Transport en citernes mobiles des matières solides

Communication de l’expert des États-Unis d’Amérique

1. À la vingt et unième session du Sous-Comité, l’expert des États-Unis d’Amérique a accepté d’élaborer une proposition révisée visant à prendre en compte le transport en citernes mobiles des marchandises dangereuses solides, et étant fondée sur les observations qui avaient été formulées et examinées par un groupe de travail informel. Une proposition finale d’amendements au Règlement type est donc présentée. L’annexe 1 contient une démarche rationalisée où sont indiquées les règles qui ont été employées pour attribuer aux matières solides des dispositions spéciales pour le transport en citernes mobiles. À l’annexe 2 sont énoncées les attributions proposées, compte tenu de la démarche rationalisée donnée à l’annexe 1. L’annexe 3 présente une liste des dispositions actuellement attribuées pour le transport en citernes, qui devraient être modifiées dans le Règlement type eu égard à la démarche rationalisée.

Propositions

2. La nouvelle disposition spéciale suivante pour le transport en citernes mobiles est proposée pour les matières solides granuleuses ou pulvérulentes et pour les matières solides qui sont chargées à des températures supérieures à leur point de fusion, puis sont réfrigérées et transportées comme une masse solide:

«TPXX L’instruction de transport en citernes mobiles attribuée à cette matière s’applique aux matières solides granuleuses ou pulvérulentes et aux matières solides qui sont chargées à des températures supérieures à leur point de fusion, puis sont réfrigérées et transportées comme une masse solide. En ce qui concerne les matières solides qui sont transportées à des températures supérieures à leur point de fusion, voir la sous-section 4.2.1.18.»

3. Ajouter la nouvelle sous-section 4.2.1.18, libellée comme suit:

«4.2.1.18 Dispositions supplémentaires applicables au transport de matières solides à des températures supérieures à leur point de fusion

4.2.1.18.1 La température la plus élevée atteinte pendant le remplissage, la vidange ou le transport doit être utilisée, si elle est supérieure à 65 °C, lors du calcul de la pression de service maximale autorisée et de la pression de calcul, telles que définies au 6.7.2.1.

4.2.1.18.2 Protection contre les explosions

a) La température à la surface de l’élément de chauffage dans le cas d’un système de chauffage interne ou la température sur le réservoir de la citerne mobile dans le cas d’un système de chauffage externe, ne doit en aucun cas dépasser 80 % de la température d’inflammation spontanée de la matière transportée. Les éléments de chauffage internes ne doivent pas être alimentés en énergie à moins d’être complètement immergés.

b) Si le système de chauffage électrique est installé à l’intérieur de la citerne mobile, il convient de prévoir un disjoncteur de perte à la masse dont le courant de déclenchement soit inférieur à 100 mA.

c) Les boîtiers des commutateurs électriques montés sur les citernes mobiles ne doivent pas avoir de raccordement direct avec l’intérieur de la citerne mobile et doivent disposer d’une protection équivalant au moins à la protection de type IP 56 conformément à la norme CEI 144 ou CEI 529.

4.2.1.18.3 Le système de chauffage doit être soumis à des inspections et à des épreuves, notamment à des épreuves de pression sur serpentins ou conduites de chauffage, selon le cas.

4.2.1.18.4 Les matières solides transportées à des températures supérieures à leur point de fusion, auxquelles il n’est pas attribué d’instruction de transport en citernes mobiles dans la colonne 10 de la Liste des marchandises dangereuses ou pour lesquelles l’instruction de transport en citernes mobiles attribuée ne s’applique pas au transport à des températures supérieures à leur point de fusion peuvent être transportées en citernes mobiles à condition que les matières solides soient telles qu’elles:

a) Sont classées dans les divisions 4.1, 4.2, 4.3, 5.1 ou 6.1 ou dans les classes 8 ou 9 et ne présentent pas de risque subsidiaire autre que ceux de la division 6.1 ou de la classe 8;

b) Appartiennent aux groupes d’emballage II ou III; ST/SG/AC.10/C.3/2002/75 page 3

c) Sont agréées pour le transport en citernes mobiles par l’autorité compétente, conformément aux dispositions du 6.7.1.3.

4.2.1.18.5 Sauf indication contraire dans la Liste des marchandises dangereuses au chapitre 3.2, les citernes mobiles employées pour le transport de ces matières solides doivent être conformes aux dispositions de l’instruction de transport en citernes mobiles T4 pour les matières solides du groupe d’emballage III ou T7 pour les matières solides du groupe d’emballage II. Une citerne mobile qui garantit un niveau de sécurité équivalent ou supérieur peut être choisie conformément au 4.2.5.2.5. Le taux de remplissage maximal (en %) doit être déterminé conformément au 4.2.1.9.5 (TP3)». À la suite des observations formulées par le groupe de correspondance, le texte proposé inclut les dispositions énoncées aux paragraphes 4.2.1.18.1 à 4.2.1.18.3 du Code IMDG. Le Sous-Comité est prié de vérifier si l’insertion de ce texte est justifiée.

Amendements corollaires

4. Les amendements corollaires suivants sont proposés: a) Section 1.2.1, ajouter la définition suivante: Matière à température élevée, une matière qui est transportée ou est offerte au transport:

− Dans un état liquide à une température supérieure ou égale à 100 °C;

− Dans un état liquide ayant un point d’éclair supérieur ou égal à 60,5 °C et qui est volontairement chauffée jusqu’à une température supérieure ou égale à son point d’éclair;

− Dans un état solide à une température supérieure ou égale à 240 °C: b) Paragraphe 4.2.1.4, remplacer la deuxième phrase par «Si nécessaire, le réservoir doit être muni d’une isolation thermique». Paragraphe 4.2.1.9.5.1, modifier comme suit: «Le taux de remplissage maximal (en %) pour les matières solides transportées à des températures supérieures à leur point de fusion et pour les liquides à température élevée doit être déterminé au moyen de la formule suivante: …» c) Sous-section 4.2.5.3, modifier la disposition spéciale TP3 comme suit: TP3 Le taux de remplissage maximal (en %) pour les matières solides transportées à des températures supérieures à leur point de fusion et pour les liquides à température élevée doit être déterminé conformément au 4.2.1.9.5. d) Sous-section 6.7.2.1, modifier la définition de Pression de calcul en supprimant à l’alinéa b i les mots «à température élevée». e) Sous-section 6.7.2.1, modifier la définition de L’intervalle de température de calcul en supprimant les mots «Pour les matières transportées à température élevée». ______
