1.0 EXECUTIVE SUMMARY

Stantec Consulting Ltd. (Stantec) conducted a Phase One Environmental Site Assessment (ESA) at the properties municipally described as 6321 Renaud Road and 506 Compass Street in Ottawa, Ontario, hereinafter referred to as the "Phase One Property”. The Phase One ESA was conducted for Torrente Homes and Development Inc. (Torrente), hereinafter referred to as the “Client”, in support of a planning application related to the Phase One Property being prepared by the Client for submission to the City of Ottawa. The objective of the Phase One ESA was to determine if Areas of Potential Environmental Concern (APECs) exist at the Phase One Property, which may be present as a result of current and/or past activities on the Phase One Property or adjacent/neighbouring properties within at least 250 metres (m) of the perimeter of the Phase One Property (“Phase One Study Area”).

Stantec understands the filing of a Record of Site Condition (RSC) under Ontario Regulation 153/04 (O.Reg.153/04) will not be required; however, the planning application to be submitted to the City of Ottawa requires that the scope of this project meet the requirements of O.Reg.153/04 and portions of the Canadian Standards Association (CSA) Phase I Environmental Site Assessment Standard Z768-01 (R2016). A survey showing the Phase One Property is provided in Appendix A, while figures showing the Site Location, Phase One Study Area, the Phase One Property, and historical structures at the Phase One Property are included in Appendix B.

Phase One Property Information

The Phase One Property is located immediately northeast of the intersection of Renaud Road and Compass Street in Ottawa, Ontario. The legal description of the property at 6321 Renaud Road is PT LT 4 CON 3 OF GLOUCESTER AS IN GL81466; GLOUCESTER and the legal description of the property at 506 Compass Street is BLOCK 146, PLAN 4M1544; CITY OF OTTAWA. The Phase One Property is bounded by Enclave Walk to the north, residential properties to the east, Renaud Road to the south and Compass Street to the west. The total area of the Phase One Property is approximately 0.245 hectares (0.605 acres).

The Phase One Property has been used for residential purposes since its development in 1965. Based on historical aerial photographs, the Phase One Property consisted of a vacant woodlot prior to 1965.

Phase One Study Area

The Phase One Property is bordered by Enclave Walk to the north. The area beyond Enclave Walk is occupied by a residential development. Based on a review of historical aerial photographs, prior to the development of this area between 2014 and 2019, this area consisted of a vacant woodlot.

The area immediately east of the Phase One Property is occupied by a residential development. Based on a review of historical aerial photographs, prior to the development of this area between 2014 and 2019, this area consisted of a vacant woodlot.

The Phase One Property is bordered by Renaud Road to the south. The area beyond Renaud Road is occupied by residential dwellings and a school, followed by a vacant woodlot. Based on a review of historical aerial photographs, the residential dwellings located southeast of the Phase One Property were constructed between 1965 and 1976. Additionally, the school located southwest of the Phase One Property was constructed between 2012 and 2013.

The Phase One Property is bordered by Compass Street to the west. The area beyond Compass Street is occupied by a property that appeared to have been used to house site trailers associated with the construction of the residential developments in the area. Based on a review of historical aerial photographs, prior to 2007 this property consisted of a vacant woodlot.

The residential and institutional land use surrounding the Phase One Property is not expected to contribute to any APECs at the Phase One Property. Additionally, the historical records reviewed as part of this Phase One ESA have revealed no historical activities that may have contributed to an APEC at the Phase One Property.

Conclusions and Recommendations

The Phase One ESA has revealed no APECs at the Phase One Property.

Based on the Phase One ESA, it is our opinion that a Phase Two ESA is not required for the Phase One Property.

The statements made in this Executive Summary are subject to the project conditions described in the Closure (Section 8.4) and are to be read in conjunction with the remainder of this report.

