LSE International Relations Why did many ‘black’ anti-imperial thinkers and leaders articulate projects for colonial freedom based in transnational identities and solidarities? This thesis excavates a discourse of anti-imperial globalism, which helped shape world politics from the early to late 20th century. Although usually reduced to the anticolonial nationalist politics of sovereignty and recognition, this study interprets ‘anti-imperialism globalism from below’ as a transnational counter-discourse, primarily concerned with social justice, social freedom, and equality. -

Part C _ Think Pieces 289 The Political Organisation of People who are Homeless: Reflections of a Sympathetic Sceptic Mike Allen Focus Ireland, Dublin, Republic of Ireland Introduction Any exploration of how poverty and social exclusion might be eradicated, and conversely of how they persist, must come to terms with the question of how people who are themselves poor are to contribute to that eradication. This contribution can be divided into two main themes : the framing of the sorts of solutions that are required and the political momentum that is necessary to put these into action. People coming from a wide range of political and conceptual positions see social movements of the poor (or representative organisations comprising the poor) capable of achieving both these objectives as the ideal manner in which poverty will be eliminated. Organisations that oppose poverty but do not involve participa- tion of the poor at their core are open to the criticism of contributing to deeper impoverishment, not only through proposing the ‘wrong’ solutions, but also by disempowering those who experience poverty. They run the risk of being charac- terised as part of the problem rather than part of the solution. Experience, however, shows that the poor are unlikely to organise around their interests in any persistent manner, and when they do come together in short-term alliances, the goals they seek to achieve are frequently short term and rarely address the underlying causes of their exclusion (Piven and Cloward, 1979). The conditions which we understand to comprise poverty – lack of resources, social isolation and powerlessness – are deprivations of the very requirements of successful organisation and of long-term thinking. -

centre for democratic institutions www.cdi.anu.edu.au CDI Policy Papers on Political Governance Comparing Across Regions: Parties and Political Systems in Indonesia and the Pacific Islands1 Jon Fraenkel & Edward Aspinall Abstract In contrast to Indonesia, politics in the Pacific Islands seems at first sight more parochial, more fluid and less party‐centred. Yet although party systems play a much more robust role at the national level in Indonesia, at the local level, Indonesian politics bears some similarity to those in the Pacific, especially in Melanesia. This paper seeks out patterns of similarity 2013/02 and difference in political competition in Indonesia and the Pacific Islands. We survey five major factors shaping the nature of the party systems in the PPS two regions: 1) broad context (size, geography and economic prosperity); 2) the role of electoral systems and the rules governing parties; 3) ethnic and CDI religious identities; 4) ideological issues or their absence; and 5) how patronage shapes political allegiances. Despite obvious differences, we find some similar patterns of loose and fluid political party allegiances at the local level. How do we begin to compare the political party systems of Indonesia and those of the Pacific Island states? At first glance, the differences appear immense. Indonesia is a single country, with (barring a few exceptions in special regions) a unified set of rules governing political parties, elections and parties. Its party system is relatively robust, with a moderate number of effective parties and considerable continuity between electoral cycles. The state is the most powerful organization in human history. Since the first signs of an early state in Mesopotamia around 4000 to 2000 BCE, the state as an institutional structure has undergone numerous transformations in size, function, form, and strength. It has become an organization we cannot live without. How were states formed? Why did they take different paths of development? Why are some states strong and others weak? Why are some states ruled by a democratically elected leader, while others are ruled by an autocrat? These are among the most time- honored questions that have produced generations of remarkable scholarship in the social sciences. I characterize modern social scientific studies of the state as comprising three generations. The first generation, represented in pluralist, structural-functionalist, and neo- Marxisttraditionsdatingbacktothe1950s–70s, takes a society-centered perspective: it views the state as an arena in which different social groups and classes vie for power. one · Gender and the Problem of Prehistory IMAGINING PREHISTORY To examine the contested issue of gender in ancient Near Eastern prehistory, I be- gin with a definition of the period. Prehistory is the time before the invention of writing (which took place around 3500 bce in the ancient Near East). This period is divided into several major eras of human development in eastern Europe and the ancient Near East: late Paleolithic (c. 30,000–9000 bce), proto-Neolithic and Neo- lithic (c. 9000–5600 bce), and Calcolithic (5600–3500 bce). In the European late Paleolithic, we begin to have some evidence of human creative consciousness in the form of cave paintings, figurines, and tools decorated with designs or with figures of animals or humans. The Neolithic is divided from the Paleolithic by the move- ment from food gathering (hunting and collecting fruits, nuts, and plants) to food growing and domestication of animals. The Calcolithic describes a time of more developed agriculture (including the use of the plow and irrigation) as well as trade and early urbanization. The Neolithic revolution took place gradually in the ancient Near East between 9000 and 7000 bce. At first, herds of wild animals or areas of wild grains were cor- doned oª and controlled by more settled human groups; later, with full domestica- tion, animals were bred for food, milk, or skins, and seeds were conserved for plant- ing grains. These innovations developed along parallel lines in several places in the ancient Near East and spread to other nearby areas. There was not a uniform, straightforward pattern of development. -

