Lenin and the Russian Civil War In the months and years after the fall of Tsar Nicholas II’s government, Russia went through incredible, often violent changes. The society was transformed from a peasant society run by an absolute monarchy into a worker’s state run by an all- powerful group that came to be known as the Communist Party. A key to this transformation is Vladimir Lenin. Who Was Lenin? • Born into a wealthy middle-class family background. • Witnessed (when he was 17) the hanging of his brother Aleksandr for revolutionary activity. • Kicked out his university for participating in anti- Tsarist protests. • Took and passed his law exams and served in various law firms in St. Petersburg and elsewhere. • Arrested and sent to Siberia for 3 years for transporting and distributing revolutionary literature. • When WWI started, argued that it should become a revolution of the workers throughout Europe. • Released and lived mostly in exile (Switzerland) until 1917. • Adopted the name “Lenin” (he was born Vladimir Ilyich Ulyanov) in exile to hide his activities from the Tsar’s secret police. Lenin and the French Revolution Lenin admired the revolutionaries in France 100 years before his time, though he believed they didn’t go far enough – too much wealth was left in middle class hands. His Bolsheviks used the chaotic and incomplete nature of the French Revolution as a guide - they believed that in order for a communist revolution to succeed, it would need firm leadership from a small group of party leaders – a very different vision from Karl Marx. So, in some ways, Lenin was like Robin Hood – taking from the rich and giving to the poor. -

The Significance and Shortcomings of Karl Marx Abstract In this essay I explain both why Karl Marx remains an important thinker and why he is in some respects inadequate. I focus on the central issue of 'materialism vs. idealism,' and briefly explore ways in which contemporary intellectuals still haven't assimilated the insights of historical materialism. In the last section of the paper I examine the greatest weakness of Marxism, its theory of proletarian revolution, and propose an alternative conceptualization that both updates the theory for the twenty-first century and is more faithful to historical materialism than Marx's own conception was. I am grateful for the opportunity to submit the following statement for the record. Since I teach at National Intelligence University (NIU) which is part of the Department of Defense (DoD), I need to begin by making clear that all statements of fact and opinion below are wholly my own and do not represent the views of NIU, DoD, any of its components, or of the U.S. government. You have asked me to discuss whether China seeks an alternative global order, what that order would look like and aim to achieve, how Beijing sees its future role as differing from the role the United States enjoys today, and also to address the parts played respectively by the Party’s ideology and by its invocation of “Chinese culture” when talking about its ambitions to lead the reform of global governance.1 I want to approach these questions by dissecting the meaning of the “new era for socialism with Chinese characteristics” Xi Jinping proclaimed at the Communist Party of China’s 19th National Congress (afterwards “19th Party Congress”) in October 2017. -

The Birth of Communism
Looking for a New Economic Order Tensions across Europe mounted in the 1830s and 1840s, as republican (anti-royalist) movements resisted the reigning monarchies. The monarchy in France had been restored after Napoleon Bonaparte’s final defeat at Waterloo in 1815, albeit with great divisions and debate throughout the country. Italy, Germany, and Austria were likewise ruled by monarchies, but faced growing protest. In addition to tensions about forms of government and freedoms, workers were becoming more vocal and unified in protesting conditions in factories, mines, and mills. The Birth of Communism Karl Marx and Friedrich Engels are regarded as the founders of Marxist ideology, more colloquially known as communism. Both were concerned about the ill effects of industrialism. Marx was an economist, historian, and philosopher. Engels was a German journalist and philosopher. After a two-year stay in Manchester, England, Engels wrote his first book, The Condition of the Working Class in England, which was published in 1845. It was in Manchester that Marx and Engels met for the first time. Although they did not like each other at first, they ended up forming a life- and world- changing partnership. Marx was the more public figure of the partnership, but Engels did much of the supporting work, including providing financial assistance to Marx and editing multiple volumes of their publications. In 1847, a group of Germans, working in England, formed a secret society and contacted Marx, asking him to join them as they developed a political platform. At Engels’s suggestion, the group was named the Communist League. Marx and Engels began writing the pamphlet The Communist Manifesto, composed between December 1847 and January 1848. -

