Fascinated by Artistic Azabu ⑮ A Mansion Preserved and Protected in the Azabu Area Former House of the Ishimaru Family “l’Assemblee HIROO” l’Assemblee HIROO Area of the premises: 542.1m2 (About 167.3 tsubo), Building floor space: 314.8m2 (About 97.2 tsubo) Do you know about this mansion quietly nestled along the Teppo-zaka alleyway slope in Minami Azabu? It turned 95 years old in 2017, but still has all the fascinating and elegant appearance it had when it was first built. This luxurious mansion was built for the late Mr. Sukezaburo In what was formerly a bedroom, there are several elements Ishimaru, upon his return from London in 1922. In the fol- of Japanese style, including sliding doors and tokonoma (al- lowing year, 1923, the Great Kanto Earthquake struck this cove). However, all of this is matched harmoniously with the area. Fortunately, this building was not seriously damaged. Western-style fireplace, also designed in consideration of the family’s lifestyle. On the premises, there are three of the zelkova trees that are over 300 years old. There is a story that relates how, during The stone pillar in the dining room, the handrail of the stairs, the Great Tokyo Air Raid in 1945, those living in the neigh- and the beams in the student room on the top floor remain borhood poured water over this cypress tree to protect the unchanged and fully functional, the same as they have always Some earthquake reinforcement has been carried out for the building, and the stones forming the pillar are the same as tree.

Reviewed by: Carola Hein Roppongi—anyone somewhat familiar with Tokyo will recognize the name as that of a famous entertainment district. From the 1960s to the 2000s, Roppongi referred to a nightlight district with numerous discotheques and bars, a place where foreigners mingled with rich young internationally minded Japanese, located in proximity of the central government district, international headquarters, several US military facilities, and the American embassy. Since the mid-2000s this image has come to change, as the Japanese construction state, a powerful coalition of the public and private sector has inserted new functions and established a new image for the district as an upscale shopping and business center.

  • Section 3 Development and Redevelopment of Urban Areas
Section 3 Development and Redevelopment of Urban Areas 1 Policy for Urban Redevelopment Policy for urban redevelopment is a master plan that comprehensively systematizes measures for urban redevelopment on a long-term basis, thereby aiming to ensure fair guidance and planned promotion of redevelopment. The revised Urban Renewal Act of 1980 has designated urban areas that require planned redevelopment (Category 1 Urban Areas) and those that should promote integrated and comprehensive redevelopment and have shown the momentum and activities for redevelopment as redevelopment promotion districts (Category 2 Areas or Quasi-Category 2 Areas), and areas that fall short of redevelopment promotion districts but are desirable to be developed and expected of development effects as redevelopment guidance districts. Policy for urban redevelopment has been repeatedly revised since its formulation in November 1986, the status as of April 1, 2019, is shown in Table 3-24 (page 149). 2 Urban Redevelopment Projects In existing urban areas, there are, in spite of their urban central locations, many areas that lack infrastructures such as roads, those that are with low land-use efficiency and poor urban environment due to their fragmented land use, and those that carry disaster risks due to high concentration of old wooden houses. As for urban redevelopment, the term “redevelopment” may be used in so broad a sense as to cover a case where a landowner promotes the construction of fireproof or high-rise buildings by consolidating or converting land use voluntarily in a personal or corporate capacity. In this regard, various methods are utilized. It is, however, difficult to promote redevelopment if depending only on voluntary construction activities in areas where relationships of rights are subdivided or where effective land use cannot be pursued only by private funding.
