    New Zealand Journal of History, 40, 2 (2006) The Politics of Post-War Consumer Culture THE 1940s ARE INTERESTING YEARS in the story of New Zealand’s consumer culture. The realities of working and spending, and the promulgation of ideals and moralities around consumer behaviour, were closely related to the political process. Labour had come to power in 1935 promising to alleviate the hardship of the depression years and improve the standard of living of all New Zealanders. World War II intervened, replacing the image of increasing prosperity with one of sacrifice. In the shadow of the war the economy grew strongly, but there remained a legacy of shortages at a time when many sought material advancement. Historical writing on consumer culture is burgeoning internationally, and starting to emerge in New Zealand. There is already some local discussion of consumption in the post-war period, particularly with respect to clothing, embodiment and housing.1 This is an important area for study because, as Peter Gibbons points out, the consumption of goods — along with the needs they express and the desires they engender — deeply affects individual lives and social relationships.2 A number of aspects of consumption lend themselves to historical analysis, including the economic, the symbolic, the moral and the political. By exploring the political aspects of consumption and their relationships to these other strands, we can see how intense contestation over the symbolic meaning of consumption and its relationship to production played a pivotal role in defining the differences between the Labour government and the National opposition in the 1940s.

Senior Officials’ Perceptions of Ministerial Advisers before and after MMP’, Political Science, 58(1): 3-23. Abstract There is now a well-established literature on the various second-order effects of the adoption of proportional representation in New Zealand. One feature of the contemporary executive landscape, however, remains substantially under- researched. This article reports on research regarding ministerial advisers in New Zealand Cabinet ministers’ offices. More specifically, it compares senior public servants’ current attitudes towards ministerial advisers with pre-MMP speculation regarding the possible future influence of such advisers. The article concludes that, while there are concerns about the possible long-term influence of political advisers, for the majority of senior officials, working relationships with ministerial advisers are positive and productive. We argue, however, that Third Way characteristics were not implemented in Aotearoa New Zealand without attracting criticism. This article reviews academic analysis and wider commentary on the Third Way in Aotearoa New Zealand, much of which particularly focused on social policy reforms made by the Labour-led coalition government (1999-2008). We have used this literature to identify the varied ways in which the Third Way was defined and the extent to which Third Way ideology was considered to have influenced policy and practice the Aotearoa New Zealand context. Our semi-systematic literature review shows that many commentators argued that New Zealand did indeed implement a policy platform consistent with Third Way ideological characteristics but these were also adapted to the unique context of Aotearoa New Zealand. We explore in detail two key examples of adaptation discussed in the literature: the Labour-led government’s early focus on reducing inequalities between Māori and non-Māori and on renewing civil society through subsidiarity and a partnership approach.     International Journal of Child Care and Education Policy Copyright 2008 by Korea Institute of Child Care and Education 2008, Vol. 2, No.1, 77-91 Towards the Right of New Zealand Children for Free Early Childhood Education Helen May University of Otago New Zealand This paper provides an historical and policy overview of early childhood education in New Zealand. The analysis is framed around the introduction, in July 2007, of the government’s policy of 20 hours-a-week free early childhood education for three and four year old children in teacher-led early childhood programmes. This initiative extended a raft of policies intended to improve quality participation in early childhood as part of the Government’s ten year Strategic Plan Pathways to the Future: Ngã Huarahi Arataki 2002-2012. A key plank of this policy is that by 2012 all adults working in teacher–led services will have teaching qualifications. Realising this has been challenging and the implementation of the ‘20 hours free’ policy became a controversial media story. From age five, all New Zealand children have long had a ‘right as a citizen’ to free schooling. There was a level of expectation from parents that this ‘right’ had been extended to early childhood education. The policy was not so bold. This paper outlines the journey towards matching the rights of the school aged and preschool aged child for free education. The ‘20 hours free’ policy is an important step in the process. The paper concludes with an early commentary on the issues that this policy raises in relation to: the rights of children and parents, the costs of quality, and the conflicting roles of government, community, and private enterprise in the provision of early childhood services.

This list will be analysed and discussed further in our upcoming report on strategy in government. This working paper provides details of the methodology applied by the Institute to create the list outlined in Table 1. In doing so, three other tables were necessary to explain the process and show how the data was collected and analysed.     Lonnie Lee’s ‘Roots of Aussie Rock’ Show The show features The Leemen, stage props and audio visual in venues with facilities. As one of Australia’s first Entertainment Superstars, Lonnie Lee is as credible as one can get when it comes to representing and portraying the facts about his era and those stars who were in it with him. In this show he tells a brief story about the very first major stars of the original Rock’n’Roll era, 1957 to 1962. These were his friends and peers, all of them sharing such a unique time in the formation of what has become a billion dollar music industry. He honours their achievements by singing their major hits and some of the songs they were well known for on television. Over the era many stars were born, however he has chosen the first major stars. JOHNNY O’KEEFE was well known as J.O’K and ‘The Wild One’. He started his recording career in 1958 becoming Australia’s first Rock’n’Roll star. Due to his many hits, live show and TV popularity, he is stilled referred to, ‘Australia’s First King of Rock’. He compeered Australia’s first Rock TV show, ABC’s ‘Six O’clock Rock and had his own shows, The Johnny O’Keefe Show, ‘Sing Sing Sing’ and ‘Where the Action is’. His style was loosely based on James Brown and other ‘soul’ singers of the 50’s. COL JOYE started his recording career not too long after J.O’K and was an instant success.
