1 INTRODUCTION

1.1 Background

This report has been prepared for the Rathbone Trust Company Ltd in conjunction with the proposed redevelopment of 38 Northampton Road EC1R 0HS. No responsibility is accepted to any third party for all or part of this study in connection with this or any other development.

GTA Civils Ltd has been commissioned to prepare a Transport Statement and Local Level Travel Plan in support of a Planning Application for the redevelopment of the site from surface level car park to offices (B1) use.

The relevant local Planning Authority is the London Borough of Islington (LBI).

1.2 Scope of the Report

The report has been prepared in accordance with the principles and advice from Transport for London (‘Delivery & Servicing Plans – Making Freight Work for You’) and the London Borough of Islington for preparing a Delivery & Servicing Plan. This plan forms part of the wider business travel strategy of which the travel plan plays an integral part.

2 SITE CHARACTERISTICS

2.1 Site Location

The site lies in the south of the Borough, in Clerkenwell Ward. Its general location is shown in Appendix A and in Figure 2.1 below.

The site sits on an island of largely commercial development which is not in a conservation area but that is surrounded on all sides by designated conservation areas and listed buildings. Other significant business development on the ‘island’ includes the Finsbury Business Centre and the Corporation of London, London Metropolitan Archives.

2.2 Proposed Site Use

2.2.1 The site is being redeveloped as offices on 5 floors with a total gross floor area (gfa) of 2589m2. Site proposals are shown in Appendix A. The site will be occupied by a company called Orangebox who provide specialist office furniture.

2.2.2 The proposed development is to be ‘Zero Car’. No on‐site vehicle parking will be provided. As required by LBI policy, the applicant will enter into a legal agreement prohibiting any owner or occupier from seeking to acquire Parking Permits on behalf of staff or visitors to the site.

2.3 Parking

2.3.1 The site lies within a Controlled Parking Zone. On‐street car parking is available in identified marked areas along both Northampton Road and Bowling Green Lane and elsewhere. This car parking is either Permit only or dual‐use, i.e. Residents’ Permit or pay‐to‐park. Restrictions are largely Permit only, operating Monday‐ Friday 0830‐1830 and Saturday 0830‐1330, with a 4 hours maximum stay in pay spaces for non‐Permit holders.

2.3.2 Other than at the adjacent London Metropolitan Archives, private business on‐site parking is very limited in the local area. Paid public off‐street parking is available at the NCP multi‐storey car park fronting Farringdon Road between Bowling Green Lane and Vineyard Walk.

. 2.4 Site Transport Accessibility

2.4.1 This site has a PTAL rating of 6a. PTALs provide an indication of the degree of access to all public transport networks within a maximum walk from the site, and of the frequency of services available, taking account of buses, tube and rail.

2.4.2 The nearest tube (Underground) services to the site are provided at Farringdon station which is within 800m (10 minutes walk). Tube services from Farringdon are provided by the Circle, Metropolitan and Hammersmith & City lines, providing frequent connections to all parts of the city including main rail termini.

2.4.3 Farringdon also currently provides mainline rail connections to Thameslink services. When complete, it is planned that over 140 trains per hour will flow through the Farringdon interchange when it becomes a link between Thameslink, Crossrail and London Underground services.

2.4.4 There is an extensive network of bus services operating within easy walk distance of the site. Bus lanes are provided on Farringdon Road and other parts of the highway network to prioritise bus movement and advantage their users. Details of those services are summarised below.

Cycles are permitted to use all bus lanes in the vicinity of and serving the site.

2.5 Local Road Network

2.5.1 The site is very well connected to the city’s principal road network. Northampton Road connects to Bowling Green Lane at its eastern end. Bowling Green Lane in turn connects each to Corporation Row and Skinner Street. Skinner Street connects to Percival Road and then onto Goswell Road (the ) which runs north‐south which in turn connects to the City Road (A501). The A1 & A501 are Red Routes forming part of the Transport for London Road Network (TLRN).

2.5.2 To the west, Northampton Road connects to the nearby Farringdon Road/Kings Cross Road (A201) which is another Red Route forming part of the Transport for London Road Network (TLRN). All roads local to the site are subject to a 30mph speed limit and street lit.