3.0 SCOPE OF INVESTIGATION

3.1 SCOPE OF WORK

Stantec understands the filing of a Record of Site Condition (RSC) under Ontario Regulation 153/04 (O.Reg.153/04) will not be required; however, the planning application to be submitted to the City of Ottawa requires that the scope of this project meet the requirements of O.Reg.153/04 and portions of the Canadian Standards Association (CSA) Phase I Environmental Site Assessment Standard Z768-01 (R2016). The objectives of this Phase One ESA were to:

• Develop a preliminary determination of the likelihood that one or more contaminants have affected any land or water on, in or under the Phase One Property. • Assess the need for a Phase Two ESA. • Provide a basis for carrying out a Phase Two ESA, if necessary. • Provide adequate preliminary information about environmental conditions in the land or water on, in or under the Phase One Property to conduct a risk assessment following completion of a Phase Two ESA, if necessary.

A Phase One ESA is intended to reduce, but not necessarily eliminate, uncertainty regarding the potential for contamination at a property. The Phase One ESA carried out by Stantec at the Phase One Property satisfies the requirements of O.Reg.153/04 and consisted of the following:

• A review of records that included, but was not limited to, the following where available: − Publicly available city directories, aerial photographs, fire insurance plans, geological and topographic maps − Requests to the Ontario Ministry of the Environment, Conservation and Parks (MECP) for documents related to various environmental concerns associated with the municipal addresses that comprise the Phase One Property as well as select neighboring properties (e.g., spills, incident reports, etc.) − An Environmental Risk Information Services (ERIS) report consisting of a search of all databases within a 250 m search radius from the perimeter of the Phase One Property − A land title search from ERIS that consisted of a chain of title report − Requests to the Technical Standards and Safety Authority (TSSA) for records related to fuel storage tanks, spills, and contamination records for the municipal address that comprises the Phase One Property − Requests to Opta Information Intelligence (Opta) for fire insurance plans (FIPs) and/or property underwriters' reports/plans available for the municipal addresses that comprises the Phase One Property − Other available environmental databases and records, as applicable − Available environmental reports previously completed for the Phase One Property. • An interview of a person having knowledge of the Phase One Property • A site reconnaissance to identify potentially contaminating activities (PCAs) associated with:

− Current on-site operations − Waste generation − Fuel, chemical and waste storage − Exterior conditions including surface features, fill material and wells − Off-site activities and operations • Evaluation of information from records reviewed, interviews and site reconnaissance • Preparation of a Phase One ESA report.

A Phase One ESA does not include sampling or testing of air, soil, ground water, surface water or building materials. This assessment did not include a review or audit of compliance with any environmental legislation applicable to the Phase One Property, or of any environmental management systems which may exist for the Phase One Property.

A site reconnaissance was conducted by Mr. Allen MacGarvie, C.E.T. of Stantec on November 13, 2020. The Phase One Property and readily visible and publicly accessible portions of adjoining and neighbouring properties within the Phase One Study Area were observed for PCAs. Stantec was accompanied by Mr. Pierre Rochette, the property manager, during the site reconnaissance. An interview was carried out with Mr. Rochette during the site reconnaissance to obtain or confirm information on the current and historical operations at the Phase One Property. 3.2 REGULATORY FRAMEWORK

In Ontario, the roles and powers of the MECP when dealing with contaminated sites are outlined primarily in the Environmental Protection Act (R.S.O. 1990). The MECP has a mandate to address conditions where there is an adverse effect, or the likelihood of an adverse effect, associated with the presence or discharge of a contaminant. Ontario Regulation 153/04 provides roles and responsibilities for property owners and consultants to use when assessing the environmental condition of a property when determining whether or not restoration is required and in determining the kind of restoration needed to allow continued use or reuse of a property. The regulation includes generic numerical standards for soil and ground water quality for specific land and ground water uses. A Phase One ESA is an initial step in the site assessment process, which may lead to the requirement for restoration work if areas of potential environmental contamination are identified. During a Phase One ESA, samples are not collected; however, if there are previous soil or ground water sample results available, the results are compared to applicable Ontario site condition standards.

