This guide provides important information to assist sponsors, press, broadcasters, Olympic family members, Olympic partners and suppliers in making deliveries to Rio 2016 Olympic and Paralympic Games venues.

The aim of this guide is to explain the conditions by which a vehicle may collect goods and materials from, or deliver them to, competition and non-competition venues.

The guide only covers the requirement for delivery vehicles to access the venues. It does not refer to any other vehicle types, such as operational vehicles or NOC/NPC vehicles, which may require access to a venue.

This document must establish a line of communication with vendors, partners, sponsors and rights-holding-broadcasters (RHBs) necessary to streamline planning for the Olympic and Paralympic Games and to resolve any issues that may arise.

Should any changes to this guide be required, a notice will be sent by email to the contacts on the Rio 2016 Organising Committee Logistics distribution list.

You will find a full list of venues, covering all competition venues, major non-competition venues (including International Broadcast Centre and hotels), training venues and Olympic Logistics Centres, in Annex B. For venues not listed in Annex B please contact your Functional Area (FA) representative or your focal point in Rio 2016 for further guidance.

Venue-specific instructions are detailed in the venue-specific delivery information in Annex E.

1.1 ABOUT THE RIO 2016 ORGANISING COMMITTEE Rio 2016 is a private, not-for-profit sports association formed by the Brazilian Olympic Federations, Brazilian Olympic Committee (COB) and Brazilian Paralympic Committee (CPB). It is responsible for the planning, promotion and staging of the 2016 Olympic and Paralympic Games. This mission was assigned by the International Olympic Committee (IOC) and International Paralympic Committee (IPC), and must follow their guidance, the Host City Contract, the Olympic Charter, the IPC Handbook, World-Anti Doping Agency (WADA) regulations and Brazilian law.

1.2 RIO 2016 LOGISTICS The purpose of the Rio 2016 Logistics Functional Area is to provide comprehensive material management and logistical support to all Functional Areas and clients across Rio 2016.

Logistics is responsible for the design, implementation and system management for identification, receipt, storage, distribution, recovery, disposal and accountability of all Rio 2016-owned or borrowed equipment and materials required to stage the Games.

1.3 RIO 2016 LOGISTICS COORDINATION CENTRE (ICC) The Logistics Coordination Centre (LCC) is a support structure. The main objective is to assist the Logistics Functional Area to fulfil its goal of delivering all materials under its responsibility according to their schedule. To achieve this, the LCC has two main roles. The first is to continuously monitor data from the Rio 2016 supply chain and perform analysis based on that information, which indicates trends on capacity bottlenecks and service level performance. The second is to provide information to support the decision making process, through regular and on-demand operational and leadership meeting to discuss operational performance and emergency issues. 2 | SUSTAINABILITY, HEALTH AND SAFETY, SECURITY

2.1 SUSTAINABILITY Rio 2016 is committed to ensuring a high level of sustainability across its supply chain. To achieve this, Rio 2016 has established specific aims, going beyond regulatory compliance:

Reduce resource use: reduce air polluting resources, water and energy consumption in all operations and act in a responsible way to reduce expenditure on materials.

Reduce impacts: prevent permanent adverse impacts on the environment through design and responsible management during construction and dismantling.

Promote sustainable waste solutions: reduce waste through good design and exemplar practice, maximize the reuse and recycling of material in the logistics processes.

In light of the above, Rio 2016 has a number of strategies to maximise sustainability. These strategies are important for logistical management.

Planning phase:

• Develop a plan to optimise journeys, avoiding unnecessary trips • Develop a plan to optimise vehicle transport capacity, avoiding damage to the material, unnecessary trips and loss of time on unloading/loading products

Operational phase:

• Switch off the engine during the unloading/loading period while at the venue • Use alternative fuels, such as ethanol, biofuel and natural gas whenever possible

Strategies to reduce impacts:

Planning phase:

• Ensure that all drivers hold a valid driving licence corresponding to the vehicle’s class to be operated • Ensure that all vehicles hold valid inspection sheets according to local legislation attesting normal and efficient engines and conditions of use, to avoid spills or any other mechanical problems • Provide clear safety signage to assist drivers and visitors on arrival at site • Educate all drivers about the sensitive venue characteristics, in order to preserve the environmental, architectural and archaeological elements • Provide, or be aware of, the traffic routes that protect sensitive ecology, architectural and archaeological elements on sensitive venues • Provide, or be aware of, the safe traffic routes to segregate vehicles/plants from people • Make sure the driver knows the precise location of the delivery point and is aware of any specific local access issues • Provide, or be aware of, safe parking arrangements to reduce on-site congestion • Schedule deliveries to assist site safety and reduce congestion, and where necessary check/verify the accreditation and identity of deliveries and drivers • Ensure safe stacking/storage of materials, and consideration of special requirements for hazardous or flammable items, or other items that could give rise to a pollution incident • Ensure safe methods for unloading/loading of deliveries • Ensure all vehicles hold spill kits to be used in case of fuel and oil contamination

