A special welcome to our Patron Barry Morris, Life Members, Past Presidents and Past Chairmen. Welcome also to the Club, School Representatives and other members. Thank you all for your attendance and support. The ITM cup team had another extremely disappointing campaign after a the review committee for the hours of challenging discussions. President Our amateur representative teams all performed well again with the Development XV and U20 teams both being the top performers in 3rd position and the U16 finished 2nd in the Northern Region competitions. Other teams we fielded were U18, U18 Development, U85kg, U14, secondary school girls and two Roller Mills teams. The Silverdale Rugby Club successfully hosted the Roller Mills tournament in 2013. It was an tremendous week with some exceptional talent on show. Our top team went through to eventually finish fifth overall, with the development team finishing eighth. Congratulations to the Silverdale team for all the hard work and endless hours to put on such a great event. We look forward to hosting the 2014 Junior World Championships in June, with games split between North Harbour Stadium and Pukekohe, and the final at Eden Park. This will continue to ignite the rugby passion around Harbour and I look forward to a fabulous event. The Strategic Plan is now a year old and due for its’ annual review shortly. The Board continues to work hard to ensure we see the ideas in the plan implemented so that we as a Union can move forward positively. I have almost completed a full review of the Unions Constitution. This has been an arduous task where I have endeavoured to bring the Union into the Professional era as well as future proof the document. Gary Howarth - President ” North Harbour Rugby Football Union 7 ON BEHALF OF THE CHAIRMAN’S REPORT BOARD OF DIRECTORS Time will be the judge, but I feel 2013 will be marked down as a watershed year in the history of North Harbour Rugby. Whilst we cannot (will not) ignore our ITM Cup performance – and I will touch on this further, we likewise cannot ignore some of the stepping stones that are being laid that we believe will strengthen the position of this Union long term. Underpinning all of this is the unwavering support of our clubs, our schools, note are our long-term partners QBE Insurance, who not only renewed their our volunteers and our member base. As the election approaches, we have the opportunity to ask ourselves whether any of the major political parties do genuinely believe in a technology-led future for New Zealand. New Zealand is a small country and in many ways we do very well, punching above our weight internationally in certain areas (the dairy industry being the most obvious). But why do we have only one Fisher and Paykel Healthcare, one Raykon Industries and one Buckley Systems, when as a nation we have the expertise and potential to have so many more of these dynamic entities? Without growth and investment in the technology sector, we will continue to fall behind other nations. Currently, only the Government has the scale to prime the pump and invest heavily in a technology-led future for our nation. The Centres of Research Excellence and Partnership for Excellence programmes, both good ideas from the present Government, have focused research on potentially nation-altering science and technology. However, to kick-start early stage basic research, the HRC and Marsden funds need significantly more investment. The recently announced $700M Government Investment Fund is a good start, but this will yield only an additional ~$100 million per year, probably targeted at the land-based industries, of which dairy is by far the largest likely recipient. So where could the required increase in technology investment come from? At the moment, the Trustees invest most of our Superannuation Fund offshore, minimising risk but leaving New Zealand starved of investment.

    BLUE CARD CONCUSSION INITIATIVE FREQUENTLY ASKED QUESTIONS INTRODUCTION The introduction of the Blue Card Concussion Initiative is the result of a trial conducted by the Northland Rugby Union in 2014. Following this very successful trial New Zealand Rugby has approved the introduction of the initiative in other provinces, subject to compliance with the protocols and practices detailed in the NZ Rugby Booklet “Blue Card Concussion Initiative – Protocols and Implementation Procedures for Provincial Unions”. PROCESS The Blue Card Concussion Initiative is an “On-Field” process introduced to enhance player safety and welfare. It enables the referee to initiate a formal process when a player sustains a head and/or concussion or suspected concussion injury during a match. If the referee believes a player has been concussed, or suspects a player has been concussed, the referee must show a Blue Card to that player, and that player will be required to leave the playing area. This player cannot return and play in that match. Further, the player shown a Blue Card should not return to train and must not return to play in any future match without first meeting the requirements of the return to play protocol, as set out in the NZ Rugby Blue Card Concussion Initiative Booklet. In situations where a player sustains a head and/or concussion injury at training or such injury is noticed after a match, team management must adopt normal care and responsibility for player safety and welfare by implementing the practices and procedures detailed in the NZ Rugby programme, Rugby Smart. DB is a large part of the New Zealand brewing industry which contributes a total value chain from grain to glass in New Zealand of around $2,200,000,000 and directly contributes over $700m per annum to New Zealand's GOP. The brewing industry alone contributes around $600million per annum in taxes (excise, HPA levy and GST on purchases). 12. DB is a responsible producer that has operated in New Zealand for a long time. DB is under no illusions around the harms of alcohol abuse and is committed to being part of the solution. We do not resist further advertising restrictions out of fear for our bottom line; we resist them because we do not believe they will be effective in reducing harmful drinking. We will continue to spend a material proportion of our marketing budgets on encouraging responsible consumption; we will continue to build awareness for responsible consumption and we will continue to support initiatives that we believe tackle the problem head-on. We still have the goal of obtaining bigger games and touring to other parts of the world. Access to players is a real challenge. We are liaising closely with the NZRU and the NZ Rugby Players’ Association in that regard. As you can see, we are supporting the game we love in a number of meaningful ways. But the other side of our club is the camaraderie and social side which we all enjoy. We have magnificent premises at Eden Park. I urge you to come and utilise them. We have club nights most Friday nights from 4.00pm. There are big Super Rugby games coming up. We also organise golf and bowls days and I urge you all to get involved and enjoy these fun events.
