STOCKTON HEATH PARISH COUNCIL

A meeting of the Planning, Finance & General Purposes Committee was held at Stockton Heath Methodist Church, Heath Street, Stockton Heath on Tuesday 2 July 2019, commencing at 6:30pm.

Present: Councillor D Robb (Chair) Councillors C E Jones, L Murphy, S H Taylor, P Todd (left 7.35 pm) and P J Walker (arrived 7.00 pm).

Attending: Mrs L Jacob (Clerk); 2 representatives from Stockton Heath Allotment Association Ltd (left 7.25 pm)

P19/013 Apologies Apologies were received and accepted from Cllrs S Boggan and H J Dutton P19/014 Accounts for Payment Resolved that approval be given for payments of the accounts as detailed on the schedule of payments dated 2 July 2019. Cheques were signed by Cllrs Jones and Todd. Resolved that approval be given for the payments detailed on the schedule dated 6 August 2019 and that Cllrs Robb and Todd will sign the cheques pertaining to those payments at the Sandy Lane office on Tuesday 6 August 2019. To note that an authority for the transfer of £25,000 from the Nationwide Building Society to the Nat West Current Account in order to cover payments due in July and August was signed by Cllrs Jones and Robb.

P19/015 Receipts The following receipts were noted:

P19/016 Statement of Receipts and Payments for the Financial Year 2019/20 The Statement for the period to 2 July 2019 was noted. Bank reconciliations for May 2019 were presented and Cllr Taylor, who is not Chair of the Parish Council nor a cheque signatory agreed to the content, by signature. Cllr Taylor thanked the Assistant Clerk for the summary sheet which accompanied the full statement of accounts, noting that it was a very useful document.

P19/017 Internal Control Checkers To note that Cllrs Fell and Taylor have been nominated to act as Internal Control Checkers for 2019/20 and will, at some time between September 2019 and February 2020, attend the office on two occasions to carry out an Internal Control Check, which, on completion, will be reported to the PFGP Committee. P19/018 Red Lane Allotments Cllr Walker took the chair for this item as Cllr Robb declared an interest, being a plot holder at the allotments. Two representatives of the Stockton Heath Allotments Association Ltd attended and discussion on the roadway repairs being undertaken and the future works to replace sheds on the Red Lane Allotment site took place. The representatives left at 7.25pm. Councillors discussed the information and it was

Recommended that Stockton Heath Parish Council pay for the repairs to the road surfaces, being £1400, and that a clause be introduced into the new lease agreement outlining the elements for which the Parish Council will be responsible and those which will be the responsibility of the Allotment Association. Cllr Todd left at 7.35 pm. P19/019 Stockton Heath Library The email received from Cllr Sharon Harris, Chair of the South Library in Stockton Heath Working Group was discussed. This advised that Stockton Heath Parish Council’s contribution to the Stockton Heath Library fund will be £1281 for financial year 2019/20, being a 42% share of the balancing £3100 required, with £6900 of income generated from rental. The draft funding agreement document was also considered and it was Recommended that Cllr Murphy, as Chair, will sign the document on behalf of Stockton Heath Parish Council. P19/020 Sandy Lane Office It was noted that an invoice for £1350 had been received from Warrington Borough Council, being the rent of the Sandy Lane Office from 4 January 2019 to 3 July 2019. It was noted that a further invoice for £225 had been received for the rent period 4 July 2019 to 3 August 2019. The notice period to be given on the Sandy Lane office was discussed and it was agreed that this will be an agenda item for September 2019. P19/021 Planning Applications a) Planning applications received from 4 to 10 June 2019 that had been discussed and commented on following the Parish Council meeting of 11 June 2019 were noted and are detailed in the appended table. b) Planning applications received since 11 June 2019 were discussed and responses are detailed on the appended table. c) There were no notifications of refused planning and no notifications of applications referred to or decided by the WBC Development Management Committee. d) A notification of a road closure to the passageway at Dundonald Avenue on 14 and 15 July 2019 had been received. P19/022 Recess Arrangements Resolved that the following arrangements are followed during the recess period: a) Financial matters That the projected payments will be dealt with as outlined at minute P19/014 and be reported as a payment schedule at the September meeting. [Financial Regulations 6.6] That any invoices which are received and require settlement in order to avoid late payment will be notified by email to all members of the PFGP Committee and, on agreement by at least four members, arrangements shall be made for two councillors to attend the Sandy Lane office to sign cheques for payment, with such payments presented on a schedule of payments at the September meeting. [Financial Regulations 5.5]

b) Planning matters That planning applications received shall be notified to all members by email each Tuesday for consideration. Should more than four members require discussion on any plans, then the Chair of the Committee or the Clerk will give three clear days’ notice that such a meeting will take place. c) General matters That any matters of a general nature that require a decision by the committee will be notified to the Chair of the committee for direction.
