EXPLANATION. - ' Each Parish has be:en taken from its head, or farthest point from tho sea-shore ; every plantation put by rotation as they occur, coming from one to the other, according to their locality, on the Prairies or Bayous in each Parish. The River Parishes are so arranged as to commence first on the right side, next upon the left side of the Missi>sippi River. West and East Feliciana and East Baton Rouge are all on the left side of the Mississigpi River, one single plantation excepted : W. B. Turnbull's, on Red River Island. Pointe Coupee and West Baton Rouge are entirely on the right side of the Mississippi. The Parishes of Assumption and Lafourche Interior are exactly as the River Parishes, right and left. This is as far as sea· faring vessels go, and the distances are given.' Please, how· ever, note that sea vessels go into the Bayou Teche as far up New Iberia, where great quantities of Sugar and Molasses are shipped and cleared at the Franklin Customhouse, in thtt Parish of St. Mary, dire.ct to the Atlantic markets. The Cane culture in this State is well known to be exposed to certain unfavorable vicissitudes to which it is not liable in more southern latitudes, and hence its past history presents remarkable fluctuations in the product, as will be seen by the annexed statement, which gives the crop of each year, from 1828 to 1861, inclusive-a period of thirty-two years : Crop of 1861...... 459,410 hhds. INTRODUCTION.

At the date of my last annual report, 20th February, 1861, the Sugar interest of Louisiana was prosperous, and the pros­ I pect of a good crop was most encouraging. The ground was well prepared, a great deal of Cane had been planted, and the weather was mild and favorable. The fine condition of the Seed Cane, and the satisfactory state of the soil, witlr the quantity of land under cultivation, induced me to entertain flattering hopes of a large yield ; a combination of favorable· circumstances seemed to confirm these hopes, and to promise very satisfactory results. These gratifying prospects continued in a great measure throughout the Spring and Summer, and the Planters of Louisiana were enabled to commence grinding at a remarkably early period. The last season presents quite a con­ trast as compared with that of 1860, which was very dry during the Spring ; excessively stormy in the l11te Summer and early Fall, cll.using very great destruction in many sections of Louisi­ ana, embracing the most productive Sugar regions of the State; in some loc11lities submerging entire plantations with sea water, and in others destroying not only the Cane, but also Sugar­ Houses and Purgeries, which were blown down, doing great and serious damage to machinery and other property. The season for grinding was most favorable and proved un­ usually propitious, ltnd a very large crop was realized, although the yield of the Cane was not liberal at first, some Planters having commenced grinding at an earlier period of the year than ever before known in Louisiana. Could the Planters have foreseen so mild and pleasant a winter, so favorable a season for taking off their crops, a materially larger yield would have beP.n produced. It has been an established custom for years, with many Planters to windrow their Cane in November, which in many previous seasons proved of great advantage to them, but this season, the result was very unsatisfactory, some plantations having scarcely made more than half the yield they probably would have realized had they not windrowed. As to the crop now under cultivation, I regret to state that the general promise is most unfavorable. As usual a large crop was aimed at, but owing to the numerous disastrous cre­ vasses which have inundated a large portion of many of the most productive Sugar Parishes of the State, and the di~ s­ ters attending the war, the crop will fall very far shorr of nu that o( last year, even under the most favorable auspices dur­ ing the balance of the season. A considerable portion of the Cane-growing country hos been disturbed, while some planta­ tions are left almost entirely bare of working hands.

• INTRODUCTION.

La terra avail ete bien preparee, une grande quantile de cannes plantee, et Ie temps etait doux et favorable. L e bon etnt du plant de cannes ainsi que celui de Ia grande etendue de terres en culture, me faisaitesperer une grande recolte; une suite de circonstnnces favorables semblail confirmer notre espoir, et promettre d'heu­ reux resultats. Cette perspective encourageante sc prolongea pendant le printemps et l'ete, et les Planteurs de Ia Louisiane purent de bonne heure commencer Ia roulaison. La derni~re soison offre un contraste a cclle de 1860, qui fut trcs-seche au printemps, orageusf' a Ia fin de l'Ete, et au commencement de I'au tomne, ce qui causa des degi\.ts considerables dans les principales regions sucrillres de l'Etat, l'eau de mer submer­ geant des plantations dans certaines localitlls et detruisant dans d'autres non seulement Ia cnnne, mais encore les sucreries et purgeries, ninsi que les moulins et machines qu'elled conte­ naient. La saison fut tres-favorable a In roulaison, et !'on fit uno belle recoltc, quoique lc rendement de In Cannc ne fut pas con­ siderable en premier lieu; quelques planteurs ayant commence \ beaucoup plut6t que jamais en Louisiane. S'Js avaient pu pre­ voir un hiver aussi doux et une saison aussi propice, Ia r6colte cut ete bien plus considerable. Depuis longtemps beaucoup de Planteurs avaient adopte !'usage d'entasser leur Cannes dans les sillons en N ovembre, et s'en etaient bien trouves jusqu'alors ; mais cette fois ce moyen n'eut pas le m6me succes, et sur quel­ ques habitations on fit a peine In moitie de ce qu'on nurait fait ~i on ne l'avait pas adopte. Quant a Ia presente recolte, elle se presente sous un aspect tn!s-defavorable. Com me a l'ordinaire, on a beaucoup plante. Mais l'inondation caus6e par les crevasses dans plusieurs des plus fortes paroisses sucrieres de l'Etat et les desastres de Ia guerre reduiront Ia recolte actuelle il. un ehiffre bien in­ lerieur a celui de Ia derniere, meme sous les auspices las plus fuvorables pour le reste de Ia saison. Une grande partie du pays X c ultiv~ en cannes a ~~~ derange et sur plusieurs habitations, on manque pre~qn'enti~rement de bras pour Ia culture.

