Colin Binsted has requested a deputation to discuss a proposed lease for Mahurangi College. Ngā tūtohunga Recommendation/s That the Rodney Local Board: a) Thank Mr Binsted for his presentation. 9 Public Forum A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members. At the close of the agenda no requests for public forum had been received. 10 Extraordinary Business Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states: “An item that is not on the agenda for a meeting may be dealt with at that meeting if- (a) The local authority by resolution so decides; and (b) The presiding member explains at the meeting, at a time when it is open to the public,- (i) The reason why the item is not on the agenda; and (ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.” Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states: “Where an item is not on the agenda for a meeting,- (a) That item may be discussed at that meeting if- (i) That item is a minor matter relating to the general business of the local authority; and (ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but (b) no resolution, decision or recommendation may be made in respect of that item Page 6 Rodney Local Board 15 July 2020 except to refer that item to a subsequent meeting of the local authority for further discussion.” Page 7 Rodney Local Board 15 July 2020 Approval to publicly notify a proposed new non-exclusive community licence to occupy to Mahurangi College Board of Trustees for reserve land at Warkworth File No.: CP2020/07047 Item 11 Item Te take mō te pūrongo Purpose of the report 1. To seek approval to publicly notify Auckland Council’s intention to grant a new non-exclusive community licence to occupy to Mahurangi College Board of Trustees for land comprising part Falls Road River Reserve and View Road Bush Reserve, Warkworth. Whakarāpopototanga matua Executive summary 2. The Mahurangi College Board of Trustees currently has a Memorandum of Understanding in place with the Rodney Local Board signed on 14 June 2019. The Memorandum of Understanding relates to Mahurangi College’s occupation of the land comprising part Falls Road River Reserve and View Road Bush Reserve, Warkworth. It is a non-binding document which records the intent of both parties and their respective rights and responsibilities. 3. Mahurangi College occupies the subject land known as the “Mahurangi College Restoration Area” for purposes including: i) teaching programme including environmental and sustainability classes ii) restorative planting (the project is aligned with the New Zealand curriculum) iii) pest monitoring and control iv) assisting council in connecting communities with ecological integrity. 4. Mahurangi College has made a formal application to council for a new non-exclusive community licence to occupy the land it occupies. Mahurangi College has requested a term of tenure for 10 years with one right of renewal for 10 years. 5. The recommended term of a new non-exclusive community licence to occupy in accordance with the Auckland Council Community Occupancy Guidelines 2012 for bare land, is one term of five years with one right of renewal for five years. 6. Although the guidelines standard terms and conditions inform the basis of staff recommendations, the guidelines provide that local boards may, at their discretion, choose to vary from these recommendations on a case-by-case basis. 7. The underlying land is subject to the requirements of the Reserves Act 1977. As such, Auckland Council must publicly notify and engage with iwi on any proposed new non- exclusive community licence to occupy. 8. This report recommends that the Rodney Local Board approve the public notification of Auckland Council’s intention to grant Mahurangi College a non-exclusive community licence to occupy. The proposed terms and conditions would be in accordance with the Auckland Council Community Occupancy Guidelines 2012.     Reader’s guide To the Proposed Auckland Unitary Plan Summary of Decisions Requested report As with all regional and district plan reviews and plan changes, the Resource Management Act (RMA) requires the council to prepare a report summarising all the decisions requested. The report for the Proposed Auckland Unitary Plan (PAUP) will be the largest of its kind since the RMA came into effect in 1991, containing more than 93,600 individual requests from more than 9,400 submissions. The information below outlines how the submissions were summarised and provides guidance on how to navigate the Summary of Decisions Requested (SDR) report which is available online at www.aucklandcouncil.govt.nz/unitaryplan and in hard copy at selected Auckland Council Libraries, service centres and local board offices. 1. Content of the summary of decisions requested report The report is made up of concise summaries of the decisions requested in submissions. The report is not intended to be a summary of the submissions in their entirety and does not include reasons for the request or other supporting material included in the submissions. The original submission should be referred to if you are seeking to make a further submission, or to fully understand the issues raised by a submitter. A number of submissions discuss provisions of the PAUP or other information without providing specific references. No attempt has been made to source these references, or obtain clarification. These freshwater environments drain into the Mahurangi Harbour and Kaipara Harbour. This report has been prepared to support the Water Assessment Report for the Project, and provides details of the operational stormwater management and other operational phase mitigation by design. The Project involves the construction, operation and maintenance of a new four lane state highway.

    Issue 137 Helensville News September 2011 4700 copies delivered monthly to Helensville, Parakai, Kaukapakapa, Waitoki, Wainui, Woodhill, South Head and Shelly Beach New library and RTLB opened Treaty settlement for at Parakai School Ngati Whatua o Kaipara By the time you read this, local Maori should have voted to accept a Treaty of Waitangi settlement worth just over $22 million. Under the settlement, Ngati Whatua o Kaipara, which represents the Rewiti, Haranui, Araparera, Kakanui and Puatahi marae, will have ownership of the 12,500ha Woodhill Forest - worth almost $15 million - transferred to it, along with the land under Kaipara College and Kaukapakapa, Parakai, Woodhill and Waimauku primary schools. The school land will be leased back to the Government for around $240,000 per year. Ngati Whatua o Kaipara will also receive a cash settlement from the Crown of $750,000 and transfer of several other properties. The other major thrust of the settlement is the renaming of a number of local place names. Shelly Beach will become Aotea/Shelly Beach, Lake Ototoa at South Head changes to Lake Tototoa and Maori Bay, just south of Muriwai Beach, will become Maukatia Bay. The settlement also includes an apology from the Government on an agreed historical account and grievances. Ngati Whatua o Kaipara lodged its original Treaty claims in 1992, and a signing ceremony is planned at ! (Studdart Kennedy) Port Albert Methodist Church 1862-1967 Methodism in Port Albert It should not be necessary to tell again at length the 'story of the Albertland settlements. This has been done fully and ably in THE ALBERTLANDERS by Sir Henry Brett and Henry Hook, published 1927, and in the Albertland Centennial Booklet, 1962. The founders of the district planned to do on a smaller scale on behalf of English Nonconformists what had already been accomplished by the Scottish Free Church in Otago and by the Anglicans in Canterbury. It must not be forgotten that at this date the Nonconformists were still second-class citizens in England. Those who joined the Association were fired by the ambition to acquire broad acres in a country where they might hope to be free from the disabilities that still attached to them in the land of their birth.
