Nemocolin Woodlands has been an asset in this county for many years, it being the largest employer status for many years. The 5-star resort Nemacolin Woodlands should be given the casino license for many reasons including the fact that it is the only 5-star resort out of the 4 vying for the license. There is not another casino for 50-60 miles from it`s location. The resort has more than the minimum rooms (250) needed to accomodate the customers and already has a bldg. built just for the casino. There is easy access with the new I43 highway from Pittsburgh to Morgantown, WV. The resort is the best possible choice with the outstanding facilities on the grounds besides rooms. None of the other competitors has anything close to offering the amenities that Nemacolin has. I support a casino at Nemacolin Woodlands Resort if it is a casino primarily for resort guests. Originally the requirement to be considered a resort guest was to spend about $25 per person at the resort. The resort protested. The amount was lowered to $10. This in effect makes a casino at the resort no different than a stand-alone casino in its impact on the neighboring community. Who in their right mind would build a stand-alone casino along a historic highway that, I believe, by law must remain one lane in each direction. It is already a dangerous road due to speeding and DUI. Please go back to the original intent of a resort casino. It should be an amenity for the guests, and a destination for the `locals` who must visit and spend money at the resort first. If this scenario makes it too difficult for a resort to `break even` then the solution would be to lower the cost of the casino license for the resorts, not to change the rules and convert to a stand-alone casino. Gambling, at whichever venue, is unjust for the following reasons, and is to be avoided especially as a means of engendering revenue for the state that would otherwise be received equitably through taxation of the base:

Our concern is that the profit to the resort and our community, that will be received from the casino, is not worth the cost that it will inflict upon our church neighborhood. We have spent time researching the results of casinos built and run in this country and now realize that the crime rate will increase at least 200% to 500% to this neighborhood. Maryland Attorney General J. Joseph Curran Jr. did a conclusive study in 1995.

The purpose of this study was conducted to evaluate the crime trends in communities that introduced gambling casinos. It showed the massive increase in crime throughout the country and concluded with these comments concerning the casinos in Nevada. “ Because casinos opened in Las Vegas in the early 1930’s, no valid comparisons are possible between pre-casino and post-casino crime rate in the country.”

Be advised this same study indicates that with gambling, crime increased in Disney World (Orlando, Florida) and that of Atlantic City.

In 1990 Orlando’s crime rate per 100,000 people went up 53% from 1977.

In 1990 Atlantic City’s crime rate increased per 100,000 people by 235 % from 1977.

The “ Curran Study” writes “ the two cities crime rates show clearly that the increase in crime from casinos is attributable to more than simply heightened tourism. “ Atlantic City’s crime rate increased so much because it has casinos. The study confirmed this, as a fact, throughout all the states with gaming.

The study showed that whatever benefits gaming brings into an area, jobs, lower taxes, money etc., it will also bring a widespread increase in crime, and the increase will be substantial.

Sansom Chapel United Methodist Church is in very close proximity to the building in which the casino will be housed. We feel it would be very disruptive to our church services and other community functions.

We would greatly appreciate your not granting this casino license.

The five-star Nemacolin resort, with the addition of a casino, would offer a unique customer experience while maximizing economic benefits for the state.

I'm writing to enthusiastically endorse the issuance of the last resort gaming license to Lady Luck Nemacolin. Let me explain why.

Nemacolin Woodlands is an established year round resort with the infrastructure already in place to allow gaming to quickly flourish. About 70% of their guests are from outside the Western Pennsyivania region. Additionally, they have an established out of state clientele; about 60% of their visitors are non-residents. The resort can produce these numbers because of their existing amenities; world class golf, extensive conference facilities and a host of interesting activities like off road driving and sporting clays. Because so many clients hail from out of state, it is believed that gaming at Lady Luck Nemacolin won't significantly impact or compete with gaming at other venues in Southwest Pennsylvania.

But foremost in my mind regarding the positive attributes of Nemacolin are the people. The citizens of our area want gamina at Nemacolin -- they'll embrace it! This is in stark contrast to some of the testimony received by the PGCB from residents in other competing locations, especially Gettysburg and Mechanicsburg. With one of the highest rates of unemployment in the state, the citizens of our region won't take these new jobs for granted; they'll become stakeholders in the venture, not mere employees, and that is why I'm convinced this entire undertaking will be successful. Nemacolin is as near to "Shovel Ready" as any location in this competition; they have a building that was specifically constructed to operate as a casino and they estimate that they can be fully operational within 9 months of licensure. Based on their stellar track record, I'm inclined to believe them.

