The Cleveland Police Foundation A Brief History

A few years ago, Cleveland Police Chief Michael McGrath heeded the advice of three gen- tlemen that a foundation be established to support the Division of Police, and the many charities associated with it. They were Samuel H. Miller, Edward A. Lozick and Thomas D. Ganley. They agreed to serve on the Board of Advisors and it was their vision, desire and determination, and the leadership of Chief McGrath that gave birth to the Cleveland Police Foundation (foundation) in 2010.

Serving on the initial Board of Directors is Thomas K. Stone, President; James M. Craciun, Secretary; and Woods King III, Treasurer; John O. Anoliefo, Beverly R. Charles, Brent Clapacs, Franklin B. Floyd Jr., Deborah Smythe Hermann, David M. Reynolds, Ben S. Stefanski II, Senator Nina Turner and David Young. In addition to Messrs. Ganley, Lozick and Miller, the Board of Advisors includes Chief Michael McGrath and Edward P. Kovacic, CPD Chief (Retired). Lieutenant Daniel Fay serves as the Division’s liaison to the boards.

Early this year, the Board of Directors of the foundation took its first formal step in going operational by selecting Greater Cleveland Peace Officers Memorial Society President and retired Cleveland Police Sergeant Charles W. Lane, Jr. as its first Executive Director.

The spirit and drive of all involved bodes well for a bright future and we look forward to the promise it holds in playing a role in making our community safer.

Cleveland Police Foundation… Investing in a Safe Community

The foundation is an alliance of business and civic leaders and law enforcement organizations committed to the idea that a well-trained police department along with the support of its citizens leads to a safer community. Its mission is to strengthen the bonds between the Cleveland Division of Police and the community it serves through outreach programs, support of police charities, and investment in education and training. Our Honorees

“We make a living by what we get. We make a life by what we give.” These words by Sir Winston Churchill are apropos for who we recognize tonight. It is our pleasure to recognize four amazing individuals who not only have led exemplary and honorable lives, but they also have gone far above and beyond the call of duty in serving their community. Their collective efforts have made our world a better place to live. Founders Awards

Three gentlemen were instrumental in the creation of the Cleveland Police Foundation. The "Founding Fathers" – Edward A. Lozick, Thomas D. Ganley and Samuel H. Miller – had the foresight, desire and determination to establish a foundation in support of the members of the Cleveland Division of Police and the collective mission of the police charities under its umbrella. We are honored to bestow our first Founders Award to them in recognition of their vision, spirit and dedication to making our community safer.

Thomas D. Ganley

An Ohio native, Tom Ganley is the President and CEO of the Ganley Auto Group. He started his career with a Rambler dealership in 1968, and now heads the largest automotive group in the State of Ohio, comprised of 27 dealerships and other entities that employs over 1500 people.

Tom also lends his business acumen and leadership abilities to serving the community. In May of 2001, he was named President and CEO of Crime Stoppers of Northern Ohio. Funded in part by by Tom's personal support and other private donations, this organization offers cash rewards for crime tipsters. Additionally, he has funded and appeared in both radio and TV advertising making a personal plea to citizens to become involved in fighting crime and cooperating with our police.

A staunch support of the law enforcement community in Greater Cleveland, his philanthropy and outstanding leadership has earned him numerous awards from several law enforcement organizations, including the Cuyahoga County Police Chief's Association, the Cleveland Police Patrolman's Association, the Greater Cleveland Peace Officers Memorial Society; and the Cleveland Safety Forces Gold and Silver Award.

In 2007, Tom recieved the Louis E. Peters Memorial Service Award, the highest honor given by the Former Agents of the FBI, awarded for service to his country. He is, also, a member of the U.S. Marshall's Posse Group. He has been a featured speaker at the National Academy Ethics Conference by the Cleveland Division of the FBI. Likewise, he was the keynote speaker at the Annual Convention of the Ohio Chiefs of Police, 2006.

Tom and his wife, Lois, have been married for 48 years, having 4 children and 8 grandchildren.

