Route Profile: The Santa Fe Pick-Up

Ridership: Description FY13: 80,318 The Santa Fe Pick-Up Shuttle provides a variety of services FY14: 83,287 including: Increased 3.70%  Providing A.M. and P.M. feeder service to and from the Peak Vehicles: Santa Fe Depot Rail Runner Station 4 Buses  Circulating downtown Santa Fe and Canyon Road  Providing off route service upon request Headways:  Serving the Municipal Court by court request 15 to 20 mins. The Pick-Up primarily caters to tourists and commuters Vehicle Revenue transferring from the Rail Runner at the Santa Fe Deport. Major Miles: destinations along the route include the Santa Fe Plaza, the New FY13: No Data FY14: No Data Mexico State Capitol Building, the Canyon Road galleries, the No Change Cathedral Basilica of St. Francis of Assisi, the Main Library, Santa Fe City Hall and Convention Center. The service runs Vehicle Revenue Monday through Friday from 6:30 a.m. to 6:30 p.m. and Hours: Saturday from 7:30 a.m. to 4:30 p.m. There is no Sunday service. FY13: 3,528 Headways are sporadic at 15 to 20 minutes, or up to an hour, FY14: 3,528 depending on the vehicle operators’ other assignments. Passenger Trips Per Revenue Mile: Ridership FY13: No Data The overall ridership for the Santa Fe Pick-Up during the 2014 FY14: No Data fiscal year was 83,287 or about 232 one way trips per day. That No Change is a three percent increase from fiscal year 2013. The observed Passenger Trips ridership on the Pick-Up consisted of daily commuters and Per Revenue Hour: tourists transferring from the Rail Runner with final FY13: 22.77 destinations in downtown Santa Fe. By the numbers, the most FY14: 23.61 popular origin was the Santa Fe Depot, where upwards of 40 Increased 3.70% people transferred from the Rail Runner to two Pick-Up buses. The most popular destination was the Santa Fe Plaza, where 13 people were recorded disembarking. Other popular stops include the various stops along Canyon Road and the St. Francis Cathedral.

Operations and On-Time Performance On the observed runs, the Pick-Up took approximately 30 minutes to complete its scheduled route. The Pick-Up shuttles queue at the Santa Fe Depot for timed transfers with the Rail Runner. The driver advised that the Pick-Up deviates from its scheduled route to accommodate passengers transferring from the Rail Runner. Following the transfer from the 11:16 a.m. train, the shuttle had standing room only and headed directly to the Santa Fe Plaza stop where the vast majority of passengers wished to go. Following the deviation, the Pick-Up followed its prescribed route. The driver indicated that early morning trains are almost entirely full of daily commuters and the 11:16 a.m. train predominately carries tourists. Throughout the observed run, the driver was very personable and would point out major attractions to passengers along the way.

Bus Stops and Pathways Each Santa Fe Pick-Up bus stop location features a sign and pole without any dedicated bus stop amenities for waiting passengers. Some stop locations coincidentally have a bench or bike rack within close proximity. Pathways and sidewalks are plentiful throughout the downtown service area; however, the stops along Canyon Road and Palace Avenue have narrow sidewalks, less than thirty-six inches wide.

Transfers The Santa Fe Pick-Up coordinates service with the Rail Runner commuter train. During scheduled Rail Runner stops the Pick-Up will transport passengers from the Santa Fe Depot directly to the Santa Fe Plaza due to crush loads and high demand from passengers. During the Pick-Up’s service hours, the Rail Runner makes stops at the Santa Fe Depot at the following times:

Bus Safety, Security and Condition During the observed run, the bus was in good condition and was able to complete the route safely.

Comments The Santa Fe pick-up is attempting to do far too many things to be a dependable service. The feeder services fit in well with the short loop route, but the last second demands by the municipal court or other city departments make the route

undependable. Vehicle operators report that they must drop everything to pick up jurors immediately. One supervisor stated that he had a full load of commuters trying to connect to the train. The supervisor was ordered by the court staff to pick up the jurors at the risk of the 20 plus commuters missing their train. These special services should be eliminated from this service. The court should be given a van by Santa Fe Trails (under 15 passengers) and have one of their staff do the driving for the jurors.

Currently, many of the Pick-Up buses are not ADA accessible. Once Federal funds are in place all fixed route vehicles must meet the ADA accessibility guidelines. Transit staff are aware of the problem and are currently working to eliminate non-accessible vehicles from the route.

Route Profile: Route 1 – Agua Fria

Ridership: Description FY13: 131,081 The Agua Fria Route connects the Downtown Transit Center to FY14: 130,244 the Santa Fe Place Mall Transit Center via Agua Fria Street, Decreased 0.64% Airport Road, Paseo del Sol, Jaguar Drive and Camino Entrada.

