    ASIEN, (Juli 2001) 80, S. 64-80 Das Hainanprojekt und die Grenzen zentralstaatlicher Reformpolitik in der Volksrepublik China Jörn-Carsten Gottwald In 1988, the Chinese leadership established Hainan Island as a new province, declaring the whole island a special economic zone with a high degree of auton- omy. Hainan was supposed to give new impetus to China's economic reforms by creating basic "Pillars of a Socialist Market Economy" and by realizing the con- cept "Small Government and Big Society". While previous research concentrated on Hainan's economic and political development after 1988, the complex inter- actions among local, regional and central authorities before 1988 have been widely ignored. This paper argues that structural deficits in decision-making and divisions among China's leadership prior to 1988 were key determinants of the Hainan development strategy. Persistent rivalry in the central leadership left un- resolved crucial issues such as the assignment of property rights and adminis- trative competences among national, provincial and local government bodies. The central authorities proved incapable of assuring the conception, implemen- tation and revision of a comprehensive regional development strategy in the face of competing interests.     Institutional Reform and the Bianzhi System in China* Kjeld Erik Brødsgaard ABSTRACT The article addresses the important issue of the bianzhi system and the role this system plays in governing China at the central and the local level. In making a critical distinction between nomenklatura and bianzhi, loosely translated as “establishment of posts,” the article provides a new perspective on key issues and concepts in the Chinese administrative reform process. The ultimate aim of the process is to create a leaner and more efficient public sector by shedding non- essential functions and by downsizing the bureaucracy. Two cases are used as illustrations of the issues and problems involved. The first is a discussion of central-level reform with a special emphasis on the reorganization of the Ministry of Personnel in 1998. The second is an analysis of local reform with a focus on the experiment of “small government, big society” in Hainan province. Both cases illustrate the difficulties in sustaining administrative reform. Discarded public admin- istrative functions tend to re-emerge, displaced bureaucrats will seek to return to their former position and the Party is reluctant to allow the creation of better public administration at the expense of Party control. In March 1998 the Chinese government launched an ambitious reform of the institutional structure of China’s administrative system. The whole reform was scheduled to be implemented in three years starting at the central level in 1998 and then the provincial level in 1999, ending at the local level at the end of 2000. In contrast to previous attempts at institutional reforms in China this plan proceeds from a qualitative basis and focuses on defining the core functions of the state and its governing organs in order to shed non-essential functions.

    Hainan – State, Society, and Business in a Chinese Province This book examines the complex relationship between the state, society, and business in China, focusing on the experience of the island province of Hainan. This island, for many years a provincial backwater, was given pro- vincial rank in 1988 and became the testing ground for experiments of an economic, political, and social nature that have received great attention from Beijing, in particular the “small government, big society” project. This book provides a full account of this transition, showing how Hainan casts important light on a number of highly topical issues in contemporary China studies: central–local relations, institutional reform, state–society relations, and economic development strategies. It provides detailed evidence of how relations between party cadres, state bureaucrats, businesses, foreign in- vestors, and civil society play out in practice in China today. It argues that despite the liberalization of recent years, especially in the economic sphere, the party state remains the most powerful actor in Chinese society, and that path-breaking reform experiments such as in Hainan remain highly vulner- able due to the central government’s hesitation to commit the resources and unequivocal political support needed for the experiments to be successfully realized. Kjeld Erik Brødsgaard is Professor and Director at the Asia Research Center, Copenhagen Business School. In particular it examines the processes and problems involved in the policies-of “reform and opening-up" as they affected China's adaptation to the world economy during the 1980s. The thesis places this examination within a historical context and it considers the ways in which ideological and other legitimating institutions have been challenged as the reformers shifted from a Maoist self-reliant developmental strategy to a more interdependent and outward-looking one.
