CALL TO ORDER The Torrance Airport Commission convened in a regular session on Thursday, March 8, 2018 at 7:00 p.m. at the West Annex Meeting Room, Torrance City Hall. 2. ROLL CALL Present: Commissioners De Rago, Gong, Massa, O'Brien, Ross, Zygielbaum, and Chairperson Glass. Absent: None. Also Present: Facility Operations Manager Megerdichian, Airport Manager Herrera, and Torrance Police Lieutenant Hart. 3. FLAG SALUTE Commissioner Gong led the Pledge of Allegiance. 4. AFFIDAVIT OF AGENDA POSTING MOTION: Commissioner Ross, seconded by Commissioner De Rago, moved to accept and file the report of the City Clerk on the posting of the agenda for this meeting; a roll call vote reflected unanimous approval. 5. APPROVAL OF MINUTES SA. MINUTES OF FEBRUARY 8, 2018 MOTION: Commissioner Ross moved to approve the Airport Commission meeting minutes of February 8, 2018 as presented. Commissioner Massa seconded the motion; a roll call vote reflected 6-0 approval (Commissioner O'Brien abstaining). 6. ORAL COMMUNICATIONS #1 AND ANNOUNCEMENTS 6A. Commissioner O'Brien stated that plans are underway for the April 27 3rd annual STEM day and encouraged Commissioners to volunteer. 7. ACTION ITEMS 7A. REQUEST FOR FUNDING FOR FUEL REIMBURSEMENT FOR ARMED FORCES DAY FLYOVER Torrance Police Lieutenant Hart presented a recommendation from the Torrance Police Department and Armed Forces Day Planning Committee to recommend: Deborah Schaffer 1 Airport Commission Recording Secretary March 8, 2018 1. The City to provide funding in an amount not to exceed $9,000 to the Western Museum of Flight for 33 airplanes to conduct flyovers during the 2018 Armed Forces Day Parade on May 19, 2018. 2. The event will be designated as a special exhibit under Section 46.8.10 of the Torrance Municipal Code that exempts such events from aircraft noise regulations. He provided background and stated that this year the Western Museum of Flight has identified 33 airplanes from a variety of time periods to conduct flyovers for this year's parade. He stated that all airplanes have requested that their fuel costs be reimbursed, adding that the airplanes and related fuel costs are identified in Attachment A. He noted that the total estimated cost for fuel reimbursement is $8,944 and that it would come from the Airport Fund. In response to Commissioner Ross's inquiry, Facility Operations Manager Megerdichian stated that the request is more than last year due to the increase in fuel cost, there are more aircraft this year, and that the B-25J aircraft requires more fuel. MOTION: Commissioner Ross moved to recommend approval of the request for funding for fuel reimbursement for the Armed Forces Day flyover. Commissioner Zygielbaum seconded the motion; a roll call vote reflected unanimous approval. 8. INFORMATION ITEMS SA. AERONAUTICAL OPERATIONAL INFORMATION UNDER THE PURVIEW OF THE GENERAL SERVICES DEPARTMENT Chairperson Glass noted that the following reports were included in agenda materials: Hangar and Tiedown Rental Status, Ongoing Projects, March Meeting Room Calendar, Hangar Waiting List, Events Requiring Emergency Response for January 2018, and Airfield Operations Status for January 2018. Referring to Report #2, Ongoing Projects, Facility Operations Manager Megerdichian reported that design for the fire-damaged hangars is currently in underway. He reported that a Change Order for additional gutter repair for the Executive Hangar Gutter and Roofing project was approved by City Council on February 27 and that work will resume on March 19. Business Manager Herrera reported that there are currently no hangar vacancies. He reviewed the Hangar Waiting list, noting that most are waiting for Medium or Executive hangars. He noted that there was one incident in January and that Airport operations were 2,500 higher than the same period last year. Responding to an inquiry from Commissioner De Rago regarding the incident, Business Manager Herrera explained what a prop strike is. 9. ORAL COMMUNICATIONS # 9A. Commissioner O'Brien showed a collection of loose asphalt that she gathered on the taxiway by Bonanza Row near her hangar; Facility Operations Manager Megerdichian stated that he would look into having the area patched. 9C. In response to Commissioner Gong's inquiry regarding pavement conditions, Facility Operations Manager Megerdichian stated that the Airport recently passed an inspection by Caltrans Division of Aeronautics. He offered to bring back an information item on the status of the pavement of runways and taxiways, what has been done, and what they foresee in the future. 90. Commissioner O'Brien offered to give new Commissioners a tour of the Airport. 9E. At Chairperson Glass's request, Facility Operations Manager Megerdichian described the water filtration and diversion project that is proposed for the Airport. He explained that underground catch basins would catch rainfall and put it back into aquifers. 9E. Facility Operations Manager Megerdichian informed the Commission that on February 27 City Council approved the Collings Foundation Aircraft Display on April 26- 30 as well as the request from Torrance Airport Association to use a City owned half hangar. 10. ADJOURNMENT MOTION: At 7:30 p.m., Commissioner Ross moved to adjourn this meeting to April 12, 2018 in the West Annex meeting room at 7:00 p.m . Commissioner O'Brien seconded the motion; a roll call vote reflected approval. The General Services Department acts as both the landlord for the city-owned facilities at the airport and as business manager for the airport. ITEM BA REPORT 1 ZAMPERINI FIELD HANGAR AND TIEDOWN INFORMATION Total Number of City-Owned Hangars 341 Total Number of Hangar Vacancies 2 Total Number of Airport Tiedowns 181 Total Number of Tiedowns Available 65 The 341 hangars owned by the City are broken down into three size categories: small, medium, and executive. Of 341 total hangars, 74 were built by the City, while 267 hangars were funded by several private contractors. At time of construction, these hangars were built with individual preferences in mind and were not standardized according to size. Here are approximate sizes of small, medium and executive hangars. Small Type A: Under 40' Door Opening Width 800-1,200 sq. ft. Small Type B: 40'-41' Door Opening Width 800-1,200 sq. ft. Medium: 52'-54' Door Opening Width 1,200-2,200 sq. ft. Executive: 57'-61' Door Opening Width 2,200-3,200 sq. ft. Current rates for hangars are $0.546/sq. ft. per month for Torrance Residents. $0.613/sq. ft. per month for Non-Residents. REPORT2 ONGOING PROJECTS APRIL 2018 1. Burned Hangars - Currently in design. Design anticipated to be complete in May 2.