Edward A. Lozick

Mr. Edward A. Lozick is unfortunately unable to attend this wonderful inaugural evening and sends his best regards to the hundreds of men and women in blue and sincere appreciation for being honored this evening. It’s the men and women in blue who should be honored for their dedication and perseverance to serving our communities day and night. Accepting on his behalf is Mr. Christopher Hitchcock, Executive Director of the Edward A. and Catherine L. Lozick Foundation.

Samuel H. Miller

“Sam” as he insists we call him is a Cleveland native, raised on Cleveland's east side. He graduated from Case Western Reserve University with a BA and from Harvard Business School MBA, Phi Beta Kappa and served in the U.S. Navy as a Lieutenant during WWII.

One of Cleveland’s storied philanthropists and friend of the police, he and his wife Maria, support many charitable causes too numerous to mention. His list of honors received is extensive, crossing religious, community and non-profit lines again and again. He serves on several boards, offering his business acumen to the benefit of all.

Perhaps one story about Sam will best sum things up about his generosity and how he approaches life. In 1990, Sam came to then-Cleveland Police Chief Edward P. Kovacic’s office the day after being called. The chief asked for his advice and assistance in establishing a memorial to police officers from the region who died in the line of duty. He quickly got things moving, and under his leadership, guidance and support the Greater Cleveland Peace Officers Memorial was dedicated on May 14, 1993…it stands in Huntington Park keeping the promise to never forget the 186 law enforcement officers from Cuyahoga, Geauga, Lake, Lorain, Medina and northern Summit counties who made the ultimate sacrifice.

At that first meeting, Sam told how he respected the police and as a youngster, he was particularly influenced by a kindly police sergeant who took him under his wing after an incident in his neighborhood. Sharing with us a good lesson for life, and especially for the police, he said, “You never know whom you touch with each act of kindness.”

We are honored to have had Sam touch the lives of all of us to whom he has offered his sage advice, and have learned much from him, not only about the success of our endeavors, but about life. We are proud to call him “friend”.

2012 Cleveland Police Officer of the Year

Patrol Officer Daniel L. Baillis

The Cleveland Division of Police to an officer who demonstrates an outstanding devotion to duty, and consistently performs to the highest degree, beyond that established by their peers bestows the “Police Officer of the Year” award. The Cleveland Police Foundation is proud to recognize and celebrate the distinguished career of one of the best of “Cleveland’s Finest.”

Patrol Officer Daniel L. Baillis began his career as a Cleveland police officer on July 23, 1979. Early on, he established a reputation as an extremely productive and hardworking member. His strong work ethic, self- motivation and determined pursuit of those who prey upon innocent victims drew consistent praise from his fellow officers and supervisors.

Spending his entire career in the 5th District on the city’s east side, which was later merged into the 3rd District, Dan served in Basic Patrol, and the Vice and Strike Force units. As a detective in the Strike Force Unit for almost 20 years, he was noted for his extraordinary ability for finding those missing pieces of the puzzle that helped to bring criminals to justice. Locating that critical bit of information, incriminating evidence, reluctant witness, or suspect’s identity was his specialty.

During his 33-year tour of duty, he has been awarded the Medal of Honor, the Division’s highest award; the Medal of Heroism, three (3) Distinguished Service Medals, four (4) special commendations, two (2) Chief’s Commendations, the Rotary Club Valor Award, numerous other awards and letters of commendations. His arrest statistics were amongst the highest in the city, but his personnel file is also filled with countless letters from residents who were moved by his professionalism and empathy.

Dan was born and raised in Cleveland, attended Cleveland Public Schools, and graduated from Lincoln West High School in 1974. He earned an Associates Degree in Applied Science/Law Enforcement from Cuyahoga Community College, and also attended Cleveland State University. He still resides in Cleveland with his wife Debra. They have three sons who are attending Toledo Medical School, Ohio University and Bowling Green State University respectively.

On August 2, 2012 Dan retired from service with the Cleveland Division of Police. The fast-paced world in which we live, and the passing of time may make many of our police officers who served this community a fading memory, but P.O. Dan Baillis leaves behind a legacy for his peers to remember a “Cop’s Cop” who truly made a difference.

We are proud to recognize “Detective” Daniel L. Baillis for his outstanding career and wish him a long, happy and healthy retirement. 14 CPF Gala Program:CPF Gala Program 11/13/12 3:30 PM Page 15
