The hint appeared unobstrusively in a prepared speech delivered by Viet Cong Foreign Minister Mme. Nguyen Thi Binh at the 111th session of the Paris peace talks. Both Hanoi and the Viet Cong have invariably rejected all American cease fire proposals unless the United States first sets a date fro the total withdrawal of its forces from South Vietnam. U.