• Make sure the delivery point is ready for the vehicle prior to arrival – gates and doors should be open in advance, to avoid the vehicle sitting stationary • Ensure the delivery point and surrounding areas are clear of all obstructions, helping to make vehicle manoeuvring as simple as possible • If early for your delivery slot, do not park/wait near to residential properties • Respect the traffic restriction zones for big vehicles such as trucks established by local government • Respect the noise limits for residential zones established by local government • Take extra time if needed to unload as quietly as possible • Ensure all doors, gates and shutters are opened and closed as quietly as possible • Keep doors other than the delivery point closed to ensure noise does not escape • Avoid using external bells at delivery points • Switch off the radio when delivery point doors are open • Do not sound the horn unless absolutely necessary for safety reasons • Review the likely sources of noise from delivery and servicing of any night-time activity in order to reduce the potential noise impact on local residents • Where possible, use newer and quieter delivery vehicles and equipment • Reversing alarms should be switched off, if not subject to health and safety requirements; instead, use a qualified banksman if available • Ensure staff do not shout or whistle to get attention • Respect other people, including no use of foul, abusive or racist language, no aggressive or violent behaviour, and no harassment or bullying • Respect the environment in which you are working, particularly in locations of national cultural importance • Ensure drivers and occupants comply with all health and safety requirements including the use of PPE • Ensure all fuel and hazardous material is transported in accordance with Brazilian law, such as Decreto-Lei Nº 2.063/83, Decreto Nº 96.044/88 and Decreto Nº 4.097/02) to avoid spills and soil contamination • Show the same consideration when leaving the site as when arriving

Requirements to promote waste solutions:

• Provide a plan reducing packaging while unloading/loading products • Promote strategies for waste collection, segregation and disposal according to Rio 2016 policies

RIO 2016 | OLYMPIC AND PARALYMPIC VENUE DELIVERY GUIDE | June 2016 | Rio de Janeiro 6 • Promote the reverse logistics for all packaging and waste generated during unloading/loading products • Provide full information related to the unloading/loading services, such as route plans, fuel consumption, internal and third party audits, including specifically the below data regarding routes and fuel consumption used for logistics transport

Requirements for spill response:

• No leaking trucks will be allowed on site • All delivery partners and/or suppliers must have a spill kit available in the truck and trained personnel (workforce and/or drivers) to act in case of spillages • In case of any spill incident, the Rio 2016 sustainability team must be informed immediately • The hazardous waste generated due to mitigation will be disposed by Rio 2016

2.2 HEALTH AND SAFETY The following guidelines have been identified to reduce risk to all vehicles and drivers:

• Clear safety signage to assist drivers and visitors on arrival at site • Consideration of the timings of deliveries where this can help increase health and safety, and sustainability risks • Safe traffic routes to segregate vehicles from people • Traffic routes, which protect trees, sensitive ecology and archaeology • Guarantee that drivers comply with all legal training • Specific requirements for the safe control of vehicle movement • Safe parking arrangements to reduce on-site congestion • Safe methods and procedures for unloading/loading of deliveries • Safe stacking/storage of materials, and consideration of special requirements for hazardous or flammable items, or other items that could give rise to a pollution incident • Scheduling deliveries to assist site safety and reduce congestion, and where necessary checking/verifying the accreditation and identity of deliveries and drivers

Expected behaviour from drivers and passengers:

Drivers and occupants are to comply with all health and safety requirements, including the use of PPE in compliance with Rio 2016 PPE policy:

• Respect for good site practice and avoidance of horseplay

2.3 SECURITY Security is a vital element of all Games-time deliveries and collections. The purpose of the Security Functional Area (SEC AF) is to develop policies and procedures referring to venue deliveries access control considering aspects such as prohibited and restricted materials and items and the Vendor Certification Programme (VCP).

During Games time, the security operation will be implemented according to these policies and procedures jointly by private security and public agencies.

Prohibited articles

As a condition of entry, Rio 2016 reserves the right to limit items that may be brought into its venues by any client group, including vendors, broadcasters and marketing partners.

Rio 2016 reserves the right to search people, bags, vehicles (including driver compartments) and goods before granting entry to any of its competition and non- competition venues.

All items banned by Brazilian law will be prohibited; other items may be legal (for example, fireworks) but are prohibited from Rio 2016 venues due to safety or security risks.

Accredited workforce/contractors will be allowed to carry items into the venues which are required for their role, with the appropriate accreditation/access pass to be validated at the People Screening Area (PSA). These items will be clearly defined in the Tools of the Trade Policies and Procedures produced by SEC Functional Area of Rio 2016. 3 | LOGISTICS OPERATIONS

The Correios is the Official Freight, Logistics and Mail Services Supporter of the Rio 2016 Games.