4.0 RECORDS REVIEW

4.1 GENERAL

4.1.1 Phase One Study Area Determination

The Phase One Study Area included the Phase One Property, properties immediately adjoining the Phase One Property, and neighbouring properties located wholly or partially within 250 m from the nearest point on the boundary of the Phase One Property. No properties located farther than 250 m from the Phase One Property were identified as PCAs that may contribute to an APEC at the Phase One Property.

4.1.2 First Developed Use Determination

The former use of the Phase One Property was determined through a review of the following historical sources and additional resources referred to in Section 9 of this report:

• Aerial imagery dated 1958, 1965, 1976, 1991, 1999, 2002, 2005, 2007, 2008, 2009, 2010, 2011, 2014, 2015, 2017, and 2019. • Geowarehouse Property Report

According to the historical records reviewed, the Phase One Property was first developed between 1965 and 1967 when it was purchased by Bernard Groulx and the existing home on the Phase One Property was constructed. Based on historical aerial imagery, the Phase One Property consisted of a vacant woodlot prior to 1965.

4.1.3 Fire Insurance Plans

No fire insurance plans were available for the Phase One Property.

4.1.4 Chain of Title

A request for a historical chain of title report was submitted to ERIS. At the time of issuing this report the chain of title report had not yet been received. Should the results of the chain of title search change the conclusions and/or recommendations of this report, they will be forwarded to the Client under separate cover.

4.1.5 Environmental Reports

No previous environmental reports were provided to Stantec for review.

4.1.6 City Directories

A request was submitted to ERIS for city directories related to the Phase One Property, however, due to the current COVID-19 pandemic the libraries required to complete this search could not be accessed. This search will be completed once restrictions limiting access to the required libraries are lifted. Should the results of the city directory search change the conclusions and/or recommendations of this report, they will be forwarded to the Client under separate cover.

4.1.7 Property Underwriters’ Reports and Plans

No records of reports or plans covering the Phase One study area were found by Opta. 4.2 ENVIRONMENTAL SOURCE INFORMATION

Available environmental databases and records were searched to determine if the Phase One Property and adjacent/neighbouring properties within the Phase One Study Area were listed. The databases and search results are presented in the following subsections.

4.2.1 National Pollutant Release Inventory (NPRI)

ERIS searched the National Pollutant Release Inventory (NPRI) database for all properties within the Phase One Study Area. No properties within the Phase One Study Area were listed in the NPRI database.

4.2.2 PCB Storage Sites and Inventory Databases

ERIS searched the National PCB Inventory and the Ontario Inventory of PCB Storage Sites databases for all properties within the Phase One Study Area. No PCB storage sites were listed within the Phase One Study Area.

4.2.3 Certificate of Approval / Environmental Compliance Approval

ERIS searched the Certificates of Approval and Environmental Compliance Approval databases for all properties within the Phase One Study Area. No Certificates of Approval (CofA) or Environmental Compliance Approvals (ECA) were listed within the Phase One Study Area.

4.2.4 MECP Freedom of Information Requests

A request submitted to the MECP's Freedom of Information and Protection of Privacy Office included a search for occurrence reports and general information from the District Office, investigation documents from the Investigations and Enforcement Branch, waste generator information from the Environmental Monitoring and Reporting Branch, and orders from the Sector Compliance Branch. The searches pertain to the municipal addresses (6321 Renaud Road and 506 Compass Street) that comprises the Phase One Property, the municipal addresses of four adjacent properties (6273 Renaud Road, 6322 Renaud Road, 6331 Renaud Road, 277 Enclave Walk), and current/former tenants and owners of these properties.

4.2.5 Coal Gasification Plant Waste Sites

Stantec reviewed the report entitled Inventory of Coal Gasification Plant Waste Sites in Ontario, (Volumes I and II), dated April 1987, prepared by Intera Technologies Ltd. for the Ontario Ministry of the Environment (MOE). The documents include an inventory of all known coal gasification plants historically operating in Ontario. No properties within 1 km of the Phase One Property were listed as former coal gasification plants.

