    EU CO-operation News № 1 28 January, Newsletter of the Delegation of the European Union to Belarus 2010 EU CO-OPERATION WITH BELARUS The principal objective of EU co-operation with Belarus is to support the needs of the country’s population. Up to now, Belarus has received far less assistance than its neighbours because of policies which have prevented the EU from offering Belarus full participation in the European Neighbourhood Policy. The decisions of the EU General Affairs and External Relations Council of 13 October 2008 opened the door for a new phase in the EU’s cooperation with Belarus. The EU has welcomed the reforms made by Belarus and hopes to set relations with Minsk on a new and better path. If Belarus resumes momentum, it is expected that many new opportunities for EU-Belarusian co-operation will emerge. Already Belarus has become a member of the Eastern Partnership which was inaugurated in May 2009. The Eastern Partnership aims to forge closer ties between the EU and 6 Eastern European partners. EU Co-operation with Belarus has so far been concentrated mainly on the areas of food safety, energy, the environment, and higher education, but also on civil society and the social domain. The EU has also provided assistance to the Chernobyl- affected populations of Belarus as well as to those regions on the border with Poland and Lithuania as part of the EU’s Cross-Border Co-operation Programmes.     Wedding Rituals in the Belarusian Palesse 43 Wedding Rituals on the Territory of Belarusian Palesse Iryna Charniakevich Department of Humanities Hrodna State Medical University Grodno, Belarus Abstract The article traces the local peculiarities of historical and ethnographic distribution of wedding rites in Belarusian Palesse. It is based on the analysis of a wide range of published sources, archival materials, and unpublished ethnographic field studies. This work was conducted in the context of Belarusian regional studies and concerns only the Belarusian part of Palesse, the territory which was subject to Belarusian ethnic processes in the early twentieth century and, in the second half of the twentieth century, was included in Belarusian territory; it does not apply to the entire region, that is Russian Poles’e, Ukrainian Polisse, and Polish Polesie. The analyzed rituals include all three stages of an East Slavic wedding ceremony: before the wedding, the wedding itself, and after the wedding. The common features and local differences of West and East Palesse weddings are discussed. This article is a part of my research entitled “Historical and Ethnographic distribution of wedding rites in Belarusian Palesse.” It is based on the analysis of a wide range of published sources, archival materials, and unpublished ethnographic field studies, including my own. Most of the sources used in this paper are from the first half of the twentieth century. However, taking into account the relative stability of traditional culture (at least prior to recent modernization) the use of published sources from the second half of the XIX century seems possible in a study like this.

Medvedeva Schmidt Institute of Physics of the Earth (IPE), Russian Academy of Sciences (RAS), Bol’shaya Gruzinskaya ul. 10, Moscow, 123995 Russia e-mail: [email protected] Received December 17, 2007 Abstract—The paper discusses problems of seismic zoning of the Kaliningrad region, where a series of per- ceptible earthquakes occurred in 2004; the strongest event had a magnitude of Ms = 4.3 and produced shakings of an intensity of 6 in the coastal zone of the Sambiiskii Peninsula, classified as a 5-intensity zone. The enhanced seismic effect is shown to be caused by bad ground conditions, long-term action of seismic effects, resonance phenomena, and other factors. To gain additional constraints on the seismic hazard degree in the Kaliningrad region, the paper discusses an improved version of the model of earthquake sources underlying the compilation of normative maps of seismic zoning (OSR-97). Modified fragments of OSR-97 probability maps of the Kaliningrad region are constructed at different levels of probability that the seismic effect indicated in the maps will be exceeded over 50 yr. Whereas Polesie is one of the regions with a rich natural and cultural heritage. It is undoubtedly important to preserve this heritage in the most natural state and at the same time use its potential for the purposes of sustainable development of the region, where about 2 million people live, as well as for the growth of the economy of the entire country. In this study, we focus on economic aspects in order to assess the current state of tourism in rural areas, as well as tourism based on the sustainable use of natural potential (ecotourism). Among our tasks is a primary assessment of the efficiency and prospects of investments in this sector, determination of its potential for achieving the goals of socio- economic development.