As a person who frequents Nemacolin, 1 can vouch for their professionalism and experience. 1 have no doubt that, if chosen, the management team and employees of the resort will quickly build the gaming end of their business into the most successful casino in the state.

Nemacolin Woodlands has submitted an application to ttie.Pennsylvania Gaming Control Board for the remaining resort gaming license. The project, Lady Luck Nemacolin Woodlands, is planned to be a $50 million investment at the resort. In addition to providing an important new amenity to Pennsylvania's greatest resort, the new casino will house 600 state-of-the-art slot machines, up to 50 exciting table games, a new casual dining restaurant, entertainment options, and other amenities.

Nemacolin Woodlands has partnered with the well respected Isle of Capri Casinos to manage and operate the proposed facility. Isle of Capri is one of the most respected gaming operators in the United States. They have the right experience to help fulfill our vision for a true resort gaming expehence at Nemacolin Woodlands to enhance the wide variety of amenities already available at the resort.

Nemacolin Woodlands is the best location to fulfill the intent of the Legislature. Nemacolin is an "established year round resort," as the law requires, in addition, it offers by far the greatest variety of existing amenities, recreational activities, dining, and lodging options. The resort has been recognized for many years with dozens of national, regional and local travel awards, more than any other resort in Pennsyivania.

Nemacolin Woodlands is already the state's premier resort venue hosting 350,000 guests annually and offering a vast array of amenities. These amenities include the Woodlands Spa, the legendary Mystic Rock Golf Course, sporting clays, off road driving course, skiing, numerous dining options and many other activities. 1 believe that, with Isle of Capri, Nemacolin Woodlands can soon offer the most unique gaming experience

Nemacolin Woodlands will bring the greatest amount of new revenue into Pennsylvania. Currently, 70% of the guests are from outside Western Pennsylvania and 60% of the guests are from outside Pennsylvania. The renowned conference and meeting facilities, as well as some of the best golf on the East Coast, will continue to draw visitors from across the country. The casino will add to the resorts ability to bring business into the Commonwealth from far and wide.

Nemacolin Woodlands will create a significant direct economic impact for an area in need. Currently employing up to 1,200 associates at the Resort, Lady Luck Nemacolin Woodlands will create 600 new jobs, in addition to at least 120 construction jobs. This is a significant benefit for a county with Pennsylvania's second highest unemployment rate.

The Lady Luck Casino offers the Commonwealth the greatest amount of certainty in getting the casino operation quickly and producing tax revenue. It already has a beautiful building designed and built specifically for a casino. It only needs to be slightly expanded and renovated with new finishes. Tfie project is fully funded and they estimate it can be expanded and renovated with new finishes. The casino can be operational within 9 months of licensure. Perhaps most importantly, this facility can be creating jobs and generating tax revenue more quickly than any other applicant.

Nemacolin Woodlands is truly supported by its local community. The resort is in a location that already has infrastructure to support this type of activity and its location is perfect to bring in incremental new tax revenue to the Commonwealth. The tourism industry of the Laurel Highlands region is fully supportive of this application.

I sincerely hope Nemacolin Woodlands will be granted the last casino license.

Nemacolin Woodlands is located a short distance from my senatorial district. It Is a magnificent resort that offers considerable amenities to its guests and visitors. I was pleasantly surprised to find out that the Isle of Capri Casinos would be partnering with Nemacolin in this venture should they be successful in obtaining the license. Isle of Capri Casinos is one of the most respected gaming operators in the United States, and has the resources and vision to turn this into a true resort gaming facility.

The mission of the Fayette Chamber of Commerce is to promote a favorable business climate for members and their communities, and to provide leadership and support for efforts to improve the local economy, education systems, political environment, and overall quality of life. My name is Doug Benns. and Fm a business acquaintance ofthe Hardy family, owners and operators of Nemacolin Woodlands Resori in Wharton Township. I appreciate your review of this letter, which, while longer than my usual brief statements, conlains detail that is warranted.