Correios will have delivery access and accredited staff at all venues, Olympic and Paralympic Village and warehouses.

Due to security requirements and other venue access restrictions, Rio 2016 recommends using Correios for all freight, logistics and mail service requirements to and from Olympic and Paralympic venues.

Due to security screening, access requirements and restrictions Correios will be the only authorized mail service allowed to make deliveries post-lockdown. Correios have

This guide focuses on the access requirements for fit-out, Olympic operations, transition, Paralympic operations and retrofit. For further information on access requirements during the fit-out period and reinstatement, please liaise with your Functional Area (FA), such as Food and Beverage, Cleaning and Waste (CAW), Broadcast (BRD), Press Operations (PRE) and Technology (TEC).

The access requirements for delivery vehicles will vary during the different periods of the venue life cycle. The term “keys to the gate” refers to the requirements all delivery vehicles must observe prior to being granted permission to enter a venue after Lockdown. During the Olympic and Paralympic Games operating periods there will be six keys required. These keys are detailed in section 3 of this guide.

The key periods in the venue life cycle are:

Fit-out: The period when construction and installation of overlay commodities occurs. This period also includes all bump-in activities. Bump-in activities include the movement of materials and equipment into spaces at venues. Since this period is allowed to delivery at the venues.

Lockdown: The period when Security declares the venue to be locked down, and the security sweep commences.

Olympic operations: The period just after lockdown. During this period of operations, access to most Olympic venues will require all six keys to the gate. Please see the venue-specific section of this guide for further details. The delivery windows to competition venues will be determined by the competition schedule and thus may vary on a day-by-day basis. In addition, late changes to the competition schedule may also affect the delivery windows at short notice. These changes will be communicated to anyone affected.

Transition: The transition period occurs at the end of Olympic operations. During this period, venues are converted from Olympic to Paralympic format. If venues are not being utilised for the Paralympic Games, they will skip to the bump-out period of operations.

Paralympic operations: As with the Olympic operations period above, access to the majority of Paralympic venues will require all six keys to the gate. Please refer to the venue specific sections of this guide for further details.

Retrofit: The period when the bump-out of all materials takes place as well as when all overlay is removed and remedial work is undertaken to make good the venue.

3.1 RESTRICTIONS AND CONCERNS ABOUT VEHICULAR TRAFFIC IN BRAZIL AND RIO DE JANEIRO Rio de Janeiro’s road structure has restrictions that should be noted by those who are going to circulate there. Drivers should also be aware of current legislation, limiting circulation during some periods on certain roads. All information should be carefully analysed beforehand. The main restrictions and legislation for the busiest roads are listed in Annex C.

RIO 2016 | OLYMPIC AND PARALYMPIC VENUE DELIVERY GUIDE | June 2016 | Rio de Janeiro 9 3.2 DELIVERY WINDOWS Delivery vehicles will only be allowed access to a venue within its specified delivery windows, as determined by the venue. The delivery window is a specified period of time during which deliveries can be made. The windows are planned in conjunction with Rio 2016 Venue Management, Security and Transport to ensure that traffic to the venue is effectively managed and deliveries do not conflict with other venue activities.

Delivery windows for each venue will vary depending on the unique characteristics of the venue and its competition/activity schedule and fit-out/retrofit timeframes. Venue delivery windows are directly influenced by changes in competition schedules, therefore they may change at short notice.

Logistics will communicate changes if and when they occur.

Please check Annex D for venue delivery window information.

Specific information regarding the delivery of NOC/NPC containers are detailed in Annex F.

3.3 ACCESS REQUIREMENTS During the venue access periods, there is a range of different access control measures. The application of these measures is intended to control venue access while ensuring required deliveries will occur promptly.

The protocols required in order to make deliveries to a venue are called the keys to the gate.

During Olympic and Paralympic operational periods the following six keys to the gate will be required:

1. All vehicles must comply with the delivery window indicated in the Master Delivery Schedule (MDS)

2. All vehicles must display a valid Venue Access and Parking Permit (VAPP) at defined access points

3. Driver and occupants must be in possession of a validated Olympic Identity and Accreditation Card (OIAC) and/or Paralympic Identity and Accreditation Card (PIAC) at defined access points

4. Goods and material deliveries must be pre-screened and sealed

5. Drivers must be in possession of appropriate documentation known as a Secure Load Pass (SLP), which demonstrates that the load was submitted to the appropriate security process

6. Vehicles (except the load) are subject to a security check at the Vehicle Screening Area (VSA)Vehicle must comply with the delivery slot on the master delivery schedule (MDS)

RIO 2016 | OLYMPIC AND PARALYMPIC VENUE DELIVERY GUIDE | June 2016 | Rio de Janeiro 10 3.3.1 VEHICLE MUST COMPLY WITH THE DELIVERY SLOT ON THE MASTER DELIVERY SCHEDULE (MDS) The MDS is a centralised scheduling system managed by Rio 2016 Logistics that controls the flow of delivery vehicles into Olympic and Paralympic venues. It is an essential tool that provides a clear indication of which vehicles will be arriving at a venue and when they are due to arrive, thus ensuring there is no conflict with venue operational activities.

