seems pretty clear to me that what we will get in Western Australia and Australia generally - if, in the unlikely event, the Labor Party wins federally - is a new industrial relations system that will be based on collective bargaining and the reintroduction of the influence of unions in determining the working conditions of individual employees in Australia. -
