The “Emergency/Risk Mitigation Power Purchase Procurement Programme (2000MW): National” has also been designated the status of a Strategic Integrated Project (SIP) under the Infrastructure Development Act, 2014 by the Presidential Infrastructure Coordinating Commission. SIPs are considered to be projects of significant economic or social importance to South Africa as a whole or regionally that give effect to the national infrastructure plan and for this reason, can be expeditiously implemented through the provisions of the enabling Act. At the time of this report, the preferred bidder status had not been confirmed. The Karpowership project will generate electricity from two floating mobile Powerships moored in the Port of Ngqura. Three ships will be berthed at any one time, during the project’s 20 year lifespan (as per the RMIPPPP requirements) - a Floating Storage Regasification Unit (FSRU) and two Powerships. A Liquefied Natural Gas Carrier will supply the Liquefied Natural Gas (LNG) to the FSRU over a one-to-two day period approximately every 20 to 30 days. The LNG is then converted to Natural Gas (NG) and pumped from the FSRU to the Powership via a gas pipeline. The proposed design capacity for the Powerships is 540MW, which comprises 27 gas reciprocating engines having an approximate heat input of over 10MW each. The three steam turbines have a heat input of 15.45MW each. The power that is generated is then converted by the on-board High Voltage substation and the electricity evacuated via a 132kV transmission line over a distance of approximately 7.5km to Eskom Dedisa Substation which feeds into the national grid. Two alternative mooring sites are being considered. The first option is to position the two Powerships in a closer position to the transmission line on land. The second is to position the two Powerships further away from the land and the connection to the transmission line. The depth of the water in which the ships will be positioned is approximately 14m. The gas pipeline that connects from the FSRU to the Powerships will be routed along small portions of the seabed but predominantly on the eastern side of the breakwater. From one of the Powerships, an electricity tower and lines will connect to a sub-station and into the national grid. The Project triggers a number of activities listed under the National Environmental Management Act 107 of 1998 (NEMA) which require environmental authorisation prior to commencement. Because these listed activities include activities described in the Environmental Impact Assessment (EIA) Regulations Listing Notice 2 of 2014 (as amended), the process that is required to be applied to the application for environmental authorisation is Scoping and Environmental Impact Reporting (S&EIR). The procedural requirements for S&EIR are set out in the EIA Regulations, 2014 (as amended). Scoping has already been concluded with the acceptance of the Scoping Report, including the plan of study for the EIA by the competent authority, namely the Department of Environment, Forestry and Fisheries (DEFF) on 6 i January 2021. This draft EIA Report is part of the EIR phase and has been distributed for comment for a 30-day period as part of the public participation process. The objectives of the EIA process is, through a consultative process with Interested and Affected Parties (I&APs), including relevant organs of state, to: determine the policy and legislative context within which the activity is located and document how the proposed activity complies with and responds to the policy and legislative context; describe the need and desirability of the proposed activity, including the need and desirability of the activity in the context of the development footprint on the approved site as contemplated in the accepted scoping report; identify the location of the development footprint within the approved site as contemplated in the accepted scoping report based on an impact and risk assessment process inclusive of cumulative impacts and a ranking process of all the identified development footprint alternatives focusing on the biophysical, social, economic, heritage and cultural aspects of the environment; determine the- nature, significance, consequence, extent, duration and probability of the impacts occurring to inform identified preferred alternatives; and degree to which these impacts can be reversed; may cause irreplaceable loss of resources, and can be avoided, managed or mitigated; identify the most ideal location for the activity within the development footprint of the approved site as contemplated in the accepted scoping report based on the lowest level of environmental sensitivity identified during the assessment; identify, assess, and rank the impacts the activity will impose on the development footprint on the approved site as contemplated in the accepted scoping report through the life of the activity; identify suitable measures to avoid, manage or mitigate identified impacts; and identify residual risks that need to be managed and monitored. The EIA process, including public participation, and findings are reported on in the draft EIA Report, in particular, Chapters 7, 8 and 9. Once the public participation process has been concluded, the draft report will be revised taking into consideration the I&APs’ comments. The Final EIA Report will then be submitted to DEFF for consideration, and a decision either to grant or refuse environmental authorisation will be made. All registered I&APs will be notified of this decision and of their opportunity to appeal. The following issues and potential impacts have been identified and assessed in respect of the various alternatives in the EIA: Powerships and FSRU and Liquefied Natural Gas Carrier (LNGC) Disturbance to marine habitat; Disturbance to the sediment from mooring infrastructure; Reduction in ambient air quality from increased atmospheric emissions; Safety risk from potential leakage of LNG; Safety risk of storage of NG within the Port; Increase