In my report of the crop of each plantation, I have, a.s much as it has been in my power, extend'e'd ~he crops in actual hogsheads, and paid no regard whatever to either the quantity in pounds, value or quality of their contents, as every one is aware that they differ materially in all these particulars. But very few planters are opposed to this method of reporting their crops, and these are to be found amongst those working by the different new processes, whilst others reproach me with wishing to swell the extent of the crop of Louisiana. I should like to have them reflect on the difference it would make in my report if I was to call a hogshead 1000 pounds, as some of them would have me to do. No one could understand where so mauy hogsheads of Sugar had been found by me, when no one else could see them. Let it be well understood that the different plantations of L ouisiana furnish to the com mcrce of the country, hogsheads of considerable difference, as well in value as in weight and quality of contents. It is well ltnown that our planters do not make hogsheads of the same size, and there is a wide margin in some of them. I n making my estimate of the total amount of the crop in pounds, I have concluded, after due investigation, to adopt the ratio of 1150 pounds per hogshead, as being the proper esti­ mate upon the gross amount of the total crop-the Sugar having been generally of a good quality. The product of seventy plantations, worked by the vacuum and other new processes, and amounting to 58,469 hogsheads, I class as a distinct and separate article, some being refined, clarified, etc, and all these planters working their cistern Sugars, and a few even some of their l\1olnsses, which are returned in their crops as Sugar, although oftentimes of a rather inferior quality. 44

I have found, that of the Sugar-houses in operation in this State, some 1291 of them have given an aggregate production of 459,4LO hogsheads Sugar, weighing, according to my estitnnte, 528,321,500 pounds of all sorts, including the cistern bottoms, I 027 of the plantations being worked by steam and 264 by horsE' power. The production of Molasses has been as large as the previous season ; I have, therefore, thought that about 70 gallons per thousand pounds sug,u would be a proper esti­ mate ; say about 36,982,505 gallons, against 18,414,550 the year prev 10 us. J'aime­ rais a les voir reflechir et considerer Ia difference que cela ferait dans mon releve de Ia recolte, si j'etablissais une moyenne de mille Jivres au boucaut, comme quelques-uns d'eux vou­ draient que je fisse ; on pourrait avec raison demander oil je trouve autant de boucauts de sucre, que personne ne verrait que moi-meme. Je desire done, qu'il soit bien entendu que je pretends dire que les habitations sucrieres de Ia Louisiana four­ nisscnt au commerce du pays des boucauts de sucre de toutes capaciu!s, ainsi que de toutes qualites. Du 1·este, chacun sait fort bien que nos planteurs ont le droit de jaire leurs boucauts de la grandeur qui leu1· convient. En faisant mon estime du total de Ia recolte en livres, j'ai pense d'apres mes recherches faites, qu'il serait ratione! d'adop­ t er un average de 1150 livres par boucaut, sur Ia totalite de Ia re­ colte. Les sucres ayant eu! generalement de bonne qualitc. L e produit de 70 habitations exploitees par le vacuum ou nouveaux procedes, se montant a 58,469 boucauts, je clnsse comme un article a part, tel que sucre rafine, clarifie, etc., etc. Les proprictaires de ces ditferentcs manufactures me rapporten t 46 dans leurs recoltes, les fonds de citernes, et quelques uns, m~me du sucre de melnsses, parfois d'ussez mauvaise qualite. J'ai trouve parmi les suoreries en operation dans l'Etat, que 1,291 ont produit 459,410 boucauts sucre, pesant ensemble 528,321,500 livres, de toutes sortes · y incluant les fonds de citernes selon l'estime que j'en ai fait; sur 1027 des susdites habitations on se sert de vapeur, et sur 264 de chevaux comme force motrice. Le produit des melasses a the aussi abondant que dans l'annee precedente, j'ai, en consequence, pense qu'environ 70 gallons par mille livres de sucre serait un estime convenable, c'est-a-dire, 36,982,505 gallons, oontre 18,414,550 l'ann6e derniere.
