PLP 2016-17 District EXECUTIVE SUMMARY

The Potential Linked Credit Plan (PLP) is prepared by taking into account the potential available for development in all the sectors as also the infrastructure available for exploiting such potential. The preparation of the PLP document was preceded by a detailed consultative process with the implementing departments in the district for identifying critical infrastructural requirements. The main objective of the entire exercise is to link the development planning process with the credit planning process. In this context, it is essential to bear in mind the fact that NABARD had prepared a Base PLP document, co-terminus with the 12th Five Year Plan period (2012-13 to 2016-17). The present exercise is aimed at further fine tuning the projections for the year 2016-17 based on priorities laid down by the Government of . An attempt has been made to give a detailed picture of the exploitable potential which could be translated into credit potential by various banks. Recognizing the importance of capital formation NABARD has chosen the theme “Accelerating the pace of Capital Formation in Agriculture and Allied Sector” for the PLP 2016-17. Phek District was earlier a Sub-Division of KohimaDistrict. It was upgraded to a districtw.e.f21 December 1973. With an area measuring 2026 sq. kmPhek district is the second largest district in the State. Phek accountsfor about 12.22% of the total geographical area of the State. The topography of the district is characterized by steep hills and these ranges are interspersed with a number of fast flowing perennial streams. The district has a population of 163418 out of which 83743 are males and 79675 are females. Total household in the district stood at 29250. The density of the population is 81 person per sq.km.The district administration is headed by the Deputy Commissioner. At present there are 5 Additional Deputy Commissioner, 4 Sub Divisional Officer and 6 Extra Assistant Commissionerto assist the Deputy Commissioner. There are 8 blocks viz.Sekhrezu, Chetheba, Kikruma, Pfutsero, Chizami, Phek, Meluri and Wezihoin the district. The network of bank branches in the district was poor with five branches of the State Bank of India and three branches of the State Co-operative Bank respectively. SBI, Phek branch is holding the currency chest. There were five ATMs installed by SBI, two atPhek Town and one each in , Pfutsero and Chizami and Meluri town. Out of the eight blocks in the district three is unbanked which is one of the bottleneck of poor credit flow in the district.

II. Sectoral Trends in Credit Flow: Institutional credit towards agriculture and other priority sectors has been poor in the district. In the year 2012-13 the sector wise achievement under Agriculture, SSI and Other Priority Sector of Annual Credit Plan was 33.44%, 46.52% and 18.10% respectively.Total credit flow in priority sector was 20.09%. The achievement under Agriculture, SSI and OPS was 26.51%, 6% and 12.50% respectively under ACP 2013-14. Whereas the achievement under Agriculture, SSI and OPS was 30.49%, 24.69% and 9.46% respectively under ACP 2014-15. The overall achievement during the year was 26.94%.

III. Highlights of Banking Benchmark: The Credit-Deposit Ratio (CD Ratio) of the district was 86%, 87.51% and 80.30% for the years 2012- 13, 2013-14 and 2014-15 respectively. Total deposits stood at Rs.8666.93 lakh as on 31/03/2014 as compared to Rs.8716.11 lakhs as on 31/03/2015 and the advances stood at Rs.7584.83 lakh as on 31/03/2014 as compared to Rs.6998.63 lakh as on 31/03/2015.

Assessment of Credit Potential for 2016-17: According to the revised Priority Sector Lending guidelines, Agriculture sector is broadly divided into three sub sectors viz. Farm Credit, Agriculture Infrastructure and Ancillary activities. Out of the total potential projection for 2016-17, the share of crop loan is 34% (Rs.1666.96 lakh), while term loan for agriculture and allied activities constituted 18% (Rs.859.84 lakh) of the credit outlay. The PLP prepared for the district highlights a credit potential estimate of Rs.4881.31 lakh under various sectors of the economy. Due to changes in guidelines for priority sector lending, inter-sectoral changes has been made in the present document. The details of sector wise bankable projections for 2016-17 is given below:

04 PLP 2016-17 Phek District V. Area based Plan / Scheme: Considering the availability of resource and market potential, Fruit and Agro- Processing, Piggery, Poultry and Dairy development has been identified as major activities under area based schemes for the year 2016-17.

