The thesis may not be reproduced elsewhere without the permission of the Author. 2 ABSTRACT This research argues that the tension evident between western democracy and Samoa’s traditional leadership of Fa’amatai has led to a power struggle due to the inability of the government to offer thorough civic education through dialectical exchange, proper consultation, discussion and information sharing with village council leaders and their members. It also argues that Fa’amatai are being disadvantaged as the government and the democratic system is able to manipulate cultural practices and protocols to suit their political needs, whereas village councils are not recognized or acknowledged by the democratic system (particularly the courts), despite cultural guidelines and village laws providing stability for communities and the country. In addition, it claims that, despite western academics’ arguments that Samoa’s traditional system is a barrier to a fully-fledged democracy, Samoa’s Fa’amatai in theory and practice in fact proves to be more democratic than the democratic status quo. -

TEENA BROWN PULU Minerals and Cucumbers in the Sea: International relations will transform the Tongan state Abstract Constitution law researcher Guy Powles, a Pakeha New Zealander residing in Australia was not optimistic accurate predictions on “the [Tonga] election which is coming up now in November” could be made (Garrett, 2014). “A man would be a fool to try to guess just where the balance will finish up,” he uttered to Jemima Garrett interviewing him for Radio Australia on April 30th 2014 (Garrett, 2014). Picturing the general election seven months away on November 27th 2014, Powles thought devolving the monarch’s executive powers to government by constitutional reform was Tonga’s priority. Whether it would end up an election issue deciding which way the public voted was a different story, and one he was not willing to take a punt on. While Tongans and non-Tongan observers focused attention on guessing who would get into parliament and have a chance at forming a government after votes had been casted in the November election, the trying political conditions the state functioned, floundered, and fell in, were overlooked. It was as if the Tongans and Palangi (white, European) commentators naively thought changing government would alter the internationally dictated circumstances a small island developing state was forced to work under. Teena Brown Pulu has a PhD in anthropology from the University of Waikato. She is a senior lecturer in Pacific development at AUT University. Her first book was published in 2011, Shoot the Messenger: The report on the Nuku’alofa reconstruction project and why the Government of Tonga dumped it. -

2. 'Anxiety, uncertainty and fear in our land': Fiji's road to military coup, 20061 Brij V. Lal Introduction If civilization is to survive, one is driven to radical views. I do not mean driven to violence. Violence always compromises or ruins the cause it means to serve: it produces as much wrong as it tries to remedy. The State, for example, is always with us. Overthrow it and it will come back in another form, quite possibly worse. It's a necessary evilÐa monster that continually has to be tamed, so that it serves us rather than devours us. We can't do without it, neither can we ever trust it.2 Fiji experienced the whole gamut of emotions over the course of a fateful 2006. The year ended on an unsettled note, as it had begun. Fiji was yet again caught in a political quagmire of its own making, hobbled by manufactured tensions, refusing to heed the lessons of its recent tumultuous past, and reeling from the effects of the coup. Ironies abound. A Fijian army confronted a Fijian government, fuelling the indigenous community's worst fears about a Fijian army spilling Fijian blood on Fijian soil. The military overthrow took place 19 years to the day after frustrated coup-maker of 1987 Sitiveni Rabuka had handed power back to Fiji's civilian leaders, Ratu Sir Penaia Ganilau and Ratu Sir Kamisese Mara, paving the way for the eventual return to parliamentary democracy. The 2006 coup, like the previous ones, deposed a democratically elected government. Perhaps more importantly, it peremptorily sidelined the once powerful cultural and social institutions of the indigenous community, notably the Methodist Church and the Great Council of Chiefs (GCC)3 ± severing with a startling abruptness the overarching influence they had exercised in national life. -

The I and the We: Individuality, Collectivity, and Samoan Artistic Responses to Cultural Change April K Henderson That the Samoan sense of self is relational, based on socio-spatial rela- tionships within larger collectives, is something of a truism—a statement of such obvious apparent truth that it is taken as a given. Tui Atua Tupua Tamasese Taisi Efi, a former prime minister and current head of state of independent Sāmoa as well as an influential intellectual and essayist, has explained this Samoan relational identity: “I am not an individual; I am an integral part of the cosmos. I share divinity with my ancestors, the land, the seas and the skies. I am not an individual, because I share a ‘tofi’ (an inheritance) with my family, my village and my nation. I belong to my family and my family belongs to me. I belong to my village and my village belongs to me. I belong to my nation and my nation belongs to me. This is the essence of my sense of belonging” (Tui Atua 2003, 51). Elaborations of this relational self are consistent across the different political and geographical entities that Samoans currently inhabit. Par- ticipants in an Aotearoa/New Zealand–based project gathering Samoan perspectives on mental health similarly described “the Samoan self . as having meaning only in relationship with other people, not as an individ- ual. This self could not be separated from the ‘va’ or relational space that occurs between an individual and parents, siblings, grandparents, aunts, uncles and other extended family and community members” (Tamasese and others 2005, 303). -

3 Chiefly leadership in Fiji after the 2014 elections Stephanie Lawson ‘Chiefdoms are highly variable, but they are all about power.’ (Earle 2011, p. 27) Introduction The last quarter century has seen a significant decline of chiefly influence in Fiji’s politics, albeit with some periods of enhanced status for the paramount symbol of indigenous Fijian traditionalism, the Great Council of Chiefs (GCC). This body, however, was abolished by decree under the military regime of Commodore Josaia Voreqe (Frank) Bainimarama in March 2012. The September 2014 elections held prospects for the restoration of chiefly authority and the role of traditionalism through the Social Democratic Liberal Party (SODELPA) led by Ro Teimumu Vuikaba Kepa, holder of a prominent chiefly title. A victory by SODELPA would also have seen the restoration of the GCC. With SODELPA’s resounding defeat by Bainimarama’s FijiFirst Party, such prospects have received a significant blow. This chapter provides an account of chiefly leadership in national politics, beginning with a survey of Fiji’s colonisation, the role of chiefs in the British colonial regime generally, and their domination 41 THE PEOPLE Have SPOKEN of national politics up until 1987. The second section reviews the political dynamics surrounding chiefly leadership from 1987 until the Bainimarama-led coup of 2006. The final sections examine chiefly involvement in national politics in the lead-up to the 2014 elections and prospects for the future of traditional chiefly political leadership which, given the results, look somewhat bleak. British colonialism and chiefly rule In contrast with many other parts of the world, where colonial rule was imposed by force, the paramount chiefs of Fiji petitioned the British to establish a Crown Colony. -
