C, June 15, 1918, Sir: I submit the following report concerning the special census of the Virgin Islands of the United States, authorized by the Secretary of Commerce at the request of the Secretary of the Navy. Under the terms of the general order promulgated October 1, 1917, by the Director of the Census, and approved by the Secretary of Commerce (Appendix I), a census of the Virgin Islands was ordered to be taken as of November 1, 1917, and Mr. Eugene F. Hartley, chief statistician for manufactures of the Census Bureau, was designated as supervisor in charge. The inquiries were to relate to popidation, agriculture, manufactures, and fisheries. In addition to these inquiries, at the request of the naval govermnent of the Vu'gm Islands, statistics relatmg to wages and hours of labor of persons employed were collected from representative industrial establishments. On account of delays mcident to securing transportation, the actual enumeration of the islands did not begin until seven weeks after the date set for the canvass. The supervisor, accompanied by Mr. Arthur J. Hirsch, expert special agent in charge of agriculture; Dr. Alba M. Edwards, expert special agent in charge of population; Mr. Dan C. Vaughan, chief of the division of publications of the Department of Commerce; and Mr. Oscar H. Gordon, IVfr. William Ranger, and IVIr. George li. Thomas, of the Census Bureau, arrived at St. Thomas on December 17, 1917. On the following day, in conference with Rear Admiral James H, Oliver, naval governor of the Virgin Islands, and his aids, Maj. J. F. Dyer, Lieut. Commander William R. White, and Dr. C. S. Butler, surgeon, United States Navy, the scope of the various inquiries and the organization of the census were discussed. On December 19, through the courtesy of Gov. Oliver, adequate quarters were provided in Fort Christian, in the town of Charlotte Amalie. The division of the island of St. Thomas into 16 enumera- tion districts—10 in the town of Charlotte Amalie and 6 in St. Thomas rural—and of the island of St. John into 5 enumeration districts was completed (Appendix II). Enumerators were ap- (7) — 8 THE VtElGIN ISLANDS. pointed and instructed, and on December 24 the enumeration was begun promptly on both the islands of St. Thomas and St. John. The census of these two islands being well under way, the office was left in charge of Mr. Arthur J. Hirsch, while the supervisor, accompanied by Messrs. Edwards, Vaughan, Gordon, and Ranger, proceeded to Christiansted, St. Croix, on December 28 and imme- diately took up plans for the division of the island of St. Croix into 22 enumeration districts (Appendix II) and the appointment of enumerators. Ample quarters were provided in the Government House, in Christiansted, and on December 31 the enumerators for both the towns of Christiansted and Frederiksted and for St. Croix rural were instructed in their duties and proceeded to the actual enumeration of the island. Unlike 1867, 1890 and 1902, in 1916, already two years into World War I, the US Navy was not looking for an added coaling station or naval base in the Caribbean. However, since 1902, it had been clear to Admiral George DEWEY that Kaiser WILHELM II coveted the Danish West Indies to be used as a naval base, through which he could exert military and political power in the Caribbean. After the improvements made to the St. Thomas Harbor facilities just prior to World War I, and Admiral von Tirpitz’ U-boat campaign to sink all commercial and naval ships aiding the Allies, it became obvious that the Hamburg-American Line facilities in St. Thomas Harbor might be used as a U-boat supply base for the control of maritime traffic in the Caribbean and the Mid-Atlantic. Aware of this serious German threat, Admiral DEWEY convinced President Woodrow WILSON and the US Congress that the acquisition of the Danish West Indies was a matter of great urgency. He should be credited for speeding the sale negotiations, which successfully ended on 4 August 1916, for persuading the US Senate to ratify the treaty only a month later, and for saving the Caribbean from the scourge of German U-boats during World War I. Epidemiological and ecological investigations to date have focused on the terrestrial forms of Lyme disease. Here we show a significant role for seabirds in a global transmission cycle by demonstrating the presence of Lyme disease Borrelia spirochetes in Ixodes uriae ticks from several seabird colonies in both the Southern and Northern Hemispheres. Borrelia DNA was isolated from I. uriae ticks and from cultured spirochetes. Sequence analysis of a conserved region of the flagellin (fla) gene revealed that the DNA obtained was from B. garinii regardless of the geographical origin of the sample. Identical fla gene fragments in ticks obtained from different hemispheres indicate a transhemispheric exchange of Lyme disease spirochetes. A marine ecological niche and a marine epidemiological route for Lyme disease borreliae are proposed.

