    2 Botswana GBV Referral System Operations Research: End Line Report ACKNOWLEDGMENTS This report was prepared on behalf of the Ministry of Nationality, Immigration and Gender Affairs and its Gender Affairs Department by Abby Cannon, Sarah Treves-Kagan, Meghan Cutherell, Jessica Fehringer, Helen Apps, Peggie Ramaphane, and Shelah S. Bloom. All authors except Helen Apps and Peggie Ramaphane are with MEASURE Evaluation, which is funded by the United States Agency for International Development (USAID) and the United States President’s Emergency Plan for AIDS Relief (PEPFAR). Apps is with WoMen Against Rape (WAR) and was the study’s site research manager. Bloom designed the study. Cannon and Brittany Iskarpatyoti, also of MEASURE Evaluation, and Apps trained the fieldwork team and directed the data collection in Botswana. Analysis was conducted by Cannon, Treves-Kagan, and Cutherell, with support from Apps and Ramaphane. Jennifer Curran provided review and feedback during interpretation, as well as insight regarding the implementation of the Gender-based Violence Referral System Project (GBVRSP). Antiretroviral therapy (ART) has controlled the HIV/AIDS epidemic and COVID-19 vaccine is expected to ease confusion caused by the pandemic. However, the supply of health-resource falls far short of the demand in resource-constrained countries; thus, decision-making about resource allocation should be discussed. Botswana, as a resource-constrained country with a high prevalence of HIV, needs to construct its own framework for ART allocation. We propose an equitable framework for ART and COVID-19 vaccine allocation in Botswana based upon the egalitarian principle, which provides each individual has an equal chance of receiving them. We use a spa- tial mathematical model of treatment accessibility with an equity objective function, and sequential quadratic programming is used to address the nonlinear programming model. Considering Botswana's current health infrastructure, our strategy brings the most equal health outcomes. However, the disparity of accessibility still exists be- tween rural and urban areas even from our equitable strategy. We present proposals that can increase the accessibility of rural areas using sensitivity analysis.

The first was published in August 1973, the second in February 1983 and the third in March 1993. The 1971 and the 1981 Censuses provided the Statistical information for the 1973 and 1983 editions of the ‘Guide’. Statistical information on facilities available in villages of 1000 or more people was collected after the 2001 Census. The collection of data was done by Cartographic teams in June 2005 and was administered through the assistance of Local/Tribal authorities. In the 2001 Guide to the Villages of Botswana efforts was made to include the number of schools, clinics or hospitals and police stations for each village. ‘Guide to Villages of Botswana’ is the tenth in series of publications on the 2001 Census.