Agua Fria primarily serves residential neighborhoods and low Peak Vehicles: 3 Buses intensity commercial developments. Some major destinations along the route include the Department of Motor Vehicles, Headways: Frenchy’s Park and various grade schools. The route runs on Weekday: 30 mins. weekdays from approximately 6:00 a.m. to 10:00 p.m. with 30 Weekend: 60 mins. minutes headways. Weekend service runs on 60 minute headways from approximately 8:15 a.m. to 7:45 p.m. on Vehicle Revenue Saturdays and 8:30 a.m. to 6:00 p.m. on Sundays. A map of the Miles: Agua Fria route can be found in Figure A-2. FY13: 182,376* FY14: 180,594 Ridership Decreased 0.98% The overall ridership for Route 1 during the 2014 fiscal year

was 130,244 or about 363 one way trips per day. Route 1 ran Vehicle Revenue Hours: 180,594 revenue miles and 12,193 revenue hours during FY2014 FY13: 12,314* resulting in 0.72 passenger trips per revenue mile and 10.68 FY14: 12,193 passenger trips per revenue hour. Daily and hourly ridership is Decreased 0.99% displayed in the table below.

Passenger Trips The observed ridership along Route 1 consisted primarily of Per Revenue Hour: daily commuters and was generated from residences along FY13: 10.65* Agua Fria Street, near the Agua Fria Elementary School and the FY14: 10.68 San Ysidro Church, and along Airport Road near the Increased 0.28% intersections with Camino Tierra Real and Paseo del Sol. The primary destinations for riders included the commercial park along Camino Entrada and the Santa Fe Place Mall. Ridership is higher on the inbound portion of the route in the mornings and on the outbound portion in the evenings. Additionally, there are a group of students that ride from the southern end of Agua Fria Street to the schools on Jaguar Drive.

Operations and On-Time Performance On the observed run, the bus ran approximately two minutes behind schedule at each time point. The driver advised that he aims to run a couple of minutes late to avoid arriving at stops too early. However, due to the bus running a couple of minutes late a connection was missed with Route 21, by a number of seconds, at the Santa Fe Place Transit Center. The driver also advised that he holds the bus at the Downtown Transit Center and at the Santa Fe Place Transit Center for a few minutes in the morning to avoid running early. During the run, multiple personal vehicles were observed overtaking the bus by crossing the double yellow line on Agua Fria Street; and in one instance forced the driver to slam on the brakes to avoid a near accident. The driver mentioned that during the school year, traffic on Agua Fria Street is backed-up due to multiple school speed zones causing the route to arrive late at the transfer centers.

Bus Stops and Pathways The majority of Agua Fria Street does not have a sidewalk or pathway, rendering many of the bus stops inaccessible even with the presence of a pad at most stops. The remainder of the route along Airport Road, Paseo del Sol, Jaguar Drive and Camino Entrada features sidewalks and bus stops with amenities such as benches and shelters.

Transfers The Agua Fria Route allows transfers to every route in the Santa Fe Trails system at its two transfer points at the Downtown Transit Center and the Santa Fe Place Transit Center.  Downtown Transit Center: Direct transfers were available to and from Routes 2, 6 and M.  Santa Fe Place Transit Center: Direct transfers were available to and from Routes 4 and 6. Due to Route 1 running a couple of minutes late a transfer was missed with Route 21 by a matter of seconds.

Bus Safety, Security and Condition During the observed run, the bus was in good condition and was able to complete the route safely. Passenger comments included poorly lit bus stops and lack of accessible pathways.

Comments A self-described “frequent rider” on the Agua Fria Route indicated that the bus typically runs five to 10 minutes late. Timing is very tight with transfers to the local routes; there is currently a one minute window for riders from Route 1 to transfer to Route 21. A number of vehicle operators stated that Route 1 routinely misses its connection with Route 21 to the community college. Riders then take the much longer Route 22. The driver did not call out bus stops.

Route Profile: Route 2 – Cerrillos

Ridership: Description FY13: 552,031 The Cerrillos Route connects the Downtown Transit Center to FY14: 543,986 the Santa Fe Place Transit Center via Cerrillos Road. The route Decreased 1.45% primarily serves retail and commercial business along the corridor. The route runs on the weekdays from approximately Peak Vehicles: 5:30 a.m. to 10:00 p.m. with 15 minutes headways. Weekend 6 Buses service runs on 30 minute headways from approximately 8:15

a.m. to 7:30 p.m. on Saturdays and 8:30 a.m. to 6:45 p.m. on Headways: Weekday: 15 mins. Sundays. A map of the route can be found in Figure A-3. Weekend: 30 mins. Ridership Vehicle Revenue The overall ridership for Route 2 during the 2014 fiscal year was Miles: 543,986 (highest in the system) or about 2,100 one way trips per FY13: 200,036 day. Because of the 15 minute headways the late routes do not have a significant impact on riders. The route runs late due to the frequent stops and high ridership. The schedule for this route does not reflect the amount of stops made.

