Sterling/Fair Haven Comprehensive Plan COVER This document was originally adopted by the Town of Sterling Town Board on July 19, 2010 and by the Village of Fair Haven Village Board of Trustees on September 13, 2010. The Village of Fair Haven Village Board of Trustees adopted amendments to this document on June 19, 2018 regarding information about the Central Business and Bayfront Districts in the History portion of Section 1, and the goals and objectives for the Village in Section 3. Specific pages added or amended by the Village include page 12a, 60-68, 69a and 69b. The Town of Sterling Town Board adopted amendments to this document on September 24, 2018 regarding updating certain statistical data in Section 1, the goals and objectives for the Town in Section 3, and the amendments previously adopted by the Village on June 19, 2018. Specific pages amended by the Town include page 12, 14, 17, 27, 30, 35 and 46-53. The Village of Fair Haven Village Board of Trustees adopted the amendments from the Town of Sterling described above on November 13, 2018. Chief among those deserving such recognition are the citizens of the Town of Sterling and Village of Fair Haven whose vision and values formed the foundation upon which this document is based. Whether they participated in the visioning sessions held in the summer of 2006 or took the time to fill out the lengthy survey that was mailed out to every household in the Town and Village, this plan can only be considered reflective of the public will because of their thoughts and input. COMPREHENSIVE PLAN COMPREHENSIVE Further, thanks must be given to Hon. James Walsh who, in his time as representing New York’s 25th Congressional District, was able to secure the funds necessary to support its completion. The Cayuga County Department of Planning and Economic Development provided the profes- 3 sional support staff used in the development and preparation of this plan. The Fair Haven Beach State Park served as the gracious host of the visioning sessions and the Central New York Regional Planning and Development Board provided professional services in the beginning stages of the plan development. Planner, Cayuga County Planning & ED Note to the Reader: How To Use This Document At first glance, comprehensive plans can seem unwieldy – they are big, bulky and its hard to figure out just how to get the information that you want. As you’ll find if you read this plan cover to cover, all of the information is where it is for a reason. For those of you who don’t need extra bedtime reading and know just what they are looking for - here’s a quick overview: Section 1 – Inventory and Analysis of Existing Conditions Chocked full of facts and figures, graphs and charts, Section 1 provides the reader with a clear view of the demographics, natural resources, economic conditions, etc. of the town and village, just as it did the COMPREHENSIVE PLAN COMPREHENSIVE joint comprehensive planning committee. Section 2 – Community Surveys This section summarizes the community surveys that were conducted in 2007 throughout the town and 4 village. These surveys, combined with the information gathered in the community visioning sessions and existing conditions (section 1) provide the basis for the plan’s goals as well as the objectives for achieving each goal. | | Section 3 – Goals & Objectives This is the real meat of the plan. The town and village worked together to chart a common way forward by identifying common themes in the surveys and visioning sessions and verbalizing those common themes as goals. Both the town and village also described ways to achieve each goal – called objectives. Each was prioritized as either a short, medium or long term objective and the joint comprehensive planning committee identified key organizations who may be willing to collaborate with the town and village to achieve the objectives. A summary of the town and village goals can be found on the next page. Section 4 – Maps STERLING & FAIR HAVEN & FAIR STERLING You will find as you read through the document that the text often refers to a map or set of maps. This is the section you’ll find them in. Check them out – we think they are very informative! Section 5 – Other Data This section includes all of the hard data that was compiled as part of the comprehensive planning research process. Nowak The College at Brockport, State University of New York January 2010 Located midway between Rochester and Oswego, New York, Port Bay is one of southern Lake Ontario’s larger but relatively shallow (<25 feet) embayments. The perimeter of the bay is primarily residential, but portions of the shoreline and watershed are part of the Lake Shores Marshes Wildlife Area. Wolcott Creek is the major tributary of Port Bay and drains ~27 mi2 of land that is mostly in agriculture.