in noise pollution; Change in water temperature ii Provision of additional electricity; Contributions to climate change; Socio-economic impacts; Marine traffic congestion and accidents; Visual Impacts Gas Pipeline Disturbance to marine and estuarine habitat; Impact on coastal environment; and Potential leakage of LNG. Transmission Line, Switching Station and Temporary laydown area for gas pipeline installation Impacts on indigenous vegetation and species of conservation concern; Disturbance to the terrestrial ecosystem; Impacts on fauna and avifauna; Altered hydrology and geohydrology; Impact on aquatic system; Increase in noise pollution; Change in hydropedological processes; Destruction of wetlands, watercourses, estuarine areas; Destruction of cultural heritage and palaeontological resources; Disturbance to properties and existing services; and Provision of additional electricity. Visual Impact The assessment was conducted with specialists’ input, and includes the identification of mitigation measures and an evaluation of their effectiveness. These assessment findings are used to determine the preferred alternatives and provides the basis for the EAP’s opinion as to whether the proposed activity should be authorised or not, and if so, the conditions that should be made in respect of such authorisation. I. Background In a bid to alleviate the immediate power challenges and to ensure a more sustainable and affordable power supply for the next twenty-four months, the Ministry of Finance, the Ministry of Energy in collaboration with the Electricity Distribution and Supply Authority, (EDSA), and the Electricity Generation and Transmission Company, (EGTC), constituted a committee to renegotiate the terms of the contract with Karpowership. Late last year, the previous Government entered into an arrangement with Karpower International to supply 30MW for a period of 5 years at 19.596 USc/KWh. This, in excess of the average tariff paid by EDSA’s customers of 18.76 USc/KWh, would have resulted in high deficits for the Authority, a situation that has made EDSA heavily reliant on Government’s subsidies for the cost of daily operations. In general, subsidies negatively affect Government’s spending on required social sector services, particularly in education and health. 1 II.     Afkar: The Undergraduate Journal of Middle East Studies 1, no. 1 (Fall 2019): 33–47 Sectarian Politics and Public Service Provision: The Case of Electricité du Liban HAYA CHEMAITILLY, King’s College London Abstract This article explores the impact of sectarian power-sharing agreements on public service provision by looking at the case of the Lebanese public electricity company, Electricité Du Liban. It argues that sectarian power-sharing presents a significant obstacle to providing high- quality services and renders public utility companies inefficient. In Lebanon, this system is the foremost contributor to the current 1,000 MW electricity deficit, a deficit that has resulted in daily power cuts since the 1990s. With the adoption of the Taʾif Agreement at the end of the civil war, ministries and SOEs were placed under sectarian control in a system that does not allow for the meritocratic recruitment of public officials. This has facilitated corruption, nepotism, and poor management, as was the case in the Karadeniz affair, in which the Ministry of Energy and Water acquired three powerships from Turkey. This article also debates the potential privatization of the electricity sector. While private companies such as Electricité De Zahlé suggest that privatization could solve many of the current issues, there is a risk that it would have limited impact if politically connected elites acquired the private contracts. Moreover, the prospects for privatization remain bleak, as sectarian politics make reaching consensus over policies a lengthy and often, unattainable, process. Finnlines Oy (Finnlines) has announced that the first half of 2015 showed a "continuing strong countercyclical performance" for the company, crediting ship efficiency measures as one reason for the company's first six month result of €16.4 million ($17.93 million).The company posted a first quarter result of €15.8 million ($17.27 million), compared to €14.7 million ($16.07 million) during the same period in 2014, saying that the figures are a strong indication that Finnlines has proactively taken the "right measures" to consolidate their market position.

    Afro Eurasian Studies, Vol. 1, Issue 1, Spring 2012, 195-213 The Concept of “Middle Power” and the Recent Turkish Foreign Policy Activism Hasan Basri Yalçın* Abstract This study examines the concept of “middle power” and the possi- ble applicability of this concept within the framework of Turkish foreign policy. An increasing number of publications on the sub- ject of Turkish foreign policy attempt to frame it by using different characterizations. One of these is related to the concept of “middle power.” The new activism of Turkey in its immediate neighborhood is generally considered as an indication of a transformation in its foreign policy orientation and behavior. As a contribution to this kind of effort, this study tries to develop a comprehensive definition of the term of “middle power” and explores how this fits in with the so called “new Turkish foreign policy.” It argues that Turkey, as a regionally significant actor that permanently accumulates material power capabilities, has tried to gain a central role in the dominant international system through its role as a middle power. The study further claims that the new definition of Turkey by foreign policy elites as a “pivotal” state clearly fits the expectations of a state with ‘middle power status’. However, it also highlights that the desire of Turkish foreign policy elites is not independent from the material power capabilities that the state possesses. Recent increase in Turk- ish material capabilities constitutes a significant factor in shaping Turkey’s foreign policy desires.
