STIRLING THE CROSSED PEELS 8A SPITTAL STREET STRILING FK8 1DU TRANSPORT STATEMENT 1 A TRANSPORT STATEMENT IN SUPPORT OF THE APPLICATION FOR CHANGE OF USE OF TO PUBLIC HOUSE (USE CLASS A4) INCLUDING ALTERATIONS, EXTENSION, AND CREATION OF EXTERNAL ROOF TERRACE, EXTERNAL COVERED TERRACE TO FRONT AND RECESSED PAVEMENT SEATING AREA, ON BEHALF OF J D WETHERSPOON PLC PROPERTY J D Wetherspoon PLC, The Crossed Peels Public House 8A Spittal Street, Stirling, FK8 1DU THE APPLICATION Full planning application to Stirling Council for consent to change of use of upper floors from Office use to Hotel. Application reference No 18/00013/FUL EXISTING USE The subject structure was originally constructed as an office building, in the 1960’s It was not designed with any car parking on site and relied in its central location for workers to travel by public transport, private car, cycle or on foot. The restrictions of the site, and the construction of the building preclude the provision of any parking on site. The existing premises comprise two floors of office space, are constructed over two floors above the existing ground floor use as an established public house. The upper two floors have not been used for some time. The fabric of the building is deteriorating and requires investment in repair and maintenance. The building structure is typical of its era being constructed of concrete slab, a grid of columns, lightweight external walls and cladding and single glazing. Poor levels of insulation against thermal changes, and lack of proper ventilation present all the usual faults which lead to sick building syndrome. 2 Conversion of upper floors will enable a full repair and refurbishment of the building internally and externally. Inner wall linings, and air conditioning to all bedrooms will provide a radical increase in thermal insulation and overall energy saving. THE IMMEDIATE AREA The premises are located at 8 Spital Street Stirling. It is in an established and extremely sustainable location in the heart of the City centre. Modern Stirling is a centre for local government, higher education, tourism, retail, and industry. The mid-2012 census estimate for the population of the city is 36,440; the wider Stirling council area has a population of about 93,750. ROAD CONNECTIONS Cities with motorways links close to Stirling include Glasgow, via the M80 motorway past Cumbernauld, and Edinburgh, via the M9 motorway past Falkirk. To the north the M9 provides access to Dunblane with easy links to Perth and further beyond the Central Belt PUBLIC TRANSPORT Local bus services to districts within the city are almost completely provided by buses operated by First Group. The surrounding towns, like Bridge of Allan, Alloa, Falkirk and Glasgow via Cumbernauld have services from the bus station. Coaches to many Scottish towns and cities also run regularly form the city centre. BUS ROUTES map First Group buses routes 57 and 57 C serve the city centre, close to King Street, the location of The Crossed Peels. 3 RAIL CONNECTIONS There are also railway links from Stirling railway station including inter-city rail services to Glasgow Queen Street, Edinburgh Waverley and London King's Cross. Services to Dunblane, Dundee, Inverness and Alloa also run. Working lines include the Highland Main Line, the Edinburgh–Dunblane line and the Croy Line. Stirling Main line railway station is approximately 7minutes walk from the proposed hotel, a 7-9 minute drive by car, or a 3 min cycle ride. CYCLING Cycle parking provision will be made available on the ground floor Spital Street elevation of the building where space permits. All principle centres of interest and travel are close by in the City centre such that travel by cycle is entirely feasible. The main shopping centre the Thistles is close by, the main rail station 3 minutes. AIR TRAVEL Stirling has no airport but there are international airports at Glasgow and Edinburgh which can be reached within an hour. Light aircraft can be chartered at Cumbernauld Airport CAR PARKING There is no car parking on site. The site is a city centre commercial site. No parking was ever envisaged as part of the development when the office complex was first conceived. On street car parking is available in nearby streets subject to specific local regulations. Off street parking is available in The Thistles centre, approx. 1000 spaces 5mins walk away, Wellgreen NCP 2 minutes walk away, 38 spaces, and Viewforth 117 spaces approximately 8mims walk away. THE SITE The building for which change of use consent is sought is an established building in an established mixed retail and commercial area, in the central area of Stirling. ACCESS The existing main access points to the building would not be amended by the scheme. 4 A new main entrance for the hotel is to be created in Spital St, from the adjacent footway. The new entrance will have a level threshold. Existing side and rear doors are for means of escape only. There is no space for disabled parking on site. CONCLUSION The premises are long established in a matured City centre location.