J.S. Mill and Marx on Freedom and Alternative Structures of Political Economy: A Reconstructive, Critical and Comparative Inquiry [ 第一日目 ] 第二会場 Armando C. Ochangco, Ph.D. Associate Professor University of the Philippines Abstract: The proposed paper is intended to provide critical and comparative perspectives on the ideas of freedom to be found in the works of John Stuart Mill and Karl Marx, and how these normative conceptions relate to their visions of alternative economic, social and political systems. Drawing ideas and perspectives from their classic texts (by Mill, such as those from: On Liberty, Principles of Political Economy, On the Subjection of Women, Utilitarianism; and by Marx, such as those from: The Economic and Philosophical Manuscripts of 1844, Critique of the Gotha Program, German Ideology, Capital, among others), I shall provide interpretive and reconstructive accounts of the conceptions of freedom which may be implicit or explicit in their written works, and how they relate to their alternative conceptions of the political economy—the latter understood as alternative configurations of socio-economic and political structures. With these possible interpretations and reconstructions, I shall proceed to argue that these, in certain ways, different but related conceptions of freedom, based on ideas which may be implicit or explicit in their works, are crucial to understanding their normative conceptions of political economy. EISENHOWER Place: The Oval Office, the White House Time: May 1953 The President is in the early months of his first term and he recognizes Soviet military aggression and the How Should the subsequent spread of Communism as the greatest threat to the security of the nation. However, the current costs United States of fighting Communism are skyrocketing, presenting a Confront Soviet significant threat to the nation’s economic well-being. President Eisenhower is concerned that the costs are not Communist sustainable over the long term but he believes that the spread of Communism must be stopped. Expansionism? On May 8, 1953, President Dwight D. Eisenhower has called a meeting in the Solarium of the White House with Secretary of State John Foster Dulles and Treasury Secretary George M. Humphrey. The President believes that the best way to craft a national policy in a democracy is to bring people together to assess the options. In this meeting the President makes a proposal based on his personal decision-making process—one that is grounded in exhaustive fact gathering, an open airing of the full range of viewpoints, and his faith in the clarifying qualities of energetic debate. Why not, he suggests, bring together teams of “bright young fellows,” charged with the mission to fully vet all viable policy alternatives? He envisions a culminating presentation in which each team will vigorously advocate for a particular option before the National Security Council. -

Socialism in Europe and II the Russian Revolution Chapter 1 The Age of Social Change In the previous chapter you read about the powerful ideas of freedom and equality that circulated in Europe after the French Revolution. The French Revolution opened up the possibility of creating a dramatic change in the way in which society was structured. As you have read, before the eighteenth century society was broadly divided into estates and orders and it was the aristocracy and church which controlled economic and social power. Suddenly, after the revolution, it seemed possible to change this. In many parts of the world including Europe and Asia, new ideas about individual rights and who olution controlled social power began to be discussed. In India, Raja v Rammohan Roy and Derozio talked of the significance of the French Revolution, and many others debated the ideas of post-revolutionary Europe. The developments in the colonies, in turn, reshaped these ideas of societal change. ian Re ss Not everyone in Europe, however, wanted a complete transformation of society. Responses varied from those who accepted that some change was necessary but wished for a gradual shift, to those who wanted to restructure society radically. Some were ‘conservatives’, others were ‘liberals’ or ‘radicals’. What did these terms really mean in the context of the time? What separated these strands of politics and what linked them together? We must remember that these terms do not mean the same thing in all contexts or at all times. We will look briefly at some of the important political traditions of the nineteenth century, and see how they influenced change. -

Copyrighted Material CHAPTER ONE Introduction: Socialism and History “We Are All Socialists Now: The Perils and Promise of the New Era of Big Government” ran the provocative cover of Newsweek on 11 Feb ruary 2009. A financial crisis had swept through the economy. Several small banks had failed. The state had intervened, pumping money into the economy, bailing out large banks and other failing financial institu tions, and taking shares and part ownership in what had been private companies. The cover of Newsweek showed a red hand clasping a blue one, implying that both sides of the political spectrum now agreed on the importance of such state action. Although socialism is making headlines again, there seems to be very little understanding of its nature and history. The identification of social ism with “big government” is, to say the least, misleading. It just is not the case that when big business staggers and the state steps in, you have socialism. Historically, socialists have often looked not to an enlarged state but to the withering away of the state and the rise of nongovern mental societies. Even when socialists have supported state intervention, they have generally focused more on promoting social justice than on simply bailing out failing financial institutions. A false identification of socialism with big government is a staple of dated ideological battles. The phrase “We are all socialists now” is a quo tation from a British Liberal politician of the late nineteenth century. Sir William Harcourt used it when a land reform was passed with general acceptance despite having been equally generally denounced a few years earlier as “socialist.” Moreover, Newsweek’s cover was not the first echo of Harcourt’s memorable phrase. -
The Limits of Nonviolence in Arendt's 'Civil Disobedience'
From Resistance to Revolution: The Limits of Nonviolence in Arendt’s ‘Civil Disobedience’ Caroline Ashcroft Queen Mary University of London [email protected] Abstract: Arendt’s work on civil disobedience sets out an optimistic portrayal of the possibilities of such forms of action in re-energizing the spirit of American politics in the late twentieth century. Civil disobedience should not simply be tolerated, she argued, but incorporated into the legal structure of the American political system. Her work is usually seen to promote an idea of civil disobedience that is thus bound to existing constitutional principles and essentially nonviolent. However, by looking at Arendt’s discussion and critique of various practices of civil disobedience in 1960s and 1970s America, specifically in relation to the nonviolence movement influenced by Martin Luther King, and on the other side, the more militant Black Power movement, a different idea of civil disobedience emerges. This paper argues that whilst, for Arendt, civil disobedience within America certainly possesses the constitutionally restorative potential she assigns to it, in a broader sense – theoretically, globally, and even in terms of alternative ideologies within America – her conception of civil disobedience is in itself neither necessarily constitutional, nor nonviolent. It is, instead, a form of revolutionary action, whose limits are set only by politics itself, and specifically, Arendt’s criterion of publicity.