Once delivery requirements are known, vendors, partners, sponsors and RHBs should submit the required information through the system interface. The MDS user guide can be found at Portal de Suprimentos -http://portaldesuprimentos.rio2016.com/ documentos-downloads/.

All deliveries must be made within the specified delivery window to a specified delivery point. The onus will be on the delivery company to ensure all deliveries are on the delivery schedule. If the delivery vehicle does not have a booking on the MDS it will not be allowed to enter the venue.

Requests are to be submitted as far in advance of the delivery date as possible. A notification of confirmation or rejection will be received as soon as it is processed through the system. Requests must be submitted 48 hours before delivery, to enable the MDS team to manage the request.

The system is available according to bump in start date of each venue (see Annex D) and can be accessed through the link http://mds.rio2016.com/.

There will be no charge for use of the MDS online system.

Delivery information required to make single and “milk run” deliveries (deliveries to multiple venues by the same vehicle): once specific delivery requirements are known, the vendor, partner or sponsor should submit a request with the required information to Rio 2016 Logistics. Further details are explained in the MDS user guide but the information should include, while not being limited to, the following:

a. The name, email and phone number of the company b. The delivery type (single or milk run) c. The “entry reason”; if the supplier wishes to deliver or collect goods d. The specific destination of the goods (venue and compound) e. The date of delivery f. The time requested for the delivery (must be within a delivery window displayed on the MDS and is subject to approval) g. A description of the goods and materials being delivered to the venue h. Quantity and description of units being delivered (for example, two pallets) i. Information about the type of vehicle j. Logistical support to load/unload the truck

Rio 2016 Logistics aims to process all delivery requests within 48 hours of receipt but delivery companies will be notified of a rejected request as soon as it is processed through the system. Rio 2016 Logistics will distribute the resulting venue schedules at 6.00pm daily, detailing the deliveries for the following day. This information is to be submitted electronically.

Material Handling Equipment (MHE) assistance with unloading and reloading can be ordered through the MDS and/or a work order with no charge. It’s subject to approval of the VLM according to the activities previously scheduled for the venue.

Rio 2016 encourages the use of vehicles with tail-lifts.

Milk run deliveries: Milk run deliveries/collections must be planned and scheduled on the Master Delivery Schedule (MDS) of each venue. Only vehicles that have been pre- screened and sealed through the Vendor Certification Programme or the designated Material Screening Sites (MSSs) will be authorised to conduct milk runs.

A milk run vehicle will only be permitted to make deliveries to secure venues. Milk run vehicles are required to be resealed while still within the secure perimeter of the venue before departing for the next venue. Authorised Rio 2016 staff will perform resealing.

3.3.2 VEHICLE MUST DISPLAY A VALID VENUE ACCESS PARKING PERMIT (VAPP) All delivery vehicles must display a valid delivery VAPP to gain access to a venue. VAPPs determine areas that the vehicle can transit within the venue. While there may be more than one type of VAPP, vendors, partners, sponsors and RHBs will be required to apply for a delivery VAPP. For vendors, partners, sponsors and RHBs looking to make one-off deliveries, a temporary VAPP may be issued at a Material Screening Site.

VAPP display: The ability to distinguish quickly and easily all official Games vehicles from general spectator or background traffic is crucial in the areas around official sites. Vehicle permits are to be placed in the lower left corner of the dashboard and must be visible at all times while the vehicle is within the grounds of a venue. Vehicles without permits in Rio 2016 permitted areas will be removed.

Lost/missing VAPP: Should a VAPP be mislaid or stolen the vendor, partner, sponsor or RHB must contact its Functional Area (FA) representative immediately. The FA will inform Transport, which will subsequently inform Security, ensuring the VAPP is immediately cancelled and rendered null and void. The FA will advise the vendor, partner, sponsor or RHB of the documentation required to apply for a replacement VAPP.

Permit enforcement period: In general, VAPPs will be valid for the duration of the Games operational period and the transition period between the Olympic and Paralympic Games. This period is linked to the time that security checkpoints and accreditation operations commence at venues, which will vary between venues and is detailed in the venue-specific section of this guide.

RIO 2016 | OLYMPIC AND PARALYMPIC VENUE DELIVERY GUIDE | June 2016 | Rio de Janeiro 12 Information on the permit: The information included on the VAPP will determine the accessibility of the vehicle to a venue and the privileges it has within the venue perimeter.

