When others around them were dismissive of the Congress, expressing cynicism in the ability of the Congress and its Members to address the challenges facing our Nation, these students demonstrated a fundamental optimism in finding ways to improve the institution of the Congress and its processes and governance practices. The students conducted the research for this report, developed reform options, and analyzed each reform. They dedicated significant time, energy, and care to ensure their research and analysis was objective, analytic, and authoritative. Unlike other recent formal calls for congressional reform that begin by indicting Members and the Congress as a whole, this report identifies the enduring tensions and forces intrinsic to the Congress, and attempts to mitigate these tensions through adjustments to institutional structures and processes. The research and analysis presented in this report is limited to issues arising from the procedures and governance structures that make up the working environment of the Congress. While more current reforms have included proposals related to campaign financing, redistricting, and primary structures and processes, the research for this project focus on the institution and what Members encounter once elected. Methodology From the start, the research effort focused on how best to assist the Congress should it decide to undertake a formal review of its operations and share that review publicly, as it did in 1946, 1970,and 1994 through the formal reports on the work resulting from specially established of Joint Committees on the Organization of Congress. The goal was to find common concerns addressed by these committees, why these concerns persisted, what reforms the Congress accepted—what reforms were rejected, what outcomes these reforms effected, and how these past efforts inform modern attempts at reform. Limitations vii Given the objectives of the research and the resource constraints under which the class worked, both in time and funding, the report has some noteworthy constraints. • The focus of the analysis is on the U.S.

    CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy.

    Chapter 23 Prohibition, Protests, and Politics THE EDMONDSON ADMINISTRATION. Tulsa attorney J. Howard Ed- mondson was inaugurated as governor in January, 1959. At 33, he was the state’s youngest governor in history. Edmondson’s “prairie fire” and “Big Red E” campaigns (both named for his red hair) brought him from behind to defeat Midwest City builder W.P. “Bill” Atkinson in the Democratic primary. He then de- feated Phil Ferguson in the general election by the largest majority ever given a gubernatorial candi- date in the state. Also in 1959, the youthful governor was named an honorary member of the Oklahoma Hall of Fame. He was honored as one of the nation’s “Ten Most Outstanding Young Men.” Born in Muskogee in September, 1925, Ed- mondson obtained a law degree from the Uni- versity of Oklahoma. He served a stint in the Air Force and was a Tulsa County Attorney before becoming governor. One of Edmondson’s promises was that he would either enforce or repeal prohibition, and he did both. He promised upon taking office that “every Oklahoman who votes dry will drink dry.” He turned Attorney General Joe Cannon loose to enforce prohibition. Raids were made all across the state on bars and nightclubs which were ille- gally serving liquor. The state’s bootleggers became fair game for law enforcement officials who had previously overlooked their violations of the law. Governor J. Howard Perhaps for the first time since statehood, Oklahoma citizens knew Edmondson what it meant to be “dry.” People who were accustomed to having access to liquor despite prohibition and who consequently had never seriously considered the matter, found that true prohibition was more than a little inconvenient.