Bus Stops and Pathways The Cerrillos Route has the most complete and most accessible bus stops in the entire system. Many of the stops have concrete shelters that are ADA accessible and Cerrillos Road has wide sidewalks for much of the trip from Downtown to the Santa Fe Place Mall. However, there are a number of locations where stops and pathways could use an upgrade.

Transfers Because the bus runs on 15 minute headways, transfers from other buses to Route 2 are never more than about a 7.5 minute wait.  Direct transfers were available at the Downtown Transit Center to and from Routes 4, 5, 6 and M.  Direct transfers were available at the Santa Fe Place Transit Center to and from Routes 21, 22, 24 and 26.  Transfers to the Rail Runner are also available throughout the day.

Bus Safety, Security and Condition The Cerrillos Road route has the highest ridership of any route in the system and runs along one of the major street corridors in Santa Fe. On the day of observation, several clearly inebriated individuals boarded the bus. Many of the passengers onboard indicated that this is a major problem on this route. During peak hours there is often a security guard on this route to help with disruptive passengers; private security officers were observed on several of the buses.

Safety is perceived as a major problem on this route by riders and vehicle operators alike. This problem, on the most important route in the city, will dissuade people from using the Santa Fe Trails service.

Comments  The route is typically 5 to 12 minutes late due to frequent stops. On the day of observation a passenger boarded on almost every other stop. The schedule is made up by shortening the layover time at the transfer centers.  Disruptive riders intimidate other riders. There was anecdotal evidence that some will not ride due to this problem.  Vehicle operators indicated that removing disruptive passengers from the bus is a lengthy process and makes other riders late and unhappy.  The vehicle operator called out all timing points and major stops.  Vehicle operators stated that when one vehicle catches up to the other they follow each other instead of “leapfrogging” as is often done in these situations.

Route Profile: Route 4 – Southside

Ridership: Description FY13: 130,664 The Southside Route connects the Downtown Transit Center to FY14: 137,163 the Santa Fe Place Transit Center via Cerrillos Road, Don Diego Increased 4.99% Avenue, Cordova Road, Saint Francis Drive, Pacheco Street, Siringo Road, Camino Carlos Rey and Rodeo Road. Southside is Peak Vehicles: a neighborhood route largely serving residential areas. Some 3 Buses major destinations along the route include the South Capitol Headways: Station Rail Runner Station, the Greyhound-TNM&O Bus Weekday: 30 mins. Station, the Post Office, Rodeo Plaza, and the Genoveva Chavez Weekend: 60 mins. Community Center. This route runs parallel to Route 6 between half and just over one mile apart. For the two miles on Rodeo Vehicle Revenue Road, from Camino Carlos Rey to Santa Fe Place, the routes use Miles: the same street. The route runs on weekdays from FY13: 144,757* approximately 5:45 a.m. to 8:00 p.m. with 30 minutes FY14: 145,152 headways. Weekend service runs on 60 minute headways from Increased 0.27% approximately 8:05 a.m. to 7:20 p.m. on Saturdays and 9:00 a.m.

Daily and hourly ridership is FY14: 0.94 displayed in the table below. Ridership was dispersed along the route, but the majority of boardings occurred along Siringo Road. The bus stops Siringo @ Llano and Siringo @ Yucca had the highest boarding rates outside of the transit centers. The most popular destinations included the Downtown

Transit Center, the downtown bus stop Sandoval @ Alameda, and the stop at St. Francis @ Cordova which is surrounded by retail and commercial development.

Operations and On-Time Performance During the observed off-peak run the outbound bus ran on time until the fourth time point at St. Michaels @ Pacheco were the bus ran two minutes early. At the third time point the bus was running five minutes early. Once the bus arrived at time point two, Rodeo Plaza, it was running seven minutes ahead of schedule. The driver indicated that the slack time is built into the schedule for the timed meet with the Rail Runner at the South Capitol Station. The driver advised that when the Rail Runner is not served, Route 4 typically runs three to four minutes ahead of schedule. The driver is not allowed to hold the bus at some time points because there is no room on the shoulder and the bus would block traffic on the two lane roads. To adjust the timing the driver circled the bus around Rodeo Plaza to re-approach time point two and hold until the scheduled departure time. The route also has a 15 to 20 minutes layover time for each one and a half hours.

Bus Stops and Pathways The entirety of the route is paralleled by sidewalks and trails. Bus stops at major destinations including the Genoveva Chavez Community Center, Rodeo Plaza, and Human Services Department have shelters and benches but the overwhelming majority of bus stops along Route 4 do not feature any amenities or improvements.

