No.95 Recommendation for the Application of SOLAS (Oct 2007) (Corr.1 Regulation V/15 Mar 2009) (Corr.2 Bridge Design, Equipment Arrangement and July 2011) Procedures (BDEAP) Foreword This Recommendation sets forth a set of guidelines for determining compliance with the principles and aims of SOLAS regulation V/15 relating to bridge design, design and arrangement of navigational systems and equipment and bridge procedures when applying the requirements of SOLAS regulations V/19, 22, 24, 25, 27 and 28 at the time of delivery of the newbuilding. The development of this Recommendation has been based on the international regulatory regime and IMO instruments and standards already accepted and referred to by IMO. The platform for the Recommendation is: • the aims specified in SOLAS regulation V/15 for application of SOLAS regulations V/19, 22, 24, 25, 27 and 28 • the content of SOLAS regulations V/19, 22, 24, 25, 27, 28 • applicable parts of MSC/Circ.982, “Guidelines on ergonomic criteria for bridge equipment and layout” • applicable parts of IMO resolutions and performance standards referred to in SOLAS • applicable parts of ISO and IEC standards referred to for information in MSC/Circ.982 • STCW Code • ISM Code This Recommendation is developed to serve as a self-contained document for the understanding and application of the requirements, supported by: • Annex A giving guidance and examples on how the requirements set forth may be met by acceptable technical solutions. Portland Yacht Club A History of Cruising Activity The Portland Yacht Club traces its routes to a weekend cruise to Boothbay Harbor by several Portlanders in the mid 1860's. This venture was the impetus that began a discussion about forming a yacht club. This was followed by a meeting in June 1868, at which time they decided if they could sign 100 members they would move forward. On April 26, 1869 their initiative was rewarded with the creation of the Portland Yacht Club. During the first year, the club held another cruise to Boothbay Harbor. Departing Boothbay, they went up the Sasanoa (hopefully with the tide) to Bath. The next day they sailed down the Kennebec River (again hopefully with a fair tide) to Jewel Island where “a Grand Clam Bake” was held. The entire three day cruise was enshrouded in fog and supposedly continued for the next 34 years (some things never change). But, think of the seamanship and navigation skills required to ply those waters in a vessel with no power other than the wind while using less than reliable charts, compass, watch and taffrail log. Present day cruisers are now quite spoiled with the electronics available. In 1873 the club held both a spring and fall cruise along with 30 boats participating in Portland's July 4th Celebration. The spring cruise of 1879 included 4 schooners and 2 sloops. They departed the club at 1000 and arrived in Wiscasset at 1620. The sloop Vif went aground on Merrill's Ledge in the Sheepscot. As the saying goes, “There are two types of sailors in Maine, those that have been aground and those that will go aground”. -

That Historical Plague Was Pure Epidemics of Primary Pneumonic Plague
CHAPTER THIRTEEN GUNNAR KARLSSON’S ALTERNATIVE THEORY: THAT HISTORICAL PLAGUE WAS PURE EPIDEMICS OF PRIMARY PNEUMONIC PLAGUE Introduction G. Karlsson presented his alternative theory to the international com- munity of scholars in a paper published in Journal of Medieval History in 1996 where he argues that two late medieval epidemics in Iceland and more generally that plague in medieval Europe were pure epidem- ics of primary pneumonic plague.1 For his epidemiological interpreta- tion, Karlsson bases his alternative theory directly on Morris’s assertion of the occurrence of pure epidemics of primary pneumonic plague, a modality of plague disease spread by interhuman cross-infection by droplets. Th e concept of a pure epidemic of primary pneumonic plague implies that the origin of the epidemic is not a case of bubonic plague which develops secondary pneumonia but a case in which the fi rst vic- tim contracted pneumonic plague directly by inhalation of infected droplets into the lungs. Karlsson’s paper follows quite closely and draws heavily on a paper he published together with S. Kjartansson in an Icelandic journal in 1994 on two supposed plague epidemics in Iceland in 1402–4 and 1494–5 respectively.2 He is clear about its objective: “Th e present article [as the fi rst in Icelandic] can be seen as a defence of the late Jón Steff ensen against Benedictow’s critique of his conclusions,” namely, that these epidemics, and also the Black Death of 1348–9 in Norway were primary pneumonic plague.3 Th us, the central feature of Karlsson’s (and Karlsson’s and Kjartansson’s) paper on the two supposed plague epidemics in fi ft eenth-century Iceland is a comprehensive and sharp criticism of my doctoral thesis (1993, repr. -

Duncan Phillips had a deep understanding of the “joy-giving, life-enhancing influence” of art, and this connection between art and well-being has always been a driving force. Over the past year, we have continued to push boundaries and forge new paths with that sentiment in mind, from our art acquisitions to our engaging educational programming. Our colorful new visual identity—launched in fall 2014—grew out of the idea of the Phillips as a multidimensional institution, a museum that craves color, connectedness, a pioneering spirit, and personal experiences. Our programming continues to deepen personal conversations with works of art. Art and Wellness: Creative Aging, our collaboration with Iona Senior Services has continued to help participants engage personal memories through conversations and the creating of art. Similarly, our award-winning Contemplation Audio Tour encourages visitors to harness the restorative power of art by deepening their relationship with the art on view. With Duncan Phillips’s philosophies leading the way, we have significantly expanded the collection. The promised gift of 18 American sculptors’ drawings from Trustee Linda Lichtenberg Kaplan, along with the gift of 46 major works by contemporary German and Danish artists from Michael Werner, add significantly to new possibilities that further Phillips’s vision of vital “creative conversations” in our intimate galleries.
