2008 Human Rights Report: Croatia Page 1 of 24 2008 Human Rights Report: Croatia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 The Republic of Croatia is a constitutional parliamentary democracy with a population of 4.4 million. Legislative authority is vested in the unicameral Sabor (parliament). The president serves as head of state and commander of the armed forces, cooperating in formulation and execution of foreign policy; he also nominates the prime minister, who leads the government. Domestic and international observers stated that the November 2007 parliamentary elections were in accord with international standards. The government generally respected the human rights of its citizens; however, there were problems in some areas. The judicial system suffered from a case backlog, although courts somewhat reduced the number of unresolved cases awaiting trial. Intimidation of some witnesses in domestic war crimes trials remained a problem. The government made little progress in restituting property nationalized by the Yugoslav communist regime to non- Roman Catholic religious groups. Societal violence and discrimination against ethnic minorities, particularly Serbs and Roma, remained a problem. Violence and discrimination against women continued. Trafficking in persons, violence and discrimination against homosexuals, and discrimination against persons with HIV/AIDS were also reported. RESPECT FOR HUMAN RIGHTS Section 1 Respect for the Integrity of the Person, Including Freedom From: a. Arbitrary or Unlawful Deprivation of Life There were no reports that the government or its agents committed arbitrary or unlawful killings. During the year one mine removal expert and one civilian were killed, and one mine removal experts and two civilians were severely injured. -

Istraživanje Tržišta Tiska U 2017
Agencija za zaštitu tržišnog natjecanja Zagreb, listopad 2018. Istraživanje tržišta tiska u 2017. Agencija za zaštitu tržišnog natjecanja provela je ispitivanje tržišta tiska u Republici Hrvatskoj u 2017., s ciljem utvrđivanja tržišnih udjela poduzetnika koji djeluju na tom tržištu, kako bi raspolagala bazom podataka s naglaskom na strukturi konkretnog tržišta. Istraživanjem su obuhvaćeni poduzetnici iz Upisnika o izdavanju i distribuciji tiska sukladno Zakonu o medijima, koji vodi Hrvatska gospodarska komora (HGK), a uzorak u istraživanju predstavljala su ukupno 43 novinska nakladnika i distributera tiska. Analizom su obuhvaćena tržišta naklade tiska (općeinformativni dnevnici i tjednici), tržišta oglašavanja u općeinformativnim dnevnicima i tjednicima te tržišta trgovine tiskom na području Republike Hrvatske. Tržišni udjeli poduzetnika na mjerodavnim tržištima utvrđeni su temeljem prodanih naklada izraženih u primjercima tiskovina, odnosno prihoda koji su poduzetnici ostvarili na tržištu oglašavanja, trgovinom na veliko tiskom i tržištu trgovine na malo tiskom. Neovisno o tome je li riječ o elektroničkim ili tiskanim medijima, glavni izvor financiranja medija su prihodi od oglašavanja. Stoga se, kod određivanja mjerodavnog tržišta, u pravilu utvrđuje i tržište oglašavanja te je isto obuhvaćeno ovim istraživanjem. Pravni okvir Tržište tiska u Republici Hrvatskoj regulirano je Zakonom o medijima (ZoM) kao osnovnim propisom. Using the public “face” of memory – monuments, museums and commemorations – I contend that Croatia’s narrative of self and self- sacrifice (hence “KRVatska” – a portmanteau of “blood/krv” and “Croatia/Hrvatska”) is divided between praising “defenders”/“branitelji”, selectively remembering its victims/“žrtve”, and silencing the Serb minority. While this divide is partially dependent on geography and the various ways the Croatian War for Independence came to an end in Dalmatia and Slavonia, the “defender” narrative remains preeminent. The Other by Itself: Authenticity in electronic dance music in Serbia at the turn of the centuries Inaugural dissertation submitted to attain the academic degree of Dr phil., to Department 07 – History and Cultural Studies at Johannes Gutenberg University Mainz Irina Maksimović Belgrade Mainz 2016 Supervisor: Co-supervisor: Date of oral examination: May 10th 2017 Abstract Electronic dance music (shortly EDM) in Serbia was an authentic phenomenon of popular culture whose development went hand in hand with a socio-political situation in the country during the 1990s. After the disintegration of Yugoslavia in 1991 to the moment of the official end of communism in 2000, Serbia was experiencing turbulent situations. On one hand, it was one of the most difficult periods in contemporary history of the country. On the other – it was one of the most original. In that period, EDM officially made its entrance upon the stage of popular culture and began shaping the new scene. My explanation sheds light on the fact that a specific space and a particular time allow the authenticity of transposing a certain phenomenon from one context to another. Transposition of worldwide EDM culture in local environment in Serbia resulted in scene development during the 1990s, interesting DJ tracks and live performances. The other authenticity is the concept that led me to research. This concept is mostly inspired by the book “Death of the Image” by philosopher Milorad Belančić, who says that the image today is moved to the level of new screen and digital spaces. The other authenticity offers another interpretation of a work, or an event, while the criterion by which certain phenomena, based on pre-existing material can be noted is to be different, to stand out by their specificity in a new context. -

