DR Congo: Volcanic eruption in Situation Report #10 03 June 2021

HIGHLIGHTS

SITUATION OVERVIEW

According to provincial authorities, seismic data recorded on 02 June show a significant decrease in the magnitude and number of earthquakes. The military governor will soon conduct a field visit to assess and consider a gradual return of displaced populations in the coming days.

Although the authorities have not yet authorized a return to Goma, a return movement of people towards the city continues to be noted, in particular between and the area of origin of the displaced people. The International Organization for Migration (IOM) continues to monitor migration flows. On 02 June, IOM conducted a monitoring of returns jointly with the government in Sake. A comparative analysis is expected to be shared soon.

In a statement issued on 02 June, the Provincial Director of Primary, Secondary, and Technical Education in asked school officials in the city of and in the territories of and to welcome any parent expressing a desire to enroll his or her child to avoid a break in schooling.

The national Minister of Transport, Communication Routes, and Access announced on 03 June that conditions at the Bukavu airport have improved as the volcanic ash clouds are moving east. The airport at Kavumu in is now open to air traffic. Goma airport remains closed and is being monitor.

Since 02 June, UNHAS has obtained permission from national authorities to operate humanitarian flights between and Entebbe, following the temporary closure of Goma airport.

A collective of 15 youth organizations has mobilized two thousand electronic bracelets to computerize the identification and reunification of children separated from their parents. According to the spokesperson of the collective, these activities will target the axes Goma--Lubero, Sake-Minova-Bukavu, and Sake- center.

▪ Sake

Shelter An area of 35 hectares was made available by a private individual to install temporary shelters for displaced persons in Sake.

Water, Sanitation and Hygiene (WASH) As of 03 June, 1,100 households have received WASH kits through UNICEF distributions.

65,000 displaced people have access to water through daily water trucking provided by UNICEF. A pumping station was installed on 03 June in Sake.

In addition, 46 chlorination points were installed to prevent cholera transmission in Sake and on the Sake- Minova axis with support from the Red Cross. Eight additional chlorination points were installed with support from Caritas.

There remains a need to install WASH facilities in the assembly centers.

Protection The protection situation in the displacement sites remains a concern. Protection monitoring has reported security incidents in some collective centers in the Sake health area. OCHA has asked local authorities to strengthen the protection of the shelters. The head of the concentration site of the health area of Sake and the administrator of reported that they had given instructions for night patrols.

Post-rape kits, dignity kits, and delivery kits are already available in Sake. Forty-five women have received dignity kits at the general referral hospital in Kirotshe; 1,000 hygiene kits have been distributed to young girls (IDPs and the population) on the Sake-Minova axis. In addition, care was provided to 37 cases of gender-based violence.

On 02 June, UN Women met with and supported the shelter and protection commissions to ensure gender mainstreaming. Together with the gender division, UN Women met with the head of the concentration site of Sake and set up a cross-cutting gender committee reporting to the general coordination. A rapid gender assessment was also initiated and a briefing of humanitarian actors took place.

Health Between 01 and 02 June, Save the Children International donated medicine and nutritional inputs to the Kimoka Health Center, the Kaduki Health Center, and the Kirotshe General Referral Hospital in the Kirotshe Health Zone, to enable displaced people to receive quality health care. The partners identified shortages of health inputs in the Kaduki and Kimoka health centers. Individual delivery kits were distributed to health staff at the Kirotshe General Referral Hospital and to the health centers in Sake and . Food Security Approximately 20,000 displaced people received food assistance through World Food Programme (WFP) and World Vision International distributions. This activity is still ongoing.

▪ Minova

Water, Sanitation and Hygiene (WASH) On 03 June, 25 new chlorination sites were installed in seven health areas in Minova by local Red Cross volunteers and the NGO MDA with the support of UNICEF.

Health Basic medicines for primary health care and acute respiratory infections, as well as basic equipment from the World Health Organization (WHO), were delivered on 03 June the Central Zone Office in Minova.

WHO announced on 03 June 3 that a circular note from the Ministry of Health will be shared with health zones hosting IDPs regarding free primary health care. Food Security From 31 May 31 to 02 June, approximately 13,000 displaced people received food assistance in the city of Minova through WFP and World Vision International distributions. This activity is ongoing.

On 03 June, 27 unaccompanied children identified in the city of Minova received food rations distributed by WFP.

▪ Bukavu

The transfer of displaced people from the Ndendere site in the city of Bukavu to the new site of Kavumu in ADI-Kivu began in the morning of 03 June 3. The transfer was carried out by buses provided by the provincial governorate. A total of 389 people (146 households) were at the Ndendere site; 34 people (9 households) refused to be transferred and want to return to Goma. In addition, government services have located another 100 displaced persons off-site who will be transferred to Kavumu in the coming days. Work on the site is continuing to improve the reception and protection capacity for displaced people.

COORDINATION

The Humanitarian Coordinator (HC), Mr. David McLachlan-Karr, led a mission on 03 June to the Sake health area, that hosts more than 36,000 displaced people from the city of Goma. The mission included the German Ambassador, representing the donor community, the INGO forum, UNDP, IOM, UNHCR, WFP, UNICEF, WHO, and OCHA. During the visit, the delegation met with local authorities and humanitarian partners. They visited displaced people in three assembly sites (Néo Apostolique, Mosquée and Mululu Institute). The HC reiterated, among other things, the zero tolerance of cases of sexual abuse and exploitation. He also recalled the principles inherent to humanitarian action, including the principle of "Do No Harm".

In addition, UNICEF organized awareness-raising activities on protection from sexual exploitation and abuse (PSEA) in Sake and Bukavu. Two PSEA network coordinators were also deployed on 03 June in Rutshuru.

A humanitarian coordination meeting and a crisis committee meeting were held with the authorities on 03 June in Goma. The main strategic lines of the response plan were discussed, including support for displaced and host families, strengthening access to drinking water (risk of cholera) and preparing the return of displaced people.

WASH, health, and child protection sectoral meetings were also organized in Minova.
