Welcome to the 29th Annual General Meeting of the North Harbour . A special welcome to our Patron Barry Morris, Life Members, Past Presidents and Past Chairmen. Welcome also to the Club, School Representatives and other members. Thank you all for your attendance and support.

The ITM cup team had another extremely disappointing campaign after a the review committee for the hours of challenging discussions. I believe we belief that we could climb away from the bottom of the table. Our amateur representative teams all performed well again with the Development XV and U20 teams both being the top performers in 3rd position and the U16 finished 2nd in the Northern Region competitions. Other teams we fielded were U18, U18 Development, U85kg, U14, secondary school girls and two Roller Mills teams.

The Silverdale Rugby Club successfully hosted the Roller Mills tournament in 2013. It was an tremendous week with some exceptional talent on show. Our top team went through to eventually finish fifth overall, with the development team finishing eighth. Congratulations to the Silverdale team for all the hard work and endless hours to put on such a great event.

We look forward to hosting the 2014 Junior World Championships in June, with games split between and Pukekohe, and the final at . This will continue to ignite the rugby passion around Harbour and I look forward to a fabulous event.

The Strategic Plan is now a year old and due for its’ annual review shortly. The Board continues to work hard to ensure we see the ideas in the plan implemented so that we as a Union can move forward positively.

I have almost completed a full review of the Unions Constitution. This has been an arduous task where I have endeavoured to bring the Union into the Professional era as well as future proof the document. I would like to thank

Time will be the judge, but I feel 2013 will be marked down as a watershed year in the history of North Harbour Rugby. Whilst we cannot (will not) ignore our ITM Cup performance – and I will touch on this further, we likewise cannot ignore some of the stepping stones that are being laid that we believe will strengthen the position of this Union long term.

Underpinning all of this is the unwavering support of our clubs, our schools, note are our long-term partners QBE Insurance, who not only renewed their our volunteers and our member base. I do not need to tell you how disappointed we were with our ITM Cup results. After a difficult 2012, and a clear mandate from our stakeholders to John Morgan – Chairman support local players, we assembled a squad in 2013 that frankly were never going to be world beaters – but a squad we felt would give their heart and soul for the Union’s colours. Had I had written this at the ¾ mark of the 2013 campaign we all would have agreed that was the case. We had earned a win and a draw, but more importantly the team had left everything on the paddock when the final whistle blew. The last three games were perhaps a road too far for such an inexperienced group.

It was with sadness that we said good-bye to the ITM Cup Team Head Coach, Liam Barry, at the end of the campaign – and we wish him and his family well in the future. The year-end saw us employ Steve Jackson, the Counties Manukau Assistant Coach to fill the role vacated by Liam and with the Board recognising the need to get this piece of the Union’s performance right we are optimistic that the little things we are developing with Steve will pay dividends come August.

The Community game though is at the other end of the spectrum. Great games, strong competition across the grades, great coaching, referees and administrators and strong parochial support on the sidelines and clubrooms at club and school level.

Evidence of this is repeated in all the stats. Registrations remain strong with just under 10,000 players registered within this province. Titles are shared across the clubs, a testimony to the depth of talent we have across the board. We see new stars emerging at all levels of the game, be it in age group representative level or those going on to higher honours. This year we saw 12 players make various national teams. It is worth noting that before the Union’s formation, clubs from this region had a total of seven players make All Black level. Since 1985 this number has exploded to 30 with two new additions this year in Ben Afeaki and .

This change, along with the HarbOUR… tagline will be the basis of our promotional program coupled with an increased emphasis on working with our Clubs and Schools to continue to connect and respect our community.