4.2.6 Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars

Stantec reviewed the report entitled Inventory of Industrial Sites Producing or Using Coal Tar and Related Tars in Ontario, (Volumes I and II), dated November 1988, prepared by Intera Technologies Ltd. for the MOE. The documents identify industrial sites that produced and/or continue to produce or use coal tar and other related tars. No properties within 1 km of the Phase One Property were listed as industrial sites producing or using coal tar.

4.2.7 Hazardous Waste Generators and Receivers

ERIS searched the Ontario Regulation 347 Waste Generators and the Ontario Regulation 347 Waste Receivers databases for all properties within the Phase One Study Area. No registered waste generators or receivers were listed within the Phase One Study Area.

4.2.8 Technical Standards and Safety Authority

A request was sent to the TSSA for records of outstanding instructions, incident reports, fuel oil spills, contamination records, retail facilities or licensed underground storage tanks pertaining to the municipal address 6321 Renaud Road, Ottawa. It should be noted, however, that the Fuels Safety Division of the TSSA did not register private fuel underground or aboveground storage tanks prior to January 1990, or

Records Review December 2, 2020 fuel oil tanks prior to May 1, 2002. Further, private waste oil tanks in apartments, office buildings, residences, etc. and aboveground gas or diesel tanks are not registered with the TSSA.

A reply from the TSSA had not been received at the time of issuing this report. Should the results of the TSSA search change the conclusions and/or recommendations of this report, they will be forwarded to the Client under separate cover.

4.2.9 Environmental Registry

ERIS searched the Environmental Registry and Environmental Activity and Sector Registry databases for all properties within the Phase One Study Area. One record was listed indicating that Taggart Construction Limited received approval for construction dewatering activities on the Phase One Property in 2017.

4.2.10 Records of Site Condition (RSC)

ERIS searched the Record of Site Condition database (last updated in September 2020) for all properties within the Phase One Study Area. No RSCs were filed for properties within the Phase One Study Area.

4.2.11 Areas of Natural Significance

Based on information obtained from the Ontario Ministry of Natural Resources’ online natural heritage mapping tool, the Mer Bleue Bog, located approximately 1.4 km south of the Phase One Property, is considered an Area of Natural Significance. No other ANSIs were identified within 2 km of the Phase One Property.

4.2.12 Waste Disposal Sites

Stantec reviewed the information contained in the MECP document titled Waste Disposal Site Inventory, dated June 1991. The report includes a list of all known active and closed waste disposal sites in Ontario, as of October 31, 1990. Based on the information reviewed, one active waste disposal site was identified within 1 km of the Phase One Property. This waste disposal site is located approximately 850 m southeast of the Phase One Property at 3354 Navan Road. Based on the inferred direction of ground water flow to the south at the Phase One Property, this waste disposal site is not expected to represent a PCA contributing to an APEC at the Phase One Property. 4.2.13 ERIS Report

An ERIS report was obtained as part of the Phase One ESA (included in Appendix F). The report consisted of a search of all available databases within a 250 m radius of the perimeter of the Phase One Property. No records listed in the ERIS report are expected to represent a PCA that would contribute to an APEC on the Phase One Property.

Numerous unplottable records were also listed in the ERIS report, including spills, waste generation, and Certificates of Approval. Based on the nature of these records or the separation distance from the Phase

One Property, none of these records are expected to represent a PCA that would contribute to an APEC at the Phase One Property. 4.3 PHYSICAL SETTING SOURCES

4.3.1 Aerial Photographs

Aerial photographs taken in 1958, 1965, 1976, 1991, 1999, 2002, 2005, 2007, 2008, 2009, 2010, 2011, 2014, 2015, 2017, and 2019 were viewed online at the GeoOttawa website. These images were utilized to collect information about the historical activities within the Phase One Study Area.

Information obtained from these images was used to determine the first developed use at the Phase One Property (see Section 4.1.2) and to determine if PCAs were present at nearby properties within the Phase One Study Area (see Section 6.3).