Distribution of permits: Rio 2016 Transport will collate information from the FAs for each of their vendors, partners, sponsors and RHBs relating to the number of delivery VAPPs required. Once details are finalised, Rio 2016 Transport will distribute all delivery VAPPs in accordance with agreements reached between the relevant Rio 2016 representative and the vendor, partner, sponsor or RHB. These will be distributed in advance by Rio 2016 Transport, initially to the Rio 2016 representative, who will be responsible for distributing to vendors, partners, sponsors or RHBs. This is likely to occur during April or May 2016.

3.3.3 DRIVER AND OCCUPANT MUST BE IN POSSESSION OF A VALIDATED OLYMPIC IDENTITY AND ACCREDITATION CARD (OIAC) AND/OR A PARALYMPIC IDENTITY AND ACCREDITATION CARD (PIAC) Any person entering a venue requires accreditation. Accreditation is essential to ensure the integrity and security of the Games. In order to receive an accreditation card, certain checks are required.

The level of accreditation bestowed controls access privileges. All delivery vehicle drivers as well as all vehicle passengers must be in possession of a validated Olympic Identity and Accreditation Card and/or Paralympic Identity and Accreditation Card for the respective periods (see table in section 3.4 for applicable periods when accreditation will be required).

• The pass contains key information about an individual, including a photograph, and serves the following functions within a Games environment: it identifies the vendor, supplier, partner, sponsor or RHB and their role at the Games • It defines the vendors, partners, sponsors or RHB’s venue access for the Games. Access privileges of venue and zones inside the venues are assigned according to the Games-time role being performed.

Accreditation must be applied for by the requesting organisation; there is a requirement to submit data for each individual requiring access, including data of identification documents. Once applied, the submitted data will be reviewed before an accreditation card is issued at the Uniform and Accreditation Centre (UAC). All personnel will be required to attend the UAC, upon invitation, from May 2016 to collect their accreditation.

Please refer to the accreditation manuals for further details. Any additional questions related to the accreditation process, in the first instance, should be forwarded to the Rio 2016 Functional Area responsible for the organisation via the own organisation’s focal point or, alternatively, to their direct focal point within the Rio 2016 Accreditation team.

3.3.4 GOODS AND MATERIAL DELIVERIES MUST BE PRE-SCREENED AND SECURITY SEALED All delivery vehicles must have their load pre-screened prior to arrival at a venue.

• Through a Material Screening Site (MSS) • Through the Vendor Certification Programme (VCP)

Purpose of MSSs: MSSs allow security to perform centralised screening of the contents of delivery vehicles prior to entry into Olympic or Paralympic venues. There are three specific purposes of screening:

• To check the load contents and to seal the vehicle • To issue a Secure Load Pass for onward transit into a venue • To issue a temporary VAPP when applicable

If the driver of a delivery is not accredited, the provider should contact your focal point in Rio 2016. The request must be justified and will be subject to approval of Security and Accreditation AFs.

Process at an MSS: Delivery vehicles arrive at an MSS where they are checked to ensure they comply with the keys to the gate. They will also be asked for the MDS specific delivery number which the vendor, partner or sponsor will have received once a request has been approved on the MDS. Security personnel will screen the contents of the vehicle to ensure it is free from prohibited or hazardous material.

Once screening of the vehicle and its load has taken place, security personnel will apply security seals to the vehicle and issue a Secure Load Pass to allow the vehicle to continue to the venue.

As a MSS will be a busy facility, sufficient time should be considered for the vehicle to pass through and reach its destination venue within the defined delivery window. If a vehicle is required to pass through an MSS, the required time of arrival at the MSS will be displayed on the approval email from the MDS team.

Operational dates of MSSs: The period of MSS operations will coincide with the lockdown period. As the dates of the security sweeps will vary from venue to venue, the specific dates for each venue should be observed. Vendors, partners, sponsors and RHBs should refer to the venue-specific section of this guide for date and timing confirmation.

Vendor Certification Programme (VCP): During the operational period of the Olympic and Paralympic Games, Rio 2016 must guarantee that the integrity of the delivery will not be compromised and all goods are free from prohibited and/or restricted items prior to their arrival at the venues. One of the Rio 2016 mechanisms to achieve product integrity is through the establishment of a “Vendor Certification Programme” (VCP).

There are three methods available to facilitate venue deliveries:

• Being a certified participant of the Vendor Certification Programme • Utilising the Rio 2016 Material Screening Facilities (MSS) for the security screening of goods prior to arrival at a venue

MTA will be located only at the Olympic and Paralympic Village. These options are open to all suppliers (including the host broadcaster, rights-holding- broadcasters, Rio 2016 Logistics, Games suppliers and contractors) to provide assurance on the product integrity.

Some specific categories might be required to participate in the programme; for those companies VCP requirements will be mandatory in the tender process and included in the RFP.

VCP will be operational from the start until the end of the “lockdown” operational period.

