In August 2018, the Carr Fire and the Mendocino Complex Fire erupted in northern California, followed in November 2018 by the Camp and Woolsey Fires. These were the most destructive and deadly of the dozens of fires to hit California that year. In total, it is estimated over 1.6 million acres burned during 2018. The Camp Fire became California’s deadliest wildfire on record, with 85 fatalities. 1. July-September 2018 Wildfires (DR-4382) At the end of July 2018, several fires ignited in northern California, eventually burning over 680,000 acres. The Carr Fire, which began on July 23, 2018, was active for 164 days and burned 229,651 acres in total, the majority of which were in Shasta County. It is estimated that 1,614 structures were destroyed, and eight fatalities were confirmed. The damage caused by this fire is estimated at approximately $1.659 billion. Over a year since the fire, the county and residents are still struggling to rebuild, with the construction sector pressed beyond its limit with the increased demand. -

Patrick Lynch The old saying in real estate is, “Location! Location! Location!” In a sense, it also applies to your Disaster Healthcare Volunteers, (DHV), profile if you are a clinician. At Patrick Lynch the end of May, our registration system for DHV will allow you to select a “Hospital Work Unit.” This field will be a searchable field in the program’s database so that DHV/MRC System Administrators can filter volunteers based upon their hospital work unit, as well as their Emergency Credential Level, (ECL). Go back to “In this Issue” In this way, a request for an ICU RN or Pediatric Respiratory Care Practitioner, for example, can be queried directly in the DHV Program’s database. This is a NEW feature that California EMS Authority, (EMSA), asked our software vendor, Intermedix, to add to our database. EMSA would like to thank our DHV Program partners at the Los Angeles County EMS Agency and the MRC Units in Los Angeles County who worked with hospitals in an exercise in 2013 and saw the need for this searchable field. -

(Photo credit: American Red Cross) Opposite Page: Painting of Harris Fire by Kate Dore, based on photo by Wes Schultz. 2 Introductory Statement In October of 2007, a series of large wildfires ignited and burned hundreds of thousands of acres in Southern California. The fires displaced nearly one million residents, destroyed thousands of homes, and sadly took the lives of 10 people. Shortly after the fire siege began, a team was commissioned by CAL FIRE, the U.S. Forest Service and OES to gather data and measure the response from the numerous fire agencies involved. This report is the result of the team’s efforts and is based upon the best available information and all known facts that have been accumulated. In addition to outlining the fire conditions leading up to the 2007 siege, this report presents statistics —including availability of firefighting resources, acreage engaged, and weather conditions—alongside the strategies that were employed by fire commanders to create a complete day-by-day account of the firefighting effort. The ability to protect the lives, property, and natural resources of the residents of California is contingent upon the strength of cooperation and coordination among federal, state and local firefighting agencies. -

Responses to Outreach Survey This document lists all responses to the question below, from the outreach survey open from January 25, 2021 through May 3, 2021. The survey was made available on the Oregon Global Warming Commission’s webpage on Natural and Working Lands. For more information on the Commission’s work, see https://www.keeporegoncool.org/ Natural and Working Lands Outreach Survey Q1 What should we propose as a goal for reduced emissions and increased sequestration in natural and working lands? Answered: 114 Skipped: 8 # RESPONSES DATE 1 50% reduction in emissions in the first 10 years, followed by additional 50% decreases in 5/3/2021 4:16 PM subsequent 10 year periods. 25% increased sequestration in first 10 years, followed by additional 25% increases in subsequent 10 year periods. 2 We recommend both an emissions reduction goal and an activity-based goal. An emissions 5/3/2021 3:54 PM reduction goal is important for determining whether we are making progress toward the state’s emissions reduction goals. The Commission should consider whether to recommend both an emissions reduction and carbon sequestration goal separately, or at least clarify how sequestration is calculated into an emissions reduction goal if it is part of that goal. And an activity-based goal will provide an opportunity for natural and working lands stakeholders, including farmers, ranchers, and foresters to engage. It can help to determine whether new programs, policies and practices have been effective and are resulting in measurable changes. An example of an activity-based goal is: Increase adoption of practices that have the potential to reduce emissions and/or sequester carbon in the soil. -
Field-Expedient Weapons, Tools, and Equipment
FIELD-EXPEDIENT WEAPONS, TOOLS, AND EQUIPMENT As a soldier you know the importance of proper care and use of your weapons, tools, and equipment. This is espe- cially true of your knife. You must always keep it sharp and ready to use. A knife is your most valuable tool in a sur- vival situation. Imagine being in a survival situation with- out any weapons, tools, or equipment except your knife. It could happen! You might even be without a knife. You would probably feel helpless, but with the proper knowledge and skills, you can easily improvise needed items. In survival situations, you may have to fashion any num- ber and type of field-expedient tools and equipment to sur- vive. Examples of tools and equipment that could make your life much easier are ropes, rucksacks, clothes, nets, and so on. 12-1 Weapons serve a dual purpose. You use them to obtain and prepare food and to provide self-defense. A weapon can also give you a feeling of security and provide you with the ability to hunt on the move. CLUBS You hold clubs, you do not throw them. As a field-expedient weapon, the club does not protect you from enemy soldiers. It can, however, extend your area of defense beyond your fingertips. It also serves to increase the force of a blow without injuring yourself. There are three basic types of clubs. They are the simple, weighted, and sling club. Simple Club A simple club is a staff or branch. It must be short enough for you to swing easily, but long enough and strong enough for you to damage whatever you hit. -

Cedar River Watershed Tour and Wood Sourcing Workshop – Wednesday, September 11 Why attend: The members of the US Green Building Council recently voted to approve a new version of LEED, the largest green building program in the world, which maintains a credit for use of Forest Stewardship Council (FSC) certified wood. And the Living Building Challenge, the most rigorous benchmark of sustainability in the built environment, requires all new wood to be FSC certified. Builders, architects, developers, and chain-of-custody managers should attend this tour to learn about green building opportunities with FSC products and what this sourcing means for forests and Puget Sound watersheds. Overview: Join this tour for a rare opportunity to visit the City of Seattle’s Cedar River Watershed, a 100,000 acre FSC certified forest that serves as the drinking water source for 1.4 million residents. Participants will explore the woods with trained experts to get a firsthand experience of responsible forest management, habitat restoration, and connectivity from forest to market. Forest cover and sustainable management are key forces in protecting watershed dynamics and the biological and economic health of Puget Sound. Following the interactive tour, a lunchtime presentation and Q&A about the timber supply chain will provide a distinct perspective on production, distribution, and sourcing opportunities.