4.3.2 Topography, Hydrology, and Geology

4.3.2.1 Topography and Regional Drainage

Based on an Ontario Base Map and the observed topography in the vicinity of the Phase One Property, the regional surface drainage appears to be southerly towards Mer Bleue Bog, which is located approximately 1.4 km south of the Phase One Property.

It should also be noted that the elevation of the local groundwater table can generally mimic the local topography and may not reflect the regional trend in drainage. The local shallow groundwater flow pattern also can be influenced by subsurface structures in the vicinity, such as building foundations, weeping tiles, and utility trenches.

4.3.2.2 Hydrology and Surface Water Drainage

The surface of the Phase One Property is comprised of a grassy lawn and a gravel parking area. Storm water is anticipated to drain through infiltration or by overland flow to adjacent lands.

4.3.2.3 Surficial Geology

According to the Quaternary Geology of Ontario map published by the Ontario Geologic Survey (Map 2556), the surficial soil in the vicinity of the Site generally consists of glaciomarine and marine deposits of silt and clay. The characteristic permeability of this soil deposit is low.

Water well records listed in the ERIS report from domestic water wells within the Phase One Study Area indicate that sand and gravel overlying clay were encountered in the overburden soil in the vicinity of the Phase One Property.

4.3.2.4 Bedrock Geology

According to the Bedrock Geology of Ontario map published by the Ontario Geologic Survey (Map 2544), bedrock in the vicinity of the Phase One Property is reported to consist of shale, limestone, dolostone, and siltstone. The depth to bedrock was not indicated on the map.

Water well records in the ERIS report indicated that bedrock was encountered at a depth of 30 to 37 metres.

4.3.3 Fill Materials

No evidence of imported fill material was observed on the Phase One Property during the site reconnaissance.

4.3.4 Water Bodies and Areas of Natural Significance

No bodies of water or areas of natural significance were identified on the Phase One Property during a review of historical aerial photographs and topographic maps.

Based on information obtained from the Ontario Ministry of Natural Resources’ online natural heritage mapping tool, the Mer Bleue Bog, located approximately 1.4 km south of the Phase One Property, is considered an Area of Natural Significance. No other ANSIs were identified within 2 km of the Phase One Property.

4.3.5 Well Records

Information included in the ERIS report indicated that four domestic water supply wells are present within the Phase One Study Area. 4.4 SITE OPERATING RECORDS

An interview was carried out with Mr. Pierre Rochette, Property Manager, during the site reconnaissance visit on Friday, November 13, 2020, to obtain information in determining if an APEC exists at the Phase One Property, as well as to identify details of current/former PCAs or potential contaminant pathways in, on or under the Phase One Property. Pertinent information gathered during this interview has been included in the applicable sections of this report.

6.0 SITE RECONNAISSANCE

6.1 GENERAL REQUIREMENTS

A site reconnaissance was conducted by Mr. Allen MacGarvie, C.E.T. of Stantec on November 13, 2020. The weather was clear and the temperature was approximately 2°C. The Phase One Property and readily visible and publicly accessible portions of adjacent/neighbouring properties within the Phase One Study Area were observed for the presence of PCAs and potential contaminant pathways.

Stantec was accompanied by Mr. Pierre Rochette, the property manager, during the site reconnaissance. Site plans showing the properties within the Phase One Study Area are included in Appendix B, while selected photographs of the Phase One Property are included in Appendix D. 6.2 SPECIFIC OBSERVATIONS AT PHASE ONE PROPERTY

6.2.1 Property Information

The Phase One Property is located immediately northwest of the intersection of Renaud Road and Compass Street in Ottawa, Ontario. The Phase One Property is bounded by Enclave Walk to the north, residential properties to the east, Renaud Road to the south and Compass Street to the west. The total area of the Phase One Property is approximately 0.245 hectares (0.605 acres).

6.2.2 Property Buildings & Structures

A house and four storage sheds were present at the Phase One Property at the time of the site reconnaissance.

