The boundaries are defined in cooperation with local officials and updated prior to each Decennial Census In the 2000 Census, Guam created 32 CDPs For the 2010 Census, Guam increased the number of CDPs to 57 after defining the geographic boundaries of each CDP while working with the Census Bureau’s Geography Division to update the TIGER geographic database New CDPs primarily in northern and central Guam Guam Affordable Housing Symposium USDA, Rural Development and GHURA Assistance USDA Rural Development provides loans, loan guarantees and grants through its programs by helping rural individuals, communities and businesses obtain the financial and technical assistance needed to address their diverse and unique needs. • Rural Utilities Service (RUS) • Rural Housing Service (RHS) • Rural Business Cooperative Service (RBS) GHURA is a community development grant program that does not have a population-based criteria. It does have per capita income thresholds. It is permitted to use CDPs to target grant funds to low income areas.