Transfers The Southside Route allows transfers to every route in the Santa Fe Trails system at its two transfer points at the Downtown Transit Center and the Santa Fe Place Transit Center. A missed connection with Route 1 was observed at the Downtown Transfer Center.  Downtown Transit Center: Direct transfers were available to and from Routes 2 and 5.  Santa Fe Place Transit Center: Direct transfers were available to and from Routes 2, 21, and 24.

Bus Safety, Security and Condition During the observed run, the bus’ air conditioner and lift were very loud and the engine struggled along some sections of the route. Additionally, the right turn from Pacheco Street to Siringo Road is a downhill turn with a large dip that, without slowing down to a crawl, will scrape the undercarriage of the buses.

Route Profile: Route 5 – Crosstown

Ridership: Description FY13: 48,548 The Crosstown Route connects the Downtown Transit Center to FY14: 48,925 Christus St. Vincent Regional Medical Center via Guadalupe Increased 0.78% Street, Alameda Street, Camino Alire, Agua Fria Street, Oasage

Avenue, and St. Michaels Drive. Some major destinations along Peak Vehicles: 3 Buses the route include Devargas Mall, the Santa Fe Senior Center, Frenchy’s Park, the Santa Fe University of Art and Design, and Headways: Christus St. Vincent Regional Medical Center. The route runs Weekday: 70 mins. on weekdays from approximately 6:30 a.m. to 7:50 p.m. with 70 Weekend: 70 mins. minutes headways. Saturday service runs on 70 minute headways from approximately 9:20 a.m. to 5:15 p.m. There is no Vehicle Revenue Sunday bus service on this route. Passenger Trips The observed afternoon ridership along Route 5 consisted of Per Revenue Hour: teenagers, families, older adults and tourists. The ridership on FY13: 10.11* the observed run was slightly skewed due a group of 21 FY14: 10.19 tourists attending the Art Festival at the Santa Fe University of Increased 0.79% Art and Design. The tourists traveled from the University to the Downtown Transit Center where they transferred to Route 2. Excluding the large group of tourists, the most popular stops along the route included Devargas Mall with four boardings, Cam Alire at Paseo de la Conquistadora with three boardings, and St. Vincent’s Hospital with three boardings and two alightings.

Additionally, there were a number of single boardings and alightings along St. Michael’s Drive and Agua Fria Street.

Operations and On-Time Performance The driver indicated that Routes 5 and 6 were interlined, which was observed previously in the day. However, following the arrival of Route 5 to the Downtown Transit Center the vehicle transitioned to Route M. On-time performance was mediocre with Route 5 running over five minutes late for a majority of the observed run. On the outbound trip, the bus ran 10 minutes late for the last two time points predominately due to a deployment of the lift for a person using a wheelchair. On the off-peak observation, the route ran hot having to wait for two minutes at a timing point. On the following inbound trip, the bus ran eight minutes late predominately due to a large group of tourist that needed to purchase bus passes. While these un-controlled variables exacerbated delays, the current schedule is built tight and does not allow for an un-expected delay like the ones mentioned above.

Bus Stops and Pathways The majority of Route 5 features adequate bus stops and pathways. However, a number of localized issues were observed. For example, the bus stops on Sabino Street, behind the Office Deport at Devargas Mall, do not have any pathways or amenities beyond a street curb. Additionally, it was observed that there is no pathway along St. Michaels Drive as it passes under St. Francis Drive/US-285.

Transfers The Crosstown Route allows transfers to Routes 1, 2, 4, 6, and M at the Downtown Transit Center and a transfer to Route 6 at St. Vincent’s Hospital.  Downtown Transit Center: Direct transfers were available to and from Routes 1, 2, and M upon arrival. The large group of tourists boarded Route 2 and two individuals boarded Route 1.  St. Vincent’s Hospital: A direct transfer was available to Route 5. The driver radioed ahead for Route 5 to hold so that one passenger could transfer.

Bus Safety, Security and Condition During the observed run, the bus’ windows were in poor condition. The driver’s window had a large long crack that spanned the width of the glass. Additionally, two passenger windows had large bull’s eye cracks.

Comments The large group of tourists that was picked up at Santa Fe University of Art and Design wished to go to the Santa Fe Fashion Outlets. The driver advised the group to take Route 5 to the Downtown Transit Center to catch Route 2 down to Santa Fe Place to connect with Route 26. Whereas, the most direct route would’ve been to walk two blocks to Cerrillos Road to catch Route 2 directly to Santa Fe Place.