6.2.3 Aboveground and Underground Storage Tanks

No chemical or fuel ASTs or USTs were identified at the Phase One Property at the time of the site reconnaissance. However, it is likely that the home on the Phase One Property was historically heated using a fuel oil fired furnace. Based on an inspection of the furnace room completed during the site reconnaissance no staining or other evidence of historical spills was observed. Further, no vent or fill pipes indicating the potential presence of an abandoned or decommissioned UST were observed.

6.2.4 Underground Utilities and Services

No evidence of underground utilities or services was observed at the Phase One Property at the time of the site reconnaissance, however, there are likely water and natural gas services on the property that service the house. Sewage works are discussed in Section 6.2.7 below.

6.2.5 Site Building Features

The house on the Phase One Property is a single-storey brick structure with a basement.

6.2.6 Wells

No wells were observed at the Phase One Property during the site reconnaissance.

6.2.7 Sewage Works

A septic tank was identified on the Phase One Property at the time of the site reconnaissance. The septic tank is located south of the house.

6.2.8 Surface Features

No watercourses, pits, lagoons or ditches were identified on the Phase One Property and no standing water was observed.

6.2.9 Current or Former Railway Lines or Spurs

No evidence of current or former railway lines or spurs was observed at the Phase One Property.

6.2.10 Surface Staining and Stressed Vegetation

No stained surficial materials or stressed vegetation were identified at the Phase One Property.

6.2.11 Imported Fill and Debris

No evidence of imported fill material was observed on the Phase One Property during the site reconnaissance.

Piles of debris including household waste and building materials were observed during the site reconnaissance.

6.2.12 Enhanced Investigation Property

The Phase One Property is not deemed to be an Enhanced Investigation Property, as defined in O.Reg.153/04. 6.3 PHASE ONE STUDY AREA

6.3.1 North

The Phase One Property is bordered by Enclave Walk to the north. The area beyond Enclave Walk is occupied by a residential development. Based on a review of historical aerial photographs, prior to the development of this area between 2014 and 2019, this area consisted of a vacant woodlot.

6.3.2 East

The area immediately east of the Phase One Property is occupied by a residential development. Based on a review of historical aerial photographs, prior to the development of this area between 2014 and 2019, this area consisted of a vacant woodlot.

6.3.3 South

The Phase One Property is bordered by Renaud Road to the south. The area beyond Renaud Road is occupied by residential dwellings and a school, followed by a vacant woodlot. Based on a review of historical aerial photographs, the residential dwellings located southeast of the Phase One Property were constructed between 1965 and 1976. Additionally, the school located southwest of the Phase One Property was constructed between 2012 and 2013.

6.3.4 West

The Phase One Property is bordered by Compass Street to the west. The area beyond Compass Street is occupied by a property that appeared to have been used to house site trailers associated with the construction of the residential developments in the area. Based on a review of historical aerial photographs, prior to 2007 this property consisted of a vacant woodlot. 6.4 WRITTEN DESCRIPTION OF INVESTIGATION

No investigations were undertaken during the Phase One ESA to assess any potential environmental concerns noted or identified during the site reconnaissance. A summary of the relevant findings to the existence of APECs at the Phase One Property is provided below in Section 7.3. A completed Field Inspection Form is included in Appendix C.

7.0 REVIEW AND EVALUATION OF INFORMATION

7.1 CURRENT AND PAST USES OF THE PHASE ONE PROPERTY

The current and former owners of the Phase One Property, and a general description of the associated activities occurring at that time, are presented in the table below:

As discussed in previous sections of this report, Stantec has identified no PCAs that have contributed to APECs at the Phase One Property.

7.3 AREAS OF POTENTIAL ENVIRONMENTAL CONCERN

Based on the Stantec’s review of historical records and the site reconnaissance conducted at the Phase One Property, Stantec has identified no APECs at the Phase One Property.