Milano, December 28, 2006 Concurred: U.S. Office of Ocean and Coastal Resource Management, April 17, 2008 This Local Waterfront Revitalization Program (LWRP) has been adopted and approved in accordance with provisions of the Waterfront Revitalization of Coastal Areas and Inland Waterways Act (Executive Law, Article 42) and its implementing regulations (6 NYCRR 601). Federal concurrence on the incorporation of this Local Waterfront Revitalization Program into the New York State Coastal Management Program as a routine program change has been obtained in accordance with provisions of the U.S. Coastal Zone Management Act of 1972 (P.L. 92-583), as amended, and its implementing regulations (15 CFR 923).     1 Sodus Bay Wayne County, New York Joseph C. Makarewicz and Matthew J. Nowak The College at Brockport, State University of New York January 2010 Sodus Bay is one of Lake Ontario’s major embayments separated from the lake by a 7,500-foot long barrier beach. The bay is located in Wayne County, New York, and is 4.4 miles in length and 2.4 miles across. This major point of access to Lake Ontario contains 12 marinas, 13 waterfront restaurants, 2 public access sites, a public beach, and a sailing school. The 46- mi2 Sodus Bay watershed is composed of land that is 30% agriculture, 4% developed land, 61% forest, and 4% wetlands. First Creek, Second Creek, Third Creek, Sodus Creek West, Sodus Creek East (Glenmark Creek), and Clark Creek empty into this bay. Sodus Bay has nuisance algae and macrophytes Sodus Bay, New York which can cause beach closings. This short report provides a synopsis of data collected monthly from May through September (2003 to 2009) on the water quality of Sodus Bay and the lakeside (swimmable depth) of Lake Ontario near the bay. Phosphorus is of concern as it stimulates the growth of plants, causing blooms of algae such as Cladophora. Both lakeside and creek total phosphorus (TP) levels exceeded the NYSDEC ambient guideline of 20 µg P/L for phosphorus concentration. Average TP levels (Fig. 1a) in the lakeside waters (43.9+10.4 µg P/L) were slightly higher than Sodus Bay concentrations (33.2+5.3 µg P/L) while bay soluble reactive phosphorus (SRP) levels (6.6+0.9 µg P/L) were similar to lakeside concentrations (7.6+3.4 µg P/L).

Wetlands are identified and delineated on aerial photographs with these data transferred to base maps at a scale of 1:24,000 for the coterminous United States (1:63,360 for Alaska). To date, wetland maps have been prepared for over 95 % of the coterminous United States and about 40% of Alaska. Nationwide, the focus of the inventory has been on producing these maps and digital data which can be used by the FWS, other government agencies, organizations, private industry, and the general public to locate wetlands when considering land development and natural resource conservation initiatives.

Located in the southeastern and eastern quadrant of Lake Ontario, this area and its tributaries provided food and transportation trade routes for indigenous peoples and early European explorers, such as Samuel de Champlain. During the colonial period, it was a strategic theater of conflict among European powers and the young American republic. Military actions involving naval and land forces occurred at Sodus, Oswego, Big Sandy Creek, and Sackets Harbor during the French and Indian War, Revolutionary War and the War of 1812. Brumm Introduction The interplay of historical evidence with the researcher’s skill at historical reconstruction is what is at stake in this study of the formation of the Shaker settlement on the southern shore of the Great Sodus Bay. Although the Shaker settlement there lasted for a decade, from 1826 until 1837, attention here is on the years 1825-1827, which were the formative years of the community. Through the use of maps, and with the corroboration of Shaker journals and other writings, I will demonstrate that the Sodus Shakers did not purchase virgin land but rather a deserted, previously- settled town. This is the “what” of the article. In this case, however, the “how” — i.e., the process of discovery, the role of chance and serendipity, the need to address my own “hidden” assumptions, the mysteries created by incongruent facts and the detective work required to solve them — is perhaps of equal interest, and shapes how I will present my findings. Any historical inquiry is dependent upon artifacts from the past, which for the most part are written documents.
