Tarnovo District is characterized by a continuing decline and aging of the population, and this circumstance is among the victimogenic factors, especially for the elderly in remote areas. Imbalances as a result of the economic recession, low birth rates among groups with high social status and huge birth rates among marginalized communities are changing the structure of society The area is home to various Roma community groups - yerli, rudari, kaldarashi and millet. The largest compact Roma communities are in the town of G. Oryahovitsa, the town of Pavlikeni, the town of Polski Trambesh and the town of Strazhitsa. Typical crimes committed by this community are crimes against property - telephone fraud, pickpocketing, theft of ferrous and nonferrous metals, etc. Prevention is targeted at all crimes committed, but special emphasis is placed on combating organized group crime, which characterizes part of the community and its way of life.

BY JOUKO LINDSTEDT & MAX WAHLSTRÖM BALKAN ENCOUNTERS – OLD AND NEW IDENTITIES IN SOUTH-EASTERN EUROPE HELSINKI 2012 ISBN 978-952-10-8538-3 (PAPERBACK), ISBN 978-952-10-8539-0 (PDF), ISSN 0780-3281 Max Wahlström1 Greek Cultural Influence on the Bulgarian National Revival: The Case of Petăr Beron’s “Fish Primer” (1824) Introduction In this article I explore the early 19th century Greek cultural influence on the Bulgarian National Revival2 (Văzraždane) and the creation of the modern Bulgarian literary language. I approach the question by exploring the ideas surrounding the creation of the Riben Bukvar, or “Fish Primer”, by Petăr Beron, published in 1824. This was the first Bulgarian textbook, and in contrast to coeval Bulgarian literature, written consistently in language based on spoken Bulgarian. The early years of Beron’s adulthood that led to the creation of the Fish Primer offer an illuminating perspective on the role of Greek culture in the Balkan society of the era. Special attention will be given to the influence of the well-known Greek scholar and educator Konstantinos Vardalachos on the thinking of the young Petăr Beron. One of the most recent contributions to the question of Greek influence is by Raymond Detrez (2008), who, by analyzing the shared “Romaic” identity of the Greek Orthodox millet of the Ottoman Empire, reaches the conclusion that the Greeks presented no threat to the emerging Bulgarian national consciousness. However, as some additional evidence points to the contrary, I begin by examining the conflicting interpretations of this much-debated question in Bulgarian historiography.

    144 P P Literacy and Census: e Case of Banat Bulgarians, 1890–1910 Literacy is a dynamic category that changes over time. e understanding of writing has gradually been expanding while its public signi cance has been increasing. e transition to widespread literacy was performed from the 17 th to the 19 th centuries and was connected with the rise of the bourgeoisie, with the development of services and technology that generated economic demand for literate workers. is transition was a slow and gradual process and deve- loped at di erent rates in di erent geographical regions, but from a global point of view it was marked by unprecedented social transformation: while in the mid-19 th century only 10% of the adult population of the world could read and write, in the 21 st century – despite the ve-fold increase in population – 80% have basic literacy. 1 In recent decades this transformation has caused a considerable research interest in the history of literacy and the process of over- coming illiteracy. On the Subject of Research Herein, with respect to the spread of literacy in Austria–Hungary are studied the Banat Bulgarians, who are Western Rite Catholics. In 1890 they numbered 14 801 people. At that time the Banat Bulgarians had already been seled in the Habsburg Empire for a century and a half. ey were refugees from the district of Chiprovtsi town (Northwestern Bulgaria) who had le Bulgarian lands aer the unsuccessful anti-Ooman uprising of 1688. Known localities of the Acta zool. bulg., 57 (2), 2005: 131-138 most local and rare longhorn beetles are pointed by literature data in the Discussion section. Biological material is kept in the entomological collection of the Forest Research Institute in Sofia. New and Interesting Records of Longhorn Beetles Results (Coleoptera: Cerambycidae) in Some Bulgarian In this study many longhorn beetles were collected from different mountains in Bulgaria. As a result, many species were collected, twenty-eight 1300 m, 19.08.2004. records of which belonging to 24 genera and 4 subfamilies (Lepturinae, Spondylidinae, Anoplodera rufipes (SCHALLER, 1783) Cerambycinae, and Lamiinae) are most interesting. Twenty-three cerambycids are new Material examined: 1 ex., Lyulin Mts., opposite to the Vladaya vill., 800 m, records for the Strandzha Mts., the Vitosha Mts., the Pirin Mts., the Lyulin Mts., the Sakar 26.05.2004. Mts., the Slavianka Mts., the Rila Mts., and the Balkan Range. Eleven longhorn beetles are Leptura quadrifasciata L , 1758 local and very rare in Bulgaria. Nine species were reared from host plants.     Do Public Fund Windfalls Increase Corruption? Evidence from a Natural Disaster Elena Nikolovaa Nikolay Marinovb 68131 Mannheim A5-6, Germany October 5, 2016 Abstract We show that unexpected financial windfalls increase corruption in local govern- ment. Our analysis uses a new data set on flood-related transfers, and the associated spending infringements, which the Bulgarian central government distributed to mu- nicipalities following torrential rains in 2004 and 2005. Using information from the publicly available audit reports we are able to build a unique objective index of cor- ruption. We exploit the quasi-random nature of the rainfall shock (conditional on controls for ground flood risk) to isolate exogenous variation in the amount of funds received by each municipality. Our results imply that a 10 % increase in the per capita amount of disbursed funds leads to a 9.8% increase in corruption. We also present suggestive evidence that more corrupt mayors anticipated punishment by voters and dropped out of the next election race. Our results highlight the governance pitfalls of non-tax transfers, such as disaster relief or assistance from international organizations, even in moderately strong democracies.     Annex REPORT FOR 2019 UNDER THE “HEALTH CARE” PRIORITY of the NATIONAL ROMA INTEGRATION STRATEGY OF THE REPUBLIC OF BULGARIA 2012 - 2020 Operational objective: A national monitoring progress report has been prepared for implementation of Measure 1.1.2. “Performing obstetric and gynaecological examinations with mobile offices in settlements with compact Roma population”. During the period 01.07—20.11.2019, a total of 2,261 prophylactic medical examinations were carried out with the four mobile gynaecological offices to uninsured persons of Roma origin and to persons with difficult access to medical facilities, as 951 women were diagnosed with diseases. The implementation of the activity for each Regional Health Inspectorate is in accordance with an order of the Minister of Health to carry out not less than 500 examinations with each mobile gynaecological office. Financial resources of BGN 12,500 were allocated for each mobile unit, totalling BGN 50,000 for the four units. During the reporting period, the mobile gynecological offices were divided into four areas: Varna (the city of Varna, the village of Kamenar, the town of Ignatievo, the village of Staro Oryahovo, the village of Sindel, the village of Dubravino, the town of Provadia, the town of Devnya, the town of Suvorovo, the village of Chernevo, the town of Valchi Dol); Silistra (Tutrakan Municipality– the town of Tutrakan, the village of Tsar Samuel, the village of Nova Cherna, the village of Staro Selo, the village of Belitsa, the village of Preslavtsi, the village of Tarnovtsi,
