Stanley Aronowitz The Democrats: Desperately Seeking Defeat? by Stanley Aronowitz here is an old saw of political forecasting: “it’s the economy, stupid.” TBill Clinton popularized it in his campaign to unseat George H. W. Bush and it seemed to work, despite Bush’s swift and apparently painless victory in the Gulf War (in retrospect it was not nearly as smooth as was initally reported). According to most assessments, the senior Bush was defeated by his failure to address the 1991-93 recession with bold interventions that appeared to recognize the issue, let alone make a real difference. A decade later the incumbent national administration led by senior Bush’s son, George, is presiding over a stubbornly flagging economy. Unemployment and underemployment stay high despite reports of economic growth, which in any case is fueled by vast imputs of fictitious capital: the government has issued more than $150 billion in unsupported cash; and the credit system has generated a huge consumer debt. More particularly, if many Americans are experiencing declining living standards—whether they have a full-time job or not—according to conventional wisdom the prospects for returning the president to a second term are said to be grim. If people don’t buy expensive consumer products such as autos, computers, electronic equipment, appliances and furniture it’s a sure sign they either don’t have the income (or the credit lines), or have lost confidence they can repay their accumulated loans so they stay put. Meanwhile they look to the government to help get them out of their binds. -

NIVOLA: Good morning. It's my pleasure to introduce Congressman Rahm Emanuel of Illinois this morning. Congressman Emanuel is the Chairman of the House Democratic Caucus, as you know. He also sits on the House's most prestigious committee — Ways and Means. Before being elected to Congress, Congressman Emanuel was the key advisor to President Clinton and played a big part in many of the Clinton Administration's most important initiatives and accomplishments, including welfare reform, the ratification of the North American Free Trade Agreement, the 1993 budget agreement, the 1994 Crime Bill, and efforts to expand health insurance for uninsured children. Representative Emanuel chaired the Democratic Congressional Campaign Committee in the months leading up to last fall's election. As many of you know, the political parties in this country have been playing a much more proactive and centralized role in slating candidates for office than they did perhaps a generation or so ago. The smart selection of candidates — thanks I think to Congressman Emanuel's sound centrist instincts — went a long way to securing the Democratic Party's substantial gains in last November's election. -

Wright, M.A. Dissertation Advisor: Dr. Stephen J. Wayne, Ph.D Abstract Political scientists have failed to recognize the political importance of the pres- ident’s spouse. While the evolving role of the first lady over time from White House hostess to presidential advisor has been documented in historical narratives and news articles, the tremendous responsibility placed on her office to communicate the presi- dent’s message and shape his public image has received little attention. This responsi- bility has increased markedly in the last three presidential administrations, illustrated by the fact that Michelle Obama made more speeches and major public appearances in her first five years in office than any first lady in history. In addition to demonstrating that presidential spouses are an integral part of White House and campaign commu- nications strategy, this dissertation challenges the popular notion among scholars that communications tactics designed to boost presidential popularity and garner support for the president’s policy agenda have a negligible impact on public opinion. Detailed examinations of speech transcripts, elite interviews, and survey experiments inform an assessment of the possibility that presidential spouses are mobilized in a calculated effort to enhance the public reputation of presidents and their policy agendas, and that under some circumstances, these efforts can profoundly influence public opinion at the individual level. -

BERKE DES MOINES, Jan. 24 -- Gov. George W. Bush of Texas and Vice President Al Gore were the clear victors in the Iowa presidential caucuses tonight as voters -- although just a few of them -- for the first time affirmed their positions as front-runners for their parties' nominations. In the Republican race, Steve Forbes, the wealthy publisher who had pumped millions into the race, finished second, roughly tripling the 10 percent he drew here four years ago. Alan Keyes, a former State Department official who, like Mr. Forbes had courted the religious right, was third, outpacing another religious conservative, Gary L. Bauer. Senator John McCain, who did not campaign here, won a handful of votes, and Senator Orrin G. Hatch of Utah came in last. With 41 percent of the vote, Mr. Bush, a two-term governor in his first try for national office, surpassed the 37 percent that Bob Dole drew in a six-candidate field in 1988. Mr. Bush had set that figure as his goal. Yet in a sign of the potency that the abortion issue held here, his Political Communication Lab., Stanford University results did not match the total votes of Mr. Forbes, Mr. Keyes and Mr. Bauer, who all criticized Mr. Bush as being soft on the question. In the Democratic race, Mr. Gore outpolled former Senator Bill Bradley of New Jersey 63 percent to 35 percent. -