Security seals: All materials and goods must be in sealed cargo compartments. For some specific goods Rio 2016, Security FA reserves the right to require additionally sealing in containers, boxes or pallets. VCP cargo not packed in enclosed boxes is to be shrink wrapped and placed on pallets. Only authorised VCP supervisors or nominated delegates may seal containers, boxes and cargo compartments. Security seals (sequentially numbered) will be provided and distributed by Rio 2016 to each supplier.

3.3.5 DRIVERS MUST BE IN POSSESSION OF APPROPRIATE DOCUMENTATION, KNOWN AS A SECURE LOAD PASS, PROVING THE LOAD IS SECURE Drivers of all delivery vehicles must be in possession of the appropriate certification in the form of a Secure Load Pass, to prove that the delivery has been subjected to pre-screening. The Secure Load Pass is to be completed for each delivery vehicle prior to departure from a designated Vendor Certification Programme (VCP) warehouse by a certified supplier supervisor or by Rio 2016 Security at the Material Screening Facilities (MSS).

3.3.6 VEHICLES ARE SUBJECT TO A SECURITY CHECK AT THE VEHICLE SCREENING AREA (VSA) Delivery or collection vehicles will be required to pass through inspection at Vehicle Screening Areas (VSA) before accessing the venues.

Permit Checkpoint (PCP): The PCP is a control point located on selected roads around the venue to guarantee that the transit will be restricted to permitted vehicles. All vehicles must have a VAPP or resident permit authorisation to pass beyond the PCP. The PCP will be operational from the start of the venue security sweep and will be disabled on the last day of competition or operational activity at the venue.

Vehicle Screening Area (VSA): All vehicles will be subject to a final check to confirm that all vehicle permits, accreditation passes and security seals are complying with the designated security protocols. All occupants of the vehicle will be required to exit the vehicle and undergo individual security screening. Delivery vehicles must have undergone a security screening of their goods and materials and must comply with all applicable keys to the gate prior to arrival at the VSA.

An external check of the vehicle and driver compartment will be performed at the VSA.

The applicable dates for each of the periods will vary by venue. As a result, please see Annex D of this guide.

The lockdown restrictions will remain in all venues. The MDS secure load pass, vehicle seal and VSA check will continue being required.

During the Fit out and Retrofit periods, when deliveries come to the site, one pass is provided for the vehicle and one to the driver so that they can be easily identified.

Both passes are to be returned when leaving the site.

Turn-away notice

Should the delivery vehicle and/or driver not comply with the required security protocols, a turn-away notice will be issued to the driver. Access of the vehicle to the venue will be denied and it will be required to exit the VSA immediately. To avoid traffic congestion and minimise VSA wait times, vehicles with turn-away notices will not be allowed to remain in the VSA or within controlled areas surrounding the venue.

Venue-specific requirements

Once entry to the venue has been permitted, the vehicle is required to proceed to the specific delivery point where the actual delivery of goods takes place. A venue may have more than one delivery point. Depending on the delivery point and contractual considerations, the vehicle will be unloaded by the Rio 2016 Logistics team or by the on- site resources of the applicable Rio 2016 Functional Area/vendor/partner/sponsor.

Venue-specific delivery guides are available in Annex D. Please note that, unless specifically instructed, drivers and passengers must remain with the vehicle at all times.

Seals will be removed at the designated compound within the venue. If a vendor, partner

RIO 2016 | OLYMPIC AND PARALYMPIC VENUE DELIVERY GUIDE | June 2016 | Rio de Janeiro 16 or sponsor delivery vehicle is making multiple deliveries to a range of venues (i.e., a milk run), a new seal must be applied by Rio 2016 Security after each delivery to ensure compliance for entry into the next venue. In this case, the vehicle must be sealed by Rio 2016 Security on venue prior to departure and the seal number properly recorded. Failure to do so will result in the vehicle having to return to an MSS for checking.

Once the vehicle has made the required delivery or collection, it must immediately depart the venue. The exit point is detailed in the relevant venue-specific guide.

3.5 ACCEPTABLE AND NON-ACCEPTABLE VEHICLES Acceptable vehicle types

Vendors, partners, sponsors and RHBs are to provide dedicated vehicles for Olympic and Paralympic operations. All delivery vehicles should meet the following requirements:

• Preferential use of vehicles with tail-lifts. MHE assistance for unloading and reloading can be ordered through the MDS and/or a work order. • The cargo compartment is to be separated from the driver compartment by a physical barrier, with no internal access to the cargo compartment by vehicle occupants (VCP requirement) • Cargo compartment doors must to be equipped with locking mechanisms to which security seals can be applied (VCP requirement) • Solid metal side walls • Soft-walled cargo compartments (side loading), where the soft walls are constructed of a durable material with no defects and all compartments can be secured and sealed • During Games-time operations, in order to comply with brand and marketing regulations, all vehicles, trailers and drivers must be unbranded unless previously agreed in writing by Rio 2016 Logistics • All delivery vehicles should be Euro IV compliant

Non-acceptable vehicle types

At this stage, there are no specific vehicle types that are not allowed access to a venue. A key criterion is that they can comfortably fit into the Vehicle Screening Area (VSA). If a vehicle is too large then it will not be permitted access. All dimensions are detailed in the venue-specific guides in Annex E. The onus is on vendors, partners, sponsors and RHBs to check prior to arrival at screening or the venue.