Yesterday. 1 attended the hearing at the Wharton Township Flail in support of Nemacolin Woodlands as the licensee location for the resorl-casino license your board is considering. Though I had just learned ofthe hearing on the morning it was scheduled, 1 wanted lo support the Flardys and the projeci (I was on site at Nemacolin finalizing the details ofa major event Lm involved in planning to be held later in the month at Neinacolin.). W'hile I am not a Pennsylvania resident. 1 hope my input and perspective is of value to you, as 1 reside in Ohio and do a great deal of work in the Washington, D.C. area.

To frame this story, some background is useful. 1 am the National Association of Enirepreneurship's President, and 1 also lead a holding company with 12 operating units. One of these companies manages national associations, and another develops and implements association programs. 1 am involved daily with their operation and management. A primary focus of these companies is producing and managing events, programs, and conferences. We work with dozens of venues annually, including venue appraisal and selection. WTth two decades of personal experience, 1 have been to thousands of properties, and worked with hundreds of venues including some ofthe nation's premier gaming resorts. Frankly. Fve seen many thai w^ere sub-par and worse.

One hospitality venue my organizations works with, without question, stands above the rest. This is where my path crosses with Nemacolin and the Flardy Family. My organizations are working with Nemacolin on several events, and have recommended the resort to hundreds.

Quality Operation and Marketing

You have had ample testimony and the stellar track record to evaluate the Isle of Capri as a casino operator. So Fd like to share my perspective on the Nemacolin team's ability to properly market the overall resort as a unique destination with a casino attraction. The reason my organizations have a relationship with Nemacolin is simple: they have the absolute besl sales team in the industry.

1 met Dennis Noonan, Nemacolin's Vice-President of Sales, through a Cleveland associate. 1 hesitaied to attend an event promoting Nemacolin because 1 didnrt want lo give up an afternoon to learn about "another resort.'' 'fo my surprise, 1 left the presentation convinced that the Laurel Flighlands, and Western Pennsylvania was the only place to have an event or lake my family, and that Nemacolin was the only venue. Over fifty years ago, the small Village of Farmington (Wharton Township), Pennsylvania became home to a Christian community known as the New Meadow Run Community. Today over six hundred people, including children and elderly, reside in two communities known as New Meadow Run and Spring Valley. Both communities are immediate neighbors to Nemacolin Woodlands Resort where legalized gambling has been proposed. New Meadow Run. Spring Valley, and Nemacolin Woodlands are contiguous properties.

We share a religious tradition similar to the belter known Amish and Brethren churches. Safeguarding the quality of life for our children and preserving our religious mode of life was a foremost concern when we settled in the area and il remains so now.

Our straightforward request is that the CoiTimonwealth of Pennsylvania and its Gaming Com.mission give proper consideration to the harmful impacts of gambling on our unique communal setting and the neighborhood surrounding Nemacolin Woodlands. Unlike self-contained entertainment venues such as racetracks, the Nemacolin site will pose risks to our children and jeopardize neighborhood welfare in the village of Farmington.

Ota- chief concerns include traffic congestion (forcing Route 40 to be widened), noise, nightlife, drunk driving and general deterioralion ofthe neighborhood surrounding our communities. Forced to leave Germany in 1937 by the National Socialist regime, members gained asylum in several European countries before immigrating to Paraguay, South America, In 1954, the first United States based Church Community began in Rifton, NY, where the international Order is currently headquartered.

Today, approximately 3,000 people live in locations in the U.S., Europe, South America and Australia. More specific to this letter, in 1957 Church Communities established a community in Fannington Pennsylvania. At present approximately 500 people live in the New Meadow Run and Spring Valley Communities in the town of Farmington PA. About Lady Luck Nemacolin

Nemacolin Woodlands has applied to the Commonwealth of Pennsylvania for the remaining resort gaming license. The project – Lady Luck Nemacolin – is planned to be a $50 million investment at the resort that will produce tens of millions of dollars in tax Pennsylvania tax revenue every year. The new casino will house 600 state-of-the-art slot machines, up to 50 exciting table games, a new casual dining restaurant, entertainment options and other amenities.