7.4 PHASE ONE CONCEPTUAL SITE MODEL

The figures provided in Appendix B collectively form the Conceptual Site Model. The following physical characteristics/pathways were evaluated to assess whether PCAs contributed to an APEC at the Phase One Property:

Discussion of Uncertainty or Absence of Information

The past use of the Phase One Property is well understood based on historical information sources obtained and reviewed during the Phase One ESA. However, due to the current COVID-19 pandemic the libraries required to complete the city directory searches could not be accessed. Additionally, responses from the MECP and TSSA regarding searches for historical records related to the Phase One Property had not been received at the time of issuing this report. Should the results of the MECP, TSSA or city directory searches change the conclusions and/or recommendations of this report, they will be forwarded to the Client under separate cover. The physical characteristics of the land area comprising the Site are inferred from historical well and borehole records within the Phase One Study Area. The presence of former and current subsurface utilities near the Site are not expected to contribute contaminant migration pathways within the Phase One Property. No other potential uncertainties or missing information were encountered during completion of the Phase One ESA.

The locations of any utilities, buildings and structures, and property boundaries illustrated in or described within this report, if any, including pole lines, conduits, water mains, sewers and other surface or sub- surface utilities and structures are not guaranteed. Before starting work, the exact location of all such utilities and structures should be confirmed and Stantec assumes no liability for damage to them.

