HYDRO-POWER AND THE PROMISE OF MODERNITY AND DEVELOPMENT IN GHANA: COMPARING THE AKOSOMBO AND BUI DAM PROJECTS Stephan F. Miescher, University of California, Santa Barbara & Dzodzi Tsikata, University of Ghana n 2007, as Ghanaians were suffering another electricity crisis with frequent power outages, President J. A. Kufuor celebrated I in a festive mode the sod cutting for the country’s third large hydro-electric dam at Bui across the Black Volta in the Brong Ahafo Region.1 The new 400 megawatt (MW) power project promises to guarantee Ghana’s electricity supply and to develop neglected parts of the north. The Bui Dam had been planned since the 1920s as part of the original Volta River Project: harnessing the river by producing ample electricity for processing the country’s bauxite. In the early 1960s, when President Kwame Nkrumah began to implement the Volta River Project by building the Akosombo Dam, Bui was supposed to follow as part of a grand plan for the industrialization and modernization of Ghana and Africa. Since the 1980s, periodic electricity crises due to irregular rainfall have undermined Ghana’s reliance on Akosombo. By the turn of the century, these crises had created a sense of urgency to realize the Bui project in spite of an increasing international critique of large dams. The purpose was to understand how the resettlement affected livelihood assets, activities, and capa- bilities of communities and households. Background Induced displacements and livelihoods of households and communities have received enormous scholarly attention in many academic disciplines. In this pa- per, we add to the contributions in this issue area, employing a case study, to examine the livelihood effects to communities involved in the Phase A of the Bui Resettlement Program in Jama, Ghana. Methodology In-depth interviews, focus group discussions, and observations were used to closely understand, from the perspective of stakeholders, including affected households, community leaders, and resettlement authorities, the impact of the project on livelihood capabilities, assets and activities. Contribution The study has shown that resettlement presents communities with both chal- lenges and opportunities. This conclusion is important in planning future pro- jects, because, it will allow practitioners to carefully plan with both dimensions at sight. Findings The study revealed that livelihood assets, including agricultural lands and fishing lake, were affected. However, farmlands were replaced while the lake remained accessible to households, posing little change in general livelihood activities. -

Government of Sierra Leone PRESS RELEASE SIGNING OF THE UTILITY GRID INFRASTRUCTURE AND ELECTRICITY SUPPLY AGREEMENT BETWEEN GOVERNMENT OF SIERRA LEONE AND KARPOWER INTERNATIONAL DMCC (Monday, 11 June 2018 - Freetown, Sierra Leone) The Government of Sierra Leone represented by The Ministry of Energy, the Ministry of Finance and the Electricity Distribution and Supply Authority, EDSA, have today concluded and signed a two-year Utility Grid Infrastructure & Electricity Supply Agreement with the Karadeniz Powership Kaya Bey Company Limited, (Karpowership), for the generation of electricity from its Maritime vessel docked in Freetown. I. Background In a bid to alleviate the immediate power challenges and to ensure a more sustainable and affordable power supply for the next twenty-four months, the Ministry of Finance, the Ministry of Energy in collaboration with the Electricity Distribution and Supply Authority, (EDSA), and the Electricity Generation and Transmission Company, (EGTC), constituted a committee to renegotiate the terms of the contract with Karpowership. Late last year, the previous Government entered into an arrangement with Karpower International to supply 30MW for a period of 5 years at 19.596 USc/KWh. This, in excess of the average tariff paid by EDSA’s customers of 18.76 USc/KWh, would have resulted in high deficits for the Authority, a situation that has made EDSA heavily reliant on Government’s subsidies for the cost of daily operations. In general, subsidies negatively affect Government’s spending on required social sector services, particularly in education and health. 1 II. Gains from Renegotiations We are pleased to inform the general public that the Committee has successfully renegotiated the Agreement and made the following substantial gains: i. -

THE REPUBLIC OF GHANA Global Medium Term Note Programme Under this Global Medium Term Note Programme (the “Programme”), the Republic of Ghana (the “Issuer”) may from time to time issue notes (the “Notes”) denominated in any currency agreed between the Issuer and the relevant Dealer (as defined below). Notes may be issued in bearer or registered form (respectively “Bearer Notes” and “Registered Notes”). The Notes may be issued on a continuing basis to one or more of the Dealers specified under “Overview of the Programme” and any additional Dealer appointed under the Programme from time to time by the Issuer (each a “Dealer” and together the “Dealers”), which appointment may be for a specific issue or on an ongoing basis. References in this Base Prospectus to the “relevant Dealer” shall, in the case of an issue of Notes being (or intended to be) subscribed by more than one Dealer, be to all Dealers agreeing to subscribe such Notes. An investment in Notes issued under the Programme involves certain risks. For a discussion of these risks see “Risk Factors”. Afkar: The Undergraduate Journal of Middle East Studies 1, no. 1 (Fall 2019): 33–47 Sectarian Politics and Public Service Provision: The Case of Electricité du Liban HAYA CHEMAITILLY, King’s College London Abstract This article explores the impact of sectarian power-sharing agreements on public service provision by looking at the case of the Lebanese public electricity company, Electricité Du Liban. It argues that sectarian power-sharing presents a significant obstacle to providing high- quality services and renders public utility companies inefficient. In Lebanon, this system is the foremost contributor to the current 1,000 MW electricity deficit, a deficit that has resulted in daily power cuts since the 1990s. With the adoption of the Taʾif Agreement at the end of the civil war, ministries and SOEs were placed under sectarian control in a system that does not allow for the meritocratic recruitment of public officials. This has facilitated corruption, nepotism, and poor management, as was the case in the Karadeniz affair, in which the Ministry of Energy and Water acquired three powerships from Turkey. This article also debates the potential privatization of the electricity sector. While private companies such as Electricité De Zahlé suggest that privatization could solve many of the current issues, there is a risk that it would have limited impact if politically connected elites acquired the private contracts. Moreover, the prospects for privatization remain bleak, as sectarian politics make reaching consensus over policies a lengthy and often, unattainable, process.