CROIXJ ITS ANTECEDENTS AND IMMEDIATE AFTERMATH INTRODUCTION The slave uprising of 2-3 July 1848 in St. Croix, Danish West Indies, belongs to that splendidly isolated category of Caribbean slave revolts which succeeded if, that is, one defines success in the narrow sense of the legal termination of servitude. The sequence of events can be briefly rehearsed. On the night of Sunday 2 July, signal fires were lit on the estates of western St. Croix, estate bells began to ring and conch shells blown, and by Monday morning, 3 July, some 8000 slaves had converged in front of Frederiksted fort demanding their freedom. In the early hours of Monday morning, the governor general Peter von Scholten, who had only hours before returned from a visit to neighbouring St. Thomas, sum- moned a meeting of his senior advisers in Christiansted (Bass End), the island's capital. Among them was Lt. Capt. Irminger, commander of the Danish West Indian naval station, who urged the use of force, including bombardment from the sea to disperse the insurgents, and the deployment of a detachment of soldiers and marines from his frigate (f)rnen. Von Scholten kept his own counsels. No troops were despatched along the arterial Centreline road and, although he gave Irminger permission to sail around the coast to beleaguered Frederiksted (West End), he went overland himself and arrived in town sometime around 4 p.m.

    1 ABSTRACT INDIGENOUS GOLD FROM ST. JOHN, U.S. VIRGIN ISLANDS: A MATERIALS-BASED ANALYSIS Stephen E. Jankiewicz, MA Department of Anthropology Northern Illinois University, 2016 Dr. Mark W. Mehrer, Director The purpose of this research is to examine the origin, manufacturing technique, function, and meaning of metals used during the twelfth and thirteenth centuries on the island of St. John, United States Virgin Islands. This project focuses on two metal artifacts recovered during National Park Service excavations conducted between 1998 and 2001 at a shoreline indigenous site located on Cinnamon Bay. These objects currently represent two of only three metal artifacts reported from the entire ancient Lesser Antilles. Chemical and physical analyses of the objects were completed with nondestructive techniques including binocular stereomicroscopy, scanning electron microscopy, portable X-ray fluorescence spectrometry, and particle-induced X-ray emission spectrometry with assistance from laboratories located at Northern Illinois University, Beloit College, Hope College and The Field Museum. Biju-Duval, Institut Français du Pétrole2 ABSTRACT The Barbados Ridge complex lies east of the Lesser Antilles volcanic arc along the eastern margin of the Caribbean Plate. The complex dates in part from the Eocene, and elements of the arc system have been dated as Late Cretaceous and Late Jurassic, although most of the volcanic rocks date from the Tertiary, particularly the latter part. It is probable that the arc system was moved a considerable distance eastward with respect to North and South America during the Tertiary. The accretionary complex can be divided into zones running parallel to the arc, starting with a zone of initial accre- tion at the front of the complex where sediment is stripped from the ocean floor and the rate of deformation is greatest. This zone passes into one of stabilization where the deformation rate is generally lower, although there are localized zones of more active tectonics where the generally mildly deformed overlying blanket of sediment is significant dis- turbed. Supracomplex sedimentary basins that are locally very thick are developed in the southern part of the complex. The Barbados Ridge Uplift containing the island of Barbados lies at the western edge of the complex; between it and the volcanic arc lies a large forearc basin comprising the Tobago Trough and Lesser Antilles Trough. There are major longitudinal variations in the complex that are broadly related to the northward decrease in sedi- ment thickness away from terrigenous sources in South America and that are locally controlled by ridges in the oceanic igneous crust passing beneath the complex.

No major subduction megathrust earthquakes have occurred in the area since the 1839 and 1843 historical events, and the LASZ is typically considered weakly coupled. At the front of the LASZ, the Barbados accretionary wedge (BAW) is one of the largest accretionary wedges in the world. The width of the BAW decreases northward, owing to the increasing distance to the sediment source (Orinoco river) and the presence of several aseismic oceanic ridges, in particular the Tiburon ridge, that stops sediment progression. Marine geophysical studies conducted to date over the northern part of the BAW (Guadeloupe-Martinique sector) have mostly focused on resolving the geometry of the backstop. However, the structure of the wedge and the mechanical behavior of the subduction interface remain poorly known. Our study aims to describe the geometry of the BAW by a detailed morpho-tectonic analysis in order to place constraints on present and past dynamic interactions between the subducting and overriding plates.