The OSCE Mission to Croatia: the View from Zagreb

Michael Merlingen/Zenet Mujic The OSCE Mission to Croatia: The View from Zagreb In this essay, we look at the relationship between Croatia and the OSCE Mis- sion to Croatia from the Croatian point of view. The relationship between Zagreb and the Mission can be divided into three periods based on each side’s understanding of the role of the Mission. The first period, from 1996 to the end of 1999, was characterized by a frosty political climate. Although, the change of government in January 2000 abruptly improved this atmosphere, there was no essential convergence as the two sides had a different under- standing of their mutual relationship. The fair weather period did not last very long and relations worsened again. It has only been since the beginning of 2002 that the government and the Mission have been able to bring their expectations about the role of the Mission into line. Thus a new chapter was opened in their relationship. In this article, we will describe these three phases in detail from the Croatian point of view. Moreover, we pose the question whether the Mission should not have conducted more active public relations work to reach out to the population and the political authorities at the national and local level in order to win over their support for its activities as well as whether this would have facilitated the OSCE Mission’s efforts to contribute to the socio-political normalization of Croatia. The Mandate and the Mission’s Performance Record After the armed conflict between Croats and Serbs from 1991 to 1995, the OSCE sent a fact-finding mission to the country in October 1995. -

Reconstruction of the media system – aimed at developing free, independent and pluralistic media – was an important part of reform processes. After 13 years of democratisation eff orts, no one can argue that a new media system has not been put in place. Th e system is pluralistic; the media are predominantly in private ownership; the legal framework includes European democratic standards; broadcasting is regulated by bodies separated from executive state power; public service broadcasters have evolved from the former state-run radio and tel- evision company which acted as a pillar of the fallen autocratic regime. However, there is no public consensus that the changes have produced more positive than negative results. Th e media sector is liberalized but this has not brought a better-in- formed public. Media freedom has been expanded but it has endangered the concept of socially responsible journalism. Among about 1200 media outlets many have neither po- litical nor economic independence. Th e only industrial segments on the rise are the enter- tainment press and cable channels featuring reality shows and entertainment. Th e level of professionalism and reputation of journalists have been drastically reduced. Th e current media system suff ers from many weaknesses. Media legislation is incom- plete, inconsistent and outdated. Privatisation of state-owned media, stipulated as mandato- ry 10 years ago, is uncompleted. Th e media market is very poorly regulated resulting in dras- tically unequal conditions for state-owned and private media. -

CEU eTD Collection ii ABSTRACT This paper analyses the impact of civil society on the final stage of democratization process – consolidation, using qualitative methodological tools. I start from the theoretical explanation of the concept of democratization and elaborate its specificities in the two countries of the Western Balkans – Croatia and Serbia. By introducing the concept of civil society, I am showing that not only formal governmental institutions play an important role in the consolidation process, but that organized citizens also play a crucial role in consolidation. I use the concept of political opportunity structure which I am applying to the political change in Croatia and Serbia. The theoretical overview of the debates of consolidation and civil society will be supported by two cases where civil society has been crucial, Croatia and Serbia.