The aim of the survey was to investigate the capacity of chiefdom administrations to assess and collect local tax and the relationships between taxation, political representation, and citizenship at the chiefdom level. The first section of the report explores the legal and technical development of financial administration and representative authority in the chiefdoms, with particular attention to the policy assumptions that underlay it. The second section analyses the survey data, which were collected before the new decentralised local government structures were put in place. They indicate that chiefdom financial administration is barely functional and suffers greatly from poor staff working conditions and lack of transparency and accountability among district level administrations. The rural public have little confidence in the local tax system and are unlikely to cooperate with it any further until tangible benefits from local tax revenue begin to flow in their direction. However, tax assessment (if not payment) also has a political purpose and evidence was found of manipulation of tax assessment rolls in order to yield extra chiefdom councillors. -

Throughout history, scientific scholars of religion have debated the definition, function, or lack of function for religious behavior. The question remains: why doesn’t one set of beliefs suit everybody and every culture? Using mixed methods, the theoretical logic of Multi-Level Selection hypothesis (MLS) which has foundations in neo-evolutionary theory, and data collected during nearly two years of field work in Macaé Brazil, this study asserts that religious variability exists because of the historic and dynamic relationship between the individual, the family, the (religious) group and other groups. By re-representing a nuanced version of Elman Service’s sociopolitical typologies together with theorized categories of religion proposed by J.G. Frazer, Anthony C. Wallace and Max Weber, in a multi-level nested hierarchy, I argue that variability in religious behavior sustains because it provides adaptive advantages and solutions to group living on multiple levels. These adaptive strategies may be more important or less important depending on the time, place, individual or group. MLS potentially serves to unify the various functional theories of religion and can be used to analyze why some religions, at different points in history, may attract and retain more adherents by reacting to the environment and providing a dynamic balance between what the individual needs and what the group needs. -

Korotayev Institute of Oriental Studies, Russian Academy of Sciences, Moscow INTRODUCTION As has been already mentioned in the introductory editorial com- ment that opens this issue, the discussion has demonstrated a pro- found interest in its subject, and we would like to express our grati- tude to Carneiro and all the discussants. This discussion presents a very wide spectrum of opinions on a rather wide range of impor- tant topics. One can also find a wide spectrum of opinions, a sort of unique snapshot of the current state of Political Anthropology as regards the study of the emergence of chiefdoms and states, as well as the driving forces of sociopolitical evolution. The discussion has demonstrated that none of the proposed ap- proaches can be characterized as being absolutely right. In certain respects the presented critique of some points of Carneiro's theory looks convincing, but in some other cases Carneiro's reasoning ap- pears more persuasive. Below we shall try to make as more an ob- jective assessment of the present discussion as possible. CARNEIRO'S UNEXPECTED DECISION Carneiro's circumscription theory has become very widely recog- nized in the sense that it is always taken into account when the leading approaches to the study of state formation are analyzed. Almost all the discussants (further also referred to as participants) recognize certain merits of this theory, even when disagreeing with Carneiro or criticizing its certain points. The initial trend was one of general growth in the size of hierarchical organizations (giant firms, internal and external growth of States) then reversed in the last third of the century with the universal return to the market mechanism, break-up of conglomerates, re-specialisation and downsizing of large firms, the privatization of the public sector, the lightening of the tax burden in a number of countries, the atomization of several States (U.S.S.R., Yugoslavia, and Czechoslovakia) and the triumph of democracy. This paper extends the Coase analysis to the field of Public Choice. It shows how the cost of information is the basic determinant of the choice between markets and hierarchies. The relative scarcity of information thus explains the great cycle of political organization which lead decentralized and democratic societies at the end of the XIXth century to the totalitarian regimes of the first part of the XXth century, and then brought back most countries towards democratic regimes and market economies by the end of the “second XXth century”. -

However, never having been officially colonized does not mean it has been completely independent. In the nineteenth century, Tonga developed from a situation in which several groups of chiefs dominated the islands, to a centralized state power with a king: a modern chiefdom state. Tonga is a modern state with all the usual requirements: a government with a parliament, civil service, legislation, judges, police, army, school system, health care, post office, etc. At the same time, however, it has several characteristics of a chiefdom, although in an adapted form. In the first half of the nineteenth century, Tonga was involved in a civil war. There were political intrigues, political murders, and field battles in which hundreds and sometimes thousands of people participated. During this civil war, one of the competing chiefs, with the aid of European firearms and the moral support of European missionaries, was able to centralize political power in the Tongan archipelago. Following the western, or, to be more precise, British example, this chief, whose name was Taufa'ahau, was made King of Tonga in 1845.