Route Profile: Route 6 – Rodeo Road

Rodeo Road. The Rodeo Road Route mostly serves residential Peak Vehicles: 3 Buses neighborhoods but also provides service to commercial developments, schools, medical facilities and community Headways: attractions. Some major destinations along the route include the Weekday: 60 mins. State Capitol, St. Vincent’s Hospital, the Genoveva Chavez Weekend: 60 mins. Community Center, the Santa Fe Rodeo and a number of other attractions. Routes 6 and 4 parallel each other running north Vehicle Revenue and south, and both routes serve the same two mile stretch of Miles: Rodeo Road just to the east of Santa Fe Place. This route runs on FY13: 85,308* weekdays from approximately 5:40 a.m. to 8:00 p.m. with 60 FY14: 84,267 minutes headways. Saturday service runs on 60 minute Decreased 1.24% headways from approximately 9:10 a.m. to 7:00 p.m. There is no

The observed ridership along Route 6 was very light during the morning run and consisted exclusively of daily commuters. There was one boarding at Santa Fe Place and one boarding at Rodeo Road @ Yucca Street. The two observed alightings occurred on Zia Road @ St. Francis Drive and the Downtown Transit Center.

Operations and On-Time Performance On the observed run the bus ran on time. The bus held at the Rodeo Plaza time point for two minutes because it was running early. While the route does meander through many neighborhoods on the southeast side of the city the driver indicated that demand for the service is high in these neighborhoods and due to the street network there is not a more efficient way to serve these areas without the addition of extra routes.

Bus Stops and Pathways One stretch of Rodeo Road between the intersection with Galisteo Road and Sawmill Road does not have sidewalks. The bus stops along this stretch consist of a sign and a pole. Additionally, a few of the bus stops along this route were overgrown with vegetation.

Transfers The Rodeo Road Route allows transfers to every route in the Santa Fe Trails system at its two transfer points at the Downtown Transit Center and the Santa Fe Place Mall Transit Center. The route also allows for transfers at St. Vincent’s Hospital.  Downtown Transit Center: Direct transfers were available to and from Routes 1, 2, 4 and a New Mexico Department of Transportation Park and Ride Coach. Nine passengers transferred from the Park and Ride Coach to Route 6.  Santa Fe Place Mall Transit Center: Four Santa Fe Trails buses were laying over and one NCRTD bus.  St. Vincent’s Hospital: A direct transfer was available to and from Route 5.

Bus Safety, Security and Condition During the observed run, the bus was very noisy due to the wheelchair lift and fold down seats rattling very loudly.

Comments Route 6 was detouring due to road work along Botulph Street. The driver indicated that passengers have difficulty getting to the hospital on Sundays as there is no service to the hospital on either route that serves it. This route crosses many speed humps. In other cities speed humps have gaps for emergency and transit vehicles to pass over unobstructed. The gaps are too wide for personal vehicles. Speed humps on transit vehicles are harsh, particularly for the elderly or persons with disabilities.

Many of the stops along Governor Mills Road serving gated residential areas are along walls and fences and not at the entrances of the communities. Along Richards Avenue, near Willow Back Road, there is an area that has a stop on the southbound portion of the road only. As a rule, if there is a stop on one side of the road there should be a stop on the other side as well. The driver has heard complaints about this stop. Additionally, there is a daycare on the opposite side of the road from the community college that is heavily used by parents. These riders have requested an additional stop at the daycare facility.

Transfers The Community College Route allows transfers to Routes 1, 2, 4, 6, 22, 24 and 26 at the Santa Fe Place Mall Transit Center. Direct transfers were available to and from Routes 1, 4, 24 and 26 upon arrival.

Major destinations along Headways: the route include Super Wal-Mart, the Human Services Weekday: 60 mins. Department, the NM 599 Rail Runner Station, and the Institute Weekend: No Service of American Indian Arts. It traverses South Cerrillos Road in duplication with Route 26. The route runs on weekdays from Vehicle Revenue approximately 7:10 a.m. to 6:20 p.m. with 60 minutes headways. Miles: A map of the route can be found in Figure A-8. FY13: 57,283* FY14: 57,954 The route only makes select runs to the Rail Runner at 599. Increased 1.17% Students wishing to take a mid-day train south must travel to

This adds about an hour to the mid-day trip. Operations and On-Time Performance Route 22 is consistently behind schedule. The schedule is tight on the standard route and the route runs at least one timing point behind for the 599 tripper runs. Route 26 duplicates the portion of Route 22 along Cerrillos Road. Route 26 also runs hot. The schedule needs to account for the long process of transferring passengers at the 599 station. The driver indicated that by the time passengers have board and the bus is departing the 599 station the schedule already has the vehicle at the next timing point.

The portion of the route between Interstate 25 and Santa Fe Community College consists of meandering rural roads and much dead space. Route 21 serves the community college much faster than the 22.