In Annex E the map of access to hotels of the Olympic and Paralympic family will not be shown, however important to note that the deliveries at these sites must be carried out with vehicles of a maximum of 3.5 tons.

Requests to make deliveries that do not comply with the requirements outlined in this guide (such as very late delivery requests, urgent and emergency deliveries) will be treated as an exceptional delivery. Exceptional delivery requests must be communicated via the respective FA who will forward onto appropriate parties.

Competition venue: Place where a sporting event takes place during the Rio 2016 Olympic or Paralympic Games

Delivery VAPP: A Vehicle Access and Parking Permit specifically designed for delivery vehicles, allowing access to venues solely for the purposes of making deliveries. A delivery VAPP prohibits a vehicle from parking or remaining on-venue longer than the time it takes to load/unload the vehicle.

Function: Functional Area or department within Rio 2016 that has responsibility for the planning, preparation and supply of specific services or operations (for example, Accreditation, Transport, Logistics)

FF&E: Furniture, fixtures and equipment

IOC: International Olympic Committee

IPC: International Paralympic Committee

LCC: Logistics Coordination Centre

Rio 2016: Organising Committee for the Olympic Games and Paralympic Games

LOG: Rio 2016 Logistics

Milk run: Pre-planned delivery run where a vendor, partner or sponsor is scheduled to make multiple deliveries in the same vehicle to a range of venues without returning to a screening facility. The vehicle is required to be resealed within the venue prior to departing for the next venue.

MDS: Master Delivery Schedule – the system of scheduling delivery vehicle access to venues. The MDS is controlled by Rio 2016 Logistics.

MSS: Material Screening Facility – an area where delivery vehicles have their goods and materials screened by Security to guarantee that they are free from prohibited or hazardous materials prior to entering a venue

NOC: National Olympic Committee

NPC: National Paralympic Committee

Non-competition venue: An Olympic or Paralympic venue that does not have a sporting competition but is used for other Games activities (for example, Olympic and Paralympic Village, Olympic Family Hotel)

PCP: Permit Check Point – an access and “soft security” checkpoint located on a

Prohibited items: Items which are not allowed into the venue in any circumstances. The list of prohibited items is based on the local laws and regulations and the Olympic and Paralympic requirements, and can be found in the Security Policy “Prohibited and Restricted Items - PO.SEC.020”.

Responsible organisation: Term used by Rio 2016 Accreditation when referring to the Olympic or Paralympic family organisation that is requesting accreditation for its staff and contractor staff. The Olympic or Paralympic family includes sponsors, official suppliers and contractors, rights-holding-broadcasters, NOCs, NPCs, etc.

Secure Load Pass: The Secure Load Pass is a security document certifying that goods and materials contained within an authorised delivery vehicle (security sealed) are free from prohibited or hazardous items. A vendor supervisor at a VCP facility or a security officer at an MSS completes a certificate for each delivery vehicle prior to departure.

Security seal: Security film label or plastic fastener security strap, which indicates clear and non-erasable evidence of tampering, unauthorised access or removal. Security seals will be used during the Games for the sealing/resealing of cargo compartments of vendor, partner or sponsor vehicles to indicate that the integrity of the goods/delivery inside have not been compromised since the departure of the vehicle from the point of origin.

MDC: Main Distribution Centre

MTA: Material Transfer Area

Transition period: The time between the end of the Olympic Games and the beginning of the Paralympic Games

Turn-away notice: An operational form issued at the VSA to vehicles and deliveries that do not meet venue entry requirements

VAPP: Vehicle Access and Parking Permit

VCP: Vendor Certification Programme. This allows authorised and certified vendors, partners, sponsors and RHBs to seal the cargo (such as goods and materials) of their vehicles in their own location subject to meeting security criteria, thereby negating the need to pass through an MSS.

Vendor, partner, sponsor: Terms used to encompass all entities associated with the Games (such as sponsors, press, broadcasters, Olympic family vendors, partners and suppliers) authorised to supply goods, services and materials during the Rio 2016 Olympic and Paralympic Games

Venue: Refers to both competition and non-competition sites that feature official Olympic or Paralympic Games activities that are under the management and control of Rio 2016

Prohibited cargo vehicle traffic on weekdays from 6.00am to 9.00pm within the restricted area called “Centro Expandido” bounded by the seafront and in the followings ways, as represented in figure 2: I – Av. Francisco Bicalho; II – Av. Paulo de Frontin; III – R. Estácio de Sá; IV – R. do Riachuelo; V – Av. Beira Mar; VI – Trevo Estudante Edson Luiz de Lima Souto; e VII – Av. General Justo. Urban Vehicle of Load: access allowed to the red polygon from 11 am to 17 pm (maximum width: 2.20m; maximum length: 6,30m).

