Report Summary

1. This report sets out details of how Members have allocated their £750 participatory budgeting allowance up to 30 July 2014. 2. The report recommends that Members of CPBSC a) note progress to date in implementing the Member budgets; b) note the proposal to purchase AEDs for schools and c) endorse the proposal that £20,000 in the Participatory Budget be allocated to match-fund the purchase of AEDs by Councillors from their Members’ Budget for use in identified Council run operational/community buildings. 3. These recommendations are being made to ensure Members are aware of the current position and are able to monitor progress. 4. The key financial implication for the Council is that all Members have allocated or spent their funds; Members will otherwise be unable to take their funds forward into the new financial year. 5. Members are required to spend their allocation by 31 December 2014.

1. Details of Recommendations

It is recommended that Members of CPBSC: a) Note progress to date in implementing the Member budgets programme. b) Note the proposal to fund the purchase of AEDs for schools c) Endorse the proposal that £20,000 of the PB budget be made available to match fund the purchase of AEDs by Councillors from their Members’ Budget in the Council’s operational/community buildings.

2. Reason for Recommendation(s) and Options Considered

2.1 16 Councillors have spent some or all of their funds. A total of £8,210 has been donated during the 2014/15 financial year.

2.2 9 Members have donated the full amount of funds available. 48 Members are yet to spend all of their funds.

2.3 A total of £37,172 remains in the budget

2.4 The Council will have local elections in May 2015. Therefore to avoid issues such as purdah it was proposed at the meeting on 17 February 2014 that a cut-off date for spending of Member budgets for 2014/15 be set as 31 December 2014. All Opposition Group Leaders have indicated that they are happy with this cut-off date.

Purchase of Automated External Defibrillators (AEDs)

2.5 Members will recall that at the April Council meeting the motion submitted by Councillor Bicknell that Borough’s schools be encouraged to procure automated external defibrillators (AEDs) and that the Council explore other opportunities where the availability of such devices in Council buildings would be beneficial to the public was approved unanimously.

2.6 The unit cost of AEDs has reduced significantly in recent years, with some devices costing as little a £750 per unit, although the costs do vary according to the exact specification. Children’s Services have agreed, in principle, with Head Teachers that the purchase of AEDs for schools be funded from DSG reserves. This will ensure that AEDs are available at all the 59 schools and 7 Academies in the Borough. Members will be aware that AEDs will be available, as a matter of course, in all new Schools.

2.7 A procurement exercise will commence in the coming weeks to ensure that the Council adheres to all procurement requirements for an exercise of this size and also to ensure value for money as well as the quality/suitability of the particular AED device for use in schools. Further, given the potential to ‘bulk-buy’, the Council may be able to negotiate a reduction in the unit costs. The exact details of

2 the cost per unit will be known once the procurement process has been undertaken.

2.8 In the light of the particular Heath aspects of the proposals, the potential of accessing Public Health funding to contribute towards the purchase of AED’s is currently being explored.

2.9 With regard to the availability of AEDs in Council buildings, units have been purchased and are currently available in the following locations:-

• Magnet Leisure Centre; • Windsor Leisure Centre; • Cox Green Leisure Centre; • Charters Leisure Centre; • Town Hall, ; • Windsor Library; • Guildhall, Windsor; • Maidenhead Library; • Marlow Road Community Centre; • Boyn Grove Day Centre; • Oakbridge/Windsor Elderly Centre; • Winston Court residential care unit; • Homeside residential care unit; • Allenby residential care unit.

2.10 Attached at appendix B is a list of operational buildings that do not have an AED available and, in the light of the level of public usage and size, could benefit from AEDs being installed.

2.11 It is proposed that the potential purchase of AEDs for these buildings be included in the procurement of the AEDs for schools to take advantage and any cost savings from the bulk purchase of the units. There is currently £20,000 unallocated within the Participatory Budget and this could be made available to provide match-funding should Councillors wish to allocate their Member Budget towards the purchase of an AED for a community building(s) in their Ward.

a) Financial impact on the budget (mandatory)

The Member element of the Council’s PB exercise was allocated a total of £42,750 for 2014/15. In addition to this there was a carry over of £2,632 for those Members that had not spent their full allocation from 2013/14. The total budget allocated to this initiative for 14/15 was £45,382

There is currently £20k unallocated in the PB budget which could be made available to match fund the purchase an AED from the Members’ Budgets.

12. Consultation Following endorsement for the continuation of the Member budgets project for 2014/15, all Members were made aware of the initiative and the availability of the £750 through the Group Political Assistants.

15. Background Information Participatory Budgeting is one of many elements of the Council’s Big Society offer as a Vanguard Council. The Council embarked on a major programme of PB beginning in 2011 which involves a Borough-wide scheme, geographically focussed expenditure, neighbourhood PB and more recently, an exercise focussing on participatory budgeting with young people.