Bus Stops and Pathways The primary bus stops are the Santa Fe Place Transfer Center, the Human Service Department, and at the Institute of American Indian Arts. All of the stops along Cerrillos Road and at the timing points were accessible. Many of the stops in the more rural areas south of Interstate 25 are not located in areas with sidewalks or pedestrian infrastructure of any kind. The driver indicated that multiple passengers have requested an additional stop at the Santa Fe Place Mall, near the Harley Davidson. The stop at the Human Service Department is difficult for the bus to access and requires an awkward turn around in a loading bay of an adjacent business.

Transfers The Rancho Viejo Route allows transfers to Routes 1, 2, 4, 6, 24 and 26 at the Santa Fe Place Transit Center. Direct transfers were available to and from Routes 1, 2, 4, 21 and 26 upon arrival.

Weekend service runs on 70 minute headways with Vehicle Revenue service from 8:18 a.m. to 6:48 p.m. on Saturdays and 8:18 a.m. to Miles: 5:38 p.m. on Sundays. Observed afternoon ridership had more than doubled from the morning run and was much more geographically varied. The busiest afternoon stops included the Santa Fe Place Transit Center, the bus stop on Airport Road @ Zepol Road, and the bus stop on Country Club Road @ Camino Rojo.

Operations and On-Time Performance During the observed morning run, the bus ran on-time without any issues. During the run observed in the afternoon, the bus left Santa Fe Place running two minutes late and at the Paseo Del Sol West time point the bus was running approximately 13 minutes late. Returning to the Santa Fe Place Transit Center, the bus had made up time and arrived eight minutes behind schedule.

Bus Stops and Pathways The entirety of Route 24 is paralleled by sidewalks. The majority of bus stops along the route feature amenities such as benches, shelters and trash cans. All bus stops are accessible via sidewalk networks.

Transfers The Country Club Route allows transfers to Routes 1, 2, 4, 6, 21, 22 and 26 at the Santa Fe Place Transit Center. Direct transfers were available to and from Routes 2, and 21 upon arrival.

Bus Safety, Security and Condition During the observed run, passengers complained that the bus was very noisy with the engine straining, sounding similar to a loud motorcycle, and loud noises coming from the air conditioning unit.

Comments The driver of the route said that he gets request from riders to extend the route to provide airport service.

Route Profile: Route 26 – South Cerrillos

Ridership: Description FY13: 10,155 The South Cerrillos Road Route connects the Santa Fe Place FY14: 10,250 Transit Center to the Fashion Outlets of Santa Fe via Cerrillos Increased 0.94% Road. Route 26 serves commercial and retail destinations with

some major destinations including the Santa Fe Place Mall, Peak Vehicles: 1 Bus Super Wal-Mart and the Fashion Outlets of Santa Fe. This route runs on weekdays from 8:05 a.m. to 7:05 p.m. with 70 minutes Headways: headways. Weekend service also runs on 70 minute headways Weekday: 70 mins. from 8:38 a.m. to 6:28 p.m. on Saturdays and from 8:38 a.m. to Weekend: 70 mins. 5:18 p.m. on Sundays. This route virtually duplicates Route 22 on Cerrillos Road. Route 26 interlines with Route 21 on Vehicle Revenue weekdays and with Route 24 on the weekends. A map of the Miles: route can be found in Figure A-10. FY13: 20,008* FY14: 19,965 Ridership Decreased 0.22% The overall ridership for Route 26 during the 2014 fiscal year

was 10,250 or about 29 riders per day. Route 26 ran 19,965 Vehicle Revenue revenue miles and 2,016 revenue hours during FY2014 resulting Hours: FY13: 2,025* in 0.51 passenger trips per revenue mile and 5.08 passenger FY14: 2,016 trips per revenue hour. Route 26 has the distinction of being the Decreased 0.45% route with the lowest ridership in the entire system with just under one percent of the total annual system ridership. Operations and On-Time Performance On the observed run, the bus left the Santa Fe Place Transit Center nine minutes behind schedule. The bus ran approximately eight to nine minutes behind schedule until the stop at the Fashion Outlets where the driver made up time with a scheduled layover. The bus ran four minutes behind schedule at the next Wal-Mart stop and by the time it arrived at the Santa Fe Place Transit Center the bus was only one minute behind schedule. Vehicle operators state that this bus runs late.

Bus Stops and Pathways The vast majority of the South Cerrillos Route is accompanied by sidewalks and pathways with the exception of a two block area to the immediate north and the area directly south of the Super Wal-Mart along Cerrillos Road. The bus stops along the route are accessible with connecting sidewalks and concrete pads. The bus stops at Super Wal-Mart and the Fashion Outlets have signs and schedules. The Wal-Mart stop is located at the far end of the parking lot and poses a major impediment to using this route to what should be one of the most popular destinations in the system.

Transfers Route 26 allows transfers at the Santa Fe Place Transit Center to Routes 1, 2, 4, 6, 21, 22 and 24. Four Santa Fe Trails buses were laying over and one NCRTD bus.

