During the current London Government Boundary Commission Executive (LGBCE) review process, it has become clear to us that since the previous review in 2000, warding levels have developed out of balance. Brent Council meets the Commission’s criteria for electoral inequality with 7 wards having a variance outside 10%. The outliers are Brondesbury Park at -16% and Tokyngton at 28%.     DRAFT LONDON PLAN: EXAMINATION IN PUBLIC MATTER M76 – TRANSPORT SCHEMES AND DEVELOPMENT WRITTEN STATEMENT BY THE WEST LONDON ALLIANCE 1. Introduction 1.1 This statement is submitted by the West London Alliance (WLA) on behalf of its member authorities: Barnet, Brent, Ealing, Harrow, Hammersmith and Fulham, Hillingdon and Hounslow. It deals specifically with the West London Orbital (WLO) London Overground extension, a scheme included in Table 10.1 in the draft London Plan (DLP). It explains how the WLO is necessary to the development of West London envisaged by the DLP and the work done to date to take the project forward, including on funding. It concludes by suggesting some changes to DLP wording, mostly to reflect developments since the original drafting. 2. The West London Orbital Line 2.1 The WLO proposal is for a heavy rail link with a central core between South Acton and Neasden with two branch options at either end – to Hendon/West Hampstead in the north and Hounslow/Kew Bridge to the south. It will involve bringing back into passenger use a 6.4 km length of track currently used for freight (the Dudding Hill Line). 2.2 The WLO will directly link three key opportunity areas (OAs) identified in the DLP: Brent Cross/Cricklewood, Old Oak/Park Royal and the Great West Corridor (see figure 1). It will also significantly improve accessibility to the Wembley and Harrow and Wealdstone OAs. It will serve Hounslow (a DLP metropolitan centre) and DLP district centres at Acton, Harlesden, Neasden, Cricklewood (all identified as regeneration priorities in the DLP) and Brentford.
