These events include street parades, motor races, cycling races, jazz festivals, cultural celebrations, sporting events, open air theatres and concerts, and balls or dance parties and can often attract large numbers of people. A lot of time and effort goes into planning and promoting these events and they are often seen as a way of creating employment and providing economic benefits for the local community. Councils play a variety of roles, from event manager to consent authority, and have to weigh up the advantages and disadvantages for everyone in their community before they give approval for the event to go ahead. Events are often complex and may depend on approvals from a range of different agencies. The key to staging a successful event is good communication, as early as possible in the process, between the promoter of the event and the local council and other consent authorities such as the Police and the Environment Protection Authority.

In the Shire of Bulli and Municipalities of Shellharbour and Kiama, the High- way has been resurfaced over a length of 14% miles, and in conjunction with this work, surfacing of por- tions of the Lower South Coast road was also carried out. Work is procceding on the replacement of a proportion of the decking of the bridge over the Shoal- haven River at Nowra. the decking being attached by bolts, instead of spikes, to prevent rattling of the planks. Good progress is being made with the widening of the shoulder areas of the Hume Highway along the concrete pavement between Leppington and Narellan. Between Narellan and Camden. widening and rccon- ditioning have been cotnplcted, the pavement being widened to 20 feet and a smooth non-skid surface provided throughout by the drag process. South of Picton, near Thirlmere-road, formerly unsatisfactory drainage conditions have been improved by the con- struction of a new concrete culvert. On the Great \Vestern Highway, in the Municipality of Granville, the State Monier Pipe Works have com- pleted their contract for the reconstruction of Parra- matta-road between Duck River and the Granville Realignment of the level crossins at Kinmore on the Subway.

However, an unfortunate feature of the subsequent debate on the local infrastructure crisis has been its almost total neglect of the role of the Commonwealth Roads to Recovery Program which has helped to alleviate this crisis. Using the institutional context of Roads to Recovery funding to New South Wales local government, this paper seeks to remedy this neglect by presenting an initial exploratory analysis of the operation of the Roads to Recovery Program.     Environmental Assessment: Proposed Wind Farm, Cullerin NSW 7 ASSESSMENT OF KEY ISSUES 7.1 Scoping and prioritisation of issues Recent reforms to the Environmental Planning and Assessment Act 1979 and associated planning instruments provide for the consolidated assessment of major projects, including wind farms involving more than $30 million in capital investment. The reforms also provide for improvements to efficiency in the assessment and approval process, by allowing assessments to focus on key ‘moderate to high priority’ issues. Moderate to high priority issues are those with the potential to produce significant environmental or human impacts. Lower priority issues are those which can be demonstrated to be manageable using established practices and mitigation measures. Using best practice and adaptive management approaches these issues are not likely to cause unacceptable environmental or human impacts. Where uncertainty or high levels of risk exist, issues are allocated to the moderate to high priority category. Moderate to high priority issues have been identified by an extensive review of experiences and research at existing wind farms in Australia and overseas, and consultation with landholders, the general public, government agencies and experts. In particular, the issues scoping process drew on the results of an Open House and questionnaire public consultation process held Gunning on 17 November 2005 (refer section 6.2), and a Planning Focus Meeting involving state and local government representatives held at the subject site on 10 November 2005 (refer section 6.3). A Project Application indicating the issues to be addressed in the EA and their priority for assessment was accepted by the Department of Planning on 7 December 2005.

The local planning context is discussed in Section 4. 3.1 Legislative framework 3.1.1 Commonwealth legislation Environment and Biodiversity Conservation Act 1999 The Environment Protection and Biodiversity Conservation Act 1999 is administered by the Commonwealth Department of Environment, Water, Heritage and the Arts. The Act is designed to protect six items or areas of ‘national environmental significance’ (listed below) from specific actions or undertakings. Any proposed action that has the potential to significantly affect a matter of national environmental significance must be referred to the Commonwealth Minister for Environment and Heritage. Section 26 of the Act also provides that any actions that may have a significant impact on any Commonwealth land must also be referred to the Commonwealth Minister for the Environment and Heritage for assessment and determination. The Act states that the following are matters of national environmental significance: World Heritage properties. Wetlands of international significance (i.e. RAMSAR wetlands). Listed threatened species and communities. Listed migratory species protected under international agreements (CAMBA and JAMBA). Protection of the environment from nuclear actions. The marine environment. Part 3 of the Environment Protection and Biodiversity Conservation Act 1999 provides that an action that ‘has, will have or is likely to have a significant impact on a matter of national environmental significance’ may not be undertaken without prior approval from the Commonwealth Minister for the Environment, Water, Heritage and the Arts, as provided for under the provisions of Part 9 of the Act.