2. Avenida Brasil, between Francisco Bicalho and Viaduto de : prohibited cargo vehicle traffic from 6.00am to 10.00am and from 4.00pm to 9.00pm.

These restrictions do not apply: I - vehicle rescue and emergency provided for in art. 29, section VII of the Brazilian Traffic Code; II - transport vehicles of value; III - for vehicles used for the transport of residential move in; IV - to essential services of public utility, in exceptional cases, if previously authorised by the Coordination for Regulation and Roadway Violations of the Municipal Transport Secretariat, by the very act; and V - transport vehicles of fuels and lubricants fuelling city airports.

3. Trucks with a gross weight of over 6.4 tonnes prohibited (except Comlurb trucks) in:

• São Cristóvão • Rio Comprido • Lagoa • Túnel Rebouças (Viaduto Saint Hilaire/ Avenida Vital Brasil, Túnel Antônio Rebouças/ Túnel André Rebouças, Elevado Engenheiro Freyssinet, Elevado Engenheiro Rufino de Almeida Pizarro). 4. Prohibited traffic of cargo vehicles on the Yellow Line (Linha Amarela) on weekdays from 6.00am to 10.00am and from 5.00pm to 9.00pm (non-applicable vehicles: relief and emergency, utility providers, intended for residential change transport, transport fuels and lubricants that supply the city airports) and vehicles with a maximum height of 4.5 metres. Because it is a road under concession, a passage fee is charged (toll) variable value according to the type of vehicle (see: http://www.lamsa.com.br/tarifas/) in both traffic directions;

5. Prohibited traffic of cargo vehicles through the Red Line (Linha Vermelha);

6. Prohibited traffic of cargo vehicles through Transolímpica;

7. On the Rio-Niteroi bridge, trucks and trailers above two axes (with three axes or more) without Traffic Special Permit (AET), can cross the bridge only in time from 10.00pm to 4.00am, according to a Decree of the Ministry Transport. The restriction applies to every day (working, weekends and holidays) and the two-way direction of the highway. For 2-axis trucks, crossing the bridge between 4.00am and 10.00am is prohibited, in the direction of Rio de Janeiro, from Monday to Friday. To circulate on the road with AET, consult the website of the Concessionaire responsible for managing the Rio-Niterói Bridge (http://www.ponte.com.br/perguntas-frequentes) to meet the requirements of the road. Because it is a road under concession, a passage fee is charged (toll) variable value according to the type of vehicle (see: http://www.ecoponte.com.br/) of commercial vehicles per axis at the entrance to Niterói.

Olympic Lanes Network (OLN)

Games service vehicles may traffic on the Olympic Lanes (dedicated, priority and shared) since carrying VAPP and having informed the license plates for CET-Rio.

Those who break the city’s restriction or committee VAPPS use policies shall receive penalties under the current traffic laws and TRA procedure for use of VAPPs, respectively.

Partners who have out of OLN distribution centers should inform the addresses of your CDs to CTY negotiate with the city the best route to the Olympic Lane.

Implementation timetable:

• 25/07/2016: BRS (South and Central Zone), Avenida Brasil, Transolímpica; • 31/07/2016: Connection GIG-OLV; • 05/08/2016: Connection Barra-South Zone; • 21/08/2016: Closing of OLN.

1. In Avenida Brasil, a height of 4.5 metres cannot be exceeded, due to the presence of several walkways and bridges distributed along the pathway.

2. There are five walkways that pass through the Avenida Infante Dom Henrique in Aterro do Flamengo limiting vehicles with a maximum of 3.85 metres in height.

Due to space restrictions at the Olympic and Paralympic Village and competition venues, Rio 2016 will allocate space for NOC/NPC containers at the Olympic and Paralympic Village, Lagoa Stadium (rowing and canoe sprint venue), Marina da Glória (sailing venue) and the Olympic Equestrian Centre (equestrian venue).

Container deliveries must be booked during the specified delivery windows on the MDS. During these specific dates and times for each venue Rio 2016 will make sure the proper equipment (crane) is available. Rio 2016 Logistics will only provide the support of a crane during these windows. Outside these periods, container deliveries will be at the NOC/NPC’s expense at the Olympic and Paralympic Village and won’t be allowed at the competition venues. All container deliveries must be booked in advance (minimum of 48 hours) through the MDS during these windows, with slots allocated on a first-come, first-served basis. Rio 2016 Logistics will provide support at the Olympic and Paralympic Village and the competition venues listed above for the loading and offloading of NOC/ NPC containers from vehicle to the ground during the pre-determined delivery windows. NOCs/NPCs will need to provide their own padlock and keep the keys to these containers.
