ANNUAL GENERAL MEETING Belgrave Rugby Football Club Thurcaston Road, Leicester President: Brian Hesford Wednesday, 28th June 2016 7.00 p.m. Annual Report: Season 2016 - 2017 This report reviews the activities of Leicestershire Rugby Union Ltd. for the season 2016 - 2017. Administration and Governance The Management Committee remained as elected during the year. During the season, the Management Committee met six times and there were two Special General Meetings and one club meeting. Attendance at the latter meetings was varied and reasonable. However, some clubs were again still not represented at any General Meetings and it is hoped that these clubs will replace their current LRU Representatives with persons who are more readily available and absorbed in County matters. Attendance at the six Management Committee meetings has been: B. Hesford 5 P. Harding 4 R. Green 5 R. Hickson 4 P. Howard 6 M. Powell 4 S. Rice 6 D. Toon 4 K. Swift 2 B. Welford 1 P. Green 4 K. Whitcombe 6 During the season, a continuous review has been undertaken of the committee structures within the union, its constitution, and its processes. Development plans for the season 2017 – 2018 will be discussed at the end of the AGM. The number of RFU Non-Voting Member clubs currently stands at 6 (including the University Clubs) with 28 RFU Voting Member clubs. There are now 24 clubs in Leicestershire that have become incorporated to give them some form of limited liability. It is hoped that those six eligible clubs not currently incorporated will consider incorporating during the next twelve months in order to give their officers and members some protection against any legal action for negligence that may be taken against their clubs. -

Hinckley and Bosworth Borough Council Playing Pitch Strategy and Action Plan March 2019 Contents Executive Summary Section 1: Introduction, Methodology and Context Section 2: Summary of Key Issues by Sport Section 3: Recommendations and Action Plan Section 4: Monitoring and Review Executive Summary I. This Playing Pitch and Outdoor Sports Facilities Strategy draws upon the issues identified within the Hinckley and Bosworth BC Playing Pitch Assessment Report (August 2018), which evaluates the adequacy of provision for football, cricket, rugby, hockey, tennis, golf and bowls across the Borough. It seeks to address the issues identified and sets out the priorities for the future delivery of facilities for these sports for the period 2018 - 2036. Vision II. The strategic vision of HBBC and its partners is that; ‘The Playing Pitch Strategy (PPS)will help secure access to high quality opportunities for sport and recreation across the borough, contributing to the improvement of the health and well-being of communities. The Strategy will help to ensure that the planning policies in the Hinckley and Bosworth Local Plan are based on a robust and up-to-date assessment of the needs for outdoor sports facilities.’ III. SECTION 9 – PLAYING PITCH PROVISION 9. Playing pitch provision Introduction 9.1 This analysis of playing pitches has been undertaken following the methodology outlined by Sport England in ‘Towards a Level Playing Field – A Manual for the Production of Playing Pitch Strategies’ (Sport England and CCPR 2003). 9.2 It considers voluntary participation by adults and young people in competitive: • football • cricket • rugby • hockey. 9.3 This section presents the key findings arising from pitch specific survey work and consultation, highlighting areas of concern and opportunity. It also summarises the key issues arising from general consultations undertaken as part of the PPG17 assessment. 9.4 The following areas are considered: • the current picture – a review of current participation trends and playing pitch provision in England for pitch sports and outdoor sports, at national and local levels • methodology – a summary of the process advocated in ‘Towards a Level Playing Field’ • the current position supply and demand situation– a quantitative and qualitative appraisal of current playing pitches across Charnwood and an evaluation of demand for pitches in the borough • application of Sport England’s Playing Pitch Methodology (PPM). Charnwood Borough Council - Open Spaces, Sport & Recreation Study Page 206 SECTION 9 – PLAYING PITCH PROVISION Context Active People survey 9.5 The Sport England Active People surveys 2005/6 (Active People Survey 1) and 2007/8 (Active People Survey 2), suggest that football is one of the top three sports nationally in terms of percentage increase in participation, with an additional 122,000 people taking up the game between the two surveys. 9.6 The breakdown of participation by sports affecting this playing pitch strategy, and the change in participation between Active People Survey 1 and Active People Survey 2, is shown in Table 9.1 below. -

With Malcolm stepping aside we saw the CB propelled into the election of a new delegate to the role of LRU Representative on the RFU Council. Following a postal vote Peter Howard was duly elected into the role and we wish him all success in that function. It summarises the key issues arising from the assessment of facilities and informs the preparation of the strategy document (under separate cover). For each of the sports covered, it aims to; summarise the current supply of facilities; outline current demand and evaluate likely future demand; evaluate the overall adequacy of provision to meet current and projected future demand; and identify the key issues for the Playing Pitch Strategy to address. 1.4 The strategy document will build on the issues identified and set out strategic priorities and actions for delivery. 1 ANNUAL GENERAL MEETING Belgrave Rugby Football Club Thurcaston Road, Leicester President: Steve Rice Wednesday, 26th June 2019 7.00 p.m. Annual Report: Season 2018 - 2019 This report reviews the activities of Leicestershire Rugby Union Ltd. for the season 2018 - 2019. Administration and Governance During the season, the Executive Committee met four times, there were three Operating Committee meetings, two Special General Meetings and one Clubs Meeting. Attendance at the latter meetings was varied and reasonable. However, some clubs were again still not represented at any General Meetings and it is hoped that these clubs will replace their current LRU Representatives with persons who are more readily available and absorbed in county matters. Attendance at the four Executive Committee meetings has been: P Green 4 K Whitcombe 4 D Toon 3 S Rice 4 P Howard 3 B Crellin 3 G Bates 4 H Wrighten 3 M Birr 4 M Powell 1 During the season, we have continued to review the committee structures within the union, its constitution, and its processes. We have unfortunately been without a Hon Treasurer for the season as Kim Swift has stepped down. The vacancy in the treasurer role has proved to be challenging with the role currently being managed by the CB Chair and several committee members. Additionally, Dean Toon has stood down as chair of the AGR committee and this is reported on in the AGR entry. Mark Powell also stood down at the end of the season from his role as an Executive Committee Member as did Simon Chaperone from his role as Senior Men’s Manager.
