APPENDIX S1 2017 SURVEY OF PORTLAND POLICE BUREAU EMPLOYEES PREPARED BY: ROSENBAUM & ASSOCIATES, LLP DENNIS ROSENBAUM THOMAS CHRISTOFF AMY WATSON MEGAN MOHLER INTRODUCTION AND METHODOLGY As part of the City’s requirement to “conduct a reliable, comprehensive, and representative survey of members of the Portland community, including civilians and PPB officers,” the COCL continues to conduct an organization-wide survey of PPB employees. The 2017 survey included responses from civilian employees, but focuses primarily on the views and experiences of PPB officers, with attention to aspects of their work experience most relevant to the Settlement Agreement. Only response frequencies are reported here without commentary from the authors as part of COCL’s outcome assessment required by Par. 173. The following methodology was used: A recruitment letter was sent by email from the Chief of Police to all employees, both sworn and civilian, reassuring them that their individual survey responses would not be seen by PPB, thereby assuring confidentiality in their individual responses. The recruitment letter included a link to the online survey (using Qualtrics software) where the employee’s consent for research was obtained. Once the employee provided consent, s/he was directed to the online survey. After one week, PPB employees were provided a reminder letter. Additional reminder letters were sent to PPB employees once a week for one month. The data collection period ran from June 2017 to July 2017. After the data collection period expired, the survey results were downloaded and saved on a password-protected external hard-drive. The final sample held a total of 490 respondents. Of the 490 total respondents, 367 (74.9%) identified as sworn members of PPB and 123 (25.1%) identified as civilian members of PPB. PPB estimates there to have been 905 sworn members and 250 civilian members in the timeframe that the survey was administered. The response rate for sworn members is therefore approximately 40.5% while the response rate for civilian members is approximately 49.2%. Respondents were informed that they may choose to stop the survey at any time and had the option to skip a question if they did not feel comfortable answering it. Therefore, the completion of individual items varied. Accordingly, we report the number of respondents for each item along with the percent of respondents who endorsed each response category. The percentages reported within the results section include only the responses of individuals who answered the survey question. The results described below include the original language of the question/statement seen by the respondents as well as clarifying information provided to the respondents. We report the results of the survey in two sections: (1) sworn members of PPB and (2) civilian members of PPB.