VI. Constraints and suggested action points for State Govt. and banking sector: The main issues of the district with regard to agriculture and rural development are poor communication and transportation facility. The credit flow towards agriculture and allied sector is poor because of poor network of bank branches in the district. State Bank of India and Nagaland State Co-operative Bank with a total branch network of 8 branches are operating in the district.It makes the target set in the PLP a challenging task to achieve. To meet the infrastructural gaps, the State Government can avail funds under RIDF/NIDA for creating the required infrastructural facilities in the district. Focus needs to be given on creating moreagri- link roads, storage/marketing infrastructures and land development for terrace cultivation. To improve the credit flow under priority sector, the banks should try to reach out the unreached areasthrough adopting Business Correspondent model as it will reduce the cost of operations for the bank and the customer gets easy access to financial services.

VI. Thrust Areas for 2016-17: The main occupation of the people in the district is agriculture. The district is endowed with rich food and horticultural crops. However, credit flow towards agriculture and allied sector are still not encouraging. Thus, thrust needs to be given on promotion of SHGs/JLGs and FCs in the districtthrough which credit flow can be intensified. NABARD has sanctioned grant assistance to an NGO to function as a Self Help Promoting Institution (SHPI) for intensification of SHG Bank Linkage programme in the district. A pilot project implemented under National Rural Livelihood Mission (NRLM) in Pfutseroblock is helping in gaining momentum particularly in SHG movement in the district. Focus needs to be given for converting matured SHGs/JLGs and FCs into Producers Organisation for post- harvest managementthrough creation of infrastructure, setting up of processing unit andother critical infrastructures by way of credit facilities.

VII. Banking Products/Schemes introduced in the district: Prime Minister Jan DhanYojana(PMJDY) under National Mission on Financial Inclusion was launched in the district on 28 August 2014. The mission will be implemented in two phases. Phase I - from 15 August 2014 to 14 August,2015 and Phase II - from 15 August2015 to 14 August 2018. Further 3 (three) Social security Schemes namely Pradhan MantriSurakshaBimaYojana (PMSBY), Pradhan MantriJeevanJyotiBimaYojan (PMJJBY) and Atal Pension Yojana (APY) were launched in the district during the year 2015-16 The need for convergence of services and extension facilities provided by the agriculture and other departments has been felt in the district. The banks need to provide timely credit to the eligible borrowers to meet the cost for undertaking economic activities under priority sector. The development of the district could be achieved with coordinated approach and efforts of all concernedfor enhancing capital formation. Better monitoring and review of reports at BLBC, DCC Meetings and effective implementation of financial inclusion plans will go a long way in shaping the development of the district.

Phek district is the 2nd largest district in the State accounting for 12.22% of the total geographical area of the State. It is inhabited by the Chakesang and Pochury Naga tribes. The topography of the district is rugged characterized by hills with narrow valleys. The ranges are interspersed with a number of fast flowing perennial streams. Most of the villages of the district are located on hilltops standing at altitudes ranging from 1000 to 2000 meters above sea level. Phekthe district head quarter is located at an altitude of 1524 meters above sea level. Total population of the district is 1,63,418 out of which 83,743 are males and 79,675 are females.Average density of the population is 81 per sq.km. Important towns in the districts are Phek, Pfutsero, Meluri, Chozuba, Chizami,, Sakraba and Weziho.

1.1 Critical issues of the district. Phek district is on hilly terrain and land locked area. The critical infrastructural bottlenecks in the district are roads, transportation facilities, drinking water, godown, cold storages, market shed, tele communication facilities, educational institutes, hospital etc. Out of the critical issues mention above, we can consider roadwhich connect the district headquarter with state capital and road connecting the sub-division with the district headquarter as the most critical issues as its affect the livelihood of thousands of villagers. Once the infrastructural facilities is developed, credit flow to the various sectors are expected to improve which may directly or indirectly improve the livelihood of the people in the district.

1.2 New and Emerging Sectors/economic activities: Agriculture is the major occupation of the people of the district and crop production is the main activity which provides livelihood-cum-employment opportunities for the rural people. The new emerging/economic activities in the district is dairy farming and pisciculture. With the high demand for milk thefarmers have shown interest in dairy activity as their additional income earning activity. Demand for fish of the district is met through supply from other states. Thus,farmers have started rearingfish as an activity for earning income.Bee keeping is another activity which have potential in the district and also good demand for honey in the market, farmers have now started this venture as an income generating activity.

1.3 Per Capita Income, GDP and Rural and Urban Poverty: Employment in organized sector in the district as on 31.3.2014 stood at 2938 and women employment was 518 as compared to 494 as on 31.3.13. (Source: District Employment Office: Phek) The rate of growth of employment in both the organized and unorganized sectors have been, however the unemployment trends has shown an increase of 41%. The per capita income was low at 3578 in respect of families under below poverty line (BPL) which is indicative of poor contribution to the state GDP.