The conclusions are based on the site conditions encountered by Stantec at the time the work was performed at the specific testing and/or sampling locations, and conditions may vary among sampling locations. Factors such as areas of potential concern identified in previous studies, site conditions (e.g., utilities) and cost may have constrained the sampling locations used in this assessment. In addition, analysis has been carried out for only a limited number of chemical parameters, and it should not be inferred that other chemical species are not present. Due to the nature of the investigation and the limited data available, Stantec does not warrant against undiscovered environmental liabilities nor that the sampling results are indicative of the condition of the entire site. The work was conducted under an aggressive schedule to support the purchase of the property by the client. Based on the results of the assessment, small localized areas of impacts were identified. As our findings found no extensive impacts, the site was purchased by our client within their real estate transaction deadline. Taggart Construction Limited and Paterson Group Inc. were convicted of failing to comply with a Provincial Officer Order by taking more than 50,000 litres of water per day, and Mr. Passmore was convicted of giving false or misleading information to the ministry. The parties were given six months to pay the fine. The Court heard that Taggart Construction Limited was contracted by a developer to install municipal services at a subdivision in Ottawa which required dewatering activities. After being issued a Provincial Officer Order to restrict water taking activities to below 50,000 litres per day until a permit had been obtained, Taggart hired Paterson Group Inc. to submit an application for the permit. Taggart then pumped over 50,000 litres of water based on information provided by Paterson Group employee, Mr. Passmore, that the go ahead to pump had been given when a permit had yet to be issued. In an interview with ministry investigators, Mr. Passmore denied giving Taggart verbal approval to pump in excess of 50,000 litres per day. Taggart Construction Limited, Paterson Group Inc. and Mr. Passmore were charged following an investigation by the Ministry of the Environment's Investigations and Enforcement Branch. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. Levels of accuracy used to locate holes are: centering on the mining claim; a sketch of the mining claim; a 1:50,000 map; a detailed company map; or from submitted a "Report of Work". rr-EBR-bb Environmental Registry: Provincial EBR The Environmental Registry lists proposals, decisions and exceptions regarding policies, Acts, instruments, or regulations that could significantly affect the environment. Through the Registry, thirteen provincial ministries notify the public of upcoming proposals and invite their comments. For example, if a local business is requesting a permit, license, or certificate of approval to release substances into the air or water; these are notified on the registry. Data includes: Approval for discharge into the natural environment other than water (i.e. Air) - EPA s. 9, Approval for sewage works - OWRA s. 53(1), and EPA s. 27 - Approval for a waste disposal site. rr-ECA-bb Environmental Compliance Approval: Provincial ECA On October 31, 2011, a smarter, faster environmental approvals system came into effect in Ontario. In the past, a business had to apply for multiple approvals (known as certificates of approval) for individual processes and pieces of equipment. Today, a business either registers itself, or applies for a single approval, depending on the types of activities it conducts. Businesses whose activities aren't subject to the EASR may apply for an ECA. A single ECA addresses all of a business's emissions, discharges and wastes. Separate approvals for air, noise and waste are no longer required. This database will also include Renewable Energy Approvals. A generator of regulated waste is required to register the waste generation site and each waste produced, collected, handled, or stored at the site. This database contains the registration number, company name and address of registered generators including the types of hazardous wastes generated. It includes data on waste generating facilities such as: drycleaners, waste treatment and disposal facilities, machine shops, electric power distribution etc. This information is a summary of all years from 1986 including the most currently available data. Some records may contain, within the company name, the phrase "See & Use..." followed by a series of letters and numbers. This occurs when one company is amalgamated with or taken over by another registered company. The number listed as "See & Use", refers to the new ownership and the other identification number refers to the original ownership. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the plan metric (X and Y) coordinates of that point with the coordinates of the same point as defined from a source of higher accuracy. Extensive information is available within this database including company names, place where the spill occurred, date of spill, cause, reason and source of spill, damage incurred, and amount, concentration, and volume of materials released. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). rr-NPCB-bb National PCB Inventory: Federal NPCB Environment Canada's National PCB inventory includes information on in-use PCB containing equipment in Canada including federal, provincial and private facilities. Federal out-of-service PCB containing equipment and PCB waste owned by the federal government or by federally regulated industries such as airlines, railway companies, broadcasting companies, telephone and telecommunications companies, pipeline companies, etc. are also listed. Although it is not Environment Canada's mandate to collect data on non-federal PCB waste, the National PCB inventory includes some information on provincial and private PCB waste and storage sites. rr-OOGW-bb Ontario Oil and Gas Wells: Provincial OOGW In 1998, the MNR handed over to the Ontario Oil, Gas and Salt Resources Corporation, the responsibility of maintaining a database of oil and gas wells drilled in Ontario. The OGSR Library has over 20,000+ wells in their database. Information available for all wells in the ERIS database include well owner/operator, location, permit issue date, and well cap date, license No., status, depth and the primary target (rock unit) of the well being drilled. rr-REC-bb Ontario Regulation 347 Waste Receivers Summary: Provincial REC Part V of the Ontario Environmental Protection Act ("EPA") regulates the disposal of regulated waste through an operating waste management system or a waste disposal site operated or used pursuant to the terms and conditions of a Certificate of Approval or a Provisional Certificate of Approval. Regulation 347 of the Ontario EPA defines a waste receiving site as any site or facility to which waste is transferred by a waste carrier. A receiver of regulated waste is required to register the waste receiving facility. This database represents registered receivers of regulated wastes, identified by registration number, company name and address, and includes receivers of waste such as: landfills, incinerators, transfer stations, PCB storage sites, sludge farms and water pollution control plants. rr-RSC-bb Record of Site Condition: Provincial RSC The Record of Site Condition (RSC) is part of the Ministry of the Environment's Brownfields Environmental Site Registry. Protection from environmental cleanup orders for property owners is contingent upon documentation known as a record of site condition (RSC) being filed in the Environmental Site Registry. In order to file an RSC, the property must have been properly assessed and shown to meet the soil, sediment and groundwater standards appropriate for the use (such as residential) proposed to take place on the property. The Record of Site Condition Regulation (O. Reg. 153/04) details requirements related to site assessment and clean up. Detail Report: This is the section of the report which provides the most detail for each individual record. Records are summarized by location, starting with the project property followed by records in closest proximity.

Distance: The distance value is the distance between plotted points, not necessarily the distance between the sites' boundaries. All values are an approximation.

Direction: The direction value is the compass direction of the site in respect to the project property and/or center point of the report.

Elevation: The elevation value is taken from the location at which the records for the site address have been plotted. All values are an approximation. Source: Google Elevation API.

Executive Summary: This portion of the report is divided into 3 sections:

'Report Summary'- Displays a chart indicating how many records fall on the project property and, within the report search radii.
