General Introduction Lele Community Development Center (LCDC) is non-profit, non- political, non-governmental organization established in 2011. It was registered (22nd March 2011) at the District Administration Office, Lalitpur and affiliated to the Social Welfare Council (7th April 2011), Nepal. The organization aims at reducing poverty of rural and urban communities through integrated and sustainable development interventions. The school building construction project is completely funded by Good Neighbors International (GNI) Nepal. GNI is a humanitarian and development international NGO in general consultative status with the United Nations Economic and Social Council (ECOSOC). It is started from South Korea in 1991 with a mission to make the world without hunger, where people live together in harmony and respect human rights of Neighbors suffering from poverty, disaster and oppression. It has been working continuously with the concept of sustainable community development and enhancing the capacity of poor community people to improve their livelihood and quality of life. GNI has been working in Nepal since 2002 with the objective to improve lives of people, especially children through education, income generating activities, skill development, health/WASH services, advocacy, network building and emergency relief in 20 districts. 1 | Page 2. Project Description and Rationale Kathmandu district is one of the three districts located in Kathmandu Valley, which itself is located in the hills of Bagmati Zone, Central Development Region, Nepal. The district is located from 27°27′E to 27°49′E longitude and 85°10′N to 85°32′N latitude. The district's headquarters is Kathmandu Metropolitan City, also the capital of Nepal. The district covers an area of 395 km². According to the national population census 2011, the total population of the district is 1,744,240 comprising of 831,239 female (47.66%) and 913,001 male (52.34%) residing in 436,344 households. Kathmandu district has an average population density of around 4,416 people per square km. GNI Nepal has been working in two Municipality (previous Kavresthali, Phutung, Sangla and Jhor Mahankal VDCs) of Kathmandu district since 2002. Of the two municipality (Tarkeshwor and Tokha) are situated at northen part of the district headquarter, Kathmandu Metropolitan City . GNI Nepal has been supporting 647 sponsored children of 8 community schools and their family through education, health, water and sanitation, income generation, partnership and network building, advocacy, and disaster risk reduction in Kathmandu district. A massive 7.8 magnitude earthquake having epicentre in Barpak, Gorkha district struck Nepal at 06:11 GMT (11.55 AM Nepali time) on 25 April 2015. Altogether, 8,983 people died, 22,323 people were injured, 602,593 houses were destroyed and 284,483 houses were partially damaged (Ref: Ministry of Home Affairs) in the country. Furthermore, public institutions such as health facilities, schools, government offices were badly damaged and regular life of Nepalese people was highly affected. Although the impact of disaster is clearly seen in all of the population of affected areas but pregnant and lactating mothers, adolescent girls, newly-born babies and people with disability are among the most vulnerable groups. UN-OCHA situation report indicated that 31 out of 75 districts are severely or moderately affected by the earthquake in country’s western and central regions including hilly and mountainous areas. Two community schools in GNI Nepal catchment area (Kathmandu) have been badly affected by the earthquake. Kavresthali Secondary School is one of the 2 | Page completely damaged from earthquake. After earthquake, the teaching and learning environment at school is highly affected because of lack of classrooms. The community people, school management committee (SMC), parent teacher association (PTA) and parents were actively involved to resume the classes at the school and constructed temporary learning center (TLC) for the operation of classes. The TLCs are made up of bamboos and tarpaulins. Currently with the support of Bibon Buddhism (One of the Korean organization) and Samyang international Nepal, the school has been able to construct eight classroom and one room has been utilized for school's administration office, one for science lab, one for library. Since the infrastructure built with the supports of donors is still insufficient, the school is unable to provide the five rooms have been used as the regular classroom. And those five rooms are insufficient for the classes, thus the school has been continuing other classes in TLC. The TLCs that are in current uses are also not in good condition thus students and teachers have been continuing the study in a fearful environment. The rooms are in the dangerous condition to operate in. The school doesn't have the facility of good drinking water, healthy toilet and suitable playground. The school has been teaching the students with the child friendly education and the school is trying hard to create the appropriate study environment for the students and also to build the proper infrastructure as well as committed to provide quality education. The overall learning environment of the school, enabling conditions, internal efficiency are very much affected by the lack of suitable infrastructure in schools, therefore construction of school building is necessary to overcome all these problems and address right to quality education of the children. Given the circumstances described above, the teaching-learning scenarios at the schools are adversely affected. Hence, the reconstruction of school is in need to impart quality education and meet the goal of education of Government of Nepal, International Headquarter of Good Neighbors International and also the education goal of GNI Nepal and and also the goal of LCDC (Lele Community Development Center). 3. Construction of School Building GNI Nepal had a consultancy service to design the school building for the construction 3 | Page project that consist all child-friendly aspects to be addressed. Further the design was was approved from DUDBC, CLPIU and NRA. According to the architectural design, structural analysis, specification and cost estimation, the construction project proceed further. Therefore, the bidder shall submit the financial proposal separately for each components i.e. materials, civil works, electrical work, metal-alum work and construction work. 4. Objectives The main objective of the Kavresthali school building construction is to build child friendly school buildings at Tarkeshwor-2, Kavresthali of Kathmandu district. The specific objectives of school building reconstruction are: 1. To construct child-friendly and disable-friendly schools building in compliance with the guideline of Central Level Project Implementation Unit (CLPIU) and National Reconstruction Authority (NRA). 5. Scope of the Work The construction works will be done at 1 school of Kathmandu i.e. Shree Kavresthali Secondary School, Tarkeshwor- 2, Kavresthali. The construction of school building should be done on the basis of design and drawing provided by the organization. The project should be completed on the 31st October 2017. 6. Activities For the construction of school building, the company/firm shall: i. Conduct consultation meeting with school officials at site. ii. Conduct meetings regularly with GNI Nepal, LCDC and other relevant stakeholders. iii. Construction of school building according to the design, drawing and specification iv. Reporting v. Updating the progress of the work vi. Preparation and submission of report periodically 7. Expected Deliverables Expected results of the reconstruction of school building are as follows: 4 | Page i. Inception Report with detailed methodology and work schedule within two weeks of contract. ii. Final Report incorporating the feedback from GNI Nepal and LCDC. iii. Monthly planning iv. The final delivery should include: a. Monthly progress report b. Monthly expenditure status report The report shall be submitted in English Language in the form of: 1. A hard and electronic copy of the Inception Report. 2. Hard copy and an electronic copy of monthly planning. 3. Hard copy and electronic copy of Monthly Progress Report 8. Duration The project will start immediately after the agreement signed by both parties and must be completed on the 31st of October 2017. 9. Contractor’s Obligation The contractor shall; 1. Commence construction immediately after signing the agreement. 2. Construct the school building in accordance with the design, drawing and specification (Annex). 3. Comply the directors of GNI Nepal, LCDC and its nominated technical supervisor. 4. Only use new materials of type and quality specified in the Bill of Quantities (Annex). 5. Keep the construction site safe i.e. free of hazardous materials, waste and debris. 6. Not obstruct or unnecessarily interfere with public roads or footpaths on or surrounding the project site. 7. Corporate with the community/ies working on or inhabitating the project site, including employees and subcontractors of GNI Nepal, LCDC, government officers and/or representative of other non-government organizations. 5 |