2.5.3 There are convenient, safe and well located pedestrian crossing facilities on all nearby major highway routes. On Farringdon Road in the vicinity of the site there is a zebra crossing at Vineyard Walk and a signal controlled crossing at Farringdon Lane. Barclays Cycle Superhighway CS12, which passes close to the site, is due to open in 2013. The site is within 200m of a 15‐ space Barclays Cycle Hire Docking Station at Farringdon Lane.

There are no dedicated disabled parking bays on Northampton Road or Bowling Green Lane.

3.0 SERVICING

3.1 Servicing of the site is from Northampton Road. This is lightly trafficked and these servicing and refuse collection arrangements do not cause any known issues.

3.2 Using the TRICS data, the number of OGV trips associated with an office development of the application size would lie between <1 and 4 per day (with an average of about 1) i.e. from <1 service call every 2 days to 2 each day with an average of 1 per day. This level of servicing demand does not require provision of specific on‐street facilities.

3.3 The detailed occupier servicing requirements are listed below.

4.0 Deliveries

4.1 The office building will occupied by a company called Orangebox who specialise in designer office. It will be their Headquarters for their business in designing and manufacturing office furniture. No manufacturing will take place on site.

4.2 The servicing needs for the company are quite small. These are as detailed below:

It is unlikely that catering deliveries will be made except in very infrequent meetings. Usually staff will use the many local facilities.

4.3 Any delivery vehicles visiting the site will be directed to drive to the site via Farringdon Road (A201) which is around 100m from the site. The A201 is a Red Route forming part of the Transport for London Road Network (TLRN). This provides good to connections to the rest of the TLRN northwards and southwards. Therefore, vehicular access to the site is good without the need for delivery vehicles using inappropriate routes. Vehicles will stop to make deliveries on the existing double yellow lines along the site frontage at this point.

4.4 All deliveries will be coordinated where possible, although the low numbers involved will mean there is less opportunity to do so. All deliveries made to the site are either made by small lorry (3 axles rigid)or van. Deliveries will generally be made to the main entrance of the building in Northampton Road close to The Bowler PH. There are currently double yellow lines along the frontage. Deliveries will be made generally outside of peak hours with the cooperation of the delivery companies. This is a short walk from the carriageway to the main entrance doors ensuring a short walk for delivery staff. If there are particularly large deliveries, then these could be made via the pedestrian access/cycle access in Northampton Road as detailed in paragraph 4.5 below.

4.5 Centralised internal booking systems will be used for ordering office stationary and other internal orders. This will ensure orders are coordinated where possible. Staff on reception will be instructed to receive deliveries and where to put deliveries when they arrive so that they are not left on the highway. Servicing trips such as for heating or air‐conditioning will be made outside of the peak hours. Orangebox will work with local suppliers where possible. They will also work with their neighbours to establish whether there is scope to combine deliveries.

4.6 Refuse collections are from the London Borough of Islington. There is a pedestrian/cycle access way onto Northampton Road adjoining the Corporation of London building which will provide access to the wheelie bin storage as shown on the layout plan in Appendix A and is illustrated in the photographs in Appendix B. The refuse vehicles will stop on‐street as for other local businesses and the collection officers will go into the shared corridor at the end of the pedestrian access to collect the rubbish. The future arrangements for refuse collection are very similar to the existing arrangements as shown in the photographs in Appendix B. The existing temporary bin store and access point has worked really well since being implemented in August 2013.

4.7 All refuse will be safely contained in the right the bins. In the unlikely event that there are any spillages and blown about waste, this will be cleared up.

5.0 Staff Travel requirements

5.1 On site, there are only 4No permanent staff members based at the office. There are also a total of 30 staff that are largely sales representatives driving around the country but they would visit the HQ on occasions.

5.2 Local public transport provision is very good with the site having a PTAL rating of 6A as detailed above. The walking distance to these transport connections is short as laid out below:

Due to the close proximity of the underground station, overground services and bus service together with the frequency of service, the staff will all use public transport to get to the office.

5.3 Cycle storage will be provided at the end of the pedestrian access onto Northampton Road.

5.4 For the 30No. sales representatives, who visit the office on average, once a fortnight, they would park in the local NCP car park. The entrance to the car park is around 50m from the site, thus it is very convenient.