Bus Safety, Security and Condition During the observed run the bus was in good condition. Near the Super Wal-Mart the bus was forced to make a sharp right turn from Herrera Drive to Hernandez Road where the bus must go into the opposing lane of traffic or clip the curb to complete the turn.

Comments Route 26 is a short route that currently requires less time to run than is scheduled. The route serves the two major destinations of the Super Wal-Mart and the Fashion Outlets with little to no other ridership. This route and Route 22 duplicate each other through the entire course of Route 26; approximately 2.3 miles each way.

Weekend: 60 mins. Ridership Vehicle Revenue The overall ridership for Route M during the 2014 fiscal year Miles: was 18,587 or about 50 riders per day. The route meanders through upscale neighborhoods that result in little ridership between the college and downtown. This route operates throughout the day and it competes with the Pick-Up service which also shuttles people up to Museum Hill. The route also operates during

hours and days when school is not in session. Students complained that the service does not operate at night.

Bus Stops and Pathways Bus stops are not ADA accessible on Route M once the route leaves downtown. The streets do not have sidewalks. On the days of observation the bus could not reach the museum stop as a result of the preparations for the art festival.

Transfers Route M allows transfers at the Downtown Transit Center to Routes 1, 2, 4, 5, and 6. Direct transfers were available to and from Routes 1, 2, and 4.

Safety, Security and Bus Condition The smaller bus was in good condition and riders had no complaints about safety or security issues.

Comments Routes primarily serving educational facilities may be able to adjust schedules according to when school is in session. During other days, the route’s schedule should be coordinated with Museum hours. The driver did not call out timing points or major stops although the bus was empty for the majority of the run.

Route Profile: NM 599 Station Shuttle

Description Ridership: The NM 599 Station Shuttle connects the NM 599 Rail Runner FY13: 11,695 Station with the Santa Fe Place Transit Center via Avenida Del FY14: 12,555 Sur, Cerrillos Road, Rancho Viejo Boulevard, Bisbee Court, and Increased 7.35% Jaguar Drive. The major destinations along the route include Peak Vehicles: the NM 599 Rail Runner Station, the New Mexican Plaza, 2 Buses Camino Entrada and the Santa Fe Place Transit Center and Mall. The service runs Monday through Friday from 6:25 a.m. Headways: to 9:16 a.m. in the mornings and 4:02 p.m. to 5:47 p.m. in the Morning: ~60 mins. evenings. This is a feeder route that serves the Rail Runner, Evening: ~40 mins. which maintains approximately 60 minute headways in the morning and 40 minute headways in the evening. This route Vehicle Revenue travels a path similar to the NCRTD NM 599 Shuttle meeting Miles: northbound trains in the morning and Southbound trains in the FY13: 25,250 evening. It also traverses some of the same areas as Santa Fe FY14: 25,351 Trails Route 22. A map of the route can be found in Figure A-12. Increased 0.40%

Vehicle Revenue Ridership Hours: The overall ridership for the NM 599 Station Shuttle during the FY13: 1,492 2014 fiscal year was 12,555 or about 50 riders per day. This was FY14: 1,498 over a seven percent increase from the previous year. The Increased 0.40% route meanders through Santa Fe, picking up one or two passengers at a time, with 3 to 4 picked up at stops close to the Passenger Trips station. The 45 foot over the road coach maneuvered down Per Revenue Mile: many side streets. FY13: 0.46 FY14: 0.50 Transfers Increased 8.70% The NM 599 Shuttle coordinates service with the Rail Runner

commuter train. A number of inbound and outbound trips are Passenger Trips timed to coincide with train arrivals and departures. Comments There are a number of similarities with an NCRTD route and a Santa Fe Trails route. There are possibilities to better coordinate these three routes to provide maximum coverage.

The use of the over the road coaches make the route difficult to maneuver and slows down the service, perhaps adding up to 8 - 10 minutes to this route. Persons using wheelchairs would slow the service even more as the over the road lifts are much slower to use than the ramps common on fixed route currently.