North Harbour Rugby Football Union 17 COMMUNITY RUGBY REPORT 2013 has been another challenging year but we have seen positive initiatives across Coach and Player Development and Community Rugby in 2013. These have included the introduction of a coaching course aimed at Secondary School coaches, skill development days in conjunction with the Black Ferns for secondary school girls and the introduction of our first North Harbour Women’s representative 7’s team. Late in 2013 we have also seen a couple of staff changes with Steve Jackson being appointed ITM Head Coach for 2014 and Paul Greenstreet replacing Greg Watson as the Union’s Referee Education Officer.

2013 continued the key priorities outlined for Community Rugby from 2012 Player Development of Development, Growth and Sustainability. North Harbour Rugby Football Union 19 COUNCIL OF CLUBS REPORT

It is a pleasure chairing the Council of Clubs. The reason for this is that the delegates have been stable and there is a wealth of experience from a group of committed Harbour people representing the Clubs and various parties that make up the North Harbour region.

There has been the following increases and decreases in the operating revenue and expenses between 2013 and 2012:

Revenue • Increase in Match Takings by $43,517 from 2012, this is mainly • Sponsorship Income reduced by $146,537 for 2013 compared to 2012, attributable to an additional Blues match hosted at North Harbour some sponsorship contracts had expired at end of 2012, and renewed, Stadium. Change in Commercial Manager during the year impacted in this area. • Other Revenue Includes: • New Zealand Rugby Union Grant increased by $183,971 for 2013 due to: Donations $133,938 Registration Income $49,897 Affiliations Fees Clubs $132,559 Academy Income $10,000 Coaching Clinic $16,481 Referee Education Officer -$5,700 RHLP Debt Assignment $69,000 Rugby Administrator in Schools $7,813 Awards Night Ticket Sales $12,099 Travel -$1,290 Kiwisport - Harbour Sports Trust $70,000 All Blacks $31,000 NHST - High Profile Matches $152,118 Test Allocation distribution $40,119 Administration Fees - Blues $20,000 CEA Equilisation $52,000 Merchandise Sales $5,036 Interest $2,584 • Increase in Gaming Trust income for 2013 by $53,848 to 2012, better than 2012 due to favourable approvals through our Gaming Trust partners support in 2013.

Expenditure • Administration costs increased by $71,600 to 2012, mainly due to Salary costs increase, Audit Fees (+$6,100), Bad Debts (+$6,500), Postage/ Telephones (+$13,400), Presentations(+$11,200).

• Marketing Expenses increased in 2013 by $45,900 to 2012, this was mainly attribuatable to a higher than expected Promotional costs for sponsors during the ITM Cup campaign, please note that this variance was further inflated as 2012 costs in this catergory had an accrual write back of $20,000.

• Match and Stadium expense reduced by $3,400, directly attributable to Professional game costs reduced by $3,400 as a result of better pricing and match preparation for Home games to reduce costs.

• Movement in the Coaching and Representative expenses, -$58,600 from 2012 has been a result of the following factors:

(1) Player Payments for ITM Cup 2013 campaign reduced by $114,200 compared to 2012. This is primarily due to new Collective Agreement and lesser injuries during the campaign.

(2) Increase in coaching spend in Amateur Rugby to facilitate the delivery of courses (Kiwisport), this was delivered by some of our clubs (Mahurangi/Marist & Silverdale)in the region.Please note that we have funding for these from Harbour Sports Trust ($70,000) for delivery into North Harbour/Auckland & Counties.

(3) Injured Players & Medical Costs expenses increased by $6,700 from 2012, this is directly related to increase costs of $3,200 in Representative medical spend and increased ACC costs in Team Harbour. Directors Note During the 2013 year North Harbour Rugby Football Union Inc. (NHRFU) entered into an agreement with the (ARU) and (NRU) to establish RHLP. RHLP was established to hold 60% interest in the Blues Limited Liability Partnership (BLLP) to which the NZRU has granted license to operate the Super Rugby franchise for a period of seven years from 1 September 2013. The remaining 40% is held by Bolton Equities Limited. Current year financials should be read with a full set of accounts to get a better understanding of the accounts presented.