Description Ridership: The northbound morning Purple Shuttle connects to the Purple FY13: 693 Route which operates as the first service in the morning from FY14: 469 Albuquerque to Los Alamos. The buses meet at the 599 Rail Decreased 47.76% Runner station. The shuttle operates in the early morning,

before the Rail Runner is operational, and allows riders from Peak Vehicles: 1 Bus the south to access Santa Fe. This route runs once per day, departing the NM 599 Rail Runner Station at 5:11 a.m. and Headways: arriving at its terminus, the Santa Fe Rail Yard, at 5:33 a.m. The One Run northbound Purple Shuttle’s schedule is below. The service has very limited utility. A map of the route can be found in Figure Vehicle Revenue A-13. Miles: FY13: 2,750 Northbound Purple Shuttle Schedule FY14: 2,761 Increased 0.40% NM 599 Station South Capitol Station Santa Fe Rail Yard 5:11 a.m. 5:28 a.m. 5:33 a.m. Vehicle Revenue Hours: Ridership FY13: 146 The overall ridership for the northbound Purple Shuttle during FY14: 146 the 2014 fiscal year was 469 or about 2 riders per day. This No Change segment of the Purple route experienced over a 47 percent drop in ridership (about 1 rider per day) from fiscal year 2013 to Passenger Trips 2014. Per Revenue Mile: FY13: 0.25 Transfers FY14: 0.17 The northbound Purple Shuttle runs so early in the mornings Decreased 47.06% that none of the areas public transit routes are operational. Of Passenger Trips the entire Santa Fe Trails System, the earliest routes to leave the Per Revenue Hour: downtown area begin operation around 6:15 a.m. which would FY13: 4.75 leave about a 45 minute layover for passengers wishing to FY14: 3.21 transferring. Comments This is a very low productivity route that provides service in place of the early morning Rail Runner Train that was replaced with the Purple Route which concentrates on taking commuters to Los Alamos.

Ridership: Description FY13: 14,610 The Eldorado to Santa Fe Route connects the Agora Parking Lot FY14: 6,636 in Eldorado to the Downtown Transit Center in Santa Fe via US Decreased 54.57% Route 285, Interstate 25, St. Francis Drive, Cerrillos Road and Paseo De Peralta. The route serves a number of major Peak Vehicles: destinations including St. Vincent Hospital, the Simms 1 Bus Building, the South Capitol Rail Runner Station and the Old PERA Building. The route primarily serves commuters coming Headways: into Santa Fe, three inbound morning trips are provided, 71 mins. starting at 7:10 a.m., and three outbound trips are provided Vehicle Revenue with service ending at 5:52 p.m. A map of this route can be Miles: found in Figure A-15. FY13: 50,533 FY14: 37,900 Ridership Decreased 24.99% The overall ridership for this route during the 2014 fiscal year was 6,636 or about 26 riders per day. The route ran 37,900 Vehicle Revenue revenue miles and 1,250 revenue hours during FY2014 resulting Hours: in 0.18 passenger trips per revenue mile and 5.31 passenger FY13: 2,000 trips per revenue hour.

The morning and late afternoon runs have the highest ridership while the midday runs are often empty. Transfers The Eldorado to Santa Fe Route allows transfers to the Rail Runner at the South Capitol Station and transfers to Santa Fe Trail’s routes at the Downtown Transit Center.

Bus Safety, Security and Condition During the observed run, the bus was in good condition and was able to complete the route safely.

Comments This route is scheduled to be revised to allow for a mid-day return and the other runs will be configured for maximum utility.

Route Profile: NM 599/Madrid

Ridership: Description FY13: 5,915 The NM 599 Route serves a very specific purpose; to take FY14: 7,438 commuters from the Rail Runner NM 599 Station and connect Increased 25.74% them to federal, state and county employment locations to the south of the station. The route has three morning outbound Peak Vehicles: connections with the Rail Runner at 5:49 a.m., 6:20 a.m. and 7:23 1 Bus a.m. There is one afternoon inbound connection at the NM 599 Station at 4:34 p.m. This route operates in similar fashion to Headways: the NMDOT NM 599 Shuttle and Santa Fe Trails Route 22. Vehicle Revenue Ridership Miles: The overall ridership for the NM 599 Route during the 2014 FY13: 23,253 fiscal year was 7,438 or about 30 riders per day. The route ran FY14: 41,500 41,500 revenue miles and 1,625 revenue hours during FY2014 Increased 78.47% resulting in 0.18 passenger trips per revenue mile and 4.58 passenger trips per revenue hour.

Vehicle Revenue Hours: The observed ridership along the route was entirely commuters FY13: 1,000 from the Rail Runner service connecting to employment FY14: 1,625 locations near the station. The continuation service south to Increased 62.50% Madrid was not observed.

Passenger Trips Operations and On-Time Performance Per Revenue Mile: This route operates on time as it is crucial to have timed FY13: 0.25 connections with the Rail Runner service. This route servers a FY14: 0.18 Decreased 28.00% specific commuting purpose in the morning and afternoons.

Bus Safety, Security and Condition This route serves a Homeland Security site, a federal and state prison as well as the Santa Fe County Jail. All passengers will have their identification cards checked as they pass through security check points along this route.

Comments The service was recently expanded to connect with Santa Fe Trails at the Santa Fe Place Mall transfer center as well as continuing south from the NM 599 Station out of the MPO planning area to Madrid. This route should be coordinated with the other routes serving the 599 Rail Runner Station.